T203 THAT: A request has been received from the resident of2B Greenoaks Avenue, Darling Point to upgradethe ‘No Parking’ zone across his driveway to a‘No Stopping’ zone. Attached as Annexure Y1-3a is a Locality Map.

The resident advised that other motoristsdisregard the existing restriction and park illegalywhich severely restricts his access, especiallywhen reversing into Greenoaks Avenue from hisdriveway.

The site was inspected and the subject drivewaywas noted to be located on the northern side ofGreenoaks Avenue opposite St Marks Preschool,which has a high parking demand.

The existing 11.7m of parking restriction extendsfrom a point 5.6m west of the driveway to 1.8meast of the driveway, thus providing a clear zoneon the approach side of the driveway.

The road width from the edge of the drivewaylayback to the double centreline markings is only4.8m.

At the time of inspection there was no vehicleparked illegally and a reversing manoeuvre wascarried out into Greenoaks Avenue from thesubject driveway.

Observations indicated that reversing from thedriveway whilst vehicles were legally parked onthe western side was difficult as sight distance tothe west is poor and limited by the crest in theroad. Attached as Annexure Y1-3b are SitePhotographs.

It is considered that there would be merit, havingregard to the site location and poor sight distance,in upgrading the existing restriction across thedriveway to ‘No Stopping’ and on traffic safetygrounds.

Subject: NEW BEACH ROAD, DARLING POINT-TEMPORARYRELOCATION OF BUS STOP

Yacht Club of Australia for Sydney to Hobart race and proposed relocationof bus stop.

Recommendation:

A. THAT subject to agreement from Sydney Buses, the Bus Zone on the western side of NewBeach Road adjacent to the of Cruising Yacht Club of Australia building be converted to atemporary ‘Truck Zone’ for truck parking from 5am to 2pm on 26th December 2004.

B. THAT the Bondi Explorer Bus stop be incorporated into the existing bus stop oppositeNos.16–17 New Beach Road for the above event.

C. THAT Sydney Buses be requested to install appropriate signage one week prior to the proposedevent, notifying bus patrons that the Bondi Explorer Service bus stop has been temporarilyrelocated to the next bus stop to the South.

D. THAT the cost of amending the bus stop sign and installation of the temporary ‘Truck Zone’ bemet by the applicant.

Background:

Representation has been received from the Cruising Yacht Club of Australia requesting permissionto use the existing Bus Zone adjacent to the CYCA property on the western side of New BeachRoad for parking a truck on 26 December 2004. Refer to Annexure 1 for a locality map.

The Operations Manager, Mr Andrew Payne has advised that a truck would be used for transportingluggage of all the participants and crew of the annual Rolex Sydney to Hobart yacht race. He hasrequested that a truck be allowed to park in the existing Bus Zone adjacent to the CYCA propertyon New Beach Road on 26 December from 5am to 2pm. Refer to Annexure 2 for a copy of theapplicant’s letter.

Existing Conditions:

Currently a Bus Zone exists on the western side of New Beach Road outside the Cruising YachtClub of Australia and is used by northbound Bus Route 327 and the Bondi Explorer Service. MrAndrew Payne has also suggested in his letter that the bus stop be temporarily relocated to anotherexisting bus stop on New Beach Road opposite No 16-17 during the annual Rolex Sydney to Hobartyacht race.

There is a second bus stop used by northbound Bus Route 327 approximately 100m south of thesubject bus stop on New Beach Road. This bus stop is opposite Nos.16-17 New Beach Road. Boththe bus stops are 14.2m long. There are bus stops for southbound buses adjacent to the abovelocations, which would remain unaffected.

Proposal:

It is recommended that a temporary ‘Truck Zone’ be installed at the Bondi Explorer Bus Stop on 26December 2004 from 5am to 2pm, subject to Sydney Buses offering no objection to the proposal.

The subject Bus Zone be temporarily relocated to the existing bus stop south of the subject locationopposite Nos. 16-17 for the above event.

Refer to Annexure 3 for a photograph of the proposed location.

with the site at 45 Cranbrook Road, Bellevue Hill.

Recommendation:

A. THAT approval be granted for a Works Zone to be temporarily installed along the frontage of45 Cranbrook Road, Bellevue Hill. The length of the proposed zone is 9 metres and is subjectto the following conditions:

i. Any directive provided by the NSW Police Department is to be complied with.

ii. The Works Zone is to operate 7.00am-4.00pm Mon-Fri, 7.00am-1.00pm Sat for a period of 13weeks from 20 December 2005.

iii. The builder / site foreman must provide advanced warning signage to warn approachingmotorists of the works activity and arrange suitable traffic control to manage truck movementsduring working hours at the site.

iv. The applicant is to ensure that the traffic lanes, footpaths and driveways, adjacent to the WorksZone, remain free of obstruction at all times during the construction.

v. The applicant is to provide details of the traffic control to be provided when cranes, concretepumps and other machinery are standing in Cranbrook Road.

vi. The applicant is to inform Council’s Traffic Engineer when the project is completed and theWorks Zone can be removed.

vii. This Works Zone is in a residential area. The fee payable shall be in accordance withCouncil’s adopted fees and charges applying to the period for which the approval is given, andmust be paid prior to the Works Zone being installed. Should the Works Zone be required for ashorter period, application may be made for a pro-rata refund.

viii. Failure to comply with any of these conditions may result in the cancellation of the WorksZone at Council’s determination.

ix. The developer should be advised that:

• Should the Works Zone be required for a period longer than the approved period,permission from the Director of Technical Services is required to extend the Works Zone.

• Should the Works Zone be required for additional hours of operation, any amendment willrequire the approval of the Woollahra Traffic Committee.

B. THAT the applicant notifies all adjacent residents by a letterbox drop of the conditions of theWorks Zone.

Background:

Ms Roberts has requested that a Works Zone be installed outside 45 Cranbrook Road, BellevueHill.The applicant has requested that the Works Zone area: Be positioned outside 45 Cranbrook Road, totalling 9 metres, and to the north of the existing

driveway. Operate Monday to Friday 7.00am-4.00pm and Saturdays 7.00am-1.00pm for a period of 13

weeks, in place from 20 December 2004.

A locality plan is attached as Annexure 1 and photographs of the site as Annexure 2.

Existing Conditions:

The existing conditions are summarised as follows:

• Cranbrook Road at this location is a 2 lane undivided carriageway including indented parkingbays on the western side and no parking on the eastern side.

• The carriageway is 8.9m wide (4.5m wide lane on west side and 4.4m wide lane).• The indented bay between Nos. 43 and 45 is 1.82m wide (including the gutter) and 16.2m long.• The installation of the Works Zone will temporarily remove two unrestricted parking spaces,

leaving a single carspace.

Proposal:

It is recommended that a Works Zone with the proposed hours of operation be installed along thewestern side of 45 Cranbrook Road, Bellevue Hill. This Works Zone is to be associated with thesite at 45 Cranbrook Road and extend for 9 metres only. There will be a loss of approximately 2 carspaces for the duration of the Works Zone.

The only parking likely to be generated by the site will be by the builders / tradesmen who will needto manage parking in the proposed Works Zone. Due to the location of the site on a horizontal andvertical curve, the builder / site foreman must provide advanced warning signage to warnapproaching motorists of the works activity and arrange suitable traffic control to manage truckmovements during working hours at the site.

The developer should be made aware that should the Works Zone be required for a period longerthan the approved period, permission from the Director of Technical Services is required to extendthe Works Zone.___________________________________________________________________________

Identification of Income & Expenditure:

The installation of signs will be costed against the fee received for the Works Zone.

Subject: ILLAWARRA RAILWAY LINE TEMPORARY CLOSURE -PROPOSED REPLACEMENT WITH BUS SERVICES

rail shutdown in December 2004/January 2005

Recommendation:

A. THAT the following temporary amendments be made to Council’s traffic facilities for onlythe period of the rail shutdown between Bondi Junction and Edgecliff Station from 26December 2004 and 10 January 2005:

i. Remove 20m of ‘½ P 8.30am-6.00pm Mon-Fri; 8.30am-12.30pm Sat’ zone (3 carspaces)and replace with ‘No Stopping’ zone on the western side of Ocean Street, north of ForthStreet, Woollahra.

ii. Remove 6m of ‘½ P 8.30am-6.00pm Mon-Fri; 8.30am-12.30pm Sat’ zone (1 carspace)and replace with ‘No Stopping’ zone on the northern side of Queen Street, east of OceanStreet, Woollahra.

iii. Extend ‘No Stopping’ zone on the southern side of Forth Street 16.5m (2 carspaces) westof Edgecliff Road.

iv. Remove 16.9m of ‘½ P 8.30am-6.00pm Mon-Fri; 8.30am-12.30pm Sat’ zone (2carspaces) and extend ‘No Stopping’ zone on the eastern side of Grosvenor Street, southof Edgecliff Road, Woollahra.

v. Remove 11.3m of ‘½ P 9.30am-3.30pm Mon-Fri; 8.30am-12.30pm Sat’ zone (2carspaces) and extend ‘No Stopping’ zone on the northern side of Edgecliff Road, west ofGrosvenor Street, Woollahra.

vi. Remove horseshoe on west approach splitter island of roundabout in Edgecliff Road atNewland Street, Woollahra.

B. THAT the RTA be requested to increase the green time for the right turn from Ocean Street(southbound) into Queen Street (westbound) to facilitate the left turn movement forsouthbound buses turning from lane 2 in Ocean Street into Queen Street (eastbound).

C. THAT RailCorp:

• be requested to advise all affected residents and businesses of the temporary parkingrestriction changes and

• meet the cost of implementing the above temporary traffic facility changes.

Background:

The Traffic Committee at its meeting held on 2 November 2004 considered a report (Item Y4) thatincluded a letter from Mr Nigel Parker, RailCorp NSW, of the proposal to close the IllawarraRailway Line between Bondi Junction and Edgecliff from Sunday, 26 December 2004 till Sunday, 9January 2005 for rail infrastructure improvements at Bondi Junction Station.

The Committee noted that during the closure, buses would be replacing train services betweenBondi Junction Interchange and Edgecliff Station.

At the meeting, the Committee recommended that:

A. “THAT the proposed bussing arrangement and associated temporary changes to trafficfacilities to be implemented as part of the rail shutdown between Bondi Junction andEdgecliff Station from 26 December 2004 and 10 January 2005 be approved, subject toon-site inspection.

B. THAT RailCorp NSW notify the affected residents in writing of the proposed temporarybus route arrangements.”

Council’s Community and Environment Committee adopted the above recommendation at itsmeeting held on 15 November 2004.

Proposal:

There are two bus routes proposed to operate during the shutdown and Route 1 applies withinCouncil’s area ie. via Ocean Street – Forth Street – Edgecliff Road – Grosvenor Street to BondiJunction interchange.

The return journey has been amended by Sydney Buses to Ocean Street – Queen Street - EdgecliffRoad – Grosvenor Street to Bondi Junction interchange.

Council previously received advice from Mr Tom Van Drempt, Sydney Buses, regarding the abovebussing arrangements that it would be necessary to amend some traffic facilities and restrict someparking spaces along the above proposed route in order to accommodate the required turning pathof buses.

An on-site meeting was held on 26 November 2004 with Council staff, Mr E Yeung and Mr VanDrempt (Sydney Buses) to discuss the proposal in detail and the required temporary amendments totraffic facilities along the route to accommodate bus movements.

It is recommended that the following temporary amendments be carried out:

1. Remove 20m of ‘½ P 8.30am-6.00pm Mon-Fri; 8.30am-12.30pm Sat’ zone (3 carspaces) andreplacement with ‘No Stopping’ zone on the western side of Ocean Street, north of Forth Street,Woollahra.

2. Remove 6m of ‘½ P 8.30am-6.00pm Mon-Fri; 8.30am-12.30pm Sat’ zone (1 carspace) andreplacement with ‘No Stopping’ zone on the northern side of Queen Street, east of Ocean Street,Woollahra.

Background:

The Traffic Committee at its meeting held on 6 May 2003 considered a request from the owner ofNo.38 Victoria Road, Bellevue Hill for the relocation of the signalised pedestrian crossing adjacentto his driveway to the intersection of Ginahgulla Road.

A copy of the report is attached as Annexure 1.

Subsequently, Council’s Community and Environment Committee at its meeting held on 12 May2003 resolved:

1. “That no action be taken to relocate the signalised pedestrian crossing in Victoria Road,outside Scots College, to the intersection of Ginahgulla Road at the present time.

2. The proposed relocation of the signalised pedestrian crossing and associated bus stops bediscussed with Scots College, Andre Probeski & Associates Architects, RTA, Police and STArepresentatives.”

An on-site meeting was held on 17 June 2003 with Dr Iles, Principal and Andrew Watts (The ScotsCollege), Andre Probeski and Ms Palan (Andre Probeski & Associates Architects), Dean Russell(RTA), Sgt Thompson, Eric Yeung (Waverley Bus Depot) and John Stephens (Woollahra Council).

The meeting discussed and considered the various issues and Mr Russell indicated that the Collegeneeded to provide the RTA and Council with a traffic management plan to demonstrate the benefitsof the proposal.

Proposal:

In an e-mail dated 22 November 2004, Tim Bickerstaff (SKM) has forwarded his report to Councilon behalf of his client (The Scots College and Victoria Road residents) requesting that his proposalbe considered by the next Traffic Committee meeting.

Attached as Annexure 2 is a copy of the SKM report.

The report indicated that the College and Victoria Road residents remain concerned that the safetyof pedestrians, in particular College students, is being jeopardised by the current arrangements andare requesting Council to reconsider this matter. The College and residents are prepared tocontribute financially to the project.

The report reviewed the RTA reported accident history up to 30 September 2002 for a five yearperiod and noted that there were two reported accidents and no reported pedestrian accidents.However, the report considered that an assessment based on RTA crash data was not appropriate inthis instance as it did not record “near misses” or incidents where property damage exceeded $500and fatalities or injuries occurred.

Perusal of the RTA’s current accident data from 1 October 2002 to 31 December 2003 indicatedthat there were no reported collisions.

Item 2 of the report advised that traffic and pedestrian surveys had been undertaken on Tuesday, 14September 2004 at the intersection of Victoria Road and Ginahgulla Road, and at the existingsignalised pedestrian crossing. The results of the morning and afternoon peak period counts areshown in Figure 2-1 of the report.

Analysis of the results indicated the following traffic patterns:

Morning Peak Period 7.45am - 8.45am

• 850 vehicles (517 northbound and 333 southbound) travelled through the north approach of theintersection and 428 pedestrians crossed the signalised pedestrian crossing.

• 1035 vehicles (685 northbound and 350 southbound) travelled through the south approach of theintersection and 40 pedestrians crossed at the intersection of Victoria Road and GinahgullaRoad.

• 429 vehicles (139 eastbound and 290 westbound) travelled in Ginahgulla Road on the westapproach to Victoria Road.

Afternoon Peak Period 2.45pm – 3.45pm

• 530 vehicles (238 northbound and 292 southbound) travelled through the north approach of theintersection and 371 pedestrians crossed the signalised pedestrian crossing.

• 654 vehicles (348 northbound and 306 southbound) travelled through the south approach of theintersection and 33 pedestrians crossed at the intersection of Victoria Road and GinahgullaRoad.

• 240 vehicles (72 eastbound and 168 westbound) travelled in Ginahgulla Road on the westapproach to Victoria Road.

It is interesting to note from the recorded survey results that there was significantly less trafficrecorded in the afternoon peak period than the morning peak period. Also, there were higherrecorded northbound traffic flows in Victoria Road and westbound traffic flows in Ginahgulla Roadin the morning peak period.

Alternatively in the afternoon peak period, there was increased northbound traffic up to theintersection with more than half turning left into Ginahgulla Road. On the north approach, therewas slightly more traffic travelling south (54 vehicles).On the basis of the recorded traffic counts, the RTA requires a survey of four hours to establish thewarrant for the installation of traffic signals at an intersection. It is unclear whether the consultantundertook surveys for this length of time. The RTA may require additional traffic countinformation.

From the data collected, the reduced warrant (for sites predominantly used by school children) forthe installation of a pedestrian crossing in Ginahgulla Road at Victoria Road is met.

The report indicated that students travelling between the two campuses are required to cross bothVictoria Road (using the signalised pedestrian crossing) and Ginahgulla Road (no crossing facility)thus increasing their exposure to vehicles and a possible conflict with vehicular traffic.

Other concerns are raised in the report regarding poor sight distance on the approaches to theintersection caused by high walls on each side of Ginahgulla Road; driver behaviour turning intoGinahgulla Road; drop off / pick up of passengers, including at bus stops.

Consultant’s proposal:

The consultant’s strategy for traffic and pedestrian management at the intersection is:

• removal of the existing signalised pedestrian crossing in Victoria Road north of GinahgullaRoad,

• install traffic signals at the intersection of Victoria Road and Ginahgulla Road,• relocate the bus stop from the western side of Victoria Road, north of Ginahgulla Road to the

southern side of the intersection,• reinstate parking on the western side of Victoria Road, north of Ginahgulla Road.

In the report’s conclusion, the consultant advised of the following benefits of the proposal:

♦ A reduction in the number of pedestrians crossing Ginahgulla Road without explicit pedestrianpriority.

♦ A reduction in conflict between pedestrians, buses and private driveways north of GinahgullaRoad.

♦ A more direct pedestrian link between the two College campuses♦ Concentrating school bus activity adjacent to the College and away from potential conflict with

driveways.

Conclusion:

It is recommended that:

1. The Sinclair Knight Merz traffic management report should be referred to the RTA forconsideration of the proposal to remove the signalised pedestrian crossing in Victoria Roadnorth of Ginahgulla Road and install traffic signals at the intersection of Victoria Road andGinahgulla Road with associated pedestrian crossings on the western and southern approaches.

2. In the short term, consideration should be given to installing a pedestrian crossing in GinahgullaRoad at the intersection of Victoria Road to assist pedestrians, especially school children.

3. The installation of appropriate flood lighting for the above proposed pedestrian crossing shouldbe referred to Energy Australia.

3. Kerbside parking be temporarily amended/reserved to accommodate the following eventparking:

• on the northern side of William Street, west of Bay Street for 3 NAVY coaches and 5 stationwagons,

Background:

A similar event was held on Saturday, 11 October 2003 when HMAS WATSON exercised its Rightof Freedom of Entry. The event was held without any significant impacts and none are expected forthis event.

This event was also held on 12 May 2001 when the Freedom of Entry was granted to HMASWATSON.

Council is organising a ceremony in Guilfoyle Park, Double Bay in order to recognise theachievements and traditions of the Royal Australian Navy based at HMAS WATSON and this yearmarks the 60th (Diamond) Anniversary.

Proposal:

The Naval event is proposed for Saturday, 12 March 2005 commencing at 11.00am. This willinvolve the assembly of 250 Naval Officers in Steyne Park. The march will commence at SteynePark, travel through Bay Street, left into Cross Street, right into New South Head Road and thenright into Bay Street and return to the Park. It is expected that the march will take approximately 30minutes.

An on-site meeting was held on Thursday, 2 December 2004 with Don Deakin-Bell, Petty OfficerMark Gibbs (HMAS WATSON), and John Stephens (WMC). The event was discussed and theparade route of Bay Street was walked to ascertain any operational issues for the day.

It was noted that Steyne Park has been booked by Cranbrook School next March for Saturday sportsso it was decided that the officers will congregate on the eastern side of the Park and then form upin the northern section of Bay Street.

The NSW Police Service will undertake all traffic control/management for the parade event and theevent will be conducted under the Summary Offences Act 1998. The Navy will forward acompleted “Notice of Intention to Hold a Public Assembly” form to Superintendent Alan Baines,Local Area Commander – Eastern Suburbs.

The Challenge will take place at the intersection of Bay Street and Cross Street with the Salutebeing given on the parade return to Bay Street at Guilfoyle Park.

In order to allow the march to take place in a safety manner the following streets need to be closedfor a maximum time of 30 minutes. Once the procession passes each intersection, streets that havebeen closed would be re-opened to traffic.

The proposed road closures will also affect the following intersections:
