LETTER OF NOTIFICATION FILING THE MARKWEST - IMPERIAL BRANCH 138 KV
TRANSMISSION LINE PROJECT
To The Pennsylvania Public Utility Commission:
In this Letter of Notification West Penn Power Company ("West Penn"), a FirstEnergy
company, respectfiilly submits:
1. Pursuant to 52 Pa. Code §57.72(d)(I)(vi) West Penn submits this Letter of
Notification ("LON") requesting that the Pennsylvania Public Utility Commission
("Commission") approve the approximate 1.8 mile proposed MarkWest - Imperial Branch 138 kV
Transmission Line Project ("Project"). West Penn requests that the Commission approve this LON
on or before March 27, 2015, in order to facilitate the construction and installation of the Project
to meet the customer's required in-service date of August 1, 2015.
2. This Project is needed to provide 138 kV electric service to two adjacent natural
gas compressor stations proposed by MarkWest Energy Partners, L.P. in Robinson Township,
Washington County, PA. West Penn retained the Louis Berger Group ("Louis Berger") to conduct
a Route Selection Study to identify a preferred route for a new 138 kV transmission line extending
from the existing North Fayette - Smith 138 kV Transmission Line. Based on the
results of the Route Selection Study, West Penn identified a route that is approximately 1.8 miles
long. The Project will consist of wooden monopoies. The structures will be capable of
accommodating two circuits, but only one circuit will be installed initially. West Penn has
acquired new right-of-way ("ROW") for the Project via new easements or option agreements that
can be exercised to acquire all easements of the Project. The ROW is generally 100 feet wide.
As part of this Project, three switch structures will be installed on the existing North Fayette
- Smith 138 kV Transmission Line. A portion of the existing North Fayette - Smith 138 kV
Transmission Line must be rebuilt to facilitate construction of the Pennsylvania Turnpike
Commission ("PTC") Southern Beltway Project: Route 22 to 1-79 and associated relocation of
Beech Hollow Road by the Pennsylvania Department of Transportation ("PennDOT"). The
relocation (submitted to the Commission in a separate LON) will involve replacing existing
structures within West Penn's existing right-of-way ("ROW") so lhe structures are outside of the
PTC and PennDOT ROW.

General Description of the Proposed Project:
8. In this LON filing, West Penn is proposing to tap the existing North Fayette - Smith
138 kV transmission line and construct a new single-circuit 138 kV transmission line
approximately 1.8 miles. The proposed new 138 kV transmission line will terminate at two new
substations that will be constructed, owned and operated by MarkWest. The installed structures
will be capable of supporting a second 138 kV transmission line. The Project is located entirely
within Robinson Township, Washington County, Pennsylvania. The route taps into the existing
North Fayette - Smith 138 kV Transmission Line within the existing ROW approximately 200
feet east of Robinson Highway. The route traverses southwest for approximately 0.3 miles and
then turns southeast and parallels to the east of the ROW acquired for the future PTC Southern
Beltway Project (U.S. Route 22 to 1-79) for approximately 0.7 miles. The route then turns
southwest, crossing the PTC ROW, and traverses approximately 0.5 miles to a point northwest of
the northernmost proposed MarkWest substation. The 138 kV line will be extended approximately
200 feet into this MarkWest substation. From this point, the route will continue south for
approximately 0.3 miles to the southernmost proposed MarkWest substation. The general Project
location is attached as Exhibit I . An aerial map of the proposed transmission line route is attached
as Exhibit 2. The location of gas lines are excluded from these figures, but can be provided to the
Commission upon request.
9. The proposed route for the transmission line ROW primarily traverses areas that
have previously been mined and are currently cleared of tall growing vegetation and used for
natural gas development. A small portion of the route traverses forested land. Therefore, minimal
vegetation clearing within the ROW is anticipated for this Project.
10. West Penn and its routing and permitting consultant, Louis Berger, conducted a
Route Selection Study to identify and evaluate potential routes for the Project. Using established
routing guidelines, the Routing Team identified constraints and opportunity features within the
Study Area that would minimize impacts to the natural and human environment and take advantage
of existing corridors to the extent feasible. The objective of the study was to identify routes that
minimize the overall impacts to the community and the environment, while taking into account
the engineering and construction needs of the Project. The potential route identification effort
resulted in a network of 14 potential links that could be considered to route the new line from the
North Fayette - Smith 138 kV Transmission Line to the proposed MarkWest substations.
Potential routes to the west were developed to avoid crossing the PTC ROW and associated
PennDOT Beach Hollow connector road while minimizing interference with ongoing mining
operations, residences along Midway Candor Road and Quicksilver Golf Course. Potential routes
in the central portion of the Study Area were developed to provide more direct routes to the
proposed substations while minimizing interference with Robinson Highway, the proposed PTC
extension, existing and proposed gas development, and the Montour Trail (a multi-use rail-trail
located in Washington and Allegheny counties). Potential routes to the east were developed to
parallel an existing natural gas line while minimizing interference with residences, the proposed
PTC extension, existing and proposed gas development and the Montour Trail. After the initial
potential routes were identified, members of the Routing Team conducted field investigations of
the routes in July 2014. These investigations involved the visual examination of the potential and
alternative routes from road crossings and other points of public access to identify residences,
outbuildings, commercial buildings, and other potentially sensitive receptors (e.g., cemeteries,
churches, and schools).
Based on further evaluation combined with the field investigations, the potential routes
parallel to the gas line in the eastern part of the Study Area were eliminated as a result of their
additional length, the anticipated number of angled structures required, and additional forest
clearing compared to other alternatives. Most of the remaining potential routes located east of
Robinson Highway were eliminated as a result of proposed natural gas development and proximity
to residences located along Robinson Highway. Potential routes located between Quicksilver Golf
Course and the PTC ROW were eliminated because the team subsequently learned that the
property owner is planning a residential development in this area. The remaining links were
retained for further consideration and assembled into alternative routes labeled A and B, as shown
in Exhibit 3.
Alternative route A is approximately 2.2 miles long and taps the existing North Fayette -
Smith 138 kV Transmission Line within the existing ROW approximately 700 feet east of Candor
Road. Alternative route A traverses in a southeasterly direction through former mining areas that
are presently cleared of vegetation with limited development, crosses the far western comer of
Quicksilver Golf Course, and continues south of the golf course and east through MarkWest-
owned property to connect to the proposed MarkWest substations. Alternative route B is
approximately 1.8 miles long and taps the existing North Fayette - Smith 138 kV Transmission
Line within the existing ROW approximately 200 feet east of Robinson Highway. The route
traverses southwest for a short distance and then turns southeast and parallels to the east of ROW
acquired for the future PTC Southern Beltway Project: Route 22 to 1-79. From here the route turns
southwest, crossing the PTC ROW, and tenninates at the proposed MarkWest substations. Based
on a quantitative and qualitative analysis of potential impacts to local communities, the
environment and cultural resources, the Routing Team identified alternative route B as the
preferred route.
The Routing Team believes that the cumulative social, environmental, and financial
impacts associated with constructing alternative route B will be less than alternative route A or
other potential routes considered. Alternative route B is a shorter, more direct route into the
proposed MarkWest substations compared to alternative route A. Further, alternative route B
would primarily traverse land owned by gas developers and approximately 40 percent of the route
would parallel the proposed PTC extension. Only five houses are located within 500 feet of
alternative B. These houses are located east of the Montour Trail, which is opposite the proposed
transmission line. From an environmental perspective, alternative B minimizes tree clearing.
While any route selected would result in changes to the existing view shed, alternative B parallels
the proposed PTC ROW, which minimizes changes to the view shed. Although the tap point is
located adjacent to the Montour Trail, alternative B avoids crossing the trail and the new tap
structure will be located within West Penn's existing ROW. Exhibits 1 and 2 show alternative B
crossing the western portion of Quicksilver Golf Course; however, the PTC intends to purchase
this portion of the golf course for construction of the Southern Beltway project. For these reasons,
alternative route B is the route proposed in this submittal.
11. The route will be constructed within a new ROW that is generally 100-feet-wide.
The ROW width will be greater than 100 feet where the route parallels the future turnpike. In this
area, the ROW will include 50 feet north of the transmission centerline and all of the property
between the transmission centerline and the edge of the PTC ROW to the south. The proposed
design will consist of wood poles designed to initially support one circuit with provisions to
support a second circuit. All poles will be directly embedded into the ground. New structures will
average 77 feet above ground with the tallest structure being 108 feet above ground. Structures
will consist of one-pole and two-pole structures. Three SCADA-controlled switches are part of
the design. One switch will be added to an existing structure on the main line. Another switch
will be added to a new structure on the main line. The third switch will be installed on a new
structure on the tap line.
12. Approximately 1.8 miles of new 100-foot-wide ROW (approximately 27.7 acres
total) will be acquired as part of this Project, requiring approximately 4.2 acres of tree clearing.
The route crosses eight parcels. West Penn has acquired agreements from all four property owners.
West Penn will acquire a license agreement to cross the PTC easement.
13. The proposed extra high voltage ("EHV") transmission line will consist of a single,
three-phase, alternating current transmission line designed, constructed, and operated at 138 kV.
The proposed circuit will consist of three-phase conductors which will be 1024.5 kcmil 24/13
Aluminum Conductor Aluminum Alloy Reinforced ("ACAR") cable and have an approximate
diameter of 1.165 inches. The shield wire will consist of a 7#8 Alumoweld with an approximate
diameter of 0.385 inches.
Statement of Need:
14. This Project is needed to provide 138 kV electric service to two adjacent natural
gas compressor stations proposed by MarkWest Energy Partners, L.P. in Robinson Township,
Washington County, PA. West Penn will construct approximately 1.8 miles of 138 kV line to the
new customer-owned substations and install 138 kV metering equipment. Collectively, the
compressor stations consist of 12 - 5,000 HP motors and a final expected load of approximately
60 MVA. FirstEnergy and PJM Transmission Planning evaluated the load addition and identified
no Transmission Planning Criteria violations as a result of the new 60 MVA customer connection.
Safety Considerations:
15. Design, construction, and operation of the Project will meet or exceed the
requirements specified in the latest revision of the National Eleclric Safety Code ("NESC") and
all applicable safety standards established by the Occupational Safety and Health Administration
("OSHA"). All work shall be done in accordance with NESC, OSHA, and any applicable local,
state or federal requirements.
Construction Schedule:
16. The preferred construction commencement date of the Project is May 1,2015. The
proposed in-service date of the Project is August 1, 2015.
Estimated Construction Cost:
17. The total cost for the transmission facility work associated with the Project is
estimated to be approximately $3,800,000. The entire cost of the Project will be bome by
MarkWest Energy Partners, L.P.
Filing Date:
18. This Letter of Notification Filing is being sent to the Commission on January 8,
2015, and West Penn respectfully requests that the Commission review and, by order, approve the
LON. As required by 52 Pa. Code §57.72(d)(4)(iv), West Penn states:
The Commission will review and, by order, approve or disapprove a letter of notification. If the Commission approves a letter of notification, the HV line shall be located and constructed without the application process set forth in this subchapter. If the Commission does not approve the letter of notification, its order shall direct the.applicant to comply with the application process set forth in this subchapter.

19. A copy of this Letter of Notification filing will be served by certified mail upon
those who are entitled to receive a copy of an application or notice of filing an application as set
forth in 52 Pa. Code §57.74, in accordance with the provisions of 52 Pa. Code §57.72 (d)(3), and
