1. FIRE BREAKS Pursuant to the powers contained in Section 33 of the above Act, you are hereby required; on or before the 26th day of October, 1996 to plough, scarify, cultivate or otherwise clear and thereafter maintain fee of all inflammable material until the 22nd day of March, 1997 in the following positions and of the following dimensions on the land owned or occupied by you.

2. RURALLAND Firebreaks must be provided not less than two metres in width inside and along the whole of the external boundaries of the properties owned or occupied by you, where this is not practicable the firebreaks must be provided as near as possible to, and within, such boundaries with the exception that firebreaks can be modified or not required if after consultation with the Brigade Captain and neighbours i t is decided that a natural barrier or man made structure will act as a firebreak.

3. 5. TOWNSITES On or before the 26th October, 1996 all town lots within the townsites of Moora, Miling, Watheroo, Bindi Bindi, and Coomberdale are required to be treated as follows-

(a) Where the area of land is less than 3 000 square metres remove all inflammable material from the whole of the land.

(b) Where the area of land is 3 000 square metres or more a firebreak must be provided not less than two metres in width inside and along the whole of the external boundaries of the proper- ties owned or occupied by you and all inflammable material must be cleared two metres dis- tance from all buildings andor haystacks situated on the land and maintained free of such material until 22nd March, 1997.

6. INCINERATORS. Residents of townsites throughout the Shire are reminded that incinerators for the burning of waste material should be of an approved type and be in good condition. Open drums etc. are not acceptable. 8. RURAL LAND (Land other than that within the Mundijong, Serpentine, Jarrahdale and Byford urban areas and the North and West Wards of the Shire of Serpentine-Jarrahdale). 5. PLANTATIONS: (i.e. Eucalyptus, Pine, or other planted after 1st August 1996.) 5.1 Construct firebreaks not less than twenty (20) metres in width around and immediately in-

side all external boundaries of such land. 5.2 Construct firebreaks not less than ten (10) metres in width within the plantation so as to

subdivide the plantation into areas or compartments each not exceeding twenty eight (28) hectares.

5.3 Trees within two (2) metres of the edge of any firebreaks to be pruned so that access along the firebreak is not impeded by branches.

5.4 A map of each plantation showing roads, firebreaks, access points and water points shall be lodged with the Council on or before the 15th December 1996.

5.5 Where there is public building adjoining plantations there shall be a minimum fifty (50) me- tre distance between the building and the first line of trees. Council may require greater distances if, in their opinion, public safety would be a t risk.

5.6 Where there is a fuel depotlstation or storage facility for fuel or gases adjoining a plantation there shall be a minimum one hundred (100) metre distance between the boundary of the facility and the first line of trees. Council may require greater distances if, in their opinion, public safety would be at risk.

All firebreaks as required by this section (5.4) of the notice shall be constructed to a standard trafficable by fire units, Where Council, or its duly authorised officer, requires extra works to roads or plantation operations, Council, or its duly authorised officer, shall serve written notice upon the ownerloccupier to comply with the works.

6. Where Council or its duly Authorised Officer, requires total boundary breaks of not less than three (3) metres wide upon properties, or requires that fuel loadings within the property be reduced by slashing, mowing or other means, Council, or its duly authorised officer, may, in writing, order the owner andor occupier to comply with the required works. 7. If for any reason i t is considered impractical to clear firebreaks or to remove the flammable mate- rial from the land as required by this Notice, application must be made in writing to the Council or its duly Authorised Officer on or before October 15th, 1996, for permission to provide firebreaks in alter- native positions or take alternative action to abate a fire hazard. If permission is not granted by the Council or its duly Authorised Officer you shall comply with the requirements of this Notice in its entirety. 8. All properties within the Settlers Rest- estate, Hopkinson Road, Oakford; Soldiers Road special rural estate, Cardup; and Bushlark Close subdivisions, Cardup shall comply with the fire manage- ment plans for their estate to the satisfaction of Council or its duly authorised officer. 9. PENALTY Failure or neglect to comply with this Notice renders you liable to prosecution, PEN- ALTY-Fine of $1 000, and the person in default is also liable whether prosecuted or not to pay the cost of performing the work directed in this order if it is not carried out by the owner or occupier by the date required by this Notice. The Western Australian Planning Commission intends to amend the Metropolitan Region Scheme and is seeking public comment.

The purpose of Amendment No. 981133 is to give statutory effect in the Metropolitan Region Scheme (MRS), to some of the recommendations of the Select Committee on Metropolitan Development and Groundwater Supplies through the introduction of a new "Rural Groundwater Catchment Protection" zone, located over the capture areas of the existing wellfield and its proposed extension on the Jandakot Groundwater Mound. The amendment also proposes the extension of the "Water Catchments" reser- vation over Crown Land, within the area.

The procedure for amending the Scheme, as set out in section 33 of the Metropolitan Region Town Planning Scheme Act, is to be used to advertise this proposal. Public submissions are invited and the amendment will eventually be put to Parliament for final approval. In accordance with the procedure in section 33, the Hon Minister for Planning has approved the amendment for public display and for the calling of submissions.

Copies of the maps showing the proposed changes to the zones and reservations of the Scheme and other information, is available for the public inspection a t each of the places listed hereunder.
