In this new Integrated Mobility context, our ambition is to be considered a partner in excellence for the development of mobility, transport engineering, Intelligent Transportation Systems (ITS), solutions and services.

We at Brisa have been following this path for a long time. We invested in Research and Development projects for Free-flow solutions when others didn’t.

Brisa Innovation, by being a Brisa group company, has direct and privileged access to the knowledge and experience which results from operating more than 1.300 kms of tolled motorways for more than 30 years.

This allows us to understand all sides – road authorities, concessionaires, road operators, clearing houses, and road users- concerns and needs, and we learned to value those.

More than 20 years ago, Brisa created Via Verde. It lead the way back then and now, with over 3 million tag users and 132 million transactions per year, which represents almost 70% of the overall motorway traffic.

This was possible by combining Technological prowess with Stakeholders’ management. By doing so, we allowed for People and Processes to become part of our solutions. Implementing ETC systems is much more than simply installing gadgets and developing software.

Brisa Innovation works targeting the full adoption of our solutions, from the ground up and across the entire spectrum.

Interoperability is a word this industry has grown accustomed to. It is something all nations’ road network’s managers and authorities ambition to achieve. In Portugal, we did it. We now have 40+ interoperable motorways with more than 15 different road operators working under a single ETC network.

Since 1998 we lead the European Commission CESARE projects, working towards a Common ETC system for a Road Tolling Service. In a 12-month project, Brisa Innovation upgrades +1500 electronic toll lanes from LDR to MDR, so that Portugal was the first European country to fully adopt EU directives. During the entire project, lane availability was guaranteed and full revenue assurance.

Our Open Architecture System explores a simple concept that envisions vendor independence: to integrate a complete solution where each component is not dependent on specific vendors or unique products. This allows

that, during the entire lifecycle of our solutions, operation and maintenance costs allow for increased optimizations.

As a result of this, the infrastructure operator may interchangeably choose different

vendors for specific components, giving him more negotiation leverage. On the image below a specific example for Open Road Tolling or enforcement is illustrated. For instance, DSRC antennas are supplied

by more than one vendor: including ourselves, Kapsch and Q-Free. When considering a 34-year operation period and an average of 10 years life span for electronic equipment, reinvestments and spare parts acquisitions’ costs are a thing to consider.

Also, the initial investment is not held hostage by a specific supplier, being able to find the best procurement for all system’s components.

Open Architecture System has allowed us to quickly respond to its clients’ requests for changing technologies used in their ETC

systems. Demonstrating this advantage, in a recent project, Brisa Innovation was asked to change from 915Mhz OBU to sticker tags in Colorado, USA. This project was done in 2 weeks without any disruption neither traffic flow nor payment collection.

CAR wAShingAs in fuel stations and ferries, OBU have the ability to provide payment for car-washing units, both self-service and human operated (more on page 44).

inTEgRATED PAyMEnT in FUEl STATiOnSMaking use of the same technology used in ETC’s OBU, we developed an integrated and secure payment solution for fuel and gas stations. This allows the driver to comfortably pay for the services, without having to use cash or payment cards.

On-STREET PARkingETC’s on-board units allow for car users to benefit from a mobile and secure mean of payment, extended to on-street parking.

CAR PARking inTEgRATED PAyMEnT

OBU equipped vehicles have a significant advantage using parking lots using our solution, both in comfort, data security and safety (more on page 57).

McDonald’s™ restaurant drive’s benefit from comfort for the client, enhanced by enabling secured payments using the same OBU needed for toll collection.

Concepts such as mobility services, congestion management, value added services, cashless tolling, dynamic pricing, automatic incident detection, and interoperable systems are increasingly being implemented as an instrument for enhancing capacity and safety, reducing congestion, decrease improve travel time, and in promoting the use of alternate modes of transport. Brisa Innovation has the capabilities, skills and competencies to apply the integrated mobility concept as part of an overall long-term strategy of initiatives.

Brisa Innovation participates in the WBCSD Mobility 2.0 project together with Toyota, Ford, Volkswagen, Honda, Nissan, Michelin, Pirelli, Bridgestone, Deutsch Bahn, BP, Shell, among others.

We design and implement advanced solutions for public and private zones’ access management and control for private areas, logistics platforms, and historic districts.

Road-side Solutions We design, develop, install and support a complete suite of tolling solutions.

This experience and knowledge allows us in managing and operating highways toll collection, including single dedicated lanes and multilane systems such as Open-road tolling (ORT, also referred as Multilane Free-Flow) or our Automated Toll Booths.

Management SystemsWe deliver a complete end-to-end solution, from the road-side equipment up to the central systems, such as operational and commercial backoffices.

Brisa Inovação e Tecnologia (Brisa Innovation) has been the ITS company of Brisa’s

group for over more than two decades.

We have been supplying critical roadside controlling systems for more than 1.200 tolling lanes, 250 motorway lanes and 120 parking lots and access control perimeters, in Portugal, Netherlands and the United States of America, from tolling systems to tunnel automation solutions, including fuel stations integration, automotive payment systems in McDonalds’® restaurants and maritime ferries services.

Annually, our road-side systems and controllers process over 300 million digital transactions and 150 million manual transactions in tolling sites, over 1 billion (1.000.000.000) car detections in road sensors and devices, around 10 million in parking accesses, half million for fuel stations, ferries and McDonalds’®.

Our work is spread across more than two thousand (2.000+) miles of more than twenty (20) different highways and over than one hundred and fifty (150) different clients.

We’ve been among the pioneers in AET (All-Electronic Tolling) in the world and since then we’ve been able to deploy in the USA and in Europe. Our experience with tolling systems covers a wide spectrum, giving us a thorough knowledge of what the clients need, from the Product Development up until the maintenance period. This whole life-cycle responsibility allows us to develop and incorporate effective mechanisms and systems for Fraud Evasion building solutions that are not constrained by international frontiers.

This wide knowledge and expertise allowed us to provide international Consultancy and Advisory services for companies in the area of Highway Operation and Maintenance, as we’ve been doing in Turkey, Russia, the Netherlands and India.

TollingSystemA complete end-to-end charging system

Brisa Innovation’s Tolling Management System (TMS) offers solutions from the road-side up to the commercial backoffice, regardless the toll lane types - manual,

automated, hybrid, ETC, dedicated or open road.

It allows full control and monitoring for all trans-actions, from the Toll Plaza up to the end-user reports, in areas such as Business Administration, Finance, Human Resources, Operations or Maintenance.

Real-timeAll three layers are controlled and monitored by using specific end-user interfaces. For example, the toll plaza synoptic gives real-time view of each and all of the transactions.

Remote Operation The system is built so that all major functions can be assured remotely, such as lanes activation, customer interaction or systems’ audit. Lane configuration can be done at a distance also, enabling fast response to peak traffic or abnormal events on the toll plaza.

TECHNICAL CONSIDERATIONSThis system is composed of three successive gantries. The On-Board Unit (OBU) is read for vehicle identification, associating the timestamp, and then registering front and rear license plates, which are associated with visual footage of the transaction.

The 3 main sub-systems are:

• Toll collection system including the roadside system to communicate, and perform correct transactions with all the equipped vehicles in the toll site;

• Vehicle detection and classification system to handle vehicles passing through the toll area;

• Video-tolling system to identify unequipped vehicles and record the identification for enforcement purposes or, when video-tolling is enabled, to carry on with the toll transaction.

Furthermore, every application scenario has its own particular features, which in turn imply customizations in order to fit both Operation and User needs. Main Self-service unitThe main self-service machine, encompassing the main user interface, on which all relevant operations can be triggered/ performed and assisted; along with a limited capacity storage for delivering and collecting OBUs.

Dispenser moduleThe Dispenser module is a large capacity cabinet for delivering OBUs to the user. It works as an extension for the main self-service machine.

Collection moduleoThe Collection module is a large capacity cabinet for collecting returned OBUs for extending the collection capacity of the self-service system.

A MODULAR APPROAChThe modular approach aims at flexibility allowing for solving different volume and nature of demand on Service Points. A single machine might not be suficient on certain scenarios. At some locations and during intial stages of adoption available capacity for registration combined with distribution is particularly relevant. Other locations might be stressed on collection for returned transpoders.

The proposed modular approach allows for a layout choice according with demand patterns, assuring scalability for any scenario. When a single additional module capacity does not suffice for a reasonable logistic operation (e.g., OBU refill/collection rate implies daily distribution and refurbishment team travels) additional similar modules can be added.

On the considered approach, and within a given service point, customer line numbers will be adjusted by the number main self-service machines, whilst capacity will be defined by the existing additional modules.

ALPR stands for Automatic License Plate Recognition and it’s a fully developed and matured Brisa Innovation’s solution, developed since 2006 within our

Vehicle inspectionLPR solutionLicense plate recognition for mandatory inspections

In Portugal, legislation (Portaria 221/2012) has been approved, mandating that vehicle inspection centers (CITV) must include license plate recognition (LPR) during the inspection

process, for both light and heavy vehicles and motorcycles.

Brisa Innovation and ediprinter have joined forces to produce this integrated solution, which allow inspection centers to comply with new regulations.

BACkGROUND AND ExPERIENCEBrisa Innovation creates, designs, develops and produces optical recognition system applied for license plate readings, as part of its solutions portfolio. Currently its LPR sub-systems support revenue critical systems on over 1.200 road lanes, processing about 500 million license plate readings each year, in Europe and USA, together

with optical license plate association in borders (see “Foreign Affairs” showcase).

Ediprinter is the market leader for inspections’ central management systems with a market share above 80%, present in Europe and South America. Their professional lines of services and products has been establishing long-lasting relationships with the inspections centers operators, and thus being familiar with their needs and concerns. This solution includes GCIA’s module for license plate association with the inspection report..

UP AND RUNNINGPresently, our LPR solution has been supplied for two of the major inspction companies, totalling 46 centers and over one hundred inspection lines and two hundred cameras.

INSPECTION REPORTThe inspection file is concluded using the selected photos. The final report is composed with these and the associated image files are preserved in the server.

INTEGRATIONThis solution is certified for a complete integration with market leader provider of Management Solution for inspection Centers (gCiA), by ediprinter. Following legislation, it is during the braking systems test that the images are taken. Our solution interfaces with the available providers for these equipments.

LEGAL CONFORMITyAs legislated, our solution uses fixed optical equipment for license plate recognition, allowing also to identify the inspected vehicle during the brake systems testing. it integrates with the central systems, associating date, time and license plate, as well as other saved information. The end report uses these images and presents them together with the performed tests’ results.

OPTIONAL FEATURESnot all inspection centers operate using the same equipments and procedures, so versatility is important for the solution design.

Tows and trailerslight vehicle inspection lines can be installed with a predefined position for rear license plate capturing, allowing trailers’ inspection as well.

MotorcyclesOur solution is also prepared for two-wheels vehicles’ inspection.

So, how does it work?

At a certain point of the inspection the vehicle accions the brake test system 1 with the front axle. This triggers a request for the front video camera 2 . At this point, the central system integration indicates which vehicle is lined

up for inspection. The rear axle 3 triggers and gives a new order for capturing reaar pictures (available in heavy vehicle lanes and special light vehicle lanes). The recognition engine 4 analyses

the imagery collected and performs OCR, suggesting the best ones, according to the reading confidence level. The examiner is presented with those 5 and makes his choice by confirming

it. If these do not fit the requirements he is able to choose between several others taken, or event command for a new one. The vehicle proceeds its inspection 6 once the brake test is

completed. The inspection report 7 now automaticallyy incorporates the chosen images. The image files are kept in the server for future records also.

This tool uses a multidimensional OlAP analytical database, fed by extraction, transformation and loading processes.if we consider charging and enforcement points as an example, it may aim at the assessment of no tag levels (vehicles without a valid OBU), class mismatches (OBU versus RSE), and AlPR performance (local automatic license plate recognitions).it enables detection of abnormal events against common patterns analysed.Also a summary view for the entire network allows to identify the worst performing spots, for a given performance criteria selected (e.g., according with the previous example, no Tag, Mismatches and no Entry Data) with a timeframe breakdown configurable (hourly, weekly, monthly, ...).

The BR300 transponder is our own OBU: a 5.8GHz DSRC (Dedicated Short Range Communication) device, compliant with the European CEN TC278 DSRC/EFC standards.

The best way is to choose installing it behind or beside the inside rear view mirror, as illustrated above.

Heavy vehicles usually have vertical windshields and are higher than light vehicles.

Our OBU should be placed at the bottom and center of the windshield, using the above configuration.

DSRC AntennaRadio-frequency Transceiver 5.8GHz

The Road Side Unit MPDR02 (Multi Protocol Data Rate) is a single lane 5.8GHz DSRC transceiver intended to be used on applications using the radio-frequency and

according to European standards.

APPLICATIONSOur antenna can be used in ETC (electronic toll collection) systems, electronic access control systems, such as parking lots systems, access control to historic areas, gated communities access, among others.

The RSU is ready to be installed on toll plaza gantries or single lanes attached to the infrastructure in a higher position in regard to underneath passing vehicles.

It is also a critical part on integrated payments systems already in operation today such as McDrive™, fuel stations, or car ferries.

HOW DOES IT WORKThis RSU (Road Side Unit) communicates with the OBU (On Board Unit) installed on the vehicle. When it passes through the communication zone

established by the transceiver, several messages are exchanged, using the DSRC protocol.

The RSU is a standalone 5.8GHz transceiver (transmitter and receiver) that communicate with the OBU autonomously, without any external interaction, only requiring power to work properly.

The OBU information read by the RSU can be sent to a lane controller using Ethernet or RS422. Additional RS232 interface is meant to be used for maintenance and service purposes only.

RESILIENCEIn the event of communication failure, the antenna continues working, saving transponder messages by means of internal storage. Once communications are restored, information saved is sent sequentially to the lane controller, thus preventing data and revenue losses.

The main features are its compact size and small weight. Its design was tailored to minimize installation time requiring but a simple Ethernet cable to establish communication with the RSU, also available using Power over Ethernet.

OVERVIEWToll evasion is not only a direct threat to revenue collection, but also has indirect impacts in customer relationship management. Brisa’s concession is largely composed by closed systems, where having exact and precise data, on both entries and exits, is crucial. Otherwise, it would be hard to determine the exact amount to collect and to differentiate violations from common good-faith mistakes from well-intended road users and clients.

Vehicle identification is key in the Toll Collection process where, at that time, a high percentage of heavy vehicle trailers’ transactions failed to be identified and thus collected. In toll plazas, cars with fake license plates kept jeopardising the client relationship with the Toll Operator. Manual processing of a large volume of images was slow and had low rates of success and involved a large number of BackOffice operators.

At some point, all these toll leakage situations were estimated to represent a substantial percentage of the toll revenue. A new solution was necessary to guarantee toll collection whenever a normal ETC transaction was not possible.

CHALLENGEEven using image capture, the human operated effort could easily be cost inefficient, when operating such a control system. The solution had to be as much automated as possible, without being too expensive to implement.

When using imagery, difficult weather conditions and license plates obscured by dirt represented a challenge, as these factors degraded the level of confidence for the Optical Character Recognition (OCR) algorithm.

All information produced by such a system should also guarantee full integration with current tolling systems in place. It was also important that all image data using the network bandwidth was kept to a minimum. This system would have to allow the Toll Operator to validate each transaction individually, if needed, and also permitting internal audit services and probing. All images captured had also to be eligible for legal purposes as evidence in a court of law.

In the end, the solution had to allow the Client to recover as much toll revenue as possible with the least implementation, operation and maintenance costs.

SOLUTIONThe solution developed by Brisa Innovation and integrated in over 800 toll plaza lanes (in Brisa’s concession only) faced all the challenges thrown by the Toll Operator, our Client.

By using a combination of infrared and visible light video cameras, in all entry and exit lanes (regardless of being manual or ETC systems), we assured high levels of confidence in readings (over 95% against the 65% for the manual process). This meant that most processes’ situations could be followed without any human intervention. Image high compression for positive OCR readings resulted in low bandwidth usage, decreasing the total cost of ownership, leaving space for other LAN uses.

Also by capturing front license plates, the heavy vehicle trailers violations were reduced dramatically, inducing an increase in toll

revenue. Digital signature allowed guaranteeing authenticity, valid as legal evidence.

Creating a complete system where market vendors’ independence and versatility was a premise, so that Client was not made hostage of suppliers, thus increasing its negotiating capabilities in the future, whenever needed. The end solution permitted that each transaction, even if incomplete, is associated with a composed single photography identifying the license-plate associated, as an image and as data, together with the photo information. In general a 40% rate of success in violations recovering is now celebrated in ETC benefiting from ALPR solution.

Considering only this concession and toll collection recovery, cash-flow positive impact was estimated in 2,6 million euros annual, with a NPV estimated to be over 30 million euros, for a 25 year period.

“All Aboard!”Ferry payment solution for vehicle using OBU

OVERVIEWThe Sado River ferry connection for vehicles connecting Setubal city with the southern peninsula Tróia was in need of an electronic charging system that could be a real alternative to the current cash and pre-paid cards currently available.

Brisa Innovation, through Via Verde Portugal, designed and implemented the system, integrating with the existing billing system of Atlantic Ferries. This allowed ferry users to benefit from the installed On-Board Unit and use it as a payment mean.

The project was completed within 2-month period, including from requirements’ definition to the final commissioning.

CHALLENGEThe main connection done in Setúbal links the city where the larger populated areas are with the amazing beaches along Troia’s peninsula. Seasonality is a concern for the Client, Atlantic Ferries, who needs to:

1. Guarantee payment service availability during low season on both sides of the river;

2. Assure maximum throughput during high season.

The first aspect implies considerable operational costs, while the second is limited to the human attendant performance.

One of the challenge was therefore to create an alternative payment method which would allow service availability during the whole year and optimise the payment performance. Integration with the existing central backoffice system was mandatory and was a critical point in the success of the end solution.

All these concerns created a set of demanding project objectives, including the tight schedule. Within a 2-month period the entire solution had to be working, risking revenue and service otherwise.

SOLUTIONOnce Brisa Innovation’s analysts and experts understood the payment process and the architecture underneath it, we began designing the solution and preparing all components so that nothing fails.

The driver is given the choice to use the attended lane or the automatic one, where he declares his choice by setting the number of passengers and vehicle type. Although we have vehicle classification algorithms supported by our AVDC, it was decided to adopt a declared class instead. A ticket receipt is handed out to the driver, who then proceeds to the ferry queue. Once there, a supervisor confirms the payment status using the generated code, clearing him for boarding.

RESULTSThe vehicle owner no longer has to rely on a excessively complex card system, where individual cards were needed for both the vehicle and the passengers. If you happened to have vehicles of different classes, even more cards were involved and each card has to be paid by the customer.

As a result, and since the system proved to be very efficient and convenient for both Atlantic Ferries and their clients, as much as 2/3 of all rides were using the ETC option.

For Atlantic Ferries, new marketing possibilities are now open, since there is a well-defined client to whom commercial advantages may be drawn and offered to.

EXECUTIVE SUMMARyFor more than 20 years Via Verde stands for success in Innovation. It allows road users to: a) comfortably use tolls (at normal speed without stopping); b) fill up their cars’ tanks; c) grab a burger; d) park without worrying for having pocket change; or even e) accessing closed urban compounds.

Simplicity is key: to benefit from all these services, you just need to equip your vehicle with an OBU (On-Board Unit), associated with your debit card.

But although the most visible aspect of VV is technology, VV’s concept has much more to it. It’s about the right process design, adapting to the users’ needs. HISTORyPortugal was a pioneer worldwide, when in 1991 launched the Via Verde (VV) service in partnership with SiBS. Starting as an open tolling system with 4 barriers near lisbon, it has grown to cover the entire motorways networks’ closed tolling system in 1995.

Soon became evident that such a success could be used in other vehicle related services. This resulted in extending VV to four new areas: car parking (10M transactions per year), petrol stations (100 units totalling 160k transactions per year), historic neighbourhood access control (17 urban and industrial centres) and McDonald’s Drive.

VV also felt the need to adapt its tolling solution when in Portugal a new concept emerged: former SCUT roads (SCUT stands for without Costs for the Road User) adopted tolling. This involved using Open Road Tolling systems (Free-Flow) and dealing with users without a On-Board Unit (OBU) or contract.

CompaniesBeside individual road users, there is one line of customers who benefit the most from having ETC systems in place. These are the companies with fleets of vehicles, from buses, trucks, taxis or others. Management and expense reports are immediate, using digital billing. Also, commercial advantages can be achieved, through discounts negotiated for fleets as a whole, instead of considering isolated transactions. This encourages motorway usage and benefits fleet owners with reduced costs.

Road operatorsFrom the Road Operator perspective, there are several advantages for choosing an ETC system, instead of manual tolling. First, one has to consider the extensive usage of human labor as one of the largest expenses associated with manual tolling. By not having to deal with cash, ETC systems, improves personnel’s safety, and prevents fraudulent behaviours.

Traditional toll barriers are, in themselves, obstacles to traffic flow causing congestions and road accidents. This means that, by introducing free-flow solutions, safety is improved, not to

mention the lower investments needed for funding such infrastructures.

The low-cost per transaction in place has been fundamental for keeping cost controlled for road operators.

Parking operatorsDealing with cash creates several problems for the park operators, even relying on automatic paying machines. It forces to strengthen security and values transportation services.

Access control operatorsAutomated access control systems allow operators to minimize the amount of personnel responsible for checking credentials and validating accesses. For the user, the comfort boost is impressive: there is no need to lower your window while it’s raining, reduced time losses and aggravation. In case of emergency scenarios, operators can automatically determine the amount of cars inside the perimeter controlled.

OVERVIEWOperation optimization has for long been a trend in order in Brisa. In 2007, following some field trials on controlled environments, Brisa’s Operation challenged Brisa Innovation to design a fully automated and auditable toll booth. It would target all toll collection scenarios, lowering operation costs and increasing service levels for road users.

Brisa Innovation devised a project codenamed “eToll”, starting on May 2008 in Brisal concession. Following this first successful implementation, Brisa chose to adopt the solution on all its concessions, which ultimately resulted on over 300 units fully operational throughout Portugal, as of 2010.

CHALLENGEThe basic challenge was in optimising human resources’ usage, fulfilling all toll collection scenarios. Also full compatibility with already existing systems and infrastructure would have to be assured. Lanes should be commutable (human operated or automated modes); Tolling processes in place within the Operator’s organisation had to be redesigned.

For certain toll plazas and periods of the day, not only traffic can be extremely low, but the labour cost is higher, especially during night time shifts. If these toll collection points became fully automated, significant operational expenditure could be achieved.

Besides all the technical and operational issues, human behaviour and acceptance also had to be cared for. A new working scenario with remote operators, the customer learning curve, and the social impact were raised by the deployment of such machines.

OVERVIEWAt the beginning of 2008, Brisa Innovation was awarded a contract to supply a complete cashless solution to Northwest Parkway (NWP) in Denver, Colorado, USA. This 13mi highway, operated by NWP, is now equipped with our solution, comprised of toll lane level equipment and a central system that was developed by Brisa Innovation and Via Verde Portugal. Additionally, the company has also signed a ten year service agreement for both lane and central systems’ levels.

CHALLENGEThe proposed main goal was «To setup, design, develop and deploy a fully Cashless Toll System to fit the NWP needs allowing to follow other local operators’ strategy».

From the operator’s side, one of the main goals was to reduce operational costs. Also, as the adjacent highway E470 adopted a cashless system, NWP decided to follow this new operational strategy. Manual toll lanes were problematic, since they required intensive and frequent maintenance. The new solution, 100% ORT, should also apply to design and implement a new more cost effective maintenance model. The Client expectations for this project were that, through this new system, chances for success would be maximised, with the ability to grow and adapt more efficiently.

SOLUTIONWhen using Brisa Innovation solution, all road users, without exception, use the motorway without stopping. Also, for each transaction, the Road Operator does not require any manual intervention. By using the system and paying for the service provided, the customer has several options:

1. Installing an OBU (On-Board Unit): by associating it with a pre-paid account, every trip on the open road toll plaza is automatically charged. These OBUs are issued by E470, where all transactions are collected at the lane level and sent to E470 for reconciliation and payment.

2. Optionally, the end user creates a GO-PASS online account with NWP. Each passage uses license plate recognition (ALPR) for vehicle’s identification, which is then credited to the account.

3. The last option was designed for those road users that do not need or want a predefined contract. Brisa Innovation’s ALPR works to positively identify the vehicle, enabling that a bill is sent by post to the vehicle owner’s registered address, with the least amount of manual intervention. Within normally 30 days, the payment can be reconciled, by

accessing the GO-PASS online website and crediting a bank card, through a secured and certified data transmission. This option is more expensive for the road-user, due to administrative costs.

Brisa Innovation’s provided a complete and integrated solution, covering several options for ensuring ease of payment, as well as secure and safe usage of tolling points. All these alternatives were meant to minimise the Road Operator transaction cost and simplify the road users’ experience of the toll road.

A 35% reduction on O&M costs was achieved, thanks to a low-cost maintenance design and optimising human intervention throughout the entire toll collection process. With over 4M transactions a year, NWP benefits are:

• Seamless road network operations;

• Cost efficiencies, with a shift from fix to variable costs;

• Minimum investment option and system conversion;

• Higher convenience, without the need to carry cash;

OVERVIEWOver 50% of the entire Portuguese motorway network is managed from a single control room in Carcavelos powered by Brisa Innovation’s ATLAS Platform.

More than 4.500 different road-side equipments and well over 100.000 incidents a year are managed, disseminated, validated and analysed through ATLAS. The Brisa Operations and Maintenance’s (Brisa O&M) operations model and ATLAS have enabled to mature, from a motorway operator with dispersed local operations into an optimized and constantly evolving Operations Service Provider for multiple concessions.

CHALLENGEIn today’s world of economic efficiency and specialized service providers, managing large motorway networks from a single control centre is becoming common. This same scenario emerged in Brisa although by an originally different driver. Brisa resulted from a privatization of the

Portuguese state motorway operations and was in charge of operating and finishing the building of more than 1.000Km of motorways.

Operations were managed from of a dozen regional centres with a set of 3rd party non-integrated tools, lacking standardized processes. In 2004, with a growing network and not so optimized dispersed operations, Brisa created a single control room for its’ entire network. This created unique needs and opportunities that motivated Brisa to build its own Traffic Management Platform. ATLAS emerged from this unique opportunity and quickly began solving problems of having a unified control room and a vast network that most market products did not solve adequately.

In subsequent years other concessions joined, whose contracts demanded increasingly complex requirements, such as higher levels of services, road availability, free-flow tolling, automatic incident detection, or traffic counting. These new concessions should be operated from a unique central control room.

This allowed Brisa O&M’s to achieve great TCO reductions by using Brisa Innovation’s own developed road-side equipment. The vendor independence strategy also paid off in allowing Brisa O&M to quickly engage in the operation of concessions with totally different telematics solutions as was the case of the Marão Tunnel Concession.

SOLUTIONBrisa O&M’s control room operates around 1.500Km of roads and motorways for 6 different concessions. Concerned with delivering a service to travellers, the control room manages over 0.1 million incidents a year, relying on ATLAS Incident Management without ever needing to worry about equipments themselves.

ATLAS features a unified web-based user interface and set of rule-based engines, alerts and synoptic that guides the operators as they focus on incident information and use that information to trigger equipment interactions such as VMS signalling or lane speed changes. Our client uses ATLAS for information exchange and delivering traffic information to travellers through web, mobile application and other channels. After incidents are resolved Brisa O&M handles through ATLAS a

set of BackOffice processes that include incident validation, road repair management and insurance claims.

Management relies on performance indicators and business intelligence provided by ATLAS to monitor and control the service levels, and evolves their operational process.

ATLAS continues being one of the main responsible for allowing Brisa to grow, keeping operational costs under control.

OVERVIEWPortugal is proud to welcome each year hundreds of thousands of foreign vehicles. We also develop the habit to provide innovative technological solutions, and tolling systems have been no exception with Brisa Innovation leading a predominant role in this strategy. Previously systems using charging pre-paid accounts resulted in excessive management efforts and poor results, as a consequence of a non-intuitive process.

With this in mind, the National Roads Authority (EP) challenged Brisa Innovation to conceive a new solution. It should give each foreign driver the chance to comfortably pay tolls on the recently implemented free flow systems in former shadow-toll roads across the country, without the need to deal with tag distribution.

In only 2 months, a complete solution was designed, produced, implemented and, more importantly, adopted by road users from foreign countries.

CHALLENGEThe development project was a challenge in itself, given the short schedule suggested by our client, EP: in 2 months Brisa Innovation must have a fully working solution along the national borders, able to recognise foreign license plates and associate credit and debit cards with these.

All this should be done abiding all security protocols and personal data handling concerns, keeping a tight budget and low production costs.

For maximising the adoption by vehicle drivers, an intuitive design and straightforward process would have to be designed in harmony with the Software development and Hardware industrial design. In the end, all vehicle classes should be able to use it.

SOLUTIONGiven our vast experience working closely with electronic payments processing and acquiring agencies, UNICRE and SIBS, the solution fulfilled all requirements, using certified card reader and secure protocols for exchanging data.

Our Innovation system enables us to control all steps involved in New Product Development, such as Research, Development, Production (including Logistics and Procurement for “best fit” alternatives), Installation and Maintenance. Through this structure the design is optimised to guarantee a whole life-cycle approach to the delivered product.

All vehicle classes should be supported, including heavy vehicles and motorcycles. As such the product is available with double and single level alternatives. An adapted version was also conceived and delivered for motorcycles, capturing rear license plate instead.

In terms of future upgrades our solution is prepared to integrate a tag dispenser, as a complement for the registration of the license plate with the credit card.

RESULTSAll this project was possible given the full spectrum covered by Brisa Innovation, from Development to Maintenance.

Having the internal capabilities and means to manufacture allowed Brisa Innovation to adapt its own industrial layout to the singular demand. The smooth installation project resulted from our experience in delivering turnkey solutions for road applications, such as tolling and access control systems. Our mobile specialised maintenance workforce enabled that this effort was achieved in a competitive and cost-effective manner from the Clients perspective.

As a result, the 4 sites and 11 units were installed in strategic road entrances in Portugal, coming from Spain. Those are responsible for a monthly average of 31.000 new users, doubling in August, during which an average of 1.4 new accounts per minute were registered. On the first quarter a total of 125.000 new users chose to use this system.

OVERVIEWThe historical heritage of Lisbon is very rooted in the architecture of the city. Those areas are increasingly sought after for 1st residence homes but parking is limited. Congested traffic and emergency access problems demanded for new practical and comfortable solutions.

Brisa Innovation developed an access control solution, initially commissioned by EMEL (Lisbon’s Parking Agency), and aimed to solve these problems. The concept was to install a remotely operated vehicle access control system only accessible to selected users, namely residents, merchants and public transportations. The identification is made by a DSRC on board unit already used for Via Verde services, such as Tolling mean of payment.

The City of Lisbon, by using this concept in several other urban areas, managed to improve the quality of life of the residents of these historical areas, increased safety and security and promoted mobility.

CHALLENGEThe biggest challenges in this project were related with the historical architecture and delicacy of the area. Also, the current layout and integration with city urban furniture was important. From a technological point of view, dealing with such a large area to be monitored and controlled, and the absence of data and network infra-structures

represented additional hardships. All security and safety liaisons with fire brigades and police units would have to be guaranteed right from the beginning.

SOLUTIONThe solution implemented benefit from the extensive know-how gathered in over 100 car parks, with an award winning car parking system, also using DSRC OBU with Via Verde.

The infrastructure was installed using a single point for each historical area, through a compact datacentre that serves all local equipment. A fibre-optic link to the EMEL headquarters allows our Client to centralize operation of the entire system, made of several other instalments. For emergency dispatch and accessibility, equipments have mechanisms for rescue and security forces for direct and easy access.

The results from the residents perspective is evident simply by walking the streets, free of congestion, noise or pollution, while ensuring a place to park near home, without additional costs.

In sum, EMEL testifies that these implementations improved accessibility, vehicle circulation and flow, parking capacity, security and, generally, quality of life. It helped fighting chaotic car parking, vandalism and the degradation of public space, obtaining mobility, implementing a parking policy as part of a broader transport strategy for the City of Lisbon.

OVERVIEWLisbon International Airport and Colombo shopping mall host the car parks with the highest traffic, regardless one consider volume or daily rotation. Both of them are driven by high customer levels of services and share a common aspiration: to lower the costs of park operation and minimise traffic jams or queuing near the park access lanes.

Brisa Innovation was invited to implement, in both of them, its award winning Via Verde parking solution. As a natural consequence, in 2005 EPA (European Parking Association) awarded Empark and Brisa Innovation’s solution as the “Best Specialist Parking Product in Car parks”.

CHALLENGEThe volume of traffic involved in both cases is a challenge by itself; with over thirty entry and exit lanes and 3.5M average customers per year in Colombo and a total of 1.5M in all three parks of ANA’s Lisbon International Airport.

As an additional challenge, the distance between all three separate parking lots at the Airport was

also demanding from a technical perspective. In this case, Brisa Innovation found a 3rd party park management system from ZEAG in place, which should be fully integrated. All of these should be implemented without disturbing 24x7 vehicle movement.

SOLUTIONBoth solutions were developed guaranteeing reliability and availability, with redundancy elements for increased service continuity.

In Colombo’s implementation our solution handles over 2M transactions per year, managing 10 entries and 15 exit lanes. As for the International Airport solution three independent systems were made available for assuring a reliable solution, keeping maintenance and operation simpler.

Since 2005 and 2008 both implementations are working smoothly and customer’s satisfaction is expressed in the growing annual figures. On the first month 35% of users preferred our automatic system and today this number exceeds 50%

OVERVIEWThe Gebze-Izmir motorway will be the 1st road project in Turkey to be procured under the Build Operate Transfer (BOT) Model. The motorway will be over 400km long, and will include a 3km suspension bridge over Izmit Bay, 26 toll plazas and 2 major tunnels.

The concession to build and operate this motorway was awarded to our Client, NÖMAYG joint-venture, who appointed BNV Mobility as advisors for Operation and Maintenance (O&M) as a complement to their internal capabilities. Our joint work has positioned the Client for a successful and timely Financial Close of the project, where Brisa Innovation supported directly BNV’s successful effort.

CHALLENGEThe main focus for this BNV team, which included Brisa Innovation and NedMobiel highly specialised resources, was to support the NÖMAYG joint-venture in the achievement of a satisfactory financial close. To this end, BNV have satisfied all of the Operations and Maintenance related conditions considered necessary by the financial advisors, lenders, legal advisors, technical advisors and the Turkish State. BNV have achieved this by bringing knowledge and experience in dealing with Operations and Maintenance’s aspects and issues, anticipating all project phases’ difficulties and the key activities.

From BNV perspective, one of the challenges was to adapt its vast regional and local knowledge to Turkish reality and context.

SOLUTIONThe BNV proposal and approach was to develop five main work elements: a Contracting Strategy, an O&M Conceptual Design, an Operating Cost Estimate, an O&M Fee Strategy and an O&M contract. This was supported by using a thorough and comprehensive risk assessment. Specifically, the solution involved:

• Development of the O&M Contract and O&M fee including the O&M contract strategy with appropriate risk allocation between the parties;

• Development of the Operations Strategy for the highway, including the strategic and tactical planning for operations, maintenance, tolling, customer service and the motorway service area business model;

• Development of an investment standard operating cost estimate for the 22 year concession period, including the cost of renewals and contingency.

The conceptual design for Operation and Maintenance was a key input for financial investment (CAPEX) and operating cost estimate (OPEX), balancing both the pursuit of lower costs and customer service.

Our knowledge allowed the identification of the optimal solutions for tolling systems and solutions as well as road infrastructure maintenance. This brought several savings right from the start, through major changes in project design and implementation strategy, as these would also benefit the road user in terms of comfort and safety, while minimising operation problems such as toll collection effective revenue collection and enforcement procedures.

A close presence to the Client was key, developing a relationship based on mutual trust, knowledge and technical confidence.
