    OVERVIEW

    Wisconsin'seconomyisstrongandcontinuingtogrow.TheWisconsinworkforce,raisedwithstrongMidwestvaluesofhardworkanddedication,hasloweredthestate'sunemploymentratetoitslowestsince2001,belowthenationalaverage.OpenjobpositionsandawillingworkforcewillhelpkeepWisconsin'seconomystrong.However,workforceprojectionsshowthatoverthenexttenyearstherewillbeaworkershortagelargelyduetothenumberofBabyBoomersretiring.Theskillsgapalsopreventsindividualsfromfindingmeaningfulemploymentandemployersfromfillingopenpositions.ResourcesandpartnershipsareneededtoovercometheseworkforcehuddlesandmeettheneedsofindustriesthatkeepourState'sandcountry'seconomygrowing.TheWorkforceInnovationandOpportunityAct(WIOA)challengestheStatetocombineresourcesandcreatepartnerships,looktolabormarketdataandindustryresearchtodeterminewhichskillstheworkforceneedsandtofocusonthecreationofaworkforcethatcanmeettheexpectationsofthefutureeconomy.Wisconsin'sDepartmentofWorkforceDevelopmentandtheWisconsinTechnicalCollegeSystemalreadyhaveastrongtraditionofutilizingpartnershipstosupportandgrowitsworkforcecreatingafoundationforimplementingWIOA.TheWIOACombinedStatePlanbuildsfromthisgroundwork,creatingonetalentdevelopmentsystemwitha"nowrongdoor"approachtoenhancetheservicesavailabletothecurrentandfutureworkforce.Overthenextfewyears,theStatewillupgradedataandcasemanagementsystemstoachievethestrategicgoalsoutlinedinthisplan.Thesestrategicgoalsweredevelopedthroughcollaborationwithourpartnersandstakeholders,formingasolidfoundationforWIOA'ssuccessinWisconsin.ThisWIOACombinedStatePlanwasjointlydevelopedbyonestateteam,guidedbytheWIOALeadershipTeam.TheWIOALeadershipTeamiscomprisedofexecutivelevelleadershipfromallofWisconsin'scombinedstateplanprograms.ThestrategicandoperationalplanningelementswerewrittenwithinputfromandapprovalbytheWIOALeadershipTeam,whileprogramspecificrequirementswerewrittenbyeachprogramandsharedforvettingwiththeWIOALeadershipTeam.

    II. STRATEGICELEMENTSWisconsin'seconomycontinuedtogrowthrough2015.Employmentlevelsarenearalltimehighsandunemploymentisonaparwithprerecessionlevels.Wisconsin'sunemploymentratehasdeclinedsteadilyfrom6.3percentinDecemberof2013to5.2percentinDecemberof2014.TherealstoryinWisconsinisnotofindustryjobgrowthoroccupationaldemand;rather,itisoneoflaborforceandtalentconstraints.Thereisexistingdemandforjobsinalmosteveryindustry,occupation,andgeography.Theunderlyingquantityissueisthecauseofthe"skillsgap".Ifyoudon'thaveenoughbodies,youwon'thaveenoughnurses,weldersandprogrammers;theskillgapbecomesubiquitous.Slowingpopulationgrowth,retiringBabyBoomers,lowerparticipationbyyoungerworkers(1619),andattractivenesstoplaceorlocationareshiftingtheincentivesforworkerswithinandoutsidethestate.Wisconsin'spopulationgrowthispredictedtosteadilyslowafter2020,asthebirthtodeathratiogoesfrom1.46to1.11,andnetmigrationdeclinesaswell.Moreover,thestate'spopulationisaging.ThepercentageofWisconsin'spopulation65yearsandolderwas13.7percentin2010.Thatpercentageincreasesto23.7percentin2040,almostdoublinginnumber.Meanwhile,thepercentageoftheworkingagepopulation(1864)goesfrom62.8percentin2010to55.1percentin2040.AccordingtotheWisconsinDepartmentofWorkforceDevelopment's(DWD)BureauofWorkforceInformationandTechnicalSupport(BWITS)projectionmodelsimulations,anestimated46,000jobscouldgounfilledinthestateintheyear2022duetolaborforcequantityconstraints.FollowingisanoverviewoftheeconomicandworkforcesituationinWisconsin.Itisworthreiteratingthatthecriticalworkforceendeavorinthestateistoaddressthequantitychallenge,asitistheunderlyingdriverforfutureeconomic,jobs,andskillsexpansion.Belowisanexplanationofthestate'squantitychallenge.Thisreportthendescribesthestrategicprogramsbeingdevelopedthatwillhelptomeetthestate'semployers'quantityandqualityrequirements.

    Almosteveryindustry,occupation,andgeographyhasshownannualjobgrowththroughthisrecovery. TotaljobsasbasedonQuarterlyCensusofEmploymentandWages(QCEW)dataincreasedbyover

    36,000or1.3percentthrough2014. Privatesectorjobsshowedahealthierincreaseof1.5percent,almost36,000jobs. Constructionjobsincreasedbyalmost6,200;avibrant6.5percentgrowthin2014. Manufacturingjobsgainedover6,500jobsfora1.4percentincrease,withfood,plastics,fabricated

    metals,andmachinerymakingsignificantcontributions. Healthcarejobscontinuedasteadyincreaseaswell,up3,340jobsor0.9percent,withthegreatest

    increasecominginhomeandcommunitycareservices. Softwarepublishing(up4,230)andcomputersystemsdesign(up5,072)drovethesectorhigherin

    thestate.EpicSystems,amedicalrecordssoftwaresystemscompany,isoneofthefastestgrowingcompaniesinWisconsin.

    Thereisexistingdemandforjobsinalmosteveryindustry,occupation,andgeography.Infact,itisthesupplysideoftheequationthatisholdingbackincreasedeconomicgrowthinthestate.Thebalancebetweenemployerdemandandworkersupplyhasshiftedtowardthesupplyside.Jobopeningsarepostedacrossthespectrumofskilllevels,fromphysicians,skilledtrades,andITtowelders,ComputerizedNumericControl(CNC)operators,andassemblers.Theeconomicandworkforceanalysisofthestatehasshiftedfromoneofwhichindustriesaregrowingtooneofhowto
