The Mayoress and I recently had the privilege of selecting the Henley Christmas tree from The Tree

Barn, Christmas Common. Thank you to the Ingrams for hosting our estate tour to choose a perfectly portioned Nordman Fir and also to Invesco Perpetual for their continued generous sponsorship of the tree that adorns Market Place each year. I have also invited Henley Primary schoolchildren to design the Mayor’s official Christmas card this year, giving them an opportunity to let their creative talents flourish under the theme ‘Henley at Christmas’. The submitted designs will be exhibited in Market Place throughout December.

The town centre will be transformed this Christmas by the new festoon lighting scheme. We look forward to the town coming together to enjoy this spectacular display and get into the festive spirit at our annual Christmas Festival on the 2nd December. Additionally, we have the 24 nightly performances of The Living Advent Calendar to look forward to which brings our community, local organisations and charities together each evening.

Henley At Christmas

The secret of Henley as a major Christmas destination is no more – both national media and residents of

surrounding areas are increasingly identifying a visit to the town as a must each festive season. And this December is set to be the brightest and busiest yet as Henley Town Council, local businesses and retailers, cultural organisations, charities and – most importantly – the people of Henley come together to make a month to remember. This year, Henley will be transformed into a winter wonderland with the installation of a new bespoke festoon lighting scheme throughout the town centre and the illumination of the iconic Town Hall throughout the Christmas period. The lights on the Market Place Christmas Tree – a locally grown Nordmann Fir - will be switched on at the annual Christmas Festival at 7pm by Mayor Julian Brookes, main sponsor Invesco Perpetual’s David Bower and the winner of the Mayor’s Christmas card competition. The Christmas Festival is regarded as an annual highpoint by the thousands of visitors it attracts. It takes place on Friday 2nd December from 5 to 9pm, drawing crowds to visit Father Christmas, enjoy the fairground rides, browse the festive market and take advantage of the late night shopping offers available at many local retailers. And, in the festive spirit or neighbourliness, Henley carol singers will be accompanied by the Marlow Town Band. Henley’s Living Advent Calendar – cited as one of the UK’s top Christmas attractions by The Guardian and the BBC – takes place every night from Thursday 1st to Saturday 24th December, including Friday Street on Christmas Festival night, at 6.15pm. A lantern parade by local primary schoolchildren will kick-off the celebrations on the festival evening, assembling in Hotel du Vin’s courtyard it will then be led up Hart Street by Father Christmas and the Kenton’s panto dame, illuminated by the large-scale lantern designs produced through a joint initiative between the River and Rowing Museum and local primary schools, funded by Henley Town Council. The parade will be greeted by the Mayor

from the Town Hall steps and led into Santa’s grotto in the Kings Arms Barn where Father Christmas will be giving presents - kindly donated by local businesses - to children throughout the evening, while the Henley In Bloom team run their wishing tree in the courtyard. The following weekend sees Henley’s second annual Festive Shopping Sunday on 11th December where local retailers that would usually be closed open their doors for a day of special offers and festive treats. “Last year was a great event for Central Home, it brought many people together for some festive fun,” said Hannah Ward of the Reading Road homeware shop. “We’re really excited about this year, offering drinks, nibbles and special offers for all to enjoy.” Alongside the new Christmas lighting scheme and the Living Advent Calendar, there is an abundance of local activities, events and attractions taking place, from the Santa Fun Run and wreath-making workshops to seasonal events at the River and Rowing Museum and the Kenton Theatre, all helping to establish Henley as a magical winter destination. A pop-up exhibition of designs submitted for the Mayor’s Christmas card competition will be held at 22 Market Place from Monday 28th November. And, the well-established small Christmas tree scheme throughout the town centre will also add extra sparkle throughout the festive period. The sixth instalment of the award-winning Henley Living Advent Calendar is set to unveil its first

performer in Market Place at 6.15pm on Thursday 1st December 2016. The event will then visit a different local venue at the same time each night for a free, 30-minute surprise performance, culminating in a performance at St. Mary’s Church on Christmas Eve. The event represents a collaboration of a multitude of local businesses and community groups, with fundraising for a different local good cause every night. Winter programmeKenton Theatre

As the autumn nights draw in, the Kenton Theatre is ready with a spectacular winter programme to provide

exciting entertainment for children and adults alike.

Thursday 3rd - Sunday 6th November The Kenton continues its long tradition of excellence in amateur performance with The Wizard of Oz, a Young Performer’s Edition, which will provide an enchanting journey into the Emerald City.

Thursday 10th November For the comedy lovers amongst you, nationally renowned comedian Shappi Khorsandi comes to the Kenton as part of her tour Oh My Country: from Morris Dancing to Morrissey, to share her relationship with all things British.

Brakspear’s popular music festival returnsJazz and Blues FestivalFriday 11th November - Sunday 20th November

This November, Brakspear pubs will be swinging and grooving for their annual Jazz and Blues Week.

It’s back for its fourth year and will be taking place across Brakspear’s pub estate, with plenty of pubs in and around Henley taking part. Brakspear pubs will be showcasing sensational up and coming artists and groups from all over the UK, who perform an assorted range of music from jazz classics to soul, and R & B covers to original material to ensure you have a tremendous evening.

Tuesday 13th December John Piper gallery openingFollowing a successful crowd funding campaign, supported by the residents of Henley, the new John Piper gallery will open in December. The gallery will be the largest permanent exhibition of this hugely popular artist’s work in the world. It will bring together some of his greatest creations, including rare pieces from private collections seldom seen by the public. Piper spent most of his working life at his farmhouse in Fawley, on the edge of Henley, and the Museum has worked closely with Piper’s family who are keen to mark his extraordinary talent with a dedicated permanent gallery in his home town. The gallery already has the seal of approval from John Piper’s children, Sebastian Piper and Clarissa Lewis (nee Piper). “Our father would be delighted to have a gallery dedicated to his work in Henley, his local town for nearly 60 years.”

The Regal cinema in Henley is pleased to be hosting dementia-friendly screenings of old classics and

musicals every six weeks - especially for people living with dementia and their families, friends and carers.

They aim to provide a fun and inclusive experience, enabling people living with dementia to view films within a safe environment, whilst providing an opportunity to socialise with local people in similar situations.

These events are open to everyone, but are enhanced to suit the needs of people with dementia. The lights are left on low, no adverts or trailers are screened, and people are free to move around, take a break if needed or sing along to any musical numbers! We will also be running Dementia Friends sessions for our staff so they are better able to understand the needs of the people attending.

Free refreshments will be provided from 10.30am, with the film commencing at 11am and there will also be an interval for 20 minutes.

I have a wealth of experience learnt in the property and retail industries, and Bracknell specifically, where

I was Head of Marketing and Communication for the Regeneration of Bracknell town centre. So that will help me hit the ground running in Henley. Delivering on many projects, such as economic development, consumer promotions and events, corporate socially responsible projects like the Bracknell in Bloom, various awards and help for smaller businesses. Other projects such as, Christmas light events, markets, collaborations with Bracknell Borough and Town Council’s and local businesses; that are extremely useful in the town centre management role in Henley.

I will be working with all the established groups who meet and network regularly to develop activities in the town. In my previous role, I sat on the Chamber of Commerce, Economic Development Partnership, Thames Valley ATCM and many other committees, so I have a solid understanding of what goes on and where I can make a difference. I will do the same here in Henley.

I have developed skills in marketing and communication aligned to retail, property, charitable, economic development, corporate strategy and overall town management. I am aware of most of the identities and needs of relevant stakeholders, business and the local community, as a whole in Henley. I am lucky enough to live close to this amazing town and have been around it long enough to have met many of the influential players.

It is very important to gather information, research and speak to the individual groups about what it is they need to succeed or to help them do better.

My key priorities are to:

1. Attract and retain retail businesses in the town.2. Maintain and increase the momentum of community

festivals, activities and events. 3. Strengthen the town’s link with, and general profile

of, the River itself. 4. Maintain and improve the links between business

and the rest of the community. 5. Engage with local businesses to ensure support and

their engagement in the town. 6. Encourage the use of local products and services.7. Improve tourism, information, the promotion of the

Heritage of Henley, websites and use of social media to improve footfall to the town.

Henley is a remarkable place to live and work with the Regatta, Henley Festival, Literary Festival, Living Advent Calendar and a number of other festivals, events and

activities that are growing in prominence. I shall be capitalising on all the great foundations that have been laid and working with everyone to gather additional momentum to make everyone incredibly proud to be part of a successful Henley.

There is a fabulous selection of retailers and businesses in the town who are fitting out, some are

open and others open in time for Christmas.

In the autumn, David Bray Motor Engineers at Henley Enterprise Park off Greys Road officially opened the first electric charging points for cars in Henley.

Jonkers Rare Books, who specialise in the sale of exceptional rare books, first editions and manuscripts, and art and illustrations has moved from a Grade II listed building in Hart Street across the road to the former Rive Gauche boutique. Their old unit opposite is also under offer.

Henley can boast four other new businesses in the town centre:

Penny & Sinclair opened in Hart Street in Speakers House previously occupied by Sotheby’s Estate Agents.

Vintage Look reopened at their new shop, 31 Hart Street, after they moved from Market Place Mews as the site is being redeveloped. New manager, Anthony Galloway, loves that the new shop is part of ‘The Old Armistice’ and is a Grade II eighteenth-century listed building and felt it was designed to be an antiques centre.

Spoon opened in the old Noa Noa unit, which is a beautifully fitted out coffee/deli serving delicious, fresh food. The menu is very exciting with incredible salads, open-faced sandwiches, outstanding cakes and fantastic coffee. They serve breakfast from 8.30am, lunch from 11.30am - 3.30pm and cakes all day long.

The latest store to open at the end of October was JoJo Maman Bebe. After 23 years of trading, JoJo now employs over 700 people in the UK, has 70 stores across the UK and Ireland and trades in 40 countries across the globe. Their mission is to be the leading global mother and baby brand, offering high-quality products at reasonable prices and putting people and the planet above profit.

We welcome them all to Henley.

You may have noticed that Flagpoles have been erected along the riverside at Mill Meadows and in Market Place. The idea behind this initiative was to enhance the connectivity between the town and the river, engaging with the river traffic and footfall within the town, offering local businesses and organisations the opportunity to advertise the abundance of events that Henley hosts. Some of the flagpoles are used to advertise events in the town to passers-by and visitors, others the town itself.

Meanwhile, Mill Meadows has won its third consecutive Green Flag Award and the town won another Gold Award in the Thames and Chiltern Britain in Bloom. Studio 35 was named the best jewellery store in Oxfordshire and the Hotel du Vin was a ‘Best Large Hotel’ finalist in the third Muddy Stilettos Awards which celebrate independent local businesses.

So, lots going on in and around Henley, not forgetting that there are new town-wide Christmas Festoon lights and the illumination of the town hall over the festive period to look forward to.

Health and wellbeing are so important especially with the winter approaching. Heathier people tend to be

happier and miss less work and school so we want to try to help everyone in Henley to join in some kind of activity.

The Henley Business Partnership Health, Wealth and Wellbeing group has been established to bring together groups and businesses providing a range of services into our local Henley community. They are undertaking a monthly lunchtime walk to improve fitness and get people out in the fresh air. The next informal walk will take place on Monday 14th November at 12.30pm, meet at Strada in Bell Street. A new gym, The Fitness Space, has opened in a two-storey commercial unit in Centenary Business Park (off Station Road), which offers a range of cardiovascular equipment and classes. Also, the annual fight against flu has begun and across Oxfordshire people in any of the ‘at-risk’ groups are being encouraged to visit their GP and get the free NHS flu

Henley Town Council, with the assistance of South Oxfordshire District Council (SODC), has created a

scheme to assist shop owners, tenants and landlords to improve the external appearance of their premises. Funding for the scheme is being provided in equal part by Henley Town Council and SODC as part of their market town strategy. The modest grants are match funded by the applicants themselves.

The historic core of the town contains the commercial centre of the community. For this reason the appearance of shop fronts and the buildings in which they reside has a considerable impact and influence on the character of a place. They are an essential element, not only of the buildings in which they are set, but also of the wider streetscape.

The shop front improvement scheme aims to improve shop fronts and building facades in the centre of Henley-on-Thames as a means of supporting the growth of local businesses, improving the local environment and

South Oxfordshire is one of the safest places to live in the Thames Valley, but sadly burglaries do still happen and it’s much easier to take action to prevent a crime from happening than to have to face the ordeal of returning home to find your house has been broken into.

Burglary is often an opportunistic crime; if a burglar walks past a house and believes that they could enter the house unseen or heard, they will normally take that opportunity.

This checklist is a good start to improving security in your home this winter:• Keep doors and windows secure.• Do not leave valuables on display.• Lock tools, ladders and bicycles in your shed.• Do not leave keys near external doors.• Ensure UPVC doors are locked; keys are removed and

It is estimated that one in five young people have mental health difficulties at

some point in their life.

Riverside Counselling

Riverside opened its doors in 1989 with just three counsellors and three clients. As the charity has

become more established and demand has increased, now - over 25 years later - it has 30 volunteer counsellors and serves 90 clients from Henley and the surrounding areas. Last year, Riverside launched a new branch of its service called ‘The Space’, which is dedicated specifically to counselling for young people from the age of 12 to 20+.

There is a desperate need for affordable mental health care in this country. The cash-strapped NHS is cutting provision of mental health services, and private counselling is not an option that everyone can afford. Riverside fills this gap by providing affordable, professional counselling with little or no waiting time.

The need for child and adolescent counselling is particularly urgent due to cuts to the Child and Adolescent Mental Health Service (CAMHS). This reduced funding has been identified as a major factor in the rise in mental health problems among school students. The closest CAMHS unit in Oxfordshire is now in Abingdon - 22 miles away.

It is estimated that one in five young people have mental health difficulties at some point in their life. Young people who access NHS support for mental health problems face a cliff edge when they reach 18 because they are transferred directly to adult services. Mental health difficulties in adolescence have a lasting impact on both mental and physical health, educational attainment, and workforce participation and satisfaction.

Counselling can help with a wide variety of problems, including depression, anxiety, relationship issues, loss, bereavement, eating disorders, self-harm, post-natal depression, redundancy, domestic violence and family breakdown. Clients can be referred by GPs or other health-care professionals, but also hear about the service through personal recommendations and can directly contact Riverside to arrange an initial assessment.

Counselling is proven to work, Riverside regularly

monitors its clients’ progress and over 81% of them make a significant improvement over the course of their therapy. As one client said: “Brilliant service and incredible counsellors who have made a massive difference to my life. Would definitely recommend your services to others.” In fact, our clients report an average satisfaction rating of 9.15 out of 10.

Of course, as a charity, Riverside has the never-ending job of raising money to fund its service. Henley Town Council very generously gives financial support, as do local businesses and groups such as Stuart Turner, Thamesfield Youth Association, John Hodges Trust in Harpsden and Henley Lions Club. Our fundraisers work tirelessly to organise events and initiatives. Riverside maintains a high profile at various local community events and is delighted to be one of the Mayor’s chosen charities and will be supporting him throughout the year.

Over the past twenty years or so there has been enormous growth in the sale of domestic conservatories and it is quite easy to see why.

Apart from the fact that they do add a certain style to your home, they are also really great spaces to relax and en-joy quality time in.

As a result of the easing of town planning laws and building regulations, many home owners are at liberty to extend their living space without any of the usual cost and red tape involved in applying for approval for a con-ventional extension.

So for the home owner it really does look like a win-win situation but there are of course some drawbacks.

Despite the many advan-tages, conservatories in general are not very thermally efficient. This can result in situations where the cost of heat-ing is extremely high in the winter and reducing the summer heat gain is next to impossible.

Many conservatory own-ers have, over the years purchased blinds in an attempt to deal with this very problem and although they do offer some small benefit, they are largely ineffective.

In the last ten years there has been the emer-gence of a few specialist companies that can pro-vide a real answer to the problem.

These companies fall broadly into two catego-ries; Those that remove the entire conservatory roof and replace it with a tiled roof system

and those that fit a ther-mal ceiling directly be-low the current conserv-atory roof.

In most circumstances both methods will pro-vide good thermal insu-lation, making the con-servatory usable every day of the year.

The down side to the roof replacement meth-od is that one may need to obtain building reg-ulations approval, the cost of the replacement roof system will be quite high and it is not a very quick installation.

The upside of the roof replacement is that a conservatory with an ex-isting roof that is beyond economic repair can be given a new lease of life.

On the other hand, if the existing roof is servicea-ble, then having an insu-lated ceiling installed will convert the conservatory into the beautiful haven that had been hoped for but at a fraction of the

cost - usually within one or two days.

So to answer our own question - Fad or Ne-cessity, in most cases conservatory owners will need some form of insu-lation in summer if their conservatory is south or south westerly facing

And regardless of direc-

tion, they would certainly benefit from lower ener-gy costs in winter if they installed an insulated ceiling or replacement roof.

The government seems to agree and allows these companies to charge the energy sav-ing reduced VAT rate of just 5%.

Season of mists and mellow thoughtfulnessTown Clerk Writes

Six months in - my honeymoon period is definitely over - and little time for reflection. With one member

of staff on long-term sick leave, we are all busier than ever trying to fill the gaps. One person who has made a real impact is our resourceful new Town Manager, Helen Barnett. Helen leaves me breathless with her energy, her contacts and her good humour – she has made an immediate impact so welcome to the team!

Blue-sky thinking at the transport strategy workshopsThe Henley, Remenham and Harpsden Transport Strategy Group is working hard to finalise its proposals to tackle key issues such as air quality; congestion; HGV’s; public transport; cars and parking; cycling and walking; and travel plans. The group is in the process of bringing its ideas together to formulate a consultation document early in the new year. We are convinced that there is a significant number of practical, low-cost initiatives that will improve the quality of life for residents, businesses and visitors. Some that can be implemented now and some for the future. The Group will consult on these ideas early in 2017.

Teaming up with Thame to fight for our Neighbourhood PlansThe Mayor and I attended the meeting of the Larger Town Councils in Oxfordshire recently. We spoke at length to an Officer from Department of Communities and Local Government (DCLG) on the failure of SODC to put enough weight on our Neighbourhood Plans. He noted everything but was unable to comment on individual cases. I could tell from his body language

that he knew about our problems - but he stuck to the official line insisting that Neighbourhood Plans were a success story around the country. I challenged their marketing of these plans. The Government currently has a consultation out to cap the precepts of Town and Parish Councils over £500,000. If this goes through, I feel that DCLG should be fair and warn Town and Parish Councils that a Neighbourhood Plan is a risk that could be an expensive failure – especially if the District do not have a five-year land supply. Of course, this essential advice is unlikely to make the sales patter...

Coming soon from the Government – Ten different ways for us to raise money!Alongside the potential capping of our precepts, DCLG are softening the blow with a forthcoming document featuring ten different delivery models to raise money. The fact that they are preparing and pushing this document shows that they will almost certainly impose this restriction on our sector for the first time. I predict that Town and Parish Councils are probably already doing most of these things such as using volunteers, running services to bring in income, bartering for skills and running businesses – of course the latter is a grey area as one could argue that it goes beyond a Council remit to be in the marketplace running a competitive business with tax payers money – but that is another debate.

Finally, I am looking forward to my first Henley Christmas. Not long now!
