2. Management Conditions on Boundaries Boundary Conditions
FMZ FMZ 2 and 3a – These are areas of rainforest, mapped rock and HCVOG. Rainforest and HCVOG exclusions are embedded in Mapped Limited Falling Exclusion Zones. They must be protected as marked on the Operational Map by the crew using GPS.
FMZ 4 – Available for harvesting under the conditions of this Harvest & Haul Plan and displayed on the HPOM (in yellow) as net harvest area.
Cultural Heritage Surveys have been conducted during May 2018. If any potential heritage sites are identified during roading, mark up or harvesting, then an interim 100m exclusion buffer must be applied and Planning Supervisor notified immediately.
Private Property Private property adjoins the compartments on the northern, eastern and southern sides. Parts of these boundaries are fenced. Harvesting must not impact on private property or any fence line. Where physical markers cannot be located, the boundaries must be marked conservatively by the FT. Any damage to a functional fence must be immediately repaired by the contractor.

4. Haulage Route and Contractor Travel Route
Haul Route Internal compartments trails to Kosekai Rd then onto Boat Harbour Road and various sawmill sites.
CAUTION – Boat Harbour Road is used by School Buses in the morning and afternoon.
Limited Sight Distances /Narrow Road (Kosekai Road)
Kosekai Road is narrow with limited sight distances in some sections. All traffic associated with the harvesting and haulage operation must drive at a safe speed for the road conditions (maximum speed on forest roads is 60 km/hr).
The RC must install kilometre markers along the Kosekai Road haulage route to enable vehicles to communicate their location and direction of travel. However, Kosekai Road is regularly used by private vehicles, so not all vehicles will be using UHF.
HC must install “Log Trucks Ahead” signs on both ends of Koeskai Road to alert road users to haulage vehicles.

Kosekai Road / Boat Harbour Road intersection
HC must install “Trucks Turning” signs on Boat Harbour Road (both approaches) to advise traffic of trucks turning at the Kosekai Road intersection. Log Trucks must use a low gear when coming down the hill from Kosekai Road to the Boat Harbour Road intersection.
Traffic Control Plan The Crew and HC must develop a strategy for managing traffic when Kosekai Road is closed due to tree felling adjacent the road. In addition to this, numerous log dumps are located in close proximity to Kosekai Road and these dumps, when being actively used, must be isolated from unexpected visitors.
Traffic Management Plan
The Crew and HC must develop a Traffic Management Plan for managing traffic when State Forest roads are closed due to tree felling adjacent the road or snigging along the road. (Refer to FCNSW WHS Procedure ‘4.11 – Traffic Management’ for guidance).
5. Community
Issue Detail Conditions
Bee Sites There are Apiary Permits over the planning unit.
The Apiarists have been notified of the harvesting and
roading operation. Contact details are available from the
Planner. No hives were detected during planning. HC/HS
to contact Apiarists if bee hives are constraining the
harvesting operation.
Public Road Users Community uses Kosekai Road to access Kosekai Lookout and Dunggir National Park.
Planner to be notified 2 weeks prior to road works or
harvesting so that NPWS can be informed and
community information can be posted on the NPWS
website.
Neighbours Some neighbours require notification prior to operations commencing

Trig Survey Point on Whip Mountain
Concrete trig point on top on Whip Mountain must not be disturbed or damaged by the harvesting operation.
All Mapped Fire Trails Mapped trails must be reinstated to similar or better condition for access to that prior to harvesting/snigging and comply with the EPL.
Crown Road Reserve There is a Crown Road Reserve running along Kosekai Road, from log dump 1 south-west to the net harvest area boundary. Consent has been granted from the Department of Industry – Lands and Forestry Division to maintain and use this section of road.

7. Harvesting Conditions
Silviculture Type Harvesting Objectives and Condition for each stand condition

In these stands dominated by regrowth Dry Blackbutt and Dry Mixed Hardwoods, the objective is to implement a harvesting treatment to remove the merchantable size class, high and low quality logs and to create conditions suitable to establish regeneration.
HC to instruct crew to retain patches of quality advanced regeneration where they occur.
Crew to remove all merchantable stems not marked for retention and ensure mechanical disturbance creates a suitable seed bed for regeneration.
Steep/Inaccessible Areas Location: as indicated on the HPOM
Areas will not be harvested in this harvesting operation.

Trees marked or selected for retention must not be felled.
The crew must minimise damage to H, R and E trees by using directional felling.

11. Mass Movement Special Conditions
Prescriptions Conditions
General conditions • Log landings must be located away from steep hillslope hollows to avoid artificially loading these areas
• Material must not be sidecast onto fill batters in steep hillslope hollows
• Runoff must not be directed onto steep slopes in hillslope hollows
• Reopening of existing roads must avoid undercutting of fill batters and sidecasting of material onto fill batters in steep areas greater than 30 degrees.
• All sidecut snig tracks on steep slopes must be inspected by a suitable qualified person prior to re-opening and use.
• Road upgrading or widening on slopes greater than 30 degrees require engineering design
• Road engineering design will specifically be required if widening is to occur on tight curves and in areas of known mass movement and slip events.
• Snigging on ridgetops up to 30 degrees is preferred to sidecutting around steep hillslope hollows.
Recommendations for Roads traversing slopes >30 degrees
• Avoid sidecasting of material over fill batters in slopes greater than 30 degrees
• Minor slumping of cut batters – material is to be cleared and material incorporated into the road/track surface
• Avoid removal of trees growing in fill batter unless required for track width
• If possible, remove trees and leave stumps intact
• Dropdowns and rock dissipaters to be installed on drainage outlets in slopes greater than 30 degrees.
• Road/track upgrading or widening on slopes greater than 30 degrees require engineering design
• An engineering design must be prepared for road construction, upgrade or widening and attached to the planning documentation, including qualifications of the road designer.
• Recommended soil conservation measures to ensure stability must be incorporated into engineering design where upgrade is proposed

Prescriptions Conditions
Snig tracks on grades up to 30 degrees or traversing slopes in excess of 30 degrees
Sidecut snig tracks on grades up to 25 degrees that traverse slopes in excess of
30 degrees where they are existing stable tracks. These tracks may be used
subject to the following conditions:
• Tree removals must be minimized within the area of steep slopes to that required to use the track
• Material must not be sidecast over the area of steep slopes. Material from minor slumping of cut batters must be incorporated into the track surface.
• Tracks must not be widened or upgraded
The track must be inspected by the harvesting contractor and harvesting
coordinator. Site specific conditions of use must be agreed upon prior to use.
These conditions must include:
• Location of drainage structures and outlets
• Use of dropdowns and rock dissipaters where drainage outlets are considered unstable
• Avoiding the location of drainage outlets above steep hillslope hollows
• Temporary drainage to be installed in the event of impending wet weather or temporary cessation of harvesting for >24 hours.
