BACKGROUND

The Ministry of Commerce, Industries, labour and Immigration together with partnership from Ministry of Agriculture and Livestock, Bonale Land Trust Board, pineapple farmers of West Kwaio, Ministry of Development Planning and Aid Coordination and the Malaita Provincial Government are setting up a Community Cooperative Partnership to establish a Pineapple Factory/ Mill in Bonale, West Kwaio.

A pre-feasibility report made by Ministry of Commerce, Industries, labour and Immigration together with partnership from Ministry of Agriculture and Livestock, and Development Planning and Aid Coordination have highlighted the viability of the project. In July 2017, the cabinet have endorsed the finding and have asked for the implementation of the proposed project.

Therefore, the Project Steering Committee has been established to oversee and guide various technical ministries, stakeholders and contractors on effectively and efficiently implementing the various tasks/ milestones highlighted on advised timeframe and follows government financial, procurement and management procedures. Most of all of ensuring that development outreaches to the rural people and that the natural resources of all Solomon Islands are used to its fullest maximum for income and livelihood purposes and promote investment for all Solomon Islanders.

Thereby, one of the key areas that needs to be implemented for this project, are the implementation of the various technical studies. Thereby one of the key technical study to be carried out, is the Food and Technology Plan for the Bonale Pineapple and the West Kwaio pineapple farmer associates.

MAIN RESPONSIBILITIES

1. In close consultation with the Bonale Technical Working Committee, Working Group and Chief Industrial Officer to carry out the following work.

2. Develop an implementation manual that discloses proper Food Safety and Quality Management System that the new established Bonale Pineapple factory must adhere by to.

3. Provide Technical Support, capacity building and training to relevant staff of MCILI in regards to pineapple processing and following specific implementation of FSQMS in their respective countries (e.g. procedures, instructions, specifications, etc.) for WFP operations, partners and counterparts.

4. Establish relationships with key institutions and organizations working in the area of food safety and quality; build/strengthen local capacity for quality management/assurance in relation to activities with mentioned in the prefeasibility studies for the pineapple mill at Bonale.

5. Provide analysis of the food standards used in country.

6. Highlight the various equipment’s and utilities that are to be purchased to implement the pineapple mill at Bonale.

7. Highlight policies on implementation of Good Manufacturing Practices (GMP), Hazard Analysis Critical Control Point (HACCP) quality management system to ascertain the suitability (safety, quality, and stability) of products and their compliance with WFP’s requirements in the country and region.

8. In collaboration with identified Ministry of Agriculture and Livestock rep and the working group of Bonale Pineapple mill assess the quality of pineapple fruit that is being supplied by farmers of West Kwaio region and determine the quality of the product.

9. Identify and list out design of equipment, packaging, manufacturing labeling, storage room facilities, laboratory setup design and production design in collaboration with identified officers from Ministry of Agriculture and Livestock and Ministry of Commerce, Industries, Labor and Immigration and other stakeholders. Ensuring that the design and equipment follow the WFP international, regional and country requirements.

10. Establish and maintain collaboration with National Government reps in order to improve test methods for human consumption and nutrition needs.

11. Highlight the inspection needs that the new established company and pineapple suppliers in West Kwaio and even other regions need to adhere to according to the WFP regulation.

12. Ensure liaison and consultations with the technical team of the Bonale Pineapple Mill to seek to determine other working activities to perform.

13. Collate and analyze data related to food quality and safety, and formulate control measures to reduce commodity losses and food quality and safety issues;

14. Contribute to the preparation of reports related to food quality and safety issues;

15. Determine the food quality ingredients associated in producing the pineapple juice and if possible other key pineapple products.

CORE SKILLS Up to date knowledge and skills in the field of food processing, incl. food fortification, and quality

management in the food processing industry; Good analytical skills; Excellent knowledge of Microsoft Office (Outlook, Word, Excel, PowerPoint), Internet application and

research; Excellent written and oral communication and presentation skills; Mobility (ability to travel to the Malaita Province, about 40 % of working time);

COMPETENCES Resourcefulness, initiative, maturity of judgment, tact, negotiating skills; Service and Client orientation Demonstrated ability to develop and maintain effective work relationships with people of different

cultural and professional background; Ability to establish priorities and to plan, co-ordinate and monitor own work plan Flexibility to work in an environment with strict deadlines and changing operational priorities. Flexibility in accepting work assignments outside normal desk description.

QUALIFICATION Bachelor in Food Technology, Food Science or Food processing coupled with 5 years of experience in

the related field. Experience in Food Quality Assurance and Management, preferably in medium-scale food processing

enterprises in developing countries. Knowledge in factory audit Knowledge in Fortified Food production; Knowledge in Pulp and Pulses industry;

TIMELINE50 days working contract

BUDGET Estimated rate of $SBD2, 500 – $SBD 3, 000 per day

SUPERVISION

The Consultant will report directly to Director of Industrial Development, Mr. Jacob Gala, the technical management team of the Bonale Pineapple Project and the Permanent Secretary of Ministry of Commerce, Industries, Labour and Immigration.

In Malaita, the consultant will be supervised by Mr. Dona Maneotoa, the Chief Industrial Officer, Malaita Office, Ministry of Commerce, Industries, Labour and Immigration.

All of the consultants findings and reporting will be forwarded to the Technical Working Group of the Bonale Pineapple Factory Project and seek their clearance
