CR ANDREW MUNROECr Andrew Munroe is a lifelong resident ofWhitehorse. He is married with three children agedfive, nine and 11 years.

Cr Munroe is newly elected to Council in theNovember 2008 Council election. His areas ofinterest are information technology and disabilityissues.

Affiliations with local groups include treasurer ofthe Nunawading Little Athletics Centre, pasttreasurer of The Avenue Neighbourhood House,founding executive of the Amputee Association of

Victoria and a member of Amnesty.

Other achievements include being the founding director of the Blackburn SouthCommunity Bank and founding convenor of the Friends of Laburnum.

Cr Munroe is Whitehorse’s Councillor representative on the Metropolitan TransportForum and the Audit Advisory Committee, alongside Cr Robert Chong, in 2009.

CR BILL PEMBERTONCr Bill Pemberton grew up in Mont Albert and haslived in Blackburn for the past 13 years. He has runa successful sustainable building consultancybusiness for the past nine years.

Cr Pemberton is newly elected to Council inNovember 2008. His interests include sustainability,science and cycling. Achievements include aBachelor of Applied Science (Biotechnology).

Cr Pemberton is a member of several localcommunity groups including the Blackburn andLaburnum Residents Association, Whitehorse branch

of the Australian Greens and the Melbourne Beach Representative of the SurfriderFoundation Australia. He is also a member of the CERES Eco House committee ofmanagement and a founding member of the St Kilda Eco Centre.

Cr Pemberton’s official Councillor appointments in 2009 include Local Government’sWaste Management Forum to support the Metropolitan Waste ManagementGroup, Eastern Transport Coalition and the Whitehorse Reconciliation Policy andAction Plan Advisory Committee.

CR HELEN HARRIS OAMThis is Cr Helen Harris’ second term as a Councillorafter being re-elected in November 2008. She willserve as Mayor for the next 12 months.

Cr Harris has lived in Whitehorse for more than 30 years, with the past 12 years in Elgar Ward. Sheis married with two adult daughters. Her main areasof interest are heritage, health and environmentalissues. She is affiliated with several local groupsincluding the Box Hill Historical Society, ELGARContact, Australian Institute of Genealogical Studiesand the Whitehorse Branch of the Greens.

Cr Harris’ achievements include: Order of Australia Medal (OAM) in 1993 forservices to community history; Master of Arts (History); founder and Honorary LifeMember Avoca and District Historical Society; inaugural Frances Brown Award forExcellence from the Victorian Association of Family History Organisations in 2004.

CR JOHN KOUTRASCr John Koutras has been elected for his secondterm as a Whitehorse Councillor in the November2008 election. He has been a Councillor since 2005.

Areas of interest for Cr Koutras include theenvironment and parklands; traffic and car parkplanning; addressing local road safety concerns andcontinued improvement of the City’s waste andrecycling services.

His achievements include being the first Councillorto be elected as Whitehorse Mayor for twosuccessive terms in 2006/07 and 2007/08.

Cr Koutras’ official Councillor appointments for 2009 include the WhitehorseBusiness Group, alongside Cr Mark Lane, and the Advisory Committee for thereview of the Chief Executive Officer’s development, alongside Councillors HelenHarris, Raylene Carr and Philip Daw.

CR RAYLENE CARRCr Raylene Carr is newly elected to Council inNovember 2008. She has lived in Whitehorse for 23years and is married with two adult children.

Cr Carr is community minded and looks forward tothe challenge of taking on the role of a WhitehorseCouncillor. She has served on the committee ofmanagement of the Vermont South CommunityHouse for five years.

Cr Carr's areas of interest include trafficmanagement, preservation of open spaces andpromotion of the Sustainability Street program.

Her achievements include a Certificate IV in Professional Development. She is also agovernment approved dog training instructor.

Cr Carr is Whitehorse’s Councillor representative on the Whitehorse ManninghamRegional Library Corporation, alongside Cr Sharon Ellis; Advisory Committee forthe review of the Chief Executive Officer’s development, alongside CouncillorsHelen Harris, John Koutras and Philip Daw; and the Heritage Steering Committee,alongside Cr Helen Harris, in 2009.

CR MARK LANECr Mark Lane has lived in Whitehorse for 12 years.He is married with two children.

Cr Lane is newly elected to Council in November2008. His areas of interest include strategy, families,sport, volunteers and business.

He has been a member of Junior ChamberInternational (JCI) Whitehorse Maroondah for 15 years. This group assists young leaders who wantto learn and develop their skills through communityprojects and training. He was JCI Australia NationalPresident in 2005, JCI Victoria State President in

2004 and JCI Whitehorse Maroondah President in 2003. Cr Lane is also a boardmember of the Whitehorse Community Chest and Whitehorse Business Group.

Alongside Cr Ben Stennett, Cr Lane is the Councillor representative for theMunicipal Early Years Plan in 2009. He is also Whitehorse’s Councillor representativefor the Municipal Association of Victoria and the Whitehorse Business Group,alongside Cr John Koutras, in 2009.

CR PHILIP DAWCr Philip Daw is newly elected to Council inNovember 2008. He represents Springfield Ward.

Cr Daw grew up in Mitcham and attended MitchamPrimary School and Vermont Secondary College. Heis married with two adult children.

He is a member of the Mitcham ResidentsAssociation, Heatherdale Community Action Groupand Rotary Club of Mitcham and has been a pastcommittee member of the Simpson Park SomersTrail Advisory Committee.

Cr Daw is a qualified engineer with a Master ofBusiness Administration and worked in the aerospace industry for 30 years invarious engineering and management positions before starting his own business.

His areas of interest include transport, planning, Council services – particularly forthe elderly, and maintaining neighbourhood character and improving open spaces.

Cr Daw is Whitehorse's Councillor representative on the City of WhitehorseScholarship Committee, alongside Cr Sharon Ellis, and the Advisory Committee forthe review of the Chief Executive Officer's development, alongside CouncillorsHelen Harris, John Koutras and Raylene Carr, in 2009.

CR BEN STENNETTCr Ben Stennett has lived in the area for more thana decade and has a background in childcare andteaching. He is a qualified secondary teacher.

Cr Stennett first became a Councillor in July 2007and has been re-elected for his second term in theNovember 2008 Council election.

Economics, information technology, Auslan andreconciliation are Cr Stennett’s key areas of interest.His achievements include a Bachelor of AppliedScience, Graduate Diploma in Education andCertificate III in Retail Operations.

Outside of Council, Cr Stennett‘s affiliations with local community groups includethe 1st Nunawading Scout Group and Whitehorse Friends for Reconciliation.

Cr Stennett is the Councillor representative on the Municipal Early Years Plan,alongside Cr Mark Lane, and the Disability Advisory Committee, alongside CrSharon Ellis, in 2009.

CR SHARON ELLISCr Sharon Ellis has been re-elected for her thirdterm on Council in the November 2008 Councilelection.

Cr Ellis has lived in Surrey Hills for the past six years.She is married with three adult children. Her areasof interest include housing, disability issues andenvironment. She served 14 years in the Victorianpublic service, including the areas of housing,superannuation and policy development.

Cr Ellis’ achievements since first being elected in2003 include Mayor 2005/06 and three-time chair

of the Whitehorse Manningham Regional Library Corporation. She also has aBachelor of Arts majoring in politics and sociology. Cr Ellis has developed closelinks with many local clubs and community groups in Whitehorse – she is anhonorary member of the Mont Albert Surrey Hills Rotary Club.

Atwo-part forum providingpractical strategies for

parents managing sleepissues in their children will behosted by WhitehorseCouncil next month.These sessions continue Council’spopular series of Parent InformationForums that began last year and assistlocal families in raising their children.

Tweedle Early Parenting Centre ispresenting two information eveningson understanding the sleep needs ofyoung children. Practical strategies willbe offered to help parents managetheir children’s sleep issues.

The first session, for parents of childrenaged up to one year, will be held onTuesday February 3 from 7.30pm-9.30pm at the Whitehorse Centre(Waratah Room), rear of 397 Whitehorse Road, Nunawading.

Another session will be held forparents of children aged one to threeyears experiencing sleep issues. Thissession will be held on TuesdayFebruary 14 from 7.30pm-9.30pm alsoat the Whitehorse Centre.

The cost for each session is $2, with allmoney to be donated to a charitableearly years service. Bookings areessential.

Council’s series of Parent InformationForums aim to provide families inWhitehorse with support and expertinformation on early childhooddevelopment as well as advice onpositive parenting skills.

The Forums also assist in connectingfamilies with one another and makingthem aware of the broad range ofearly childhood support servicesavailable in the community.

The Whitehorse community andbuilding industry are reminded thatthere is still time to lodge theirnominations for what they consider tobe the municipality’s best designedbuildings and developments of 2008.

The annual awards, now in its 11thyear, aim to recognise owners,builders, developers, architects,landscape architects and planningconsultants for creating innovativebuilding designs in Whitehorse.

Council understands the importance ofgood design across the City and wantsto reward those who are making apositive difference to living in themunicipality.

Award categories are open in thefollowing nine categories:• Best New Dwelling;• Best New Medium Density

Development (three units or less);• Best New Medium Density

Development (four units or more);• Best New Apartment Building (three

storeys or more);

• Best New Commercial/InstitutionalBuilding;

• Best Landscape Design (Commercialor Residential);

• Best Exterior Renovation;• Environmental Sustainability

(Commercial or Residential); and • Best Heritage Development.

Developments must have beencompleted in 2008.

Designs are judged on a number ofcriteria including compliance withrelevant legislation and Councilguidelines, a positive contribution toneighbourhood character and theimplementation of sustainableprinciples.

An official community opening will be held on theafternoon of Saturday February 7, providing an

opportunity for residents to view the $8.3 milliondevelopment undertaken in Hanover Road, VermontSouth over the past 12 months.Visitors will be able to meet some of Sportlink’s main user groups and tryout some of the centre’s facilities on the day. More information on thecommunity opening will be provided in the February edition of theWhitehorse News.

Sportlink features four indoor and four outdoor courts with the potentialto accommodate a range of sporting groups including netball, basketball,indoor soccer, volleyball and badminton. An amenities building alsocontains an occasional childcare centre, multipurpose community rooms,café, first aid room and change rooms.

Council thanks all key stakeholders – Livingstone Primary School,Whitehorse Netball Association, Vermont South Cricket Club, VermontJunior Football Club, Vermont South Shopping Centre, Vermont SouthCommunity House and the local community – for their patience andunderstanding during the construction process.

Council expects Sportlink to become an extremely well-used, popularsporting and community venue in Vermont South. It adds to a suite ofother community facilities available in the nearby area including a library,primary school, bowls club, shopping centre, maternal and child health centre and childcare centre.

Council has appointed Rod Gaut as Sportlink’s Facility Coordinator. Rod is responsible for the operational aspects of Sportlink as well as establishing key relationships withuser groups. Community groups are reminded that Sportlink features several multipurpose community rooms that are available for hire.

A contract has also been awarded for the facility’s on-site café, which is currently being fitted out and expected to be operational later this month.

Council has decided upon the design for a piece of community artwork to be featured on the western wall of Sportlink’s main stadium. Council has been working inpartnership with Livingstone Primary School by holding a drawing competition in which 100 students participated. A graphic artist created the final image by featuringelements of each of the selected drawings.

The City of Whitehorse Australia Day Ambassador and concert MCfor 2009, Denise Drysdale, is also a household name andAustralian television icon.

The evening kicks off with Melbourne’s most hip and happening police officers, in the form of the Code One rock band.Expect a diverse range of Australian favourites from the 1950s right through to current Top 40 tunes. Aqualink Box Hill’s history dates backto 1892 when a disused quarry onthe corner of Canterbury and ElgarRoads, Box Hill began to fill withwater creating a swimming holeunique to Victoria.

In 1905 the former Box Hill Councilresolved to purchase reserves for BoxHill’s growing community. Councilpurchased Surrey Park, then apaddock, with the idea of convertingthe quarry into a swimming facility.

The Surrey Dive, as the site came tobe known, was eventually fitted outwith bathing sheds, rafts andspringboards. The area was leased tothe newly formed Surrey ParkSwimming Club, which held its first

swimming carnival on February 23,1907.

By 1933, a 10-lane course had beenestablished at Surrey Dive, however

Council still recognisedthe need for a moderntiled pool to be created.This led to Box Hill CityBaths being built next toSurrey Dive and officiallyopened on Australia Dayin 1939. Almost 35,000

passed through the turnstiles in itsfirst season.

A drought in the summer of 1967-68saw Council close Surrey Dive in order

to use the water to keep the City’svegetation alive.

In the mid 1970s Council began toconsider ways to improve recreationfacilities at the Box Hill City Baths. Thepool was upgraded in 1977 followedby the opening of an indoorswimming pool complex in 1981called the Box Hill Swimming andRecreation Centre, now known asAqualink Box Hill.

COMMUNITY BUSHFIRE SAFETY

Whitehorse Council is encouraging residents to support itsefforts to reduce the risk of bushfires this summer.

Council has implemented a fire management strategy for local bushland reserves.This includes reducing fuel and other potential fire hazards in bushland reservesadjacent to residential areas.

On Total Fire Ban days, Council also carries out fire patrols in reserves and assistsresidents with fire protection. Other fire safety measures include liaison with theMetropolitan Fire Brigade, assisting community groups concerned about bushfireand public education about bushfires.

While work within bushland reserves has recently been carried out by Council,assistance is also needed from residents to ensure the fire management strategy iseffective.

Home maintenance is important to the protection of residential properties duringthe fire season. Residents can contribute by:• Clearing away dry grass, leaves and rubbish from around their properties.• Ensuring roof and gutters of homes and garden sheds are clear of bark and

leaves.• Checking that stored materials are safe from fire.

Celebrate 70 years of swimming in Box HillTake a step back in time and help Aqualink Box Hill celebrate

its 70th birthday.The popular Council-owned aquatic and leisure centre will turn back the clockwhen it holds a tea party on the lawns by Aqualink Box Hill’s outdoor pool onSunday February 1 from 1pm-5pm.

The festivities celebrate the official opening of the Box Hill City Baths, now theoutdoor pool at Aqualink Box Hill, on Australia Day in 1939.

Visitors can try their hand at bocce and croquet on the lawn, while enjoyingrefreshments from the lemonade stand, scones with jam and cream, or a cup oftea or coffee. About 40 vintage, veteran and classic cars will also be on display.

In addition, a historical display compiled by Whitehorse Council in conjunction withthe Box Hill Historical Society will be on show in the foyer of Aqualink Box Hillthroughout 2009.

The band has recently added some smooth Frank Sinatra numbers andpopular show tunes to their repertoire.

6pm – Society SyncopatorsThe Society Syncopators,formed in 1984, features thebest of Melbourne’s jazz talent.Over the years, the Syncopatorshave come to be recognised asone of the leading jazz groupsin Australia by critics and jazzfans alike.

The versatility of band membersallows The Syncopators to cover a wide range of styles and material. In addition,the vocal harmonising talent of the front-line lends itself to the performance of‘popular jazz’ material such as the Mills Brothers and Boswell Sisters.

Whitehorse residents arebeing encouraged to

support the Target 155 watersaving campaign launched bythe State Government in lateNovember 2008.Target 155 is a water conservationinitiative that asks residents tovoluntarily go beyond currentrestrictions and aim for a maximumdaily consumption of 155 litres ofwater per person per day.

Target 155 is expected to achievesimilar savings to Stage 4 waterrestrictions while offering thecommunity greater flexibility on how to

achieve the target. Based on currentconsumption levels the average personin Melbourne uses about 180 litres ofwater per day over summer.

Businesses and non-residential waterusers will also be called to actionthrough a Support 155 campaignprovided by the State Governmentthrough Yarra Valley Water.

In November when the campaign wasintroduced, Melbourne’s waterstorages were at 33.3% comparedwith 40.2% at the same time in 2007.

It’s thispredicament that inspiredBox Hill South neighboursRicki McVeigh and StaceyWalker to start a CommunityHarvest Group.The women are undertaking theproject through Whitehorse’sSustainable Ambassador Program,which encourages residents to reducetheir own environmental impact andinspire others to become moresustainable at home, work and play.

They are promoting food production;sharing excess produce, skills andknowledge; and connecting membersof their neighbourhood.

“It’s back to basics; the old ways ofdoing things,” Ms McVeigh said. “Ifsomeone has an oversupply of lemonsand someone else makes cordial – weput them together.”

About 20 people have joined thegroup, which is modelled on one inthe Yarra Valley. “Each group takes onwhat that particular communitywants,” Ms McVeigh said.

The Sustainable Ambassador Programwas a new initiative last year (2008)under Whitehorse Council’s

Sustainability Strategy 2008-2013.Residents can take part as a workshopparticipant or an ambassador. Bothlearn practical ways to reduce theirenvironmental impact and receive freesustainable products.

Ambassadors attend additionalworkshops to learn ways to educateand influence people to alter theirbehaviour towards greater

sustainability. Ambassadors develop asustainable project as part of theircommitment to the program. Lastyear’s Ambassadors launched projectsencouraging produce sharing,cleaning, composting and recycling.

A leaflet outlining collection detailswill be sent to households 10 daysprior to the collection occurring intheir area. Residents are advised tofollow the information contained inthe leaflet regarding what materialscan be placed out for collection.

Non-conforming materials will not becollected. The leaflet containsinformation on how to safely disposeof materials that are not eligible forcollection as part of hard waste andbundled branch collections.

Large prunings and branches must betied into bundles (use either string,

rope or stocking) and must not bemore than 1.5 metres long.
