The sentence is in the Present Perfect Passive Voice. Before talking about it, we should go over the present perfect tense and the passive voice.

• then, we can get the form and meaning of the present perfect passive voice as follows:

form: have/ has been done

meaning : sth.has been finished before you say it

e.g.. 1) His homework has been finished before his mother comes to pick him up.
