LOUISIANA WWW.LDAF.LA.GOV MIKE STRAIN DVM, COMMISSIONER May 7, 2020 VOL. 103 NO. 10 LOUISIANA DEPARTMENT OF AGRICULTURE & FORESTRY People who are searching for farm-fresh foods and ways to support the Louisiana economy during the coronavirus pandemic can turn to a new online tool to find sellers that are open for business.Johannah Frelier, manager of the Louisiana Farm to School Program, developed a directory and map of farms and businesses in collaboration with the Louisiana Department of Agriculture and Forestry. The materials are available at http://www.ldaf.state.la.us/ covid-19/ under the “LA Farm Food Map and Directory” tab.“The directory and map can be used as a resource for consumers looking to purchase farm-fresh food during these times and support our local farmers,” Frelier said. “During this challenging time, many Louisiana farmers and businesses are experiencing significant market disruptions but are also quickly adapting to incorporate innovative and safe alternatives to bring farm-fresh food to households, such as home delivery, curbside pickup and drive- thru farmers markets.” The site identifies farms selling directly to consumers, farmers markets and distributors that sell Louisiana products. Listings will be updated regularly to reflect changes being made to operations as the coronavirus situation evolves. Users can search for sellers by region and parish. Among the offerings are organic rice that can be shipped directly from northeast Louisiana to customers’ homes; honey and pecans from central Louisiana; seafood and grass-fed beef from the southwest part of the state; fruits and vegetables from the southeast; and several drive- thru farmers markets in northwest Louisiana, Frelier said. “Farms are deemed an essential business during the pandemic,” Frelier said. “Purchasing directly from a small farm or local business helps to keep our community employed and stimulates Louisiana’s economy. They also can be a great option for those looking to reduce trips to crowded grocery stores.” She noted that Louisiana farmers are moving into peak harvest season for fruits and vegetables. With schools closed and restaurants operating at reduced capacity, many farms have an overabundance of produce. “Most are small- to medium-scale family farms,” said Carl Motsenbocker, LSU AgCenter horticulture professor and executive director of the Louisiana Farm to School Program. “They have had to adapt to lost markets — for instance, a local farm that relied on restaurant sales has lost that market or greatly diminished volume. Consumers are not going out as much to restaurants but still want great food and local ingredients.” To meet that demand and bolster sales while keeping customers safe, Motsenbocker said, farms are trying new methods, such as offering additional ordering, pickup and delivery options. Some farms as well as farmers markets are aggregating products from multiple growers to create community supported agriculture, or CSA, boxes. People who are searching for farm-fresh foods and ways to support the Louisiana economy during the coronavirus pandemic can turn to a new online tool to find sellers that are open for business.Johannah Frelier, manager of the Louisiana Farm to School Program, developed a directory and map of farms and businesses in collaboration with the Louisiana Department of Agriculture and Forestry. The materials

are available at  http://www.ldaf.state.la.us/covid-19/  under the “LA Farm Food Map and Directory” tab.“The directory and map can be used as a resource for consumers looking to purchase farm-fresh food during these times and support our local farmers,” Frelier said. “During this challenging time, many Louisiana farmers and businesses are experiencing significant market disruptions but are also quickly adapting

to incorporate innovative and safe alternatives to bring farm-fresh food to households, such as home delivery, curbside pickup and drive-thru farmers markets.”

The site identifies farms selling directly to consumers, farmers markets and distributors that sell Louisiana products. Listings will be updated regularly to reflect changes being made to operations as the coronavirus situation evolves.

Users can search for sellers by region and parish. Among the offerings are organic rice that can be shipped directly from northeast Louisiana to customers’ homes; honey and pecans from central Louisiana; seafood and grass-fed beef from the southwest part of the state; fruits and vegetables from the southeast; and several drive-thru farmers markets in northwest

Louisiana, Frelier said.“Farms are deemed an essential business

during the pandemic,” Frelier said. “Purchasing directly from a small farm or local business helps to keep our community employed and stimulates Louisiana’s economy. They also can be a great option for those looking to reduce trips to crowded grocery stores.”

She noted that Louisiana farmers are moving into peak harvest season for fruits and vegetables.

Consumers are not going out as much to restaurants but still want great food and local ingredients.”

To meet that demand and bolster sales while keeping customers safe, Motsenbocker said, farms are trying new methods, such as offering additional ordering, pickup and delivery options. Some farms as well as farmers markets are aggregating products from multiple growers to create community supported agriculture, or CSA, boxes.

Louisiana sellers can complete a form at https://forms.gle/24i7HiumLKZSmBZ6A to be added to the directory and map.

Baton Rouge, LA (May 1, 2020) – Louisiana Agriculture and Forestry (LDAF) Commissioner Mike Strain, D.V.M., is urging property owners to prepare for termite season.

“Termite colonies are constantly looking for new food sources and get really active this time of year. Now is the time to take proactive measures to prevent termites from destroying your investments,” added Strain.

Despite the COVID-19 pandemic, pest control companies are checking and treating properties. Meanwhile, Strain offers these tips to help protect properties:• Fix any leaks in the roof, pipes and

outside faucets on your home.• Turn off outside lightsat night or

use yellow bulbs to avoid attract-

ing swarming termites.• Repair rotting wood on fascia, sof-

fit, and exterior wood surfaces.• Pick up any wood lying on the

ground under and around your home.

• Look around your home at the slab line and base of piers for signs of termites.

• Store firewood away from your home.

• Clean the gutters on your home and repair sections that may be damaged.

• Trim tree limbs and vines that may be growing on your home.

• Do not allow water to pool next to the slab or under your home. Drain the water away.

• Most importantly, use only licensed

and certified pest control profes-sionals for termite treatments.

“Between professional inspections, owners should periodically inspect their home or business for evidence of termites. Look for mud tubes on slabs, piers or walls and pinholes in wallboards, softness in flooring or blisters in paint or wallpaper,” said Strain.

Consumers can contact the Louisi-ana Department of Agriculture and Forestry at 225-925-4578 to find out which companies are certified and licensed. Treatments and annual in-spections by a licensed, insured and bonded pest control company are a good termite preventative.

JAZZMEN FRIED RICESubmitted by Jazzmen Rice

Ingredients:2 tablespoons sesame oil½ cup carrots, finely diced½ cup white onion, finely diced2 garlic cloves, minced2 eggs, lightly whisked3 cups cooked Jazzmen rice2 tablespoons regular soy sauce1 teaspoon hot chili oil (optional)½ tablespoon unsalted butter½ cup frozen peas and carrots½ cup green onions

Instructions:In a large skillet, heat sesame oil over high heat. Add the onion and sauté for about 2-3 minutes, frequently stirring, until nicely caramelized. To help the vegetables soften up, lower the heat to medium and cover them with a small lid placed inside the wok. Let sauté for another 3-5 minutes, stirring every 1 minute or so, until the vegetables are soft enough. Crank the heat up to medium-high. Move the vegetables over to the side of the wok and add the eggs. Cook as you would scrambled eggs, frequently scraping and mixing with a spatula. Mix in with the vegetables. Add the rice and the soy sauce. Optionally, you may add unsalted butter for richer, buttery taste and/or hot chili oil for some heat. Sprinkle the white pepper. Mix with vegetables and sauté for about 3-4 minutes, constantly stirring and trying to break up any rice clumps. Finally, add the frozen peas, carrots and green onions, and continue sautéing for another minute.

Support Louisiana producers The U.S. Department of Agriculture (USDA)

has started making payments through the Wild-fire and Hurricane Indemnity Program – Plus (WHIP+) to agricultural producers who suffered eligible losses because of drought or excess moisture in 2018 and 2019. Sign up for these causes of loss opened March 23, and producers who suffered losses from drought (in counties designated D3 or above), excess moisture, hur-ricanes, floods, tornadoes, typhoons, volcanic activity, snowstorms or wildfires can still apply for assistance through WHIP+.

“To date, FSA has received more than 33,000 WHIP+ applications,” said Richard Fordyce, Administrator of USDA’s Farm Service Agency (FSA). “We want to remind producers that we are still accepting applications for WHIP+, and we encourage producers to call our offices for next steps on how to apply.”

To be eligible for WHIP+, producers must have suffered losses of certain crops, trees, bushes or vines in counties with a Presidential Emergency Disaster Declaration or a Secretarial Disaster Designation (primary counties only) for qualify-ing natural disaster events that occurred in cal-endar years 2018 or 2019. Also, losses located in a county not designated by the Secretary as a primary county may be eligible if a producer provides documentation showing that the loss was due to a qualifying natural disaster event.

For losses due to drought, a producer is eligi-

ble if any area of the county in which the loss occurred was rated D3, or extreme drought, or higher on the U.S. Drought Monitor during cal-endar years 2018 or 2019. Producers who suf-fered losses should contact their FSA county office.

In addition to the recently added eligible losses of drought and excess moisture, FSA will implement a WHIP+ provision for crop quality loss that resulted in price deductions or pen-alties when marketing crops damaged by el-igible disaster events. To ensure an effective program for all impacted farmers, the Agency is currently gathering information on the extent of quality loss from producers and stakeholder organizations.

USDA Service Centers, including FSA county offices, are open for business by phone only, and field work will continue with appropriate social distancing. While program delivery staff will continue to come into the office, they will be working with producers by phone and us-ing online tools whenever possible. All Service Center visitors wishing to conduct business with the FSA, Natural Resources Conservation Service or any other Service Center agency are required to call their Service Center to schedule a phone appointment. More information on Ser-vice Centers can be found at farmers.gov/coro-navirus, and more information on WHIP+ can be found at farmers.gov/whip-plus.

FSa reminds producers of ongoing disaster assistance program sign up

WASHINGTON, D.C., May 4, 2020 – U.S. De-partment of Agriculture Secretary Sonny Per-due applauded the announcement that agri-cultural producers, for the first time, are now eligible for the Small Business Administration (SBA)’s Economic Injury Disaster Loan (EIDL) and EIDL Advance programs.

“America’s farmers, ranchers, and produc-ers need the same help that other American businesses need during this unprecedented time,” said Secretary Perdue. “This significant new authority signed by President Trump will make a tremendous difference for America’s

agricultural community.”SBA’s EIDL portal has been closed since April

15. However, the Agency is able to reopen the portal today, in a limited capacity, as a result of funding authorized by Congress through the Paycheck Protection Program and Health-care Enhancement Act. The legislation, which was signed into law by the President one week ago, provided additional critical funding for farmers and ranchers affected by the Cor-onavirus (COVID-19) pandemic.

In order to help facilitate this important change to EIDL Loan and EIDL Advance as-

sistance eligibility, SBA is re-opening the Loan and Advance application portal to agricul-tural enterprises only. For agricultural produc-ers that submitted an EIDL loan application through the streamlined application portal prior to the legislative change, SBA will move forward and process these applications with-out the need for re-applying. All other EIDL loan applications that were submitted prior to April 15 will be processed on a first-in, first-out basis.

MASK UP LOUISIANA

The CDC recommends wearing a mask or face covering while in indoor public spaces and anytime in public when you are near others who are not in your immediate household. Those with breathing challenges or those under the age of two should not wear a mask. Wearing a mask is about protecting others. When you wear a mask, you protect others, and when others wear a mask they protect you. Continue to practice social distancing and MASK UP.
