Because of the complexity of investigation and the potentially long-term and serious effects

of chemical discharges, which may persist in the environment for years, the Legislature has created

a lengthy statute of limitations providing that prosecutions may be brought under the Solid Waste

Management Act for a period of up to twenty years following discovery of violations.
