WINSTON HEIGHTS MOUNTVIEW COMM. ASSOC.

It is finally spring. Or, at least I hope spring has arrived by the time this newsletter finds its way into your hands!

It has been a busy winter for the community association, but perhaps no one was as busy as the intrepid Rink Committee volunteers. Day after day, in frigid temperatures, they went out and flooded, smoothed and cleaned the rink next to the community hall as well as the skating oval around it. They did great work and deserve the biggest pat on the back any of us can give them. On behalf of all community members who used the rink this year, thank you for your hard work and for setting a new standard for the community rink.

The rink was a great winter addition this year, but the community association grounds are about to get a nice summer addition too. Our Garden Committee has been busy working with the City of Calgary to select two sites for demonstration rain gardens. We are very lucky to have the City want to work with us to test this water management tool – not just because they are practical, but because they are beautiful, too. A large garden is planned for the north-east corner of the community association grounds and a second smaller one is planned for the green space on Marlowe Place. Both are expected to be installed this summer.

There are soon to be a couple more new things sprouting up in Winston Heights-Mount-view this spring.

The Playground committee is about to break ground on a unique park on 7th Street. If you’d like to help build – it takes a lot of volunteers to build a playground from scratch – please contact Alex Reed, Playground Committee Chairperson. His details are in the col-umn to the left.

It is also that time once again for the community association’s Annual General Meeting and that means new board members! In next month’s newsletter you’ll find all the informa-tion you’ll need to attend the meeting on May 17th, but for now we are on the lookout for anyone who might want to join the board to help out. More details can be found later in this newsletter. I hope you will consider pitching in this year.

Did you know that a long time resident of our community, Joe Mc Areavy, not only sup-plied the flagpole at the WHMV Community Centre, but has been replacing flags at his own expense? Thank you, Joe for your civic pride and your on-going care for the community.

A Call to Action!Hello resident of Winston Heights-Mountview! I couldn’t help but notice you enjoying

your newsletter. I bet you’ve also been to the WHMV Rink this winter, maybe even the Santa Breakfast and Craft Sale? And in the summer, you probably walk your pooch at the off-leash park and hang out at the new playground with the little ones, right? Well, you might not know this, but all these things are made possible by community volunteers! That’s right, just everyday people who give up an hour or two to pick up waste in the dog park, assemble play-ground equipment, flip pancakes and shovel off the ice for the sake of all WHMV residents.

Now you’re wondering how you can pay it forward? Great! Peruse the At the Hall column in this issue; it’s a list of all upcoming events in 2011. Getting these events off the ground re-quires volunteers so choose dates and events that you can commit to and contact Darlene Robb, our volunteer coordinator, and she’ll be so happy to hear from you! Here’s her email address: [email protected]. Also, here are a few volunteer opportunities that might pique your interest:

Development and Permit committee - We are looking for 2 volunteers with interest in the Development/Construction industry with some knowledge/understanding of planning pro-cess. This committee meets roughly 10 times a year, and those meetings last 1 to 1 1/2 hours

Communications committee – We are looking for creative volunteers that like to write, take pictures, design web pages or use social networking sites to build on our committee.

Winston Heights - Mountview Community Centre Casino - Our next casino event will be held Friday, August 5th and Saturday, August 6th, 2011 at the Elbow River Casino.

We are looking for volunteers to work at the casino for all shifts – both daytime and night-time – and all jobs. Would you like to be a cashier? Chip runner? Money counter? If you are available and interested in lending a hand, please contact Beth Lawton at 403-276-3500.

If you have never worked at a casino before, not to worry! On-the-job training is provided, as well as dinner. Please come and join us for some high-rollin’ fun!

Community Association will be host-ing 10 lunches from February till June, 2011. These lunches are for anyone who is in the community at lunchtime:

• Stay at home parents• Parents with small children• People who work from home or

have flexible schedules• People looking for work or taking a break• Seniors and retirees. Based on the Stone Soup story, each lunch will provide the op-

portunity for sharing stories, laughter, ideas and dreams. Lunch will start at noon and go until 1:15 p.m. Doors will open at 11:30 a.m. The cost is $2.00.

2010 Annual Mayor’s Food Drive By Yvette DuBoisWinston Heights - Mountview Community Association would

like to thank everyone who contributed food towards the 22nd An-nual Mayor’s Food Drive to benefit the Calgary Food Bank. Our ac-tivity in this project brought in 200 pounds of mixed food a grand total of over $423-thousand in foods and funds. Your support means nutritious food will be provided to those who need it.

New Rain Gardens Coming to WHMVBy Linda SharpIn March, a number of community residents attended the City of

Calgary’s information sessions and provided feedback on the potential designs for the rain gardens to be built in Winston Heights-Mount-view. Construction of the two rain gardens, one near the Community Hall and one on 17th Avenue at Marlowe Place NE is planned for Summer /Fall 2011.

Healthy Yards Program – June 2ndOnce again, the WHMV Garden Committee will be hosting the

City of Calgary’s Healthy Yards Program. This one-hour seminar is a Calgarian’s guide to a healthy and beautiful yard! The free program offers an environmentally friendly approach to yard, lawn and garden care in Calgary.

Why participate in the Healthy Yards Program?There are three big reasons to get involved: It’s good for the envi-

ronment, it’s easy to do, and it can save you money! The Healthy Yards Program helps homeowners create a more envi-

cil through an agenda of implementing the ideas that he promised to deliver to Calgary.

The Legalization of Secondary Suites This issue was hotly contested by the previous Council and, be-

Winston Heights-Mountview Annual General Meeting

On February 20th, over 80 people came to the WHMCA Rink and Sportsplex to enjoy the fun both on and off the ice. This event was a great suc-cess! There was a well-attended game of shinny on the rink, free skating on the oval, and kids’ snow games (snowball relay, sled race, snow golf and tug of war) in the adjacent field, as well as food and drink in the Sportsplex. The weather co-operated and we had one of the few (relatively) warm days of the month. People enjoyed warming themselves at the fire pit and watching the activities from the picnic tables. Stacy Nephin and James McTavish en-sured the ice was superb and prepared the area for the event. James also kept everyone fed by cooking burgers and hotdogs on the barbecue. Yvette DuBois and Michele Mallinson organized and supervised the kids’ games and assisted in the kitchen; Samantha Lesniewicz ably kept up with the demand for pop-corn. Darlene Robb sold memberships, handed out prize bags to the games participants and supervised the door prize draws. Everything was captured on film by our photographer Neil Koven and his able assistant, Maidie. The event was well supported by community businesses through donations of food, supplies and prizes. I’m a little brown dog named Teddy who has the good fortune to live in Winston Heights - Mountview. Every day, my owner takes me to the wonderful off-leash park where I play with Jack, Alta, Cuba, Romeo and all the other dogs. We have a great time and our owners chat happily while we play. Of course, with all that exercise, nature calls and our owners make sure to pick up what we drop. We’re lucky because there are other dogs whose owners don’t pick up. They don’t pick up in the off-leash park and they don’t pick up in the neighbourhood; not on the community grounds, not on the boulevard, and not even on the sidewalk. How embarrassing... So, I say to you irresponsible dog owners, man up and pick up after your dog! Your behaviour gives all of us a bad name. Make Winston Heights - Mountview the dog-friendly and dog-courteous community we all want to live in.

asked you to consider the Mayor’s position and to give me feedback on this controversial issue.

I’m happy to report that I got quite a bit of feedback from Ward 9 on this issue and was able to enter the debate armed with the thoughts and questions of my constituents. Th e challenge that I had was how to reconcile the pro-secondary suite sentiment that was expressed by the majority of Ward 9, with the issues and concerns raised by some residents. However, as I came to understand the issue of secondary suites, there seemed to me to be less confl ict than what was apparent.

It became apparent that the overwhelming majority of supporters of legalization were basing their stance on principles: property rights; pov-erty reduction and solving the aff ordable housing crisis; Calgary’s com-petitiveness with other cities (Calgary being the only big city in Canada that hasn’t legalized secondary suites); and, perhaps most importantly, regulating the safety, social justice, and community standards issues as-sociated with Calgary’s black market in illegal suites. It’s also important to note that there were two main principle-based arguments against secondary suites that I heard. Th e fi rst argument was about constrain-ing private property rights – it was contended that the City, through the covenant of zoning, has a legal obligation to its citizens to never allow change. Firstly, cities are in a constant state of change. Secondly, zoning is intended to regulate uses as opposed to prevent changes in uses. Th e fact is that there is no basis in law to this line of reason-ing. I found that nowhere near as troubling as the second argument against secondary suites that was lurking behind the pseudo-legality of

the fi rst. It essentially boiled down to a demonization of renters – the argument was that one of the great benefi ts of moving to an R-1 zoned area is the protection from proximity to that lesser class of people who are unable to aff ord their own R-1 zoned residence. I found these both to be troublesome and fundamentally unethical arguments.

In the end, Council was not ready to tackle this issue as aggres-sively as the Mayor wanted, but the steps that were taken were signifi -cant. First, we approved changing secondary suites in all low density housing districts (except for the R-1’s) from discretionary to permit-ted uses; second, we approved pursuing a transition strategy for il-legal suites that will probably involve an amnesty period followed by enforcement; and third, we approved petitioning the Provincial Government in order to begin changing the codes. Th e upshot is that all of Winston Heights-Mountview’s low density housing will be aff ected by this change. Secondary suites will become permitted and a transition strategy for legalizing illegal suites will be developed. However, these changes will not take place immediately.

Along those lines, I want to encourage Winston Heights-Mount-view residents to participate in the Our City. Our Budget. Our Fu-ture. engagement process that will be taking place over the spring. Th is process will help shape not only how we spend your money over the next three years, but will also help us determine what our best role is in the lives of our citizens. I’ll be discussing how you can specifi -cally get involved at your next Community Association meetings. In the meantime, you can always watch an episode of Ward 9 TV on YouTube.
