Welcome to the Wyoming Safety and Workforce Summit. The Summit is a new collaboration that streamlines several safety conferences that were held in Wyoming and the annual Summit on Workforce Solutions into one event. The effort behind this gathering speaks to what Wyoming is working toward together: safety as a way of life and the strengthening of Wyoming’s workforce.

Over the next two days, you will have the opportunity to hear from safety and workforce development experts from across the country. You will hear important discussions regarding education, work ethic, customer service, health care, safety strategies and much more.

It is our hope that you will create new connections, exchange ideas and find new ways to do business that not only keeps Wyoming’s workforce safe and healthy, but also grows the reach of your business.

Tim Hodges Director of Research, Gallup’s Education PracticeBuilding Wyoming and the Nation’s WorkforceTuesday, Noon; Rushmore GymTim Hodges, Ph.D., is a Director of Research for Gallup’s Education Practice. He consults K-12 school districts and higher education institutions and leads research projects in strengths development, employee selection, employee engagement and wellbeing. He also directs Gallup’s Campus Wellbeing Consortium, a select group of higher education institutions dedicated to improving the

wellbeing of their students, faculty, staff and communities. Hodges is a member of the board of directors of the National Career and Technical Education Foundation. This board provides oversight and direction to the implementation of Career and Technical Education across the United States. He is also a member of the Career Readiness Partner Council, a group of education and policy leaders committed to ensuring that students are prepared for secondary education and the workforce.

Kent Noble Assistant Dean for External Relations, University of WyomingStanding Tall in an Upside-Down WorldTuesday, 9:45 a.m.; Rushmore GymKent Noble is the Assistant Dean for External Relations at the University of Wyoming College of Business. During his tenure, the college has secured approximately $25 million in gift commitments and matching dollars. Other responsibilities include the college’s marketing, outreach and media relations efforts. Kent is currently spearheading a principled-leadership initiative based on James P.

Owen’s book Cowboy Ethics: What Wall Street Can Learn from the Code of the West. In just over a year, the Standing Tall workshop includes graduates from dozens of communities, 21 states and seven countries. Prior to joining the UW College of Business in 2007, Kent was the Senior Associate Athletics Director at the University of Wyoming where he supervised the athletic department’s fundraising, corporate sales and other external units. Kent sits on the board of directors for the Boys and Girls Club of Cheyenne, the Laramie Downtown Health Clinic, the Center for Cowboy Ethics and Leadership and the Wyoming Youth Initiative.

PLENARY SPEAKERSTom Hirsig Director, Wyoming Department of InsuranceHealth Care Reform and What It Means to Individuals & EmployersTuesday, 9:45 a.m. and 11:00 a.m.; Auxiliary GymTom C. Hirsig was appointed Insurance Commissioner on April 16, 2012, by Wyoming Governor Matt Mead. Hirsig has more than 25

years of experience in the insurance industry. He began his career in insurance after a short stint as a professional rodeo contestant. He opened an Allstate insurance agency where he won multiple sales awards and built the agency to the largest Allstate agency in the State of Wyoming. He then opened an independent insurance agency with locations in Wyoming and Colorado. Hirsig is a native of Wyoming.

Session Description: State leaders are urging businesses to prepare for the implementation of the Affordable Care Act so they do not face unnecessary fines. In this presentation, businesses will learn the information they will need to better understand the Affordable Care Act’s impact on their company prior to the January 1, 2014 implementation deadline.

Rock Springs High School Academy ProgramPanel Discussion on Career Academies and Developing Wyoming’s Future WorkforceTuesday, 3:15 p.m.; Rushmore GymSession Description: Darrin Peppard, John Freeman, Jana Erickson, Annie Fletcher and Bruce Metz, along with four Career Academy

students, will discuss the Rock Springs High School Career Academies and the structure that is used to prepare students for college/career opportunities. Academies introduce students to a variety of career opportunities in business and industry, which equip the youth to make sound choices for their futures. Academies provide high school students with a strong college-prep curriculum as well as industry-related courses of study. The academies enable and encourage students to participate in classroom and onsite activities with local employers, obtain employment after graduation and pursue higher education. Academy graduates heading directly to the workforce are readily employed by industry.

Dan Perdue & Marguerite Herman Wyoming’s Opportunity to Provide Health Insurance for the UninsuredWednesday, 8:30 a.m. and 9:45 a.m.; Auxiliary GymSession Description: Under the Affordable Care Act, states have the option to accept the expansion of Medicaid from the federal government to provide health insurance to the uninsured. In Wyoming’s case, some 17,600 low-income adults would be added to the Medicaid rolls. The federal government would cover all of these costs for the first three years, and never less than 90 percent of these costs after that. Accepting the Medicaid expansion funds would save the state $47 million over six years, but opting out of

the program would result in a net loss of $79 million for the same period.

Janet Cutler, Marty Kelsey & Donna Teeples WBI Energy, Western Wyoming Community College & Industrial Hoist and CraneOSHA Testimonial PanelWednesday, 11:00 a.m.; Auxiliary GymJanet Cutler has over 15 years of experience in the safety field. Currently she is a Safety Specialist for WBI Energy (formerly Williston Basin Interstate Pipeline and Bitter Creek Energy Services). The business units she supports perform a variety of tasks in the natural gas industry including midstream, transmission and cathodic protection in Wyoming, Montana and Colorado. Previously, she had 12 years of experience as an OSHA Compliance Officer. She is an Associate Safety Professional, a U.S. Department of Labor outreach trainer for general industry and construction, certified to teach First Aid/CPR/AED through the National Safety Council, a CAOHC certified occupational hearing conservationist and recently obtained certification as a Safety and Health Specialist in Oil & Gas and Construction. She is a member of WOGISA, ASSE and the NDSC.

Marty Kelsey is the Vice President of Administrative Services for Western Wyoming Community College in Rock Springs. Prior to this post, Marty served as the Associate Dean of Administrative Services for Western. Marty earned a bachelor’s degree and master’s degree from Brigham Young University.

Donna Teeples is a Wyoming contractor who currently owns Industrial Hoist and Crane in Rock Springs, Wyoming. She has worked in the safety field since 1997, and is a retired teamster from locals 307 and 17. Her educational background is in construction for 41 years. She enjoys collecting art, gardening, camping, rock hunting and riding her Harley. She enjoys working in the safety industry and believes it is essential to all successful businesses.

Tina Peterson OSHA Inspector, Wyoming Department of Workforce ServicesGlobal Harmonization Systems (Room 1005)Tina Peterson served in the United States Army for 21 years. During her tenure, she served in various positions that focused on readiness and management. Tina graduated from Columbia Southern University with a B.S. in Occupational Safety and Health

and has a secondary education in Business Management.

Session Description: OSHA’s Hazard Communication Standards (HCS) are bringing the United States into alignment with the Global Harmonization System to further improve safety and health protections for American workers. This training must be provided to all employees by December 1, 2013.

Phillip Ritchey Industrial Hoist and CraneCrane, Hoist and Sling Training (Room 1333)Phillip Ritchey is a Certified Trainer with Industrial Hoist & Crane in Rock Springs, where he works as the Training Manager. He has an extensive background ranging from steel work to a training career in the power industry and heavy industrial settings. Phillip acquired

a BSE in Industrial Arts at Florida State University and holds many certifications related to the mechanics and safety of industrial settings.

Session Description: This training will focus on new standards for crane certification, guides for crane operators, riggers and signal persons. Also, Phillip will offer information regarding load testing for cranes.

Paul Breaux Industrial Association of Drilling ContractorsIndustrial Association of Drilling Contractors (Room 1302)Paul Breaux is Director of Onshore HSE and lead staff person on the Rig Moving Committee. Paul also provides support for the HSE Committee and Land Division. He began his career in the Oil & Gas industry as a site medic and safety coordinator in 1998 after

honorably serving in the U.S. Navy as a Hospital Corpsman. Mr. Breaux served as a HSE

Mr. Breaux is a current member of the American Society of Safety Engineers, past-president of the New Orleans Chapter of the American Society of Safety Engineers, a former board member of the New Orleans Chapter of the National Safety Council and a member of the Gulf Coast Safety & Training Group.

Session Description: This session will address national and local issues facing drilling contractors.

Laurie Knowlton & Carolyn Grieve Risk Management Consultants, Wyoming OSHA Division, Wyoming Department of Workforce ServicesRisk Management (Room 1309)Laurie Knowlton is a Risk Management Specialist for the Wyoming Department of Workforce Services - OSHA Division. Laurie oversees the Safety Improvement Fund, works with employers providing risk management analysis and helps employers understand Workers’ Compensation and how claims impact employer rates. She also promotes the Safety Discount Program and the Drug and Alcohol Discount Program to assist employers in further reducing Workers’ Compensations rates and promoting safety in the workplace.

Carolyn Grieve has been employed with the Wyoming Department of Workforce Services - OSHA Division since January 2005, and she joined the Risk Management Team in September 2007. Carolyn conducts employer Risk Management analysis presentations and multiple group presentations during the Three-Day Collateral Duty Training seminars with the OSHA Training Team. She also presents during the Department’s Employment Information seminars. Carolyn is a Wyoming native with an associate’s degree from Eastern Wyoming College.

Session Description: The on-site Risk Management Analysis presentation is a useful tool aimed at assisting employers in the understanding of the Workers’ Compensation Program, the analysis of claims and the explanation of the costs of coverage. Risk Management techniques are utilized to protect employers and their employees from the necessary risks associated with doing business. This is accomplished by analyzing the employer’s specific data regarding their Workers’ Compensation account.

As part of this role, Bill oversees the Department’s Employer Information Seminars, which are regularly held in

Bill also manages the Workforce Development Training Fund, a program that provides initial training, skill upgrades and retraining for Wyoming companies and their employees. In this role, he works closely with businesses, economic development entities and training providers to help industry identify and fill workforce needs.

Dr. David GilkeyThe ATV Epidemic: Risk Factors and Control Strategies in Agriculture (Room 1302)Dr. David Gilkey has expertise in Occupational Health, Safety and Ergonomics. He is a Certified Professional Ergonomist. His research has focused in translational “research to practice” (R2P) looking

at methods to enhance safe use of ATVs in agriculture. He also has been involved in construction safety culture and climate with an emphasis on evaluating differences between Latino and non-Latino workers.

Session Description: Dr. Gilkey will present a brief history of the ATV epidemic in America and discuss factors associated with loss of control events, research activities and community-based activities designed to address the disproportionate injury and fatality rate among agricultural operators. The Montana case study includes unique community-based strategies for increasing awareness and competency for ATV use in agriculture.

Nathan Nordin started his career with D&D Oilfield Services in 2004. He worked as a Roustabout and as an equipment operator in the field for three years, at which point he moved into the safety department where he has remained for the past six years.

The class will view a mock production well on campus that includes a well head, tank battery and other related equipment, and the hazards relating to employees arriving on site. worked as a Diesel Mechanic for 13 years, and then was promoted to the Mechanic Supervisor position for the last 17 years of his service to the state. Jeremy Patman EHS Supervisor, Devon EnergyMaking Oilfield Safety Personal (Room 1302) Jeremy Patman grew up in a family with close ties to the oil and gas industry in the panhandle of Texas. He worked for small, independent oil and gas companies during high school and college before graduating from McMurry University with a degree

in biology and from West Texas A&M University with a degree in environmental science. Jeremy spent 10 years working for a major oil company, eight of which were in health and safety, focusing on personal safety as well as industrial hygiene. Jeremy has worked for Devon Energy for almost two years, and is currently the Safety Supervisor for the Corporate Support Staff.

Session Description: For more than six decades, oil and gas exploration and production have been commonplace in Wyoming. Today, that industry continues, but not without changes. Drilling techniques and completion methods are increasing production efficiency, but even more important is the evolution of safety on the job. Companies are now focused on developing a safety ethic that’s changing the way their employees work. Personal safety has to matter to every employee and can be a constant consideration in every task they perform during the workday. No one is in a better position to improve an employee’s safety behaviors than the employees themselves.

Based in Cheyenne, he has held his position for five years. He has successfully written grants that have brought

more than $10 million to Wyoming for training individuals in need of upgraded skills. Rob recently served as vice president of the Wyoming P-16 Education Council, whose mission is to help students navigate the transition between each level of schooling. Chestang is Executive Vice President for GED Testing Service. The GED Testing Service sponsors the GED test, the only recognized test of high school equivalency, serving more than 700,000 adults annually. Ms. Chestang joined the GED testing Service in 2009 as Executive Director and now serves as a key member of the senior leadership team responsible for external relations, including strategic communications, governmental and public affairs. Ms. Chestang received a bachelor’s degree in

psychology from Wayne State University and an MBA from the Olin School of Business at Washington University in St. Louis.

David Deggs, Ph.D., is a Senior Program Manager with GED Testing Service in Washington, D.C. He was most recently a professor of Adult and Lifelong Learning at the University of Arkansas prior to joining GED Testing Service. David was previously the Assistant State Director of Adult Education and GED Testing at the Louisiana Department of Education. In this role he managed statewide adult education programs and oversaw the development of the Louisiana Adult Education Content Standards. David has consulted with community colleges around the country on the development of academic engagement and supplemental education programs.

Personal safety has to matter to every employee and can be a constant consideration in every task they perform during the workday. Sandra Turner is employed with the Department of Workforce Services. In her 33 years with the Agency, she has served both in the Unemployment Insurance Division and the Employment & Training Division. Her career has included Unemployment Insurance claims-taking and adjudication, local Workforce Center supervision and Employment Services program management. Since 1997, Sandra has served as the Project Manager and Principle Business Analyst for the Wyoming Employment Services System, Wyoming’s Job Network System and the current Wyoming At Work System which was implemented in 2006.

Session Description: WyomingAtWork.com, the state’s online job board, can help businesses recruit and screen qualified workers to meet their workforce needs. A service of the Wyoming Department of Workforce Services, the site works similarly to private job boards such as Monster© or CareerBuilder© in that businesses can post employment opportunities and job seekers can apply for those postings, all in a virtual marketplace.
