For every “visible” intervention…

Include an “invisible” counterpart

To contribute to a comprehensive development…

And its SUSTAINABILITY

SWOT Analysis

Problem Analysis

Unique identity•Geographic•TypologicalAvailability of land

• Sudden introduction of an external megaproject

• Mismanaged increase of density, speculation, gentrification

• Introduction of new typology forces rearrangement of space -> loss of uniqueness

• Missing the opportunity of catching the Tower / Observatory’s visitors

• Not very well connected to the rest of the city.

• Layout of the neighborhood as a disadvantage (infrastructure and services provision)

• The Gate of Collserola• Room to grow wisely (strategic densification) • Interesting disposition

of space to play with.• The Tower and the

Observatory of the city

From our analysis…

It relates to decisions that define expectations, grant power, or verify performance. Consistent management, cohesive policies, guidance, processes and decision-rights.

Addresses the continuum in which objects and events occur and have relative position and direction. The systematic framework that humans use to structure all experiences. (I.Kant)

Features land use, planning, zoning, density, environmental and transportation planning.Incorporates economics, design, ecology, sociology, geography, laws and politics.

• Flexibility in the standards of services provision. Bear with the expenses until higher density evens expenditure in Torre Baró and the rest of BCN

• Forest areas (sector 3) and other strategic spots: Right of pre-emption. Avoidance of speculation

• Law to estimulate productive use of the land. Empty plots and houses should not remain as such for a period longer than 5 years* or has to be sold to the municipality.

• Local experts. Managers of the specific areas of the community: Improvement of community-government communication Favela Barrio Case Study

The Proposal

Phases Estimated period of timeDesign, Planning year 1 year 2 year 3 year 4 year 5…  Meetings, consultations,…

Adjust the legal framework (right of pre-emption, revised building standard, land use,…)

Presenting the idea of the “Snakes and Laders approach” to the Neighbors’ Association and local leaders to define the community contribution and participation.

Implementation            Plots clearance

Build new staircases connecting streets in different levels

  Introduce common spaces, playgrounds,…

Introduce elements of the ““Snakes and Laders approach”

Open streets in order to establish a road circuit

Construction of new blocks in the current residential areas

  Introduction of the “balloon”

Introduce informative elements of possible routes (Colserolla Park, Tower, Baloon, Bars,…)

Construction of new blocks in the hill, connecting Torre Baro and Ciudat Meridiana

  Introduce a mini bus route

Intervention in the valley and aqueduct connected to a green network

Introduce a new program in Torre Baro and/or in Valbona (FabLab)

Spontaneous new interventions from the residents

Maintenance

Residents maintain areas near their plots and common areas

Government keep providing regular services and maintenance

Through Neighborhood's Association, select a local manager to support the District’s Council

Regulate and stimulate the establishment of workshops (carpentry, mechanics, welding,…)

Through the participation of existent associations and clubs in the improvements of the neighborhood, promote empowerment and share responsibilities with government

The new program introduced (FabLab,…) supports and finance activities

Risk Mitigation• Sudden introduction of

an external megaproject

• Mismanaged increase of density, speculation, gentrification

• Introduction of new typology forces rearrangement of space -> loss of uniqueness

• Missing the opportunity of catching the Tower / Observatory’s visitors

• Strengthen the neighborhood before introducing “The Gates of Collserola” Internal development

• Controlled and strategic increase of density. Right of pre-emption

• Enforcement of the original public space and typology. Growth adapts to it.

• Torre Baró is attractive enough to catch their own visitors (and the Tower’s)
