Community Learning Exchange

The Community Learning Exchange, funded by the Scottish Government and administered by the Scottish Community Alliance, aims to promote learning and the exchange of ideas between communities in Scotland. The Democracy Matters conversation will identify new legal rights for communities which would place them at the heart of decision-making. The Democracy Matters conversation is a joint venture between the Scottish Government, COSLA and the community sector and will run over the next six months.

As part of the conversation people are being invited to consider a short set of questions on shaping local democracy. Community groups can also apply for grants of up to £300 to host their own events related to the project. Making Places Initiative

Making Places

Scottish Government has launched the 2018 to 2019 Making Places initiative to encourage communities to positively and actively contribute to the development of their local places. Making Places represents a broadening of the charrette mainstreaming programme to support communities at all stages of their thinking.

Projects should demonstrate a strong emphasis on tackling inequality, and will have a clear ambition to combat disadvantage through community activity and creative thinking.

The making places initiative making places offers two funding options:

The Place Standard Conversations Fund will support communities who are keen to develop their understanding of place and build their skills and confidence. To apply to this fund, please use the attached application form.

The Community-led Design Fund will support communities to participate in and lead design events, such as workshops and charrettes.

The closing date for applications to the Community-led Design Fund (Making Places Initiative) is Friday 28 September. The closing date for applications for the Place Standard Conversations Fund is 31 October 2018.

Railways – Scotrail Alliance

MSP Linda Fabiani is in consultation with Scotrail about the timetable at Thorntonhall. JTCC have asked for the hourly frequency to be reviewed.

There was a survey during June about Park and Ride facilities at SLC train stations – now closed. If anyone has any comments to make about facilities at Hairmyres or Thorntonhall Stations please revert by 25 September as we have an opportunity to submit comments.

Street Lighting

New LED street lighting installed over the summer. The lights are on 24/7 – Braehead Rd/Peel Rd. Fault reported twice. Known fault is being investigated.

Uncovering the Environment Project – University of Dundee

Survey attached if you wish to take part

The project has two separate surveys: the first survey is aimed at individuals and bodies which make use of the right of access to environmental information (https://dundee.onlinesurveys.ac.uk/uncovering_the_environment_public) while the second survey is aimed at public authorities which make environmental information available (https://dundee.onlinesurveys.ac.uk/uncovering_the_environment_public_authority).

Broadband

The majority of Thorntonhall and Jackton now have access to superfast broadband. If you wish to check eligibity you can check using the Digital Scotland website:

Planning Democracy Scotland

Photo Shoot/Demo at Holyrood on Wed 26th Sept from 10am. Feel free to attend. The Acting Chair would like to see SLC support Equal Rights of Appeal.

Defibrillator

Scottish Energy Networks have agreed a defibrillator can be positioned on their sub station in the village.

Cost - £1k

Still working on a site for Jackton

Cost - £1k

We have c. £1k available for spares / maintenance as these units will unlocked. The CC will also arrange CPR training in due course for those interested.

It was acknowledged that fundraising to maintain the defibrillators will be required in future years.

Action to proceed – proposed unanimously by those present.

Community Council Nominations – 7 nominations submitted by 12 Sept. It would be good to have another 1-2 nominations to ensure we always have quorum of 4.

If anyone has a preference to change the timings of the JTCC monthly meetings (i.e. something different to the 3rd Wednesday of every month) please let me know.

LDP 2

JTCC have prepared draft representations however the following concerns raised at the meeting:

Definition of the village boundary is being redefined.

Contrary to Policy – it potentially unlocks land that is owned by SLC, which have granted options.

Coalescence – we will look like we are merging with the City of Glasgow.

NHS Lanarkshire is currently undertaking public consultation on plans for the replacement or the refurbishment of Monklands Hospital. This consultation, which runs from 16th July to 15th October 2018, aims to set out:

The Scottish Health Council would like to find out if you, and community council members, have been made aware of the consultation on the Replacement or Refurbishment of University Hospital Monklands. We also want to hear if people feel they have been able to get involved in the consultation process. To do this we would appreciate your help. I have also attached a copy of the questionnaire if you would prefer to print this out for the community council – this can be completed and returned to us by Freepost (please see details below). If people have attended a public meeting and already submitted a questionnaire to Scottish Health Council, this information will have been recorded.

The information you and others provide will be used to inform the Scottish Health Council’s independent report on this consultation. This report will be shared with NHS Lanarkshire in advance of their Board meeting for consideration during their discussions on next steps. A copy of our report will be submitted to the Cabinet Secretary for Health and Wellbeing. Feedback will also be used to inform future consultations carried out by NHS Lanarkshire to support effective engagement.

Damage to Hedgerows

Please contact SLC if you are concerned about damage to hedgerows following recent installation of LED street lighting.

For awareness – private land owners should maintain hedgerows/ trees. If they encroach on roads they may be liable to costs involved in SLC taking action to remedy.

Councillor’s Report

Cllr Watson advised he has been contacted many times over the summer months about speeding on Peel Rd. He is in discussion with the police and roads department to understand what steps can be taken to improve the safety of the roads.

Oceana Drive – ongoing issue with developer not completing roads/pavements. Cllr Watson advised utilities have required extended work access which has delayed completion of SLC adoption.

Tignabruaich (Braehead Rd) – Concerns raised that current works are contrary to planning - SLC to review. Also new kerbing will make it difficult for vehicles to pass each other safely.

Community Notice Board – JTCC to speak with Scottish Energy Network to understand if they would accommodate a Community Notice Board on the Thorntonhall sub station site.
