2. JOB PURPOSE

Responsibility for the provision of Occupational Health Service Immunisation Clinics to NHS Lothian employees. As part of a multi disciplinary team will provide pro active services to all members of NHS Lothian Staff disciplines, and to NHS Lothian Management at all levels.

The post holder will provide specific advice on the effects of work on health and health on work, including individual health assessments, immunisation, health surveillance, and screening. The Clinical Occupational Health element also has a role in the provision of Health Education and Training.

3. DIMENSIONS

Lothian Occupational Health Services provides Occupational Health and Safety services for all NHS Lothian employees and a variety of outside agencies.

This is a specialist, advisory and clinical service with the emphasis on preventative measures. Services include Clinical Occupational Health provide by Physician and Nurses, Health and Safety,

Manual Handling, Physiotherapy and Counselling. These are provided to employees of NHS Lothian, GP Practices, University students and a variety of external organisations.

6. KEY RESULT AREAS

The post holder is required to:

Provide a range of clinical services driven by Service Level agreements, Health and Safety Legislation and NHS Lothian Occupational Health Services Policies.

Provide occupational health advice to health care workers to maintain the highest level of health and well being. Ensure that occupational health practices provided are based on current policies and procedures, guidelines, and legislation.

Arrange and undertake appropriate health surveillance as required by legislation and maintain up to date records in a confidential manner.

Participate in the Occupational Health ‘Out Of Hours On Call Service’ for needlestick or contamination incidents, to provide expert occupational health advice to employees exposed to sharps or blood and body fluids, 24 hours per day and 365 days per year.

Give advice and administer vaccine against Hepatitis A, Hepatitis B, MMR and BCG to client groups requiring to be immunised, ensuring blood results are interpreted correctly to provide ongoing protection of at risk groups or staff.

Advise on fitness for employment and arrange any further intervention required e.g. referral to Occupational Health Physicians, obtain reports relating to health concerns from Specialists and General Practitioners.

Undertake other additional duties deemed reasonable as directed by Lead Occupational Health Advisor

7a. EQUIPMENT AND MACHINERY

Sphygmomanometer (manual and electronic): specialist equipment used to measure blood pressure.

Syringes and needles: used for administration of vaccines and venepuncture.

Personal computer: used to communicate by e-mail, to carry out internet research and to

access policies and procedures on the intranet.

Description of System

Database System. This is an Occupational Health IT System which holds all the Occupational Health clinical data, including immunisation information. A range of reports can be generated for planning workload and audit purposes. The system updates the Occupational Health Service with information on

new employees and those who have left, on a monthly basis. Individual Occupational Health information and records of interventions are stored confidentially. The system is integral to the running of the Occupational Health Service. It also operates as a complete electronic diary system.

8. ASSIGNMENT AND REVIEW OF WORK

Supervision is undertaken by Lead Occupational Health Advisor and more formally at annual PDP and appraisal meetings.

9. DECISIONS AND JUDGEMENTS

Decision relating to clients fitness for employment are made on an individual basis within the parameters of local guidance. Advice regarding individual work related health concerns is given using acquired knowledge and skills. The post holder will be in receipt of highly confidential information regarding employees at every level and must make correct assessments and judgements to ensure that each employee is fit in every way to deliver a high standard of patient care which is free from risk to both employee and patients.

10. MOST CHALLENGING/DIFFICULT PARTS OF THE JOB

To provide a dynamic and proactive Occupational Health Service with constraints in time, and busy workload. To meet the Occupational Health needs of a diverse and complicated organisation often with significant and competing demands. To balance and prioritise workload within an environment with constantly changing needs and constant interruptions. To balance the needs of both employee and employer without bias to either. To communicate efficiently and respond correctly when called during the night when carrying the Out of hours on call pager for needle sticks and contamination injuries after a busy day at work. Employees – regarding all issues affecting their health and well being at work (on a daily basis)

Moving and Handling co-ordinator – regarding injuries to staff or staff concerns with regards to moving and handling; arrange joint workplace visits where appropriate.

General Practitioners – concerns regarding employees, to expedite appointments, chase up medical reports requested by post holder or Occupational Health.

Virologists – regarding blood results and urgent Exposure Prone Procedure clearance.

Microbiologists – regarding infection control issues, which may impact on the employee or patient safety as issues arise.

Infection Control team – regarding infection control issues, screening staff for hospital acquired infections, policies and procedures.

Genito-Urinary Consultants – regarding high risk needlestick or contamination injuries to ensure prompt commencement of post exposure prophylaxis if appropriate.
