i. Production Outturn
334 locomotives (including 2 electric loco) manufactured in FY 2016-17, which is
highest ever production of locomotives in the history of DLW amounting to
3.7% higher over Rly Bd’s target fixed for DLW.
IMPORTANT INITIATIVES
A) Electric Loco:
DLW manufactured its first electric locomotive ‘Varun’ (WAP7, No.30509)
on 14.02.2017 in record time of 25 days. DLW manufactured 02 electric
locomotives (as per target) in 2016-17.
B) Locomotive with toilet facility:
DLW manufactured First ever locomotive over Indian Railways (WDG4D-
70486) with vacuum type Bio toilet facility was flagged off on 06.05.2016 by
Hon’ble Minister for Railways.

C) Ramp-up of HHP locomotive
production:
DLW manufactured first 1000 HHP
locomotives in 11 years. DLW ramped-up
its production of HHP locomotives and took
only 3½ years to produce the next
1000 locomotives. 2000th HHP
locomotive was flagged-off by Hon’ble
MoSR on 10.12.2016.
D) Reduction in Cab Noise Level:
DLW has initiated action for achieving substantial reduction in the noise levels in
driver cabins as also the external noise being emitted by the locomotive. As a
result DLW has reduced the noise level in rear cab from 96dB(A) to 88dB(A) and
in the front cab from 88dB(A) to 86dB(A). 05 locomotives have been rolled out
from DLW with reduced cab noise.
E) Auxiliary Power Unit (APU):
With a view to reduce emissions while the locomotive is idling, DLW has started
fitting APUs in locomotives which shuts down the main engine in case the
locomotive idling for more than 10 minutes, and in turn switches over to a
smaller fuel efficient engine. With this the projected fuel saving will be around 15
litres per hour per locomotive.
ii. Economy Measures
A) Electrical Energy Consumption per Equated Unit:
Due to sustained efforts, DLW has been successful in reducing the energy
consumption on per loco manufactured. There has been reduction of 5.1% in
electricity consumption over 2015-16.
DLW is continuing with its endeavour toward energy efficiency and has been
recommended for ISO 50001:2011 for Energy Management.

C) Reduction in Unit Cost of HHP locomotive:
Unit cost of HHP locomotive produced at DLW has reduced by 9.5% i.e. by
more than ₹ 1.3 crores (from ₹13.72 crore last year to ₹12.41 crore) during the
current year. Multi-sourcing and indigenization of locomotive components has
lead to reduction in the material cost.

iii. Occupational Health & Safety
DLW Workshop is certified with ISO 18001:2007 (Occupational Health and
Safety Management System).
Plant safety inspections are carried out to
check unsafe acts and unsafe conditions and
use of PPEs by workmen at place of work.
30 special safety drives have been carried
out for use of personal protective equipments.
144 Plant Safety inspections have been
carried out by Safety Officers.
245 inspections (on use of PPE, awareness in fire fighting, use safety belt on
working at height and safety fittings in locos) have been carried out by concerned
officials on Safety Awareness Campaign from 05.01.2017 to 05.02.2017 as per
guidelines of Rly Bd letter no. 2017/Safety-1/11/11 dated 04.01.2017.

DLW has formulated “Schedule of Safety Equipment and Protective
Clothing-2005” wherein 37 safety items (i.e. PPE’s) have been listed with their
scale of issue for the purpose of safety of workmen.

scale of issue; 100% usage of PPEs as compared to 97.5% in the previous
year

Water recycling –
o DLW recycles more than 25% of its fresh water consumed.
o DLW has recycled/ treated 1035951 KL of waste water in its own
STP and IETP.
o Recycled water used for irrigation of road side lawns, bungalows lawn/
garden, DLW Inter College ground, filling of big pond of Surya Sarovar and
Tagore park pond. Apart from above water bodies of Golf course is also
filled with the treated water of STP & IETP.
Rain Water Harvesting –
o 20 nos deep recharge wells have
been provided in DLW colony.
o Approx 5000 sqm roof top area of
service buildings have been
connected with recharge wells
for Rain Water Harvesting purpose.
o 05 nos abandoned tube wells

E) Effluent treatment, pollution control and waste management:
Sewage Treatment Plant (STP):
for treatment of discharged human
waste of 12 MLD (Million Litres
per day) capacity. In STP 3
million litres of water is being
recycled every day.
The treated water is released for
agricultural and gardening
purposes.

The digested bio-manure as sludge dried is used as fertilizer for horticultural
purposes.
DLW takes pride in the fact that none of sewage, whether treated or
untreated, is discharged into Holy River Ganga.
Industrial Effluent Treatment
Plant (IETP): for treating
contaminated & mixed Petroleum oil
and Lubricants (POL) of 3 MLD
capacity. Around 3,000 litres of oil
and grease is separated and sold off.
Online monitoring of STP and

for data pertaining to BOD, COD,

24x7, round the year.
DLW is aware of the increasing concern and detrimental effect of global
warming and therefore committed to reduce its carbon foot-print. For this
purpose, release of CO2, CO, SO2, NO2 and particulate matters in flue gas
through different stacks is regularly monitored and kept within the limit
prescribed by Central and State Pollution Control Board
DLW has switched over to use of pictures for worship of Lord Vishwakarma
on “Vishwakarma Pooja” instead of clay idols. This innovative step has been
taken to stop water pollution due to immersion of clay idols.
Waste generated from the residential area is segregated as solid waste and
biodegradable waste. Solid waste is dumped at locations nominated by
municipality. Biodegradable waste is dumped in the pits for composting.
Debris are used to fill the low lying area.
100 kg/hour capacity incinerator has been installed to dispose off paint
sludge, oil soaked jute, oil saw dust, paint-overall, lube & fuel oil.

v. Welfare
A) Staff Canteen: There are two canteens in
DLW premises i.e. Staff Canteen &
Workshop Canteen. Both the canteens are
running successfully as per needs of our
employees. Workshop canteen has been
modernised and improved facilities have
been provided:
Improvement in ambience
o Provision of stainless steel dining
furniture
o New fittings in washrooms
o Provision of 70” LED TV
o Vitrified tiles floor in place of old
cemented floor.

o Transparent kitchen area
o Modular kitchen with fresh air cooling and fume exhaust system

o New LPG burner system with improved safety system
o Provision of new masala grinder, flour kneading machine, potato peeling
machine
o Stainless steel sink for cleaning of utensils with hot and cold water
facilities and new Automatic Dish Washer
o Use of air tight containers and stainless steel containers for storage of
groceries etc.

B) Toilets and rest rooms in factory premise including separate facilities for
ladies:
All shops are attached with toilets along with
separate facilities for ladies.
Three change rooms/ rest rooms for female
staff have been provided in different shops.

C) Medical facilities:
105 bedded well-equipped Railway Hospital, a Health Unit and a First-Aid post
in workshop are functioning, taking comprehensive health care of more than
50,000 beneficiaries (around 6300 employees plus 5200 retired employees &
their family members).
Improvement in medical facilities during FY 2016-17:
i. Provision of a well equipped modern, aesthetic & comfortable VVIP patient
room and an attendant room.
ii. A “Cold Room” for storage of
essential medicines on desired
controlled temperature (2°C to 8°C).
Mobile based medical registration: Facility to do medical registration, doctors’
appointment including the status of running no. of token for individual doctor and
reporting of lab investigation have been made available online and on mobiles
through an Android app for staff of DLW.
D) Colony upkeep:
• DLW has a total 3675 quarters for about
6200 employees and officers in a lush
green, pollution free township with more
than one lakh trees. Efforts are taken to
keep the colony “Clean and Green”.
• Major roads have been resurfaced.

i) Electrical
• SMS based complaint management
systems is introduced for redressal of general
electrical complaints of colony area. On an
average 75 complaints per day are attended.
• Illumination in colony area is excellent.
• 48 CCTV Cameras have been provided in
DLW campus for improved safety and
monitoring of unscrupulous activities.
ii) Civil
• SMS based complaint management systems is introduced for ease to staff
for complaint lodging and monitoring by maintenance staff.
• Automatic motorized valve has been installed, which is controlled by SCADA
system for better water supply distribution system resulting in saving of
manpower for operation of valve.
• 25 Staff quarters have been provided with additional store room.
• 08 new, Type – III, quarters have been built.
• 61 toilets have been renovated for hygienic and clean environment.
• 775 mtrs of old sewer lines and 5536 mtrs of water supply pipe lines
have been replaced with new line
E) Other Notable Features:
Lift facility to facilitate divyang employees and old persons, was started at
Administrative building.
₹ 21,91,752/- as scholarship has been distributed to wards of Employees studying in
higher technical studies.
Divyang Employees and wards of DLW have been given necessary
equipment from Staff Benefit Fund.
Three interactive kiosks have been provided at various locations in
workshop and administrative building. Employees can access a number of
information viz. PF, leave balance, income tax status, seniority list,

vi. Sports
Awarded the “ICF Cup” in August 2016 for being the Runners-up for the Overall
performance amongst minor units of Indian Railways
a) Medals won in “All India Railway Championship” during 2016-17:
In Athletics our Women athlete won Bronze Medal.
The Wrestling team won 4 individual medals (Gold – 1, Bronze – 3).
DLW Golf team secured Silver Medal.
DLW Handball team secured Silver Medal.
DLW Football team secured Bronze Medal.
b) DLW Basketball team qualified for Semi-final in All India Railway Championship
held at Guwahati.
c) Rani Yadav represented Indian Railways and won Bronze Medal in the 4th
“National Open Race Walking Championship” held at New Delhi in 20 Km
Walk.
d) Prashant Kumar Saroha represented Indian Railways Volleyball team in the 65th
“Senior National Volleyball Championships” held at Chennai and the team
secured Silver Medal. He also been represented Indian Railways in the
“Federation Cup Volleyball Championship” held at Varanasi & secured
Bronze.
e) Karan Sharma, Ashish Singh, Faiz Ahmad, Ashish Yadav, Avinash Yadav &
Deepak Banshal represented Indian Railways Cricket team for Ranji Trophy
Matches, T-20 Matches and Syed Mushtaq Ali All India Inter-Zonal tournament.
f) Shushant Kumar Mishra represented Indian Railways Handball team in the 45th
Senior National Handball Championships held at Hyderabad.
g) Gopal Yadav represented Indian Railways Wrestling team in 61st Senior National
Wrestling Championships held at Gonda.
vii. Public Image & Brand Value

2. New Production Record:
DLW set a new record of manufacturing 330 locomotives during the financial year
2015-16. The most notable factor is that out of 330 locomotives, 317 were high horse
power (HHP) locomotives and 13 ALCO locomotives.
3. Best Production Unit Shield:
DLW bagged Best Production Unit Shield of Indian
Railways for the year 2015-16. Shri Ashok Kumar Harit,
General Manager along with Shri A.K. Singh, Chief
Mechanical Engineer and Shri V.P. Pathak, Controller of
Stores received this prestigious shield from Hon’ble
Minister for Railways, Shri Suresh Prabhakar Prabhu in
presence of Hon’ble Minister of State for Railways Shri
Manoj Sinha in 61st Central, Railway Week Function held
at East-Coast Railway, Bhubneswar on 16th April, 2016.

4. DLW manufactured WDG4D locomotive with toilet facility:
To expand facilities for the crew members, DLW manufactured first ever locomotive
on Indian Railway with toilet facility. Shri
Ashok Kumar Harit, General Manager sent-off
this First Toilet equipped Diesel Locomotive to
Delhi on 06th April, 2016. It was flagged off
by Hon’ble Minister for Railways, Shri Suresh
Prabhakar Prabhu on 06th May, 2016 at New
Delhi in presence of Hon’ble Minister of State
for Railways Shri Manoj Sinha, Chairman,
Railway Board Shri A.K. Mittal and others
Senior Railway Board officers.
5. Opening of DLW’s Maiden Production – “KUNDAN” Locomotive for Public:
DLW built 1st locomotive “KUNDAN” (WDM2-
18233) which was flagged off by Shri Lal Bhadur
Shastri on 03rd January 1964. After 50 years of
railway service, it has been decommissioned
and is a permanent exhibit at DLW. This loco
was unveiled on Independence Day 15th August
2016 for showcasing our heritage to the
viewers.
6. Rail Vikas Shivir:
DLW actively launched publicity drive in
premises for Rail Vikas Shivir and successfully
organised Junior Rail Vikas Shivir at DLW on
22.10.2016. It also participated in Rail Vikas
Shivir held at Suraj Kund, Faridabad from 18th
to 20th November, 2016 and got first place for
its idea e-based mobile solution among
(seventh group).
7. Vendor meet: A Vendor Meet was
organised on 11th November regarding
“Indigenisation and Multi-sourcing” of
various items of HHP locomotives. More
than 150 representatives of vendors
attended this meet.

8. Participation in Exhibitions: With a view to promote “Brand DLW” participation
in various exhibitions was undertaken. DLW stalls which displayed various products
and related sub-assemblies attracted a large number of people including various
vendors and suppliers. Various exhibitions in which DLW participated during 2016-17
were:
i) Materials, Engineering, Technology and Heat Treat Show-2016 held from 12th to
14th October, 2016 in Navi Mumbai
ii) India International Trade Fair (IITF)-2016
from 14th to 27th November, 2016 in New
Delhi
iii) Gwalior Trade Fair – 2016 from 20th
December, 2016 to 31st January, 2017
iv) National Vendor Development Programme
cum Industrial Exhibition from 27th to 28th
February, 2017 in Varanasi
9. Other Events:
International Day of Yoga on 21st June, 2016, World Environment Day on 05
June, 2016 and
Swachhta Saptah
from 17th to 25th
September, 2016 were
prominently covered.

B) Brand Value:
Over the last 50 years, DLW has established unbeatable “Brand Equity” in respect
of locomotive sales to Non-Railway Customers (NRCs). This is backed and
supported by impressive after-sales service and spares-support to all customers.
This is manifesting in repeat orders from the clients. Moreover, DLW also gets
tough competition from open markets viz BHEL, SAN/Bangaluru et al for getting
WDS6ADT supply orders.
Our pro-active initiatives for “Make in
India” campaign has brought forth
rewarding dividends in terms of
proliferating our foot-prints not only
inland but also on foreign shores.
Despite adversities, DLW bagged orders
to supply 14 WDG3A locos from Non-
Railway Customers and 18 YDM4 locos
for export to Myanmar. Also, DLW has,
for the first time, bagged orders in HHP category for supply of 3 WDG4D locos to
Odisha Power Generation Corporation (OPGC)/Bhubneshwar.
DLW recently bagged orders for 04
WDG3A from NTPC/Vindhyachal, 11
WDS6ADT from NMDC/Hyderabad
and 01 DG set from
NPCIL/Kalpakkam (MAPS) during FY
2016-17 (worth `146.75 Cr).
Further, DLW is expecting orders for 4
WDS6ADT from RITES/RES &
KRIBHCO/Surat, 01 WDG3A loco from
LANCO/Anpara, 5 WDG3A from NTPC/NRHQ
and 10 nos. 3000 HP BG, on HHP loco
platform, for Srilanka.
MOU has been signed between RITES and DLW for design & development of
prototype of 3000 HP, MG/CG, AC-AC loco for export to South African and other
South East & Middle East Asian countries.

viii. Training and Skill Development of Employees
A) Facilities in TTC:
Basic Training Workshop: Fitting and Machine shop equipped with conventional
and CNC machines.
Electrical & Electronics lab equipped with cut models.
Computer Lab for computer training viz. Computer awareness, advanced
computer training, ORACLE, Hindi Kunjiyan / Unicode and AutoCAD training.
Library: TTC is having library of more than 1000 technical and management
books for the knowledge upgradation of trainees and faculty members in various
branches i.e. Mechanical, Electrical, Management and Computer Applications.
Classroom facilities: There are ten classrooms (including six AC rooms) with 25
seats equipped with LCD projectors, computerised interactive boards are available
for in-house training.
Auditorium / Conference Hall: One Air-conditioned Conference hall & one
Auditorium is available at TTC for seminars & workshop with audio-visual facilities
with 180 and 100 seating capacity respectively.
Indian Railway Welding Research Institute (IRWRI)
A newly built building of IRWRI along
with related facilities was inaugurated
on 13th April 2016 by Hon’ble Minister
of State for Railways Shri Manoj Sinha.
B) Special efforts were made to impart increased training to staff and also increase
skill development of local youth. Training performance of TTC and IRWRI (up to
Feb 2017) as compared to 2015-16 is as under, indicates increase in man-days by
59%.
C) System for ensuring proper training to employees:
For ensuring proper training to the employees following system is in place at TTC and
IRWRI:
Standardisation of lesson plan for all courses to ensure uniformity in content and
coverage of various topics in training module.
Interactive digital boards with LCD projector and visual presenter is provided in
the classrooms for better understanding and display of teaching materials.
Grading system for all faculty members is in place to continuous evaluation of
teaching faculty.

Training calendar for providing training to the trainers for TTC is made to upgrade
their teaching skill.
Digital database is being maintained to continuous monitoring of mandatory
training courses. Any shortfall is promptly reported to concerned Unit In-charge to
ensure compliance.
DLW is adjudged as the best establishment for 97th Regional Skill
Competition for Apprentices by Director General of Employment and Training,
New Delhi. DLW’s apprentice from Fitter trade has won the above competition
and DLW’s Fitter and Welder also qualified for All India Skill Competition for
Apprentices conducted at Kolkata.
Under ‘Kaushal Vikas’ programme a “Skill Development initiatives” envisioned
by our Hon’ble PM, a total of 317 local youth were trained in various trades viz.
Electrician, Welder, Machinist and Carpenter.
Two special classes on ‘HOW TO INCREASE POWER OF RESOLUTION’ have been
conducted during the year in IRWRI and TTC auditorium for Officers, Supervisors,
Instructors and Trainees.
