Chair Duclos asked for approval of the June 27, 2018, minutes. Commissioner Bruce Saito so moved; the motion was seconded.

Chair Duclos said the Commissioners will discuss a proposed retreat and Measure W later in the meeting during Commissioner Comments.

4. OLD BUSINESS

A. CLEAN BEACH EDUCATION PROGRAM

Project Manager Susana Espinosa presented an update on the Department of Beaches and Harbors' (Department) Can the Trash! Clean Beach Poster Contest, which launched on September 15, 2018, as part of Coastal Cleanup Day. Ms. Espinosa gave Commissioners the Ocean Heroes activity guide, showed the contest website, and played the "Clean and Blue'' music video.

Division Chief Carol Baker said the Department is promoting the campaign by providing social media content to stakeholders, including Heal the Bay and the Board of Supervisors; posting on Facebook and other social media platforms; contacting County partners for assistance; and appearing on KTLA news and in the Daily Breeze newspaper. Ms. Baker asked for the Commission's help with getting the information out.

Ms. Espinosa added that it is especially important to promote the campaign and contest to inland communities, as those areas still share a connection to the ocean that young people may be unaware of.

Several Commissioners offered to reach out to schools and youth programs and provide assistance with distributing contest materials.

5. NEW BUSINESS

A. UPDATE ON SUMMER ACTIVITIES

Division Chief Ken Foreman's PowerPoint presentation highlighted the Operational Services Division's (OSD) summer projects. Mr. Foreman noted that Point Fermin Beach

was closed for the summer due to the stair access needing repairs. The main focus for OSD was restroom maintenance, trash removal, vandalism repairs, graffiti removal, and parking lot staffing.

Commissioner Kathryn Campbell asked how the Department is handling increased traffic congestion at the Imperial Highway entrance to Dockweiler State Beach. Mr. Foreman said the Department is working on solutions to speed up the process.

Commissioner Bruce Saito asked if online ticketing is available for parking. Mr. Foreman said it is not.

Commissioner Margaret Levy suggested having a smartphone app that indicates when lots are full or have space available. Mr. Foreman said it is under consideration. Ms. Baker added that during the summer, the Department posted on Twitter when the Dockweiler State Beach parking lot was full.

Commissioner Campbell asked if a capital expenditure plan is in place to convert beach drinking fountains to accommodate water bottle refilling. Mr. Foreman replied that the Department received a related proposal and he would check the status of the process.

Ms. Baker used a PowerPoint presentation to update the Commission on Community and Marketing Services Division activities. The presentation detailed summer programming at the Dockweiler Youth Center; revenues at the Dockweiler RV Park; and summer statistics for the Department's Permits Section. Ms. Baker also noted that Supervisor Janice Hahn attended the Marina Beach re-opening ceremony in July.

Commissioner Anthea Raymond asked if Bird scooters had any impact on the Department's summer programs. Ms. Baker said the Department worked with Bird to designate Burton Chace Park as a no-scooter zone, as well as station a Bird valet at concerts to keep scooter traffic from impeding pedestrian and car flow.

B. DEPARTMENT ENFORCEMENT UNIT OVERVIEW

The presentation was postponed to another date.

6. STAFF REPORTS

A. ONGOING ACTIVITIES REPORT

Ms. Baker submitted the written report.

Director Gary Jones provided an update on the Will Rogers restaurant request for proposals process. An exclusive negotiating agreement (ENA) between the Department and the selected concessionaire was signed at the end of August. The Department will meet with the developer to discuss the proposal and term sheet used to finalize the option and concession agreement. Mr. Jones also noted that Department staff gave members of Supervisor Sheila Kuehl's staff a tour of 3rd District beaches and facilities, including Gladstones, on August 28. Department representatives will also meet with the

Supervisor's staff to provide more details on negotiations, timelines for construction, and community outreach.

Commissioner Scott Sachs asked if there are California Environmental Quality Act concerns regarding the project. Mr. Jones said the Department is aware of possible concerns, and will walk the site and discuss any issues with the developer's team.

Commissioner Levy asked with whom in Supervisor Kuehl's office did Mr.Jones meet. Mr. Jones said he met with Planning and Transportation Deputy Nicole Englund and West/Metro Los Angeles District Director Stephanie Cohen.

B. BEACH AND MARINA DEL REY SPECIAL EVENTS

Ms. Baker submitted the written report and highlighted the Marina Spooktacular event in October and the Moby Dick reading in Venice in November.

Commissioner Raymond asked if the Department is considering having events at Zuma Beach. Ms. Baker said it would be difficult to produce programming at Zuma Beach without a facility; however, the Department has considered building a second youth center at Will Rogers State Beach. Commissioner Raymond requested she be advised of activities at Zuma Beach.

C. BEACH PROJECTS REPORT

Division Chief Kenneth Foreman submitted the written report. He said there are no updates because the Department does not do construction projects during the summer months. He also noted that repairs at the maintenance yard in Manhattan Beach were scheduled to start in a week.

Mr. Foreman said there is signage on Washington Boulevard in Venice to notify the public of how many parking spaces are available and when the parking lot is full. He said the Department is working on a parking lot notification system for Dockweiler State Beach.

Commissioner Sachs said there are parking space apps that can be accessed via Google. Mr. Jones replied that the Department is not going to create its own app for parking notifications;. however, it is exploring options to push the data to other apps.

0. LIFEGUARD REPORT

Beach statistics for the months of June, July and August were provided to the Beach Commission. Chief Fernando Boiteux was unable to attend this month's meeting.

7. COMMISSIONER COMMENTS

Ms. Baker talked about the upcoming Commission retreat. She explained that the Department learned that it did not have authority to retain a consultant for a retreat as originally envisioned. Instead, there will be a special offsite work and lunch meeting,

possibly at the Lifeguard Headquarters in Manhattan Beach. This will allow Commissioners to get to know each other better and develop a deeper understanding of the Commission and its function. The preliminary target date for the retreat is February.

Chair Duclos, Vice Chair Oschin, and Commissioners Raymond Dagit, Levy, Candace Nafissi, Emdee, and Sachs asked questions and/or provided input.

Chair Duclos asked Commissioners to advise Ms. Baker of potential facilitators for the retreat. He also recommended the Commission discuss the retreat topic and choose the target date at the October meeting.

As a follow-up to an earlier question about whether a facilitator could volunteer services, Commissioner Sachs asked if it would be a 700 Form violation if someone paid for a facilitator and donated the facilitator services to the Commission. County Counsel Christina Angeles said there would be no 700 Form violation if the services donated were under $10,000.

Commissioner Oschin requested the topic of County Measure W be added to the October Commission agenda. Chair Duclos asked for a draft news release, and Ms. Baker said one will be prepared for review. Commissioner Saito requested the draft news release be included in the meeting packet.

Commissioner Campbell asked for information on the election of chair and vice chair.

Commissioner Lay asked if the Redondo Beach Historical Society could present at the October Commission meeting regarding the history and renovation of the Grand Staircase by Veteran's Park in Redondo Beach. Chair Duclos said it would be possible.

8. COMMUNICATION FROM THE PUBLIC

Mr. Peter John Ruiz introduced himself as a member of the Venice Pier Project. He said over the past two years, vendors have been operating out of vans at the Department's parking lots in Venice. Mr. Ruiz said he had not seen Code Enforcement address those vendors, and local businesses are complaining. He requested the Department look into the issue. Mr. Jones replied that enforcement officers will take a look at the areas of concern; however, the Department does not have law enforcement powers.

The next Beach Commission Meeting is scheduled for October 24, 2018, at BURTON CHACE PARK COMMUNITY ROOM located at 13650 Mindanao Way, Marina del Rey, California, 90292.

Los Angeles County Beach Commission Supports Measure W,

the Safe, Clean Water Parcel Tax

MARINA DEL REY, California-Sept. 15, 2018-The Los Angeles County Beach

Commission today voted to support Measure W, a November ballot proposal that Commissioners said

would help protect the County's iconic beaches from trash and contaminants after rainfall.

The Commission voted unanimously to support the "Los Angeles Region's Public Health and

Safe, Clean Water Program," a property tax assessment that would generate $300 million per year to

fund projects and programs that capture, clean and conserve stormwater.

"After it rains, trash and contaminants flow from the storm drains onto the County's beaches and

into the ocean, harming people and marine life," said Jeff Duclos, Chair of the Commission, which serves

as an advisory board to the Los Angeles County Department of Beaches and Harbors. "Programs funded

by Measure W would help prevent polluted runoff from flowing to the coast."

If approved by the voters in November, County Measure W would fund projects and programs

that capture, clean, and conserve stormwater-increasing local water supplies, improving water quality,

and creating opportunities for new recreational green space and habitat. The measure would also help

protect coastal waters and beaches from the trash and contaminants that make people sick and threaten

marine life.

The programs would be paid for by a 2.5 cent parcel tax on impermeable areas, such as concrete

roofs and sidewalks. Low-income seniors and schools would be exempt from the parcel tax, and property

owners who have recently made qualifying improvements to their properties would be eligible for credits.

56™ ANNUAL MARINA DEL REY HOLIDAY BOAT PARADE Saturday, December 8, 2018

5:55 p.m. - 8:00 p.m.

After Snow Wonder, stay in the park to view the fireworks that will be shot off the south jetty at 5:55 p.m. to kick off the start of the Marina del Rey Holiday Boat Parade. Beautifully lit and decorated boats will participate in the event, which is free to the public. Boat owners will compete for numerous prize packages. Best spots for viewing the boat parade are Burton Chace Park, located at 13650 Mindanao Way, and Fisherman's Village, located at 13755 Fiji Way. This year's Grand Marshall is Los Angeles County Fourth District Supervisor Janice Hahn.

Beginning Sailing Dates: December 17 - 21: ; December 24 - 28 (No class on the 25th); and December 31 - January 4 (No class on the 151)

Los Angeles County Lifeguards will instruct sailing courses teaching students basic sailing knowledge and terms, boat maintenance and rigging, knot tying, tacking, docking and instruction to ocean sailing. Students will learn to sail on 14-foot Capri sailboats (with main sail and jib). In the final days of the session, students will get experience on 24-foot MacGregor sailboats.

Financial aid is available for qualified families. Please call for details.

Nicholas Canyon Beach Bluff Stabilization Concept Design - $110,000 The project includes development of a concept plan to remove the existing facilities at the end of Nicholas Canyon Beach, including the restrooms and septic system; picnic area adjacent to restrooms; and perform slope stabilization.

Status: The concept plan has been completed. Funding to develop construction design plans and begin construction is being sought.

Zuma Beach Restrooms Renovation (#6 and #8)-$1,000,000 The scope of work includes repairing the damaged block; removing and installing a new tile roof; replacing the existing floor and wall tiles; installing new toilet and sink fixtures; and installing new partitions with benches and grab bars to comply with the Americans with Disabilities Act (ADA).

Status: Project is scheduled to begin winter 2019/20.

Zuma Beach Repair To Food Concession Buildings - $200,000 This project is to replace three (3) metal roll-up window covers; swamp cooler equipment; and doors for two (2) food concession buildings.

Status: Project is-scheduled to begin Winter 2018/19.

Point Dume Beach Restrooms Replacement (#1 and #3) - $1 ,000,000 The scope of work includes demolishing existing buildings; installing new prefabricated restrooms; and tie into existing utilities.

Compliance with ADA will be addressed during the construction.

Status: Project is scheduled to begin fall 2018.

Topanga Beach View Pier Stairs Replacement- $125.000 The scope of work includes developing a set of plans; removing the existing stair structure; and installing a new one.

Status: Project is scheduled to begin fall 2018.

Venice Beach Lifeguard Headquarters Feasibility Study - TBD Project involves development of feasibility study to determine the scope for the lifeguard tower and refurbishment of building.

Status: Project is currently on hold until funding is identified and secured.

SUPERVISORIAL DISTRICT 4

Dockweiler RV Water Line Replacement - $645,000 The scope of work includes disconnecting and abandoning an existing water line and adding two new water mains and two new meters to service the RV Park.

Status: The County's Internal Services Department (ISO) is preparing the documentation required by the County's CEO staff, and the project is scheduled to begin winter 2019/20.

Dockweiler RV Park Expansion - $1 .965.000 Project includes expansion of RV Park to provide campervan campground spaces, including ADA accessibility.

Status: A hearing with the Coastal Commission will be set within the next three (3) months for the project's coastal development permit approval.

Manhattan Beach Maintenance Yard Structural Repairs - $1,364,000 The scope of work includes structural repairs to the cracked and damaged masonry walls, concrete columns, beams, stairs, second floor deck, and structural framing of roof and exterior balcony. Deferred maintenance repairs include replacement of exterior roll~up doors, roof exhaust fans, and exterior security lighting fixtures.

Status: Construction began week of October 8, 2018 and is expected to last four months.
