Introduction South Asia has countries with fast growing economies. To sustain this growth, a reliable power supply and adequate water resources management are needed. Despite the priority given to the power sector development, limitations in the availability of a reliable supply of power remain one of the most basic constraints to economic and human development in South Asia. The South Asian region is endowed with a vast hydropower potential of the order of 200,000 to 250,000 MW of which half or more could be viably harnessed today. Large volumes of monsoon flows and snow and glacier melt cascading down the Himalayas and other ranges could potentially be harnessed. Only about twenty percent of this immense wealth has been tapped at this time. Although hydropower continues to play a major role in meeting energy demands, it has its own share of challenges, sedimentation being one of them. Sediment transport in the Himalayan Rivers is a natural phenomenon. Due to the young geology and fragile topography, the rivers carry glacial silt and large quantities of sediments, posing serious challenges to the various users of water, including hydropower. Over time, live storage and power generation are reduced by reservoir sedimentation and turbine components damaged, resulting in non-sustainable projects. Difficulties lie in conceiving of and developing sustainable projects that are both technically and economically feasible and optimal, ensuring intergenerational equity, and dealing with the uncertainties of nature (rainfall, earthquakes, landslides, etc). In recent years there has been greater focus on sediment management issues. The Regional Cooperation in Sediment Management is being launched under the South Asia Water Initiative Program.

Objectives The main objective of the program is to support sustainable hydropower development through regional cooperation in sediment management. The program will be launched with a kick-off Workshop on 16-17 June 2009 in Kathmandu, Nepal. The Workshop will bring practitioners from the region and leading experts from the world to discuss the existing challenges with sediment management tools that are currently available, and define a cooperative framework towards operationalizing their findings across the region. .

Workshop participants The participants will be representative of the core group of stakeholders comprising hydropower operators who have to deal with sediments on a regular basis, consultants and planners who struggle to find the most cost effective and efficient methods in managing sediments, researchers who have the resources and knowledge to help the industry by learning about the real challenges, turbine manufacturers and suppliers who could benefit from a network of practitioners in the region and sediment experts who could offer the latest state of the art technologies in dealing with sediments.

LIST OF CHAIRS AND PRESENTERS

Manzoor Ali Project Manager Mangla Dam Ali has over 30 years of international experience in Water Resources Development, Irrigation and Drainage system rehabilitation/improvement and infrastructure development works. Since July 2004 he has worked as the Project Manager of the Mangla Dam Raising Project. He has extensive experience in project preparation, feasibility studies, project negotiations/ award and contract administration during implementation stage. He has a ME degree from the AIT Bangkok.

Meg Bahadur Bishwakarma General Manager Hydrolab Nepal Meg is currently the General Manager of Hydrolab Nepal. Meg has a PhD from the Norwegian University of Science and Technology. He has over 19 years of experience in design, construction supervision and overall management of water resources and hydropower projects in Nepal. Meg has spent seven years in intensive research on hydraulic and sediment engineering.

Yaohua Dong Prof.-Senior Engineer Changjiang Water Resources Commission (CWRC) Yaohua completed his graduate studies from Wuhan University China. He is a Prof.-Senior Engineer and is involved in river sediment, river mathematical modeling, hydraulics, flood control and mitigation, and river ecology. He participated in many researches projects on reservoir sedimentation and downstream scouring of hydro-projects sediment issues such as the Three Gorges Project.

Muhammad Hanif General Manager and Project Director, Tarbela Dam Project and Ghazi Barotha Hydropower Project, WAPDA Muhammad has served in WAPDA for more than 32 years and has experience in construction/supervision of works of large Dams like Tarbela and Mangla Dam Projects. He has supervised the works of Mangla Dam Raising Project. His specializations includes Procurement and Engineering Services. He has a MSc degree in Public Health Engineering and BSc in Civil Engineering from the University of Engineering and Technology, Lahore.

Dr. Dattatraya Karandikar VA TECH Escher Wyss Flovel Pvt Ltd. Dr Karandikar is the head of coating plant at VA Tech Escher Wyss Flovel. He heads the Advanced Process Technologies program to achieve sustainable solutions in operations & maintenance of hydropower plants.

Kamal Laksiri Project Director Broadlands Hydropower Project Kamal is the Project Director of Broadlands Hydropower Project, Ceylon Electricity Board, Sri Lanka. He obtained his PhD from the Department of Engineering Systems & Technology, Saga University, Japan. Kamal has served as the Chief Engineer in 80 MW Kukule Ganga Hydropower Project, Reservoir Engineer in the 120 MW Samanalawewa Hydroelectric Project, and Civil Engineer in the Mahaweli Hydropower Complex in Sri Lanka. He has over 18 years of experience in hydropower and geotechnical engineering.

Siba Prasad Sen Independent Consultant Siba has over 30 years of experience in the hydropower sector. He served as the Technical Director of NHPC in India. He supervised engineering/ design of new hydropower projects, led tariff negotiations, headed operation and maintenance of all power stations of NHPC. He is a Vice Chairman of the ICOLD Committee on the Role of Dams in the Development and Management of River Basins.

Mohammed Siddique General Manager Technical Services, WAPDA Muhammad is a graduate of AIT Bangkok and he has a Ph.D degree from the Colorado State University in USA. He has more than 32 years of experience in planning and design of water resources projects which includes: dams and barrages, canal re-habilitation programs, irrigation and drainage systems, sedimentation surveys of reservoirs, mathematical modeling for reservoir sedimentation, special hydraulic and morphological investigations for canals and flood control problems. He has served as General Manager (Planning and Design) in WAPDA.

H K Sharma Chairman and Managing Director, Satluj Jal Vidyut Nigam (SJVNL) Mr Sharma Graduated in Civil Engineering from Punjab University in 1976. Has 30 years of experience working in Himachal PWD, Haryana Irrigation Department., NHPC, Konkan Railway Corporation and SJVNL. He headed commissioning of all the six units of 250 MW each of Nathpa Jhakri HEP in a record period and execution of challenging tunnels in Konkan Railway Project. Under his leadership SJVNL has been honoured with number of prestigious Awards in India.

Thinley Head, Operation and Maintenance Department Druk Green Power Corporation, Bhutan Thinley was involved in the R&M of hydropower project structures in Bhutan. He has vast experience in the operation and maintenance of Dam at Chhukha. He executed the construction of Tail race tunnel at Chhukha power plant which enabled additional generation of about 30 MW during the monsoon. He executed the construction of stilling basin at Chhukha power plant. He has a Msc. Degree from the Norwegian University of Science and Technology in Trondheim, Norway.

Guo-An Yu Research Scientist, Tsinghua University Guo-An received his PhD from Tsinghua University in China. He is involved in the Study on the Coupled Processes of Environmental and Runoff-Sediment Yield and Transportation in the Yangtze River Basin. He is a visiting scholar program supported by the Key Laboratory of Mountain Hazards and Surface Processes, Chengdu Institute of Mountain Hazards and Environment, Chinese Academy of Sciences. His research interest includes Sediment transport, river dynamics and sediment management, environmental sedimentation and integrated river management.

Rajeev Vishnoi Deputy General Manager, Civil & Hydro-Mechanical Design Tehri Hydro Development Corporation Rajeev is an Hons. Graduate in Civil Engineering from BITS Pilani, India. He has extensive experience in design, engineering and construction of hydropower projects. He has various prestigious professional achievements to his credit while working with the Tehri and Koteshwar Projects of THDC. He is presently responsible for the complete civil designs of six different projects and continuously provides the technical solutions for emerging construction difficulties. He also represents India in one of the Technical Committees of ICOLD.

Sultan Alam Consultant, France Sultan worked almost 45 years in the fields of hydraulic engineering, before retiring as Chief Hydraulic Engineer from SOGREAH in 1993. He now works as a consultant to various engineering firms in the USA, Canada, Europe, Brazil and India, and has served on expert panels for the World Bank, the Asian Development Bank and State Agencies. His experience includes hydro, river engineering, reservoir sedimentation management and coastal restoration projects in many countries around the world.

George Annandale Principal, Golder Associates, Inc., USA George has more than 30 years of experience as a civil engineer specializing in water resources engineering. He obtained his D.Ing. degree from the University of Pretoria in 1984 and has worked in the fields of fluvial hydraulics, scour, sediment transport and reservoir sedimentation management for his entire career. He is an affiliate professor at Colorado State University, Fort Collins and consults internationally in his areas of expertise.

Daniel Christ Head,Materials Engineering & Coating Technology, Voith, Germany Daniel Christ graduated in Mechanical Engineering from the University of Stuttgart in 2007, specialising in materials technology and turbo machinery. Since then he has been working for Voith Hydro’s corporate technology in the fields of structural mechanics, materials engineering and coating technology.

Ole A. Mikkelsen Research Scientist Sequoia Scientific Ole obtained his PhD in Physical Geography from the Institute of Geography, University of Copenhagen in 2001. His PhD research focused on the temporal and spatial variation of suspended aggregates (flocs) in the marine environment, and their influence on sedimentation and the optical properties of the water column. He is currently a Research Scientist with Sequoia Scientific, Inc. in Washington, USA.

Haakon Stole Professor Norwegian University of Science and Technology Haakon has extensive experience from hydropower and water resources development in Himalayan Rivers where he has been responsible for planning and conceptual design of headworks, field measurement programmes and physical hydraulic model studies. He has developed new technologies tailor made for the Himalayan climate. As Professor in-charge of NTNU’s international MSc programme in Hydropower Development he has supervised both MSc and PhD candidates.

Sumi Tetsuya Professor Kyoto University Sumi has more than 15 years of experience as a dam engineer in Ministry of Construction, Japanese Government and has continued his research works on river and reservoir hydraulics specializing in reservoir sedimentation management at Kyoto University for more than 10 years. He has led comprehensive sediment management project in Tenryu River using several techniques with the objective to maintain long term reservoir storage and to concurrently improve river health and coastal maintenance.

Masood Ahmad Lead Water Resources Specialist Masood has over 30 years of international experience in Water Resources Engineering. He has worked extensively in water resources planning and development in several river basins of the world, including the Indus River Basin, Ganges-Brahmaputra-Meghna, Nile and Odra River Basins and Aral Sea Basin. He completed his studies from the George Washington University and AIT Bangkok. A native of Pakistan, Masood is one of the senior Water Resources Specialists in the World Bank.

Ousmane Dione Lead Water Resources Specialist Ousmane has over 18 years of experience in Water Resources Management in Western Africa, Europe, Central Asia and East Asia. A native of Senegal, he completed his post graduate studies in Water Resources Management from Universite Jean Moulin in Lyon, France. Ousmane is based in the World Bank headquarters in Washington in the South Asia Sector Unit responsible for Water Resources activities

Pravin Karki Senior Energy Specialist Pravin Karki is a World Bank Senior Energy Specialist based in Washington DC. Previous to that, he worked with the International Hydropower Association based in the UK. He has over 15 years of experience in water resources and hydropower engineering. He is a graduate of Cambridge University and serves as a member of the Steering Committee of the UNESCO International Sediment Initiative (ISI).
