Reporting Reporting to System Operations Manager Tanzania Direct superior of -Acts as deputy for System Operations Manager, only in matters relating accounts and

Overall targets A Co-ordination and execution of finances: Ensure the quality of the financial transactions including
postings B Execution administration of human resources: Maintaining records for various social
contributions, Tanzania Revenue Authority (TRA) for permanent and temporary staff
Main tasksA 1) Execution and support
o Maintain transparency and accountability in financial operationso Prepare monthly/quarterly/annual or adhoc finance/administration reports for System
Operations Manager review and submissiono Control the vouchers and timely posting of country office transactions while ensuring that
they have passed through all procedures and controls/authorization before posting them in the financial books.
o Responsible for the voucher filing and maintaining the files in orderly mannero Maintanance of office registers, advance, asset, cash and bank etcso Processing the accounts payables and receivables.o Creating all vouchers for the bank/petty cash payments o Clearing the staff retirements after the field visits, controlling the vouchers with
corresponding receipts and preparation for their authorisation o Consolidating the Banana files from the projects under supervision of the Operations
Managero Oversee banking issues under supervision of System Operation Managero Providing feedback to the field finance team on project-level under supervision of
Operations Manager
2) Regulatoryo Coordination in obtaining formal permissions and needed clearances o Executing statutory compliances on matters related to Income tax, VAT/Service taxes
and other applicable local laws and timely reporting to relevant authorities

o Supporting regular internal and external auditing of Helvetas Swiss Intercooperation projects and partners as needed
o Support organization and donor compliance matters
B Human Resourceso Ensure medical coverage for the staff and maintaining the files for the WCF o Preparing the payroll and all the tasks bounded with it, including postings in the financial
books (paying social insurances, taxes etc.) under guidance of System Operations Manager
o Prepare all statutory contributions , social security, PAYE, WCF, HESLB etc. C Information Technology
o Support System Operations Manager in monitoring for the IT-server – back up, security, etc. working in close collaboration with an IT-firm
D Programme administrationoo Executing logistics (procurement, fleet,bookings etc) in cooperation with Assistant
Admin. Officer o Support program budgeting and monitoringo Develop and maintain close relationship with staff members in the country and with other
HELVETAS Swiss Intercooperation teams, either in Switzerland or in other partner countries
ResponsibilitiesA The financial books of the country programme are kept up-to-date
B Provide assistance to the System Operations Manager in any issue concerning the financial and administrative running of the Helvetas Swiss Intercooperation
C Assist in providing capacity building on Finance and Administration related issues to project and implementing partner’s staff

B) Competency profile
1. Basic educationMandatory
Bachelor degree in Business administration or Commerce with Account specialization. Optional
ACCA or Post Graduate Master Degree in business administration/ commerce with account specialization
2. Professional experienceMandatory
Over 3 years working experience in Finance/Accounting role Person having ACCA or post Graduate Master Degree need not to have work experience.
Optional Working experience with INGO or donor funded.
3. Methodological and/or leadership competenciesMandatory
Good organizational skills, ability to motivate staff members Good and active team member, with independence and well-structured mode of operation Willing to undertake duty travel, both domestic and international
