Reducing car dependency and congestionMetroWest rail improvements are part of a comprehensiveintegrated transport strategy for the West of England thataims to reduce car dependency and congestion with:

� passenger transport improvements (includingMetroBus and new bus links),

� measures to improve cycling and walking,

� traffic and parking management, and

� improvements to local rail.

Freight trainsPart of the Portishead line and theHenbury line are used by freighttrains to Royal Portbury Dock andAvonmouth, which is part of BristolPort.

The Port is an international gatewaythat is important to our local, regionaland national economy and capacityon the Portishead and Henbury linesmust be provided for both freight andpassenger trains.

Reopening the Portishead lineto passengersThe design and preparation work to reopenthe Portishead line is ongoing. It willincrease the UK’s passenger rail network by10 miles and connect an additional 35,000people to the railway network.

Extensive preparation and constructionwork means that services to Portishead willnot start operating before 2019.

Before the line reopens for passengers thedisused part of the track from PortburyJunction to Portishead needs to be rebuiltalong with a new station and road layout inPortishead. The existing line and the signalswill also need to be upgraded because theyaren’t currently suitable for passengertrains.

MetroWest Phase 2A lot of work has been done on Phase 2 testing differentservices and station options to see what will work withinthe existing rail services and our budget. The results werepresented in the Preliminary Business Case, which wasendorsed by the West of England Joint Transport Board inSeptember 2015.

MetroWest Phase 2 now includes

� 3 new stations at Ashley Down, North Filton andHenbury

� A new hourly passenger services between TempleMeads and Henbury via Filton Abbey Wood

� Increasing service frequency at Yate from hourly to half-hourly with the potential to extend services to/fromGloucester

The passenger services on the Henbury line will beintegrated with freight trains. The new stations will be builtso that the Henbury line could be extended in the future.

Services currently expected to start in 2021.

At 2021 prices, the estimated cost is just over £43 million,funded by the local councils and through the West ofEngland 10 year City Deal allocation.

Development work on Phase 2 is under way looking at thedetail of what will be needed before new services can start.

Funding new rail servicesTrains are run by different operators, mainlyGreat Western Railway in the West of England.

Train operators are commercial companieswhich need to make a profit to run trainservices.

Extra train services can be funded by othersources, including councils, but have to fitwithin the national rail timetable.

We expect that the MetroWest Phase 1 andPhase 2 services will need some subsidy. Thecost of this subsidy would have to be sharedbetween the four councils for at least threeyears.

The Department for Transport may considerfunding the new services after the first threeyears if they meet their value for moneycriteria.

AccessibilityNew stations and services provided underMetroWest will be designed to meet allstatutory accessibility standards. This meansmaking stations as step-free as possible,providing accessible routes from stationentrance to the platform and for exampleensuring all footbridges have ramps. Step-free access not only benefits disabled peopleor those with reduced mobility but alsopeople with children, heavy luggage orshopping.

Other rail workMuch MetroWest work relies on the Network Railelectrification programme which is underway. Thisincludes the 4-tracking at Filton and improvementsto Bristol East Junction.

There are aspirations to open more stationsincluding Portway Park and Ride, Ashton Gate,Saltford and Corsham, extend the Henbury Lineservice as well as extending electrification toTaunton via Weston-super-Mare. These schemesrequire funding and good business cases to comeforward.

The Joint Spatial Plan to 2036 and accompanyingJoint Transport Study will be looking at futuretransport requirements including rail.

MetroBusMetroBus and MetroWest are an integratedapproach to travel investment in the area.

MetroBus has been designed to link and connectwith existing rail and bus services and follows ourrecent investment in the Greater Bristol BusNetwork and Showcase Bus Routes.

MetroBus will be an express bus service, separatefrom general traffic in places, with faster and morereliable journey times.
