He passed away peacefully, with family at his side, on February 2, 2015. Winton was a fighter from the very beginning of his life, weighing only 2 lbs, 2 oz at birth. As a child he always helped out his family and at the age of 13 years old went to work to help his family by sending home the money he made. Winton worked as a farmer in the begin- ning, then was a salesman for 25 years. He then was a caretaker for the Saltcoats housing authority. Winton was loved by everyone he met. Visiting with family and friends was one of his favourite things to do in his spare time. His grandchildren and great-grandchil- dren were one of his favourite highlights in his life. Winton loved many things, some of which in- cluded fishing, hunting, camping and traveling. He also was a gardener, had a green thumb and was often proud to show off his produce or flowers. In the later years, he did almost all the cooking, canning and made jam, jellies and cookies for the kids (and himself). Winton never ate much bought bread. Freda always made the bread, but when she got sick and could not make it he bought a bread maker and made it himself. Winton knew many people and loved to visit with anyone for hours. Winton was a special man to many people and was considered family to many close friends. In the last few years, Winton painted, quilted, did puzzles, played cards and read lots of books. He loved to watch the curling and all the local curlers too. He will be dearly missed by all who knew him. Winton was predeceased by his parents, Dora and David Louttit; one son, in infancy, Melvin Dale; sisters, Gwen and Daisy and numerous sisters-in-law and brothers-in-law. He leaves to mourn his passing and cherish his memory, his wife of 61 years, Freda; his daughters, Heather (Dave) and Mavis (Philip); his sons, Cameron, Darcy (Barb), David (Sherry); his grandchildren, Keri (Aaron), Kelsey (Michelle), Kristopher (Sara), Karen (Jermery), Erin, Brian (Ashley), Anthony (Samatha), Jocelyn (Matthew), Kendra, Christan (Jon), Matthew, Nathan, Janelle, and Maria; his great-grandchildren, Taylor, Skylar, Adien; Randell, Darian; Jordyn, Rooke, Lea; Madison, Estyn, Kanen; Emma; Cooper, Layton, Jake; Jayden, Darius and Sarah; his sisters, Alice and Shirley; brother-in-law, Ted (Gunna); sister-in-law, Helen and Pauline as well as numerous nieces, nephews and friends. A Memorial Service was held on Friday, February 6, 2015 from Holy Trinity Anglican Church in Yorkton, SK with Reverend Kim Salo officiating, assisted by Reverend Luanne Hrywkiw. The organist, Judy Berg, led the congregation in the singing of the hymns, “Whispering Hope” , “In The Garden” and “Here I Am, Lord” . Words of Tribute and Eulogy were shared by Heather Mickle and Laurie Abdai. The Cremation Committal followed in the Yorkton Memorial Garden, Garden of St. John with Kelsey Mickle and Cameron Louttit serving as the urn bearers. MERKLEY - Adella “Della” Merkley passed away peacefully on February 4, 2015 at Porteous Lodge in Saskatoon, SK. Della was born on June 10, 1927, the daughter of Effie and Bill Worniuk at the family farm near Insinger, SK. She received her education at Lesanko School near Insinger. Della went on to work at various jobs including housekeeping and a nurses’ aide. She was united in marriage to Harold Merkley on July 15, 1950 and the couple settled on the farm near Theodore, SK. They lived at the farm for a few years and then moved into a house in Theodore where she remained up until last year. Della and Harold were blessed with three children, Blair born in 1954, Noella in 1955 and Billy in 1959. Della loved gardening and she just couldn’t wait for spring to come around so she could start working on her gar- dens. She was also a member of the United Church for many years. She enjoyed her children, grand- children and great-grandchildren immensely and was always eager and looking forward to their visits. Della also had many nieces and nephews who she admired greatly. She took the time to do some travelling and visited many places around the world. Della was also known for being an ex- cellent cook, her specialties were perogies and cabbage rolls. She would always make sure you never went hungry when you were around her. Della gave birth to twin boys, Lyle and Lorne who passed away shortly after birth. She was also predeceased by her sons, Blair in 1975, Billy in 1976, her husband Harold in 1980 and siblings: John, Bernie, Matt, Helen, Doris, Evelyn, Katie, Mary and Jean. She leaves to mourn her passing her brother, Irving of Red Deer, AB; her daughter, Noella (Lawrence); her granddaughter, Crystal (Cory) of Colonsay, SK, her grandson, Jodie (Lacey) of Saskatoon, SK and her grandson, Jamie (Lyse) of Saskatoon, SK. She will also be missed by her three great-grandchildren, Kelsey and Holly from Colonsay, SK and Kayden from Saskatoon, SK. Della will be sadly missed and forever loved by all those that new her. Funeral Services were held on Monday, February 9, 2015 from the Chapel of Christie’s Funeral Home with Reverend Jen Dresser (of St. Andrew’s United Church) officiating. Special taped music selections included; a selection of Ukrainian Dance Music as a prelude, “Amazing Grace” as sung by Alan Jackson, “I Did It My Way” as sung by Frank Sinatra and “Abide With Me” as sung by Daniel O’Donnell. The Interment Service followed in the Theodore Village Cemetery with Jodie Kucheran, Jamie Kucheran, Bruce Frederickson, Grant Frederickson, Doug Ukrainetz and Tim Woroniuk serving as the casket bearers. FILIPCHUK - Mrs. Effie Filipchuk, formerly of Yorkton and the Hamton district entered eternal rest on Thursday, January 29, 2015 at the Esterhazy Centennial Special Care Home. She was 103 years and 10 months of age. Effie was born on March 29, 1911 in the Rhein dis- trict of Saskatchewan, daughter of Peter and Pearl (nee Achtymichuk) Klewchuk. She was raised on the family farm and attended Oleskow School. On February 11, 1934 Effie was united in marriage to John Filipchuk at the Boychuk Church in the Rhein/Hamton District. The couple resided on the farm in the Hamton district until 1950 when they moved to Yorkton to take up part time residence. John and Effie continued farming until John’s re- tirement. They were members of Holy Transfiguration Ukrainian Orthodox Church in Yorkton. Effie lived in her own home in Yorkton on Third Avenue until 2007 when she moved to Heritage Heights Lodge and remained there until February, 2014 at which time she moved into the Esterhazy Care Home. Effie was a very loving mother and grandmother who always treasured spending time with her grandchildren. She enjoyed baking and cooking for family and friends and was a fabulous cook. Her other favourite pas- times were gardening, sewing, knitting and crocheting. She leaves to mourn her passing and to celebrate her life her daughter Dianne and her husband Graham Fishburne of Cobble Hill, BC; grandson Sheldon Scott of Duncan, BC; granddaughters Stephanie Fishburne of Edmonton, AB and Rebecca Fishburne of Victoria, BC and a great-grandson Mathias Scott of Duncan, BC. Effie was predeceased by her husband John; daughter Gladys Scott; brothers Bill, Tom, Nick, John and Sam and sisters Ann, Martha, Mary and Maggie. FALKENBERG - Herman Falkenberg, resident of the Yorkton and District Nursing Home, beloved husband of Shirley passed away on Monday, February 2, 2015 at the Nursing Home. He was 90 years of age. Herman Falkenberg was born on September 6, 1924 in Poland. He came to Canada as a young child with his parents, settling in Saskatchewan. He was raised and worked on the farm and eventually acquired his own land. He was married and had three children. On July 20, 1974 he was united in marriage to Shirley Sanderson. After their marriage Herman & Shirley lived in Church- bridge. Herman worked for farmers in the district and also at the mine and he also drove school bus for many years. His hobby was bee- keeping, Herman tended to many hives and sold the honey at many locations in Saskatchewan & Manitoba. The couple retired to Yorkton in later years, residing on Jubilee Cres. Needing more constant care, Herman had become a resident of the Yorkton and District Nursing Home, where he had resided until his passing. Besides his wife Shirley, Herman is survived by many other family and extended family members. The funeral service was held on Saturday, February 7, 2015 from Zion Lutheran Church in Yorkton with Rev. Daniel Moeller officiating. Organist, Verna Liebrecht led the congregation in the singing of the hymns ‘The Old Rugged Cross’ , ‘Amazing Grace’ and ‘Jesus, Saviour Pilot Me’ . The urn bearer was Norman Heise. The interment at the Springside Cemetery will take place in the spring. LANGE - Elsie Iris Lange was born on December 29, 1934 in the Mohyla district, north-east of Canora, SK; a daughter of Steve and Katie (nee Babiuk) Bilous. She was raised on the family farm and received her education at Elbow Lake School. On October 29, 1955 she was united in marriage to Robert Lange at Yorkton. The couple began farming in the Orcadia district. In August of 1981 Bob passed away at age 48. Following this time Elsie remained on the farm for a number of years before moving into Yorkton to make her home. Elsie worked for many years at Park Allan Drugs and also for Zellers. Following her retirement Elsie remained in Yorkton, but as the years progressed her health began to fail. She then became a resident of the Bentley Retirement Community, then for a time she resided at the Gladstone Senior’s Residence and her last home was the Canora Gateway Lodge. Elsie passed away on Sunday, February 1, 2015 at the Lodge. She was 80 years of age. Besides her husband Bob, she was predeceased by her parents, Steve and Katie; her sister and brother-in-law Ann and Archie Crosbie; she is survived by her two daughters, Valerie & Lorie; grandchildren Dallas, Robin, Kelly & Jordan. Three sisters and two brothers: Jennie Greenstein, Mary Yaremko, Helen (Merv) Schwartz, Harold (Eleanor) Bilous and Ray Bilous; as well as numerous nieces, nephews and her many other relatives and friends. Organist, Verna Liebrecht led the congregation in the singing of the hymns ‘The Old Rugged Cross’, ‘Amazing Grace’ and ‘Jesus, Saviour Pilot Me’. The urn bearer was Norman Heise. The interment at the Springside Cemetery will take place in the spring.

LANGE - Elsie Iris Lange was born on December 29, 1934 in the Mohyla district, north-east of Canora, SK; a daughter of Steve and Katie (nee Babiuk) Bilous. She was raised on the family farm and received her education at Elbow Lake School. On October 29, 1955 she was united in marriage to Robert Lange at Yorkton. The couple began farming in the Orcadia district. In August of 1981 Bob passed away at age 48. Following this time Elsie remained on the farm for a number of years before moving into Yorkton to make her home. Elsie worked for many years at Park Allan Drugs and also for Zellers. Following her retirement Elsie remained in Yorkton, but as the years progressed her health began to fail. She then became a resident of the Bentley Retirement Community, then for a time she resided at the Gladstone Senior’s Residence and her last home was the Canora Gateway Lodge. Elsie passed away on Sunday, February 1, 2015 at the Lodge. She was 80 years of age. Besides her husband Bob, she was predeceased by her parents, Steve and Katie; her sister and brother-in-law Ann and Archie Crosbie; she is survived by her two daughters, Valerie & Lorie; grandchildren Dallas, Robin, Kelly & Jordan. Three sisters and two brothers: Jennie Greenstein, Mary Yaremko, Helen (Merv) Schwartz, Harold (Eleanor) Bilous and Ray Bilous; as well as numerous nieces, nephews and her many other relatives and friends. The cremation care was entrusted to Bailey’s Funeral Home. Condolences can be left at baileysfuneralhome.com. There will be a graveside memorial service for Elsie at the Yorkton Memorial Gardens in the spring.

Time to end corporate welfare With oil prices down substantially, Premier Brad

Wall appears to be hunting for ways to save money.While his government has done a good job scroun-

ging around for savings in the past, there are still plenty of things the premier could do to cut spending without impacting everyday Saskatchewan residents.

First, the government should cut all spending on special grants and loans for businesses; also known as “corporate welfare.” Plain and simple, the public is smart enough to decide for themselves if they want to support a business by buying its products or investing in its operations.

The government made some inroads with cutting corporate welfare a couple years ago when it elimin-ated the province’s film tax credit. The program was essentially a big grant program that took money from everyday Saskatchewanians and gave it to film com-panies so it was a wise decision for the government to end the handouts.

What the Wall team should do now is cut similar programs, such as the Labour Sponsored Venture Capital Program. Through the program, the govern-ment gives tax dollars to those who have invested in approved venture capital funds.

But, if you happened to invest in a Sask business that wasn’t supported by the program, you would

receive nothing. Clearly that’s not fair. The govern-ment shouldn’t give some people money for their investment decisions but not others.

Just as the federal government has decided to phase out its tax credit out for labour sponsored venture capital funds by 2017, the Wall government should do the same. Doing so would save over $16 mil-lion annually.

Next up is the golden tax credit that people receive for making donations to political parties. Few people realize it, but if you make a $200 donation to a political party in Saskatchewan, you’ll receive $150 back from the government. Yet, if you donate $200 to a charity you would only receive $22 back from the government. This sweetheart deal – for political parties – costs tax-payers $1.3 million per year.

It may not be a lot of money compared with the provincial government’s overall budget (over $14 bil-

lion), but it would be a symbolic gesture by the Sask Party that it is willing to feel the pinch too. At the veryleast, the government should cut the credit down to the same rate charities receive.

If the previous two examples seem like small pota-toes, consider what reforming government employee pensions could do for the province. In 2006, the Wallgovernment spent $76 million on the pension planthat covers most healthcare employees in the prov-ince (Saskatchewan Healthcare Employees PensionPlan).

Due to the pension plan’s financial woes, the gov-ernment hiked annual spending to $147 million annu-ally as of 2013. That’s almost a 100 per cent increase in just seven years. Had the government kept this spend-ing in-check for inflation, it could easily be saving $50million per year or so.

And remember, that’s only one government pen-sion plan.

If you like any of the aforementioned money-saving ideas, be sure to let the Premier know. After all, spe-cial interest groups will be actively encouraging himto scope out the alternative; tax increases.

scholarship fundrais-ing golf tournament will have a new look when golfers tee off this June.

A special anniversary logo will be used this year to celebrate the 10th annual Parkland College Dollars for Scholars Golf Classic. The logo was designed in-house by the College’s marketing department. It

features a yellow tenth-hole flag over a two-tone blue circle containing the Dollars for Scholars name.

“We wanted some-thing special to mark the milestone of our tenth golf tournament, and a commemorative logo is a good way of doing that,” said Brendan Wagner, chairperson of the Dollars for Scholars

planning committee. “It’s a departure from the event’s traditional branding and green-and-orange colour scheme, but we feel that this anni-versary logo is a strong, fresh look that stands on its own.”

The anniversary mark will appear on promo-tional items for this year’s tournament, including advertising, registration and sponsorship materi-als, and event day docu-ments such as scorecards and programs.

The 10th annual Dollars for Scholars Golf Classic takes place June 19 at Deer Park Golf Course in Yorkton. All proceeds from the event

will support the Parkland College scholarship pro-gram. In the years since the first tournament in

2006, about $160,000 hasbeen raised for studentscholarships at ParklandCollege.

Nominations will be open until April 30 for the 2015 Premier’s Award for Excellence in the Public Service.
