Since its founding in 1896, members of what isnow the International Association of Bridge,Structural, Ornamental and Reinforcing Iron

Workers have played a key role in building the bridges,highways, and tunnels across North America.

In the United States, the role became increasinglymore visible when President Eisenhower signed intolaw the bill creating the federal Interstate HighwaySystem, which not only opened the door to faster andsafer vehicular travel, but also proved to be a boostfor the economy. Fifty years later, we’re still reapingthe benefits of that program.

Ironworkers benefited from the influx of jobs thenew interstate program spawned. It created millionsof man-hours for our members and all of the buildingtrades. The highway system helped generate thewhole growth of our country beyond the major cities;with the highway system, the whole country boomed.

At the end of 2005, the Interstate Highway Systemincluded 55,512 bridges. Many of those crossings arehighly-engineered spans, but most are common inter-change ramps and simple overpasses over local roads.Yet each makes transportation faster and moreefficient for the millions of motorists who dailytravel the system without a single thought that 50years ago these major highways were merely a vision.

Ironworkers have contributed their blood, sweat,and tears to the job as they helped build the bridges,

tunnels, highways and eventhe rail guards along the thou-sands of miles connecting theinterstate roads. Some evengave their life.

From the beginning of theprogram the outlook for iron-workers’ participation wasstrong. General PresidentJ.H. Lyons wrote a letter onJan. 3, 1955 to our affiliatedlocal unions with an opti-

mistic picture for the coming year. He pointed outthat Congress had allocated $90 billion for highwayconstruction over the next ten years.

Missouri was where it all began. The first contractsfor the new Interstate Highway System were awardedin Missouri: one for I-44 in Laclede County andanother for I-70 construction in Charles County. Iknow because I worked on both these projects in thelate 1960s when I was a young apprentice with Local396 in St. Louis.

I worked for Fred Weber Inc., one of the biggesthighway and bridge contractors in Missouri. Weberhad me working as a member of the rebar gang onthe old Route 66 and Route 55, which are now partof the interstate system. I admit at the time I didn’trealize the importance of the highway system.

To be honest, I didn’t pay any attention to the 1956legislation creating the interstate system until yearslater when I was elected business agent for Local 396.It was then I realized how much work had beencreated by the Act and how much it was doing for thecreation of jobs.

The work continues even today, with ironworkers

repairing or replacing elements of the InterstateHighway System. Along I-95, which stretches morethan 1,800 miles from Miami to Houlton, Maine,ironworkers are rebuilding the Trout River Bridge inJacksonville, Fla. An upgrade of I-70 from downtownSt. Louis to I-270 will take the highway into the 21stcentury. Also, the Woodrow Wilson Bridge replacement,which spans Maryland, Washington, D.C., andVirginia, is nearing completion of its first phase.

Union ironworkers were instrumental in buildingBoston’s Big Dig, the biggest project in Interstatehistory. Other highlights of the system include iron-workers who helped build the Eisenhower Tunnel onI-70 in Colorado. It is the highest point in the systemat 11,192 feet above sea level. The Glenwood Canyontunnel along I-70 in Colorado and the Lowry HillTunnel along I-94 in Minneapolis, Minn. were alsoconstructed by union ironworkers.

Famous tunnels along New York highways werebuilt by union ironworkers: the Holland Tunnel alongI-78; the Brooklyn Battery Tunnel along I-478; theLincoln Tunnel along I-495; and the Queens MidtownTunnel along I-495. Members of Local 3 in Pittsburghhelped construct the Fort Pitt Tunnel along I-279 andthe Squirrel Hill Tunnel along I-376. They alsoworked on the Ft. Duquesne Bridge along I-279.

In California, union ironworkers were instrumentalin building bridges and tunnels along I-80. The SanFrancisco-Oakland Bay Bridge and the Alfred Zampa(Carquinez) Bridge all bear our craftwork. TheTreasure Island/Yerba Buena Island Tunnel on theSan Francisco-Oakland Bay Bridge also was built byironworkers. Sections of the Richmond-San RafaelBridge along I-580 and the Bencia-Martinez Bridgealong I-680 also reflect union craft efforts. Furthernorth, the I-5 Bridge over the Columbia River inOregon and Washington was completed by unionironworkers.

There are other projects too numerous to mentionhere, but I wanted to convey the magnitude of workgenerated by transportation legislation and what itmeans to us as ironworkers. The good news is onAugust 10, 2005, Congress passed the Safe,Accountable, Flexible, and Efficient TransportationEquity Act – A Legacy for Users (SAFETEA-LU).SAFETEA-LU will provide $286.4 billion in guar-anteed funding for federal surface transportationprograms. Canada is also on the verge of its largestinfrastructure investment. The tremendous energyresources being tapped there require the building ofmore railroad and vehicular bridges and expansionof ports than have been built in the last fifty years.This adds up to the largest amount ever dedicated toNorth America’s infrastructure and means thatanother generation of ironworkers will take theirturn giving their blood, sweat, and muscle to improveour transportation systems and our way of life.

because they have been buildingtrades members all their life andfelt it was the right thing to do.

The program was loaded withprominent speakers. Opening daypresentations were made by IowaGovernor Tom Vilsack, MichiganGovernor Jennifer M. Granholm,U.S. Representative Jo AnnEmerson (R-8th District Missouri),U.S. Senator Chuck Hagel (R-Nebraska), and the Honorable EliotSpitzer, New York AttorneyGeneral.

The following days of the pro-

gram had many more prominentspeakers including a very inter-esting appearance by SenatorJohn McCain (R-Arizona). Someof the Senator’s rhetoric was illreceived by many of the buildingtrades’ crowd. His stand on immi-gration was considered myopic bymany in the audience when hestated we needed undocumentedworkers to fill low paying jobslike crop picking and construc-tion. After a very negative reac-tion from the floor, SenatorMcCain offered to leave if not

Joe Standley, Local 75 (Phoenix, Ariz.) has steadily worked his wayup the ranks of our organization since becoming business agentof Local 75 in 1982. By 1985, he moved up to FST/BM and main-tained that position until General President Joseph Hunt appoint-ed him general organizer for the International on February 4,2002. He has served his district council as financial secretary-trea-surer/recording secretary from 1998-2001, second vice presidentfrom 2001-2002, first vice president from 2002 and became pres-ident of the California and Vicinity District Council in 2006. Afterthe swearing in ceremony General President Hunt said, “I amlooking forward to working with you in your new capacity as gen-eral vice president of this International Association and I knowyou will be an asset to the General Executive Council.”

Ironworker QualifiedInstructor CertificateProgram

Each year the National Ironwork-ers and Employers Apprenticeship

Training and Journeyman UpgradingFund (NIEATJUF) conducts instruc-tor training activities. The majority ofthese activities are carried out duringthe annual instructor trainingprogram held at the University of SanDiego. The primary goal of thisprogram is to develop qualified instruc-tors capable of implementing effectiveironworker apprenticeship training

and journeyman upgrading programs. In an effort to recognize trained instructors, the NIEATJUF is

implementing a Qualified Ironworker Instructor Certificateprogram. The objective of the program is to recognize those iron-worker instructors who have completed specific professional andtechnical courses as part of the annual instructor training program.

The Iron Workers have a strong education and training systemthroughout the United States and Canada. The output of thissystem is a highly trained ironworker able to meet the needs ofour contractors and employers. This instructor certificate programcomplements the Ironworker Apprenticeship CertificationProgram (IACP) as both will help strengthen the quality of ourapprenticeship programs.

An effective ironworker instructor is one who has up-to-date tech-nical knowledge and skills and who is able to competently conductclassroom and hands-on or shop training sessions. This certificateprogram recognizes this combination of technical expertise andprofessional training skills by requiring that the instructorcomplete a series of courses in each of these areas.

During each annual instructor training program the participantis able to complete at least 40 hours of training. With over 40 profes-sional and technical courses offered each year, the instructor isable to select those courses that will help him or her become abetter instructor. In order to meet the requirements to receive thecertificate, the instructor must complete at least 200 totalhours of technical and professional training, which willrequire approximately five years.

The instructor must have completed the following profes-sional courses. These courses are also required for thedegree program with the National Labor College. As such,they are equivalent to a specific number of hours of collegecredit.

The instructor must also have completed at least 100 hours oftechnical courses. Each year there are numerous technical cours-es in structural, welding, ornamental, reinforcing, post tension-ing, safety, instruments, powder-actuated fasteners, mine safetyand health (MSHA), rigging, computer applications, and manymore.

There is no time limit on completing the requirements for thecertificate and courses completed in the past will count towardmeeting the requirements of the certificate.

To apply for the certificate, the apprenticeship coordinatorrequests a transcript of the instructor’s courses from the Appren-ticeship and Training Department. The instructor then completesthe certificate application. The completed application and tran-script are then submitted to the Apprenticeship and TrainingDepartment.

Upon receipt, review and approval of the application, the instruc-tor will receive notification that the certificate will be given at thenext instructor training program in San Diego or the certificatemay be mailed to the local union for presentation to the instruc-tor. The certificate will include the instructor’s name and will indi-cate completion of the necessary courses to be considered a Qual-ified Ironworker Instructor. The certificate will be signed by theGeneral President and will be suitable for framing.

In 2005, we presented 32 certificates to qualified instructors. Sofar this year, we have mailed one certificate and expect to presentmany more during the annual program in July in San Diego.

We are confident that the Qualified Ironworker Instructor Certifi-cate program will help to improve the quality of our education andtraining system throughout the United States and Canada. In theevent you have questions regarding this program, please contactthis office.

Decking

Since January 1, 2001, deckingaccidents have claimed the lives

of fifteen union ironworkers in theUnited States and Canada. This isfifteen too many. Below, I would liketo go over some of the rules thatgovern the placing of metal decking.

Under 1926.754 (e), metal deck-ing shall not be hoisted by bundlepackaging and strapping unlessspecifically designed for thatpurpose. You must secure any looseitems, such as dunnage, flashing,etc. to the top of the bundles before

they are hoisted. No bundles of decking may be placed onsteel joists until all bridging has been installed and anchoredand all joist bearing ends attached, unless the followingconditions are met. The employer has first determined froma qualified person and documented in a site-specific erec-tion plan that the structure or portion of the structure iscapable of supporting the load; the bundle of decking isplaced on a minimum of three steel hoists; at least one rowof bridging is installed and anchored; the total weight of thebundle does not exceed 4,000 pounds (1816 kg), and the edgeof the construction load shall be placed within 1 foot (.30 m)of the bearing surface of the joist end. Metal decking shallbe landed on framing members so that enough support isprovided to allow the bundles to be unbanded withoutdislodging the bundles from the supports. At the end of theshift, or when environmental or jobsite conditions require,metal decking shall be secured against displacement. Roofand floor holes shall be decked over. Where large size, config-uration, or other structural design does not allow openingsto be decked over (elevator shafts, stairwells, etc.), employ-ees shall be protected from fall hazards by guardrail systems,safety net systems, personal fall arrest systems, position-ing device systems, or fall restraint systems. Metal deckingholes and openings shall not be cut until immediately priorto being permanently filled with the equipment or structureneeded to fulfill its specific use. If this is not possible, thenthe opening must be covered. The cover must be capable of

supporting, without failure, twice the weight of the employ-ees, equipment, and materials that may be imposed on thecover at any one time. All covers shall be secured wheninstalled to prevent accidental displacement by the wind,equipment, or employees. All covers shall be painted withhigh-visible paint or shall be marked with the word “HOLE”or “COVER” to provide warning of the hazard. Decking gapsaround columns shall have wire mesh, exterior plywood, orequivalent installed around the columns where metal deck-ing does not fit tightly. The material used must be of suffi-cient strength to provide fall protection for personnel andprevent objects from falling though.

For an ironworker to place decking, he or she must havecompleted the Sub-part R Steel Erection Standard trainingoffered by the Ironworkers National Fund through the localunion. The decking training falls under 1926.761, Train-ing, (c) “Controlled Decking Zone” (CDZ). A CDZ may beestablished in that area of the structure, over 15 and up to30 feet above a lower level, where metal decking is initiallybeing installed and forms the leading edge of a work area.Each ironworker working at the leading edge in a CDZ shallbe protected from fall hazards of more than two stories or30 feet (9.1 m), whichever is less. Only those employeesengaged in leading edge work are permitted to be in a CDZ,and the boundaries of a CDZ shall be designated and clear-ly marked by the use of control lines or the equivalent. TheCDZ shall not be more than 90 (27.4 m) feet and 90 (27.4 m)feet deep from any leading edge. You are not permitted toallow unsecured decking to exceed 3000 square feet (914.4square meters). When attaching metal decking in a CDZ,you shall begin at the leading edge and work back to thecontrol line, and each metal decking panel shall have a mini-mum of two attachments. When you are ready to make thefinal deck attachments and install shear connectors, youmay not do this while still in a CDZ.

All of the information above and much more may be foundin 29 CFR 1926, OSHA Construction Industry Regulationsmanual, or at www.oshacfr.com. By brushing up on thisinformation, it just may save your life and that of those work-ing with you.
