The World of Metal Gear Solid ====Introduction==== The world of Metal Gear is a strange one, with things like vampires, cyborgs, clones, and giant fighting robots. It can be silly, with eccentric villains, convoluted plots, and funny codec calls. The system I lay out here can be used for whatever type of a Metal Gear game you’d like to run. If you want something very serious(MGS5) or more traditional(MGS1), it’s up to you. I prefer the style of the first MGS game, it was like James Bond, Kurt Russell, and 90's action movies all put together. I encourage GM’s to make their own convoluted plot, but I do have a few things written at the end of this rulebook. If anything, you could always recreate the events of the games or have players play events that were not shown in the series. This game is still in early development, I will need to go through the game a few more times to balance things out. If you and some friends play test the game or just have some suggestions, you can find me at my twitter below. I won’t be doing constant editing, but I will collect more data until I feel comfortable doing updates. Yes I will add more guns, and no I don’t have any knowledge of real world guns. Guns will have “Aimpoints”, with the dice you roll you will need to get the “Aimpoint” amount in positives to effectively shoot someone. There are two types of checks and damages, flat and rolled. Flat means the number will be taken as is, without any rolling. Rolled means that dice need to be rolled to calculated the damage or the check. Some things will only use one or the other, but some things like shooting a gun will use Rolled to find how many shots were fired, but will use flat damage.

  • ====Skills==== Skills will be rolled with a designated Attribute, like Rope walk will rolled with the players Dex added in as well. Simple as adding those 2 together and rolling them, then comparing the difficulty of the task. When setting up a task to be tackled by a player, such as leaping from building to building, you need to decide on a difficulty for the task. This could from 1-8, 8 being the most difficult. You would say they need at least 2 positives to jump from building A to Building B, the better they roll the better it turned out. Rolling under 2 positives obviously means the would not be able to make the jump. ====Combat==== Attacking is simply putting a weapons speed + players technique and rolling to see how it compares to the Aimpoint of the weapon. When the Aim Point is reached, it deals the weapons Damage flat. If the roll is double(or even triple) then user will be able to shoot twice(or 3 times respectively), doing double(or triple) damage. EX: If Steve is using a SA 1911 Operator (Which has a Speed of 5, Aimpoint of 3, and Damage of 4). Hed roll his weapons Speed of 5 + his Handgun technique of 4, and need to get over 3 to deal a damage of 4. So lets say he rolls 6 positives, so that is double the Aimpoint, which doubles the damage of 4. Giving Steve a total damage of 8. CQC is only slightly different, it uses Strength + CQC and doesnt use flat damage. Sadly CQC for normal people caps off at 10 damage. But it can be used to disarm opponents, or to do damage without worrying about an Aim Point. ====Stealth==== Stealth is used to get around opponents who patrol an area, you would use Stealth + Dex(roll) vs their perception(flat). Sneak attacks are obviously a key component to what makes Metal Gear, Metal Gear. Doing a sneak attack in this game involves adding your stealth + CQC, if 3 or more are rolled...you get to flip the opponent on his back, 4 or more are rolled and you get to knock them out for however many positives you rolled in turns(so rolling a 4 would = them being knocked out for 4 turns), rolling 6 would allow for the player to permanently KO the guard.

  • ====Character Creation==== The process of creating a character is pretty simple, just placing the puts into the properly allocated areas. These areas will be broken down below. But automatically on the character sheet, players will have one circle in all Attributes filled in right of the bat. Along with that the players will have 10 Health from the start. Attribute- 12 pts Skills-15 pts Technique- 10 pts Additional Traits- 3 pts Weapon Mod- 1 pt Attributes are your basic physical and mental states, these will be added to your skills when doing skill rolls. Though some of these traits do serve multiple purposes as well. No attribute can go over 5 Points, unless the player does some sort of advancement to their body(Robotic enhancement). The attributes are as follows- -Strength- Strength affects CQC + Physical rolls (Shortened to Str) -Dexterity- Dexterity affects quickness or reflexes rolls(Shortened to Dex) -Vitality- Vitality affects Health, adds vitality to overall health which is already 10(Shortened to Vit) -Charisma- Charisma affects rolls involving personality, charm, or manipulation. -Intelligence- Intelligence affects rolls involving basic or advanced knowledge of something. -Perception- Perception affects the ability to notice the surroundings or check for details. Skills are non-combat abilities that will be used in gameplay to do actions that are more advanced than just walk or talking. These skills all have housing attribute that they will be combined with when rolling a skill check. Techniques are used for combat and stealth rolls, such as gunplay or hand to hand combat. Any weapon used will be designated to one of these techniques. -Handguns- -Shotguns- -SMG- -Rifles- -CQC- -Stealth- -Swords-

  • -Special Weapons- Additional Traits could be enhancements or just small details that add flavor to your character. Detailed in the next section. Weapon Mod point is a Weapon modification automatically given to the player, this means they can modify any weapon they own by one rank. =====Additional Traits===== -Cyborg Enhancements- Eye Implants- +2 Per, -1 Cha Robotic Arms- +2 Str, - 1 Dex Armored Hide- +2 Armor, -1 Stealth Cloaking Mech- +2 Stealth Reflex Enhancer- + 2 Dex Characters can no longer swim after any enhancement or suffer a -2 detriment to all rolls related to the enhanced boy part for 5 turns(Meaning whatever is rolled will always have -2 from its total). Chaff(or EMP) Grenades will also nullify any enhanced body part, so say if youre using Eye implants you will be blind for 3 rounds of combat. -Mentor- Rank 1- Codec Calls at random, Mentor is somehow in some way physically disabled now Rank 2- Codec is available but is still is a somewhat disabled person Rank 3- Useful Codec calls, Mentor is healthy Rank 4- Will help with boss battle advice Rank 5- Will give supply location, boss tips, helpful in many ways -Robot- Rank 1- Can walk in one direction, will receive room feed on com Rank 2- Can move in Multiple directions, and can cloak Rank 3- Same as 2, but is now given a +5 Health bar Rank 4- Same as 3, but robot now has cognition and will take orders instead of being controlled Rank 5- Same as 4, but now has any small weapon, with +2 Technique with it.

  • -Looks- Looks can be rolled with seduction rolls(Cha + Seduce), but also rolls will be done by opposite gender/homosexual/lesbian characters when observing the player. They may find some interest, but may not even mention it. If they are overwhelmed by it, they may make comments or even allow the player to seduce them. Rank 1- Will be seen as an attractive man, some female soldiers may enjoy the sight of you Rank 2- Secretaries and nurses find you attractive Rank 3- You can more than likely convince secretaries to help you Rank 4- Some boss level characters may find interest in you Rank 5- You are someone whose beauty affects the course of your life Drawbacks- If the player thinks that his good looks will get him everywhere after a few good rolls and such...remind him what universe hes in. Sometimes beauty is sought after by madmen who want to use you for an experiment or kill you because theyre jealous of you. Maybe some obsessive person falls for them. -Weapons Locker- Unlocks different levels, see Weapons Locker Page -CQC Maneuvers- 1. Disarm low-level Guards with CQC roll of 3 positives 2. Disarm low-level Guards with no roll, Medium level Guards with a roll of 3 positives 3. Disarm Medium level guards with no roll, High level guards with a roll of 4 positives 4. Disarm (any normal)Guard and render them unconscious with a roll of 4 positives 5.   • RPG-7- Speed 6, Aimpoint 4, Damage 10(10X10 Square) (Special) Only 4 Shots per Mission if equipped M60- Speed 8, Aimpoint 4, Damage 6 (Special) -Weapon Mod 1- Foregrip, allows for CQC -Weapon Mod 2- Laser Sight, brings aim point down to 3 =Level 5= Patriot- Speed 8, Aimpoint 3, Damage 6 Never runs out of ammo, mostly due to the fact that the gun is fitted with a hundred-round drum magazine, with the internal feed mechanism shaped like an infinity symbol. ====Character Advancement==== Advancement of characters uses a simple point exchange system. You will give players Bonus Points(BP) at the end of the game session, then exchange those Bonus Points out for points that players can use to advance their characters. 1 Attribute = 5 BP 1 Skills = 3 BP 1 Technique 6 BP 1 Additional Traits = 8 BP 1 Weapon Mod = 10 BP How many BPs you award a player is up to you, if all players are trying to move things along and continue to build a strong team then you can award them an even amount of points. If youre playing people who are more so competitive in nature, you can award them based on values of 5 or 10. Defeating bosses, completing objects properly, perfect stealth, use of varied tactics, or even being heroic(Saving someone not for the mission, but because it was right). ====NPC==== As the Game Master you will be handling the NPC actions and stats. The easiest way to do this is to quickly jot down some simple personality types for soldiers(Aggressive, Hot headed, Calm, etc.). Though dont worry if every guard comes off as being similar, as the big thing to make sure

  • of is that Bosses and important contacts has personalities of their own. As for stats for those guards, a simple way to do the guards out is to give them very basic stats. Ex- Level A Guard- Health of 5, Handgun of 3, Rifle of 3, and Armor of 1. Whilst bosses should be given more in depth stats, essentially use the create a character to make them. Though obviously for higher powered players, this would be a cakewalk, so occasionally give bosses 10 or 20 Bonus points(use exchange table same as players) to increase their difficulty. You can also increase the amount of bonus points you give bosses based on players ease with dealing bosses, or the amount of players on hand. ====Storyline==== The story created below takes place in the same universe as Metal Gear Solid, but has very little immediate relation. I encourage players to create their stories and sessions, but I have some example content for use. This content was used for a game session of my own, to continue the in the universe of Metal Gear Solid after Snake has left the picture. I did not take into account the events of Metal Gear Rising, as I did not have an interest in playing the game. But below you may find something to use as a basis, I didnt include any concrete stats for anyone. Merly concepts for you to use as a jumping off point, as I havent been able to play test anything long enough for me to get any stats downpat. 2015- Legal Kicks - After the nanomachines would no longer help the worlds population regulate their bodys consumption of food, alcohol, drugs, or monitor mental health; people needed something new. The UN hired scientists to develop a drug that would keep these individual elements in check. By June 3rd of 2015 the drug known as New Utopia or N.U. for short, was legal and widely released to the masses. 2016- A Nu High- The drug developed by the government was not perfect, it merely halted urges or gave quick fixes. It was a fake answer to an ever elusive question. People became addicted, but needed a stronger high. Luckily for them, there is always someone looking to exploit the addictions of others. Ambitious individuals became very profitable by making drugs that would not only be 10x stronger than the government issued drug, but 10x more addictive. Regular people were going to dark alley ways to buy drugs from suspicious dealers instead of reliable government vendors. 2018- Rise of the Dealer- The Ambitious individuals became very wealthy from the new drug business. The UN then decided it had the power to ban production of N.U. without a government license.This did not please the Druglords, some moving down to Mexico others to places like North Korea or Argentina. But they still had plenty of Business in America, UK, and Europe.

  • 2022- What became strange was when one the Drug lords that had moved into North Korea, proclaimed reign over a section of the country. When attempting to contact the leader of North Korea they were only given the brief message of Silent enim leges inter arma. For Laws are silent in time of war. 2023- Drug War- After losing contact with an undercover mole, the UN became furious with the prospect of a new war, they decide that they will form an Anti-Drug Task Force named D.R.O.A.N.E.. They will use this small team to eliminate the potential threat of the ominous drug-lord in North Korea, before he starts a new conflict. Democratic Retaliation Officers Against Narcotic Establishments The players are sent into the compound to Assassinate the leader of the group, retrieve the information from the imprisoned mole, and capture the lead scientists(Dr. Rotway, Dr. Fritz). The main contact will be Brigadier Pierce, who is a strange man with little interest in political power. Many in the U.N. trust him greatly, they were looking to him for the mission as he has had many years of Intrusion missions under his belt in his early career. If players ask him questions, he is frank but sarcastic, occasionally taking serious matters lightly. -Mission Briefing- This speech will be given to the player at the start of the session. This will be an Intrusion mission, you two will be attempting to get inside the Gahvo Nuve compound and assassinate the Coup Leader . Whilst in there you will be tasked with rescuing any prisoners, procuring any valuable documents, and disabling any weapons of war. In short you need to sneak into a military base, assassinate a coup leader, get information, save a few blokes, blow up a few things, and bobs your uncle.-Brigadier Pierce The players will need to sneak past outside forces, and into the inner facility grounds. The guards on the outside arent particularly too smart or well armed though. If one enemy is alerted the others on the outside will be as well, but none of the ones on the inner facility grounds will be. The ones on the inside appear to be standing in attention.

  • A man gets out from a jeep and stands at the podium and begins speaking in a mix of English and Spanish. The mission seems like a simple assassination at first, but quickly descends into madness. The Man is accompanied by 2 soldiers, 1 wearing a balaclava, the other wearing a long leather jacket and sunglass(appears to be some sort of asian). The masked soldier pulls a gun from his side and shoots the speaking man in the head. He then moves to podium, pulls off his mask, and begins a speech. The players hear this speech before the man quickly turns away, and moves back into the base. From the ashes of Anarchy, the true will of men shall rise. No rich or poor...no strong or weak...only those fit to survive the Anarchy shall decide the future of men. The cycle will start from the bottom up, the poor will rise up to the middle class, the middle class will rise up to rich and the rich will die.-The Leader/Number 003(Born 4/13/1991) Once entering the facility after sneaking in(or blasting in), the players will need to venture through 3 levels till they can find the mysterious new leader of the Coup. Dependant on the number of players you have, youll need to decide whether these bosses will be fought separately, together, or with assistance from guards. One way to catch players off guard with a boss battle is to have them rescue the mole(Agent 63 as they will know him). But he really is Breathing Owl, a high ranking member of the Coup. Have him strike when the players have their guards down, or are dealing with something else. Bosses Zombie Slug- A man with nearly impossible constitution.(Has 2 health bars + 8 Vitality) Agent 63/Breathing Owl- A rifleman who pretends to work for the D.R.O.A.N.E. (Enhanced Vision and sniper rifle) Dead Koi- A Cyborg with impeccable Martial Arts skills and speed.(No Weapon, full CQC +4 Strength) If the players dispatched Slug too easily, or the whole boss team for that matter, pull a Metal Gear and have them come back unsuspectingly. Give the boss a team of 4 Elite soldiers, and maybe even catch the players when they separate. ====Confronting the Boss===== When the players finally get to the bottom floor of the facility, they will be met with a wall of see-through blast proof glass. On the other side is the leader of the Coup, using this opportunity he will explain who he is. My name was Number 003 for the longest time...I was born to hundreds of mothers and fathers, none of which I will ever know.

  • Hell then put his body into a robotic suit, giving him Strength of 7, 2 health bars, Armor of 3, and a M60 Machine gun. He has a 4 in Special weapons, so when using anything related to the suit add that to find the dice pool. Such as doing a punch, you will add his Special Weapons of 4 + the suits Strength of 7. He is arrogant, and will often gloat during battle especially if he is winning. Before lowering the wall he will finish his speech with this(option, very long winded but that might be what you want from a Metal Gear game) I was there at the Battle of Mogadishu(Mah-gah-di-shu), not the 1993 Heroic tale of poor soldiers caught in war...I mean the 2006 slaughter. I was the first test of the Young Gods Experiment plotted out by the U.N. They genetically altered us to be better than mere men, smarter...stronger...faster. They thought wed could change the tides of the conflict, give the ARPCT the advantage they needed. But sadly our unit was ambushed before we even got to see combat. My whole platoon was killed, except me...I survived...I fled. I was in hiding until 2007 when I decided I would get my revenge. I helped the Ethiopian soldiers get into the City, so I could kill the leader of the Hizbul Shabaab myself. But the Ethiopian soldiers were more focused on assaulting innocent civilians than fighting a warlord. But I did it...what I saw though was chaos. Men doing terrible things and no one would stop them, women killing themselves or their attackers. I saw the true side of humanity, the side we want to hide. But it fascinated me...where are all the Politicians during this? At home having a dinner, maybe having a raunchy affair, or pointlessly spending their bloody money. I vowed to myself after that day...that I would one day see those politicians break and become animals. You dogs will be the first in my sacrifice to the gods chaos...next I take the U.N. head on! Once the players have him defeated, he will use the jets in his robotic suit and boost out of the building proclaiming You havent changed anything, Im still going through with my plan! Leaving the players the control room, until the captured scientist open the doors to their work area. They help the players gather some information on the drugs in exchange for amnesty. Mission 2- U.N. Council Hostages
