La supervision Bancaire Européenne – le MSU

MSU (mécanisme de supervision unique ) -> Mécanisme de l’Union bancaire Européenne. Concerne zone Euro + pays volontaires –Actif en Novembre 2014

Le MSU transfère à BCE des compétences de superviseur bancaire : prévenir défaillances au sein du système bancaire européen et sa contagion vers l'ensemble des pays de l’UE

Composé de BCE et des autorités nationales compétentes des pays participants.

Par BCE en direct, et avec l'aide des ANC/NCA pour établissements

"significatifs". (Actifs >30 milliards d'euros ou poids / PIB > 20 % )

Par ANC, sous contrôle BCE, pour établissements "moins significatifs".

MSU modifie néanmoins le rôle de l’EBA dans la zone Euro – Commission pourrait envisager de modifier les pouvoirs de EBA par rapport à ECB. Car en théorie EBA peut demander à BCE d’appliquer les règles et normes mises au point par EBA. Point soulevé par les pays hors zone Euro

La supervision Bancaire Européenne – le MSU

ANC/ANS et BCE (dans le cadre du MSU) responsables de la surveillance des établissements

EBA garantit une surveillance et une règlementation appropriées, efficaces et harmonisées au niveau européen par des normes et pratiques communes (à travers les taxonomies COREP et FINREP par exemple)

Processus MSU - L'évaluation complète des banques (évaluation prudentielle des risques, examen de la qualité des actifs et réalisation d'un stress test).

Stress tests mis au point par l’EBA

La supervision Bancaire Européenne – le MRU

2ème pilier de l’Union Bancaire Européenne - Le MRU (Mécanisme de résolution unique)

But : éviter de faire peser sur les Etats et les contribuables les faillites d'établissements de crédit.

Approuvé par les institutions européennes en Mai 2014. Discussion serrée entre Parlement et Eurogroupe sur le rôle de la commission en dernier ressort – doit entrer en vigueur en 2015

MRU est doté à terme d'un Fonds de résolution unique (FRU), abondé par les banques elles-mêmes par tranche de 10% sur dix ans pour atteindre 55 à 60 milliards d'euros. FRU prendra en charge le coût d'éventuelles restructurations ou fermetures.

Evolution of the statute of XBRL Europe in transforming it into a body recognised by XBRL International like a juridiction

XBRL Europe would be comprised of 28 chapters corresponding to the 28 member states. The chapter would be the building block

The juridiction could be the ultimate state of the chapter while a chapter could be void if no action

This transformation has the aim to accept organisations in countries which have no possiblities to set up a juridiction and aims to collect members of a juridiction which is no longer able to maintain its sustainability as a juridiction
