Article 9(5) of Regulation 409/2013

"…the selection of the members of the

Deployment Manager by the Commission shall

take the form of the award of a

framework partnership".

Equivalent of Framework contract but in the domain of grants

What is the Framework Partnership ?

Aim > Pursue common objectives

long term cooperation mechanism

between the Commission & "partners"

Partners > Potential beneficiaries of grants

(for SESAR: CEF funding programme)

Framework Two Levels partnership

1. Framework partnership

agreement

- conditions governing the

award of grants to partners

- general rights & obligations

2. Specific grant agreements

- based on the FP Agreement

- lead to a Union grant

= one legal entity only concludes

the FPA with the Commission

multi-partner = several legal entities (a consortium)

conclude the FPA with the Commission

How can stakeholders participate

in the framework partnership ?

= individual stakeholders

Claim costs & are reimbursed (CEF: 50% or 20%)
