From the Commander
During the past few months, we have been planning to relocate to a new venue at
100 Edison Park Drive in Gaithersburg. The new location will allow police operations
to be housed together for efficiency. The building is not quite ready for us yet, as the
county is finalizing logistics for our space. We are therefore still operating from our
current location until further notice. We will notify the public as soon as we know the
date of the move. Rest assured that this transition will not affect any of our services.
In the last two months, there has been an increase in residential burglary and thefts
from vehicles in our district. Thieves enter homes when owners are away during the
day or in the evening. Please secure your homes and turn on alarms when you leave.
Lock your vehicles and remove all valuables from plain view. If you see suspicious
activity, call police (301-279-8000) immediately. Remember to get the tag number
and description of vehicles and their occupants.

New Deputy Commander
We welcome Lieutenant Edward Pallas to the 1st
District team as a deputy commander. Before his recent
promotion and transfer, Lt. Pallas was a longtime mem-
ber of the 6th District Special Assignment Team and an
instructor at the Leadership Institute of our police
training academy. He has been with the department for
17 years. He earned an MS in management from the
Johns Hopkins University and is currently pursuing a
doctorate in organizational leadership.
Officer of the Quarter
Congratulations to Police Officer III Mike McDannell
for receiving the 1st District Officer of the Quarter award.
Officer McDannell has been a great team player and an
effective mentor to less experienced officers, encouraging
them to work harder and sharing his criminal enforcement
skills. He has been extremely active in the community, pro-
ducing citations and arrests far above average. Admirable
leadership skills and a commendable work ethic make Offi-
cer McDannell an invaluable member of the 1st District
team.

Softball in the Park
Stat ion Happenings
On October 23, the Montgomery County Coalition for
the Homeless (MCCH) and our officers played a
friendly game of softball at David Skull Park in
Rockville. The game, requested by MCCH, was a
strategy to enhance relations between law enforce-
ment and homeless men who use MCCH services. We
hope to play basketball in the near future. Commu-
nity Services Officer Michael Prather regularly visits
the Gude Drive Men’s Shelter in Rockville.
June 2012 marked the 5th anniversary of our annual
Police Adventure Camp. As in previous years, campers
participated in fun activities such as arts/crafts, sports,
and lectures from various police personnel. The Crime
and Punishment Museum in downtown Washington also
allowed campers to tour the facility at no charge. We are
grateful to the following local businesses for supporting
the event: Target, The Fillmore of Silver Spring, Burger
King of Veirs Mill Road, Chipotle Mexican Grill of As-
pen Hill, and Giuseppe's Pizza of Rockville.

2012 National Night Out Graduation at the Ivymount School
The Ivymount School
celebrated its commence-
ment on June 7. Law-
rence Anderson, the class
speaker, expressed his
gratitude to the school
for giving him hope. As
he said it, “I’m successful
in life because of Ivymount. Now I see that good
things can happen if you put your mind to it. Well,
you cannot put a full life in a small box, so dream
big and remember that nothing is really over until
the moment you stop trying.”
The Ivymount is a non-profit school and outreach
center that provides quality educational programs
and therapeutic services to 4- to 21-years-olds with
special needs. It was founded in 1961 and has been
named twice by the U.S. Department of Education
as a Blue Ribbon School of Excellence. The director
of finance and administration, Lee Oppenheim,
represents the school on the 1st District advisory
board.
On August 7th, we
celebrated the annual
National Night Out
(NNO) at the Stoney
Mill Shopping Center.
Activities included the
moon bounce, refresh-
ments, and Apple
Dumpling the Clown.

Club of Gaithersburg.
Celebrated across the country, the NNO campaign in-
volves local events that engage communities in pre-
venting crime and drug abuse. The campaign also pro-
motes police-community partnerships and promotes a
neighborhood spirit.

Awards
Target of Rockville and Wheaton received an award from
the Maryland Community Crime Prevention Institute for
their outstanding efforts in proactive crime prevention.
Both stores have provided resources for our National
Night Out, Shop with a Cop, and the Police Adventure
Camp.
Award recipients will be recognized at the 33rd Annual
Governor's Crime Prevention Awards Ceremony in Glen
Burnie on December 4.
The 1st District’s Police Adventure Camp re-
ceived the 2012 National Association of Counties
(NACo) Achievement Award for its work with
children and youth. Started in 1970, the non-
competitive award program recognizes innova-
tive county government programs that improve
service delivery, achieve greater cost efficiency,
provide finer customer service, and help develop
a better-trained workforce. This year’s recipients
represent 99 of the approximately 3,143 counties
or county equivalents in the country. Three
Maryland counties were among the recipients:
Baltimore, Howard, and Montgomery.
