District Comprehensive Plan Section

We have included your district comprehensive plan in this year’s Reapplication and Annual Report.

What happens in the classroom is only one component of what children, families and programs need to be successful. The Comprehensive Plan addresses five areas that are critical to an early childhood program in achieving immediate, as well as long lasting, success.

These five areas include:

I. The quality of the program

II. Staff development

III. Family involvement

IV. Family support services

V. Program evaluation

The district advisory council must address each of these areas and related questions in their comprehensive plan. The comprehensive plan should be discussed and updated by the district advisory council each year.

I. Quality of Program Program quality is one of the key determinants of an effective preschool. High quality programs prepare children for success in school and in life.

District advisory councils are required to make at least two on-site visits per year to all head start agencies and public and private child care facilities with which the school district has contracted to monitor overall program compliance and make recommendations for any needed improvements. (C.R.S. 22-28-106 (2)(h))

You should consider including in the following quality documentation section:

A description of how the Colorado Department of Education Quality Standards for Early Care and Education are use to guide program evaluation and planning

A description of the program’s implementation of the Colorado Academic Standards and Building Blocks

Noteworthy remarks from a current Qualistar evaluation, Classroom Assessment Scoring System™ (CLASS™) observation, anEarly Childhood Environment Rating Scale (ECERS) rating, or National Association for the Education of Young Children (NAEYC) accreditation or review

A vision and mission statement for your program

Oversight and support provided by the CPP district advisory council and the school district

Relevant agenda items from district advisory council meetings

1. Give a description of the process for the twice yearly on‐site visits (including community partners) required by district advisory members to monitor overall program quality.

2. This school year, what needs have been identified from these visits for programs in your district (including community partners) and what recommendations for improvement were made by the district council?

II. Staff Development

Teacher qualifications are a critical component of a high quality program. Research shows that higher education levels and ongoing training for teachers can improve teacher-child interaction and improve children’s learning. You should consider including in the following staff development documentation section:

An update on how program staff are meeting the new CDHS licensing requirements for teachers and directors

A description of the school district/program policy for staff education levels and backgrounds

An update on the current year’s ongoing training of staff (e.g. workshops attended, course work completed)

A description of the mentoring/coaching model used by the program

Awards and recognition that staff have received (from the school, board, community)

III. Family Involvement

Family involvement is a foundation of the Colorado Preschool Program. Partnerships with families form the foundation for family involvement through the school years.

In addition, providers must have in writing a plan that addresses parent involvement (C.R.S. 22-28-107 (III) (f-4)) and a plan for coordinating the district preschool and kindergarten program with a parenting program. (C.R.S. 22-28-107 (III) (f-7)).

You may also consider including in the following family involvement documentation section:

A description of the roles and expectations of parents and guardians in your program

A list and description of family events held throughout the year

A description of how families contribute to your program (not limited to volunteering)

A description of the process for home visits and family conferences

A description of how families’ involvement and contributions to the CPP district advisory council

2. What does the required kindergarten transition process look like in your district? How does it support your children and families? How could it improve?

IV. Family Support

Preschool can be a portal to additional support services for families that contribute to the health and well-being of their children and families. You should consider including in the following family support documentation section:

A description of the partnerships your program has established within the community or resources your program provides related to:

Special education services

Information on nutrition

Immunizations

Health, dental and mental health care and services

Social services

Recreation opportunities

Parenting education and support

A description of the diverse roles represented on the program’s CPP district advisory council

Note: Districts do not have to provide all these services, but instead should help families to access the services within the community. In addition, district advisory councils should consider how they might partner with other early care and education programs to extend services beyond a half-day, nine month program.

V. Evaluation and Assessment:

Through program evaluation, a program can gain insight into its efforts to prepare children for success in school and to support families. How do you know children benefited from the preschool experience your program (including your community providers)? How can you show that?

We want to hear your interpretations of what you’ve found out from those reports or how you’ve used your assessment data around children’s growth .

You may wish to include

Child outcomes and gains measured through Results Matter assessment tools Results of parent surveys and Family Outcome surveys Tracking children’s progress when they enter the K 12 system‐ Reviewing the elements of the comprehensive plan annually Summary of reports and presentations to the school board or other community

stakeholders

1. What assessment data or results have you gathered from measuring and evaluating child progress during the preschool year? How are you using this data?

2. It is important to know how CPP children fare as they progress through elementary school. We can analyze CSAP statewide data without you having to report to us about it. However, we know you may track other data.
