Despite opposition from the National Democratic Alliance(NDA), the Narendra Modi government managed to get thecontroversial Muslim Women(Protection of Rights on Marriage) Bill, commonly referred toas triple Talaq Bill, passed in theRajya Sabha.

The Bill, which has beenpassed by the Lok Sabha, willsoon become an Act after President Ramnath Kovind’s nod. Italso has a provision that makestriple talaq a criminal off��ence.

The Opposition’s motion tosend the Bill to a select committee and an amendment to remove the clause that criminalises a civil wrong, were defeatedas the Centre got 100 votes whenthe Opposition could muster

just 84 votes. The result was thesame when the Bill was also putto vote by Chairman VenkaiahNaidu.

Welcoming the passage,Prime Minister Narendra Modisaid the country rejoices that anarchaic and medieval practicehas fi��nally been confi��ned to thedustbin of history. “Parliamentcorrects a historical wrong doneto the Muslim women. This is avictory of gender justice, will further equality in society,” he said.

The victory was also made possible by the the support of theBiju Janata Dal. The walkoutstaged by the AIADMK, and theJanata Dal(United) and the absence of TRS members, too,helped the BJP. Some membersof the Nationalist Congress Partyand the Bahujan Samaj Partywere also absent during the vot

ing. Replying to the Opposition’scharge that the Centre is criminalising a civil issue, Law MinisterRavi Shankar Prasad said similarprovisions were there in civillaws for the prohibition ofdowry, bigamy and polygamyamong Hindu men.

talaq will create fear. Prasad added that there were 574 cases oftriple talaq even after the Supreme Court banned the practice.

Leader of the Opposition Ghulam Nabi Azad said the Bill was aploy by the BJP to destructMuslim households using domestic issues. He urged theCentre to abide by the Supreme

Court’s directions and bring alaw against mob lynching.

Prasad countered saying thathe is not a law minister of theRajiv Gandhi Cabinet and the BJPwill not repeat the Congress’mistake, the party that stoodagainst Shah Bano. “I will notleave women who have been divorced by triple talaq via WhatsApp or other such means in thelurch. When Muslim world is trying to reform, why can’t a democracy do the same,” he said afterciting examples.

Earlier, RJD leader Manoj Jhasaid in House that the Bill was anexample of “dog whistle politics” where the Centre is trying togive a message to its cadre ratherthan standing with women affected by the practice of tripletalaq. Congress member Digvijaya Singh said about 25 lakhhindu women are abandonedby their husbands and theCentre should bring a legislation for them too.

The Lok Sabha on Tuesdaywitnessed vociferousprotests and sloganshouting by Opposition parties,including the Congress, overUnnao rape survivor’s car accident which left her critically injured.

Amid the ruckus, the ruling BJP, including UnionMinisters, asserted that theUttar Pradesh government istaking steps to ensurejustice for the girl and herfamily and urged the Opposition not to politicise thematter.

The protests, that begansoon after the House convened for the day, was led byCongress members whowere later joined by the Trinamool Congress, the DMKand the Bahujan Samaj Party(BSP), among others.

The Congress, TrinamoolCongress, the BSP and the

DMK members walked outof the House.

More than 30 members,mostly from the Congress,were in the well of theHouse shouting ‘we wantjustice’.

‘No intention to politicise’Raising the matter, Leader ofthe Congress in the LokSabha Adhir Ranjan Chowdhury, said the incident was

shameful and demandedthat adequate securityshould be provided to thevictim’s family.

He made it clear thatthere was no intention topoliticise the case.

Urging protesting members not to politicise thematter, Parliamentary Affairs Minister Pralhad Joshisaid the State governmentwas doing everything to ensure justice.

Minister of State for RuralDevelopment Sadhvi Niranjan Jyoti claimed the truckbelonged to a worker of theSamajwadi Party.

BJP leader Jagdambika Palclaimed the truck that hitthe car — in which the girl,her family members and heradvocate was travelling —belonged to a SamajwadiParty leader.

He also alleged that theCongress was trying to tarnish the image of the BJP.

BJP President Amit Shah on Tuesday instructed all party MPs toensure their presence in Parliament so that the proposed Billsare backed by maximumnumbers.

Addressing the BJP parliamentary party meeting, Shahalso asked the MPs, includingUnion Ministers, to defi��nitely attend a twoday orientation programme being held by the partyon August 3 and 4, Parliamentary Aff��airs Minister Pralhad Joshitold reporters.

Prime Minister NarendraModi, who was present in themeeting, but did not address theMPs, will also speak at the programme — a course on parliamentary procedure and rules,and the ruling party’s ideology.

Bill in the Lok Sabha on Mondaywas passed with 26048 votes,sources said after the meeting.The BJP President had stated thatthe margin should have beenhigher.

The BJP top brass, includingModi, have time and again, emphasised the need for the party

MPs to be present in Parliament.Modi has, at times, expressed hisdispleasure at the absenteeism.

In his briefi��ng, Joshi told reporters that Parliament has sofar passed 15 Bills. Six Bills havebeen passed only in the LokSabha and are yet to get the RajyaSabha’s nod, and four have beenpassed by only Rajya Sabha andare awaiting Lok Sabha’s nod,the minister said.

Joshi added that 11 other Billsare still pending and will betabled in both the Houses in thecoming days. “We request parliamentarians to sit late so that allthese Bills could be passed,”Joshi said.

The ongoing session startedon June 17 and was scheduled toend on July 26, but it has been extended till August 7.

The session will go down inhistory as one of the most productive sessions in recent times,he said.

The Opposition in Punjab, Shiromani Akali Dal (SAD), on Tuesday sought a clarifi��cation overthe resignations of fi��ve AAP legislators who had quit theparty and the PunjabAssembly.

SAD General SecretaryBikram Singh Majithia askedfor the Speaker’s response regarding the fi��ve legislators,saying: “There should be clarity over the matter.”

“The law is very clear. If anyMLA has resigned from a partyand contested from anotherparty, his disqualifi��cation(from the Assembly) is imminent. Why is disqualifi��cationnot taking place,” the seniorAkali leader asked.

The Congress’ continuing indecision in fi��nding a replacementfor chief Rahul Gandhi is costingthe party dear.

Sanjay Sinh, a senior leaderand Rajya Sabha member considered close to the fi��rst family ofthe party, submitted his resignation from the Congress and fromthe Upper House on Tuesday. Theday also saw resignations of fourOpposition MLAs from the Maharashtra Assembly, where elections are due next year.

In Karnataka, the resignationsby the Congress and Janata DalSecular members led to the defeat of the combine in the trustvote and their losing power. Postthe Lok Sabha polls, the MadhyaPradesh and the Rajasthan governments led by the party havealso faced troubles — both frominside and outside.

The Congress Working Committee could not hold a meetingsince Rahul Gandhi’s resigna

tion. Though a section in theparty is proposing that his sisterand AICC General Secretary Priyanka Gandhi Vadra be made thenext president, Rahul Gandhihimself is opposed to the idea.

Another section in the partyfeels that a session of the AICCshould be convened and election held for the post of the president.

The Congress leadership,which is trying to resolve thecrisis emanating in the States,feels that without a person at the

top, it is going to be diffi��cult tofi��nd a consensus among warringfactions and resist the moves bythe BJP.

Sinh, who addressed a pressconference two weeks ago on theSonbhadra violence, had comedown heavily against the BJPgovernments at the Centre andin Uttar Pradesh. On Tuesday, heannounced he will join the BJP.“The Congress is still in the past,unaware of the future. Today, thecountry is with Prime Minister(Narendra) Modi... I will join theBJP tomorrow. I have resignedfrom the (Congress) party as wellas my membership of the RajyaSabha,” he said. Sinh had earlierserved the BJP in the 1990s.

Meanwhile, NCP MLAsShivendrasinhraje Bhosale ,Vaibhav Pichad and SandeepNaik, and Congress MLA KalidasKolambkar resigned from theMaharashtra Assembly on Tuesday. There are reports that thefour legislators will join the BJPon Wednesday.

Sixtime MLA VishweshwarHegde Kageri was unanimously elected as the Speaker ofthe Karnataka Legislative Assembly on Wednesday.

The post fell vacant after KRRamesh Kumar resigned as

the Speaker of the Assemblyshortly after the BJP government won the trust vote onMonday.

Kageri, who represents theSirsi constituency in UttaraKannada, had served as theMinister for Primary and Secondary Education in the BJP

government and was the onlycandidate to fi��le his nomination for the post on Tuesday.

The Opposition Congressand the Janata Dal (Secular)did not fi��eld any candidates.

Kageri had started out as anAkhil Bharatiya Vidyarthi Parishad leader and debuted as

an MLA from the Ankola constituency in 1994, which hecontinued to represent thricetill 2008.

After the delimitation ofconstituencies in the State, heshifted to Sirsi and won the2008, 2013 and 2018 Assemblyelections.

Jammu and Kashmir GovernorSatya Pal Malik said on Tuesdaythat people should not payheed to rumours of any majordecision on the special statusof the State as ‘everything isnormal’.

“Rumours are being spread,do not pay any heed to them.Everything is fi��ne, everything isnormal,” Governor Malik saidwhen asked about the slew oforders appearing on social media about the possibility of aprolonged law and order situation in Kashmir Valley.

Malik said the orders whichhad appeared on the social media in recent days were notvalid.

“No order is valid. Ifsomeone catches a sneeze inLal Chowk, by the time itreaches Governor house, it is

projected as a bomb blast,” headded.

Kashmir has been on theedge for the past week after theCentre decided to send an additional 100 companies of Central Armed Paramilitary Forces(CAPFs) to the valley, giving riseto speculations that the BJPledunion government might repeal Article 35A of the Constitution that provides for specialresidency and job rights to thepeople of the State.

critically injured. “For God’ssake, Mr Prime Minister, divestthis criminal and his brother ofthe political power your party isgiving them. It’s still not late,”Priyanka Gandhi, Congressgeneral secretary incharge ofeastern Uttar Pradesh, tweeted.

“Why do we give people likeKuldeep Sengar the strengthand protection of politicalpower and abandon their victims to battle for their livesalone?” she said in anothertweet.
