1. SUBJECT: APPROVE COUNCIL MINUTES OF APRIL 25, 2016

RECOMMENDATION: That City Council approve City Council Minutes of April 25, 2016.

2. SUBJECT: 2016/2017 ANIMAL CARE AND CONTROL AGREEMENT

RECOMMENDATION: That City Council approve and authorize the Mayor to execute anamendment to the agreement with the County of San Bernardino, Department of Public Health,for the provision of animal care, control and sheltering services for fiscal year 2016/2017 in anamount not to exceed $453,708.

3. SUBJECT: RESOLUTION AUTHORIZING THE SUBMITTAL OF APPLICATIONS FOR PAYMENT PROGRAMS AND RELATED AUTHORIZATIONS AS REQUIRED BY THECALIFORNIA DEPARTMENT OF RESOURCES RECYCLING AND RECOVERY

RECOMMENDATION: That City Council adopt Resolution No. 2016-14 authorizing thesubmittal of applications for payment programs and related authorizations as required by theCalifornia Department of Resources Recycling and Recovery.

4. SUBJECT: SPECIAL EVENT PERMIT APPLICATION–CAL FIRE LOCAL 2881 NO ONELEFT BEHIND 5K

RECOMMENDATION: That City Council:

1. Approve the Special Event Permit Application submitted by Cal Fire Local 2881 toconduct the No One Left Behind 5K Run on public roadways and sidewalks on Sunday,June 5, 2016; and

2. Authorize the following road closures:

Hard Closure of the westbound Lane 3 of Yucaipa Blvd. from 10th Street to 13th

Street; and

Hard closure of 13th

Street, between Thunderbird Way and Chapman Heights Road;and

Hard closure for east bound traffic on Chapman Heights Road, between Sand Canyon and Comstock Drive; and

Soft closure of Gold Mountain Road at Chapman Heights Road; and

Soft closure of Comstock Drive at Chapman Heights Road; and

Soft closure of Newbury Street at 10th Street; and

Soft closure of Fairway Drive at 10th Street; and

Soft closure of Southwind Way at 10th Street.

5. SUBJECT: SPECIAL EVENT PERMIT APPLICATION – YUCAIPA HIGH SCHOOLGRADUATION


1. Approve the Special Event Permit Application submitted by Yucaipa High School to

conduct a graduation ceremony and fireworks display on Wednesday, June 8, 2016 atYucaipa High School, in exchange for in-kind facility use of Yucaipa High Schoolgrounds on July 4, 2016 for the Fourth of July Home Town Celebration sponsored bythe City of Yucaipa and the Yucaipa Lions Club; and

2. Authorize the following temporary street and lane closures:

Street Closures

o 12th Street from Ave. D to Yucaipa Blvd.: bus entrance and exit; and

o 13th

Street from Yucaipa Blvd. to Chapman Heights Road: bus entrance andexit; and

o Chapman Heights Road from Sand Canyon to Gold Mountain (8:30 p.m.-10:00 p.m., due to fireworks fall out zone); and

Lane Closures/Signal Modifications

o Yucaipa Blvd. and 12th Street intersection will be a flashing red light; and

o Number 3 lane west bound on Yucaipa Blvd. will be a right turn only into theYucaipa High School parking lot; and

o

Left hand turn lane at the signalized intersection of Sand Canyon Road andChapman Heights Road (8:30 p.m.-10:00 p.m. only).

6. SUBJECT: PROCLAMATION OF NATIONAL PUBLIC WORKS WEEK

RECOMMENDATION: That City Council proclaim the period commencing May 15 - 21,2016 as “National Public Works Week”, and authorize the Mayor and City Councilmembers tosign a proclamation to that effect.

1. Adopt Resolution No. 2016-13, rescinding Resolution No. 2015-08, and reestablishingthe Youth Advisory Committee of the City of Yucaipa; and

2. Appoint seven Youth Advisory Committee Members to the reestablished 2016/2017Youth Advisory Committee.

SUBJECT: BIENNIAL REVIEW OF CITY’S CONFLICT OF INTEREST CODE


1. Receive and file the 2016 Local Agency Biennial Notice for the City of Yucaipa,Successor Agency to the Yucaipa Redevelopment Agency and the Oversight Board ofthe Successor Agency to the Yucaipa Redevelopment Agency; and

2. Review the proposed amendments to the City’s Conflict of Interest Code; and

3. Adopt Resolution No. 2016-12, amending the City’s Conflict of Interest Code andrescinding Resolution No. 2014-64.

POSSIBLE ACTION ON PENDING LEGISLATION

DEPARTMENT REPORTS

9. SUBJECT: WALL OF FAME QUOTE AND PLAQUE

RECOMMENDATION: That City Council approve the recommendation by the Parks andRecreation Commission to install a Wall of Fame quote and description plaque identifying theinductees of the Wall of Fame at the Yucaipa Community Center.

10.

SUBJECT: ENHANCED INFRASTRUCTURE FINANCING DISTRICT—COLLEGEVILLAGE


1. Adopt Resolution No. 2016-07, a resolution of intention to establish an EnhancedInfrastructure Financing District (College Village) and approving certain actions inconnection therewith, including the creation of the Public Financing Authority; and

2. Appoint three City Council members to serve as members of the Public FinancingAuthority of the District; and

3.

Direct the City Clerk to provide notice of the two public member positions on thePublic Financing Authority of the District in accordance with City procedures andGovernment Code Section 54974; and

4. Receive and file the Draft Infrastructure Financing Plan.
