PERSPECTIVES

An-nyung-ha-se-yo!Wednesday, 16 May, 2012

“An-nyung-ha-se-yo!” This word maybe well familiar with Myanmar people especiallyyoung people who love to watch Korea TV soapoperas many of our channels are airing day andnight like in most of our neighboring countries.Since the Republic of Korea is a developed andan industrialized country many of theseyoungsters may even have a dream of workingin this fourth largest economy of Asia.

As for Myanmar, she can gain muchtechnological and technical expertise andbusiness experiences from the Northeast Asiancountry through mutual cooperation based oncommon interest. Koreans on their part seeMyanmar as a country where they can findnatural resources, cheap labor and investmentopportunities and extend their businesses.

Recently, Korean President Mr. LeeMyung-bak visited our country with the purposeof finding possible areas where the two countriescan work together and promote trade andinvestment sectors and holding a meeting withour President. At the meeting President UThein Sein elaborated on the nation’s reformsfor work facilitation of monetary, financial, tradeand investment sectors saying Koreangovernment and people should share their richexperiences in democratic reforms, economicdevelopment and social improvement withMyanmar and her people.

Mr. Lee suggested that political will, appropriate planning and human resourcesdevelopment are requirements for nationaldevelopment.

And in the first week of last April, NayPyi Taw witnessed an economic cooperationforum in which a large number of Myanmar andKorea entrepreneurs discussed ways forextending business cooperation based on mutualterms.

As Myanmar wishes to share knowledgeand experience with Korea and the NortheastAsian nation wishes to extend businessopportunities in the Southeast Asian nation, there is common ground that serves interest ofboth countries. Besides, Myanmar and Koreaare close friends since the establishment ofdiplomatic ties in 1975. So, let’s say “An-nyung-ha-se-yo” to our Korean friends!

This year’s International Day of Families highlightsthe need for work-family balance. The aim is to help workerseverywhere provide for their families financially andemotionally, while also contributing to the socio-economicdevelopment of their societies.

Current trends underscore the growing importance ofwork-family policies. These include greater participationby women in the labour market, and growing urbanizationand mobility in search for jobs. As families become smallerand generations live apart, extended kin are less availableto offer care, and employed parents face rising challenges.

Millions of people around the world lack decentworking conditions and the social support to care for theirfamilies. Affordable quality childcare is rarely available indeveloping countries, where many parents are forced toleave their preschool children home alone. Many youngchildren are also left in the care of older siblings who, inturn, are pulled from school.

A number of countries offer generous leave provisionsfor mothers and fathers. Many more, however, extend fewcomprehensive benefits in line with international standards.Paternity leave provisions are still rare in the majority ofdeveloping countries.

Flexible working arrangements, including staggeredworking hours, compressed work schedules ortelecommuting, are becoming more widely available-butthere is much room for improvement everywhere. I amcommitted to this in our own organization, where we arecurrently looking at our own arrangements, and seeingwhat we can do better.

We need to respond to the ever-changing complexitiesof work and family life. I welcome the establishment offamily-friendly workplaces through parental leaveprovisions, flexible working arrangements and betterchildcare.

Such policies and programmes are critical to enhancingthe work-family balance. These actions can also lead tobetter working conditions, grater employee health andproductivity, and a more concerted focus on gender equality.

Work-family balance policies demonstrate both agovernment’s commitment to the well-being of familiesand the private sector’s commitment to social responsibility.

On this International Day of Families, let us renew ourpledge to promote work-family balance for the benefit offamilies and society at large.—UNIC/Yangon

Science & Technology Science & Technology Science & TechnologyBillions of life bearing planets float in the milky way

LONDON, 15 May—A fewhundred thousand billionfree-floating life-bearingearth-sized planets may existin the space between stars inthe Milky Way, says a study.

The idea is beingpropounded by an inter-national team of astronomersled by Chandra Wickrama-singhe, professor and directorof the Buckingham Centre forAstrobiology at the Universityof Buckingham.

They have proposed thatthese life-bearing planetsoriginated in the earlyuniverse within a few millionyears of the Big Bang, andthat they make up most of theso-called “missing mass” ofgalaxies, the journalAstrophysics and SpaceScience reported.

The scientists calculatethat such a planetary body

would cross the inner solarsystem every 25 million yearson the average and duringeach transit, zodiacal dust, including a component of thesolar system’s living cells, becomes implanted at itssurface.

The free-floating planetswould then have the addedproperty of mixing the

products of local biologicalevolution on a galaxy-widescale, according to a statementof Buckingham University.

Since 1995, when the firstextra solar planet wasreported, interest in searchingfor planets has reached afeverish pitch. The 750 or sodetections of exo-planets areall of planets orbiting stars,

and very few, if any, havebeen deemed potentialcandidates for life.

The possibility of a muchlarger number of planets wasfirst suggested in earlierstudies where the effects ofgravitational lensing ofdistant quasars (most distantobjects) by interveningplanet-sized bodies weremeasured.

Recently several groupsof investigators havesuggested that a few billionsuch objects could exist in thegalaxy.

Wickramasinghe andteam have increased this grandtotal of planets to a fewhundred thousand billion (afew thousand for every MilkyWay star) — each oneharbouring the legacy ofcosmic primordial (beginn-ing) life.—Internet

Low cost metallic paper touchpads‘offer high-tech functionality’

SACRAMENTO, 15 May— California lawmakers say they’retaking action against employers demanding access to Facebookaccounts of employees or job applicants.

If a bill in the California Legislature is successful, the statewill become the second, after Maryland, to ban the practice ofemployers asking for access to social media accounts ofworkers or applicants, ZDNet com reported on Sunday.

The bill, which was introduced in late February, passedthe House unanimously and has now moved onto the Senatefloor. Democratic Assembly member Nora Campos of SanJose, the bill’s author, says there must be social media privacylaws to protect employees.

“I am proud to have received this overwhelming show ofsupport for the protection of our privacy rights,” Campos saidin a statement. “I look forward to working with the Senate andthe governor to ensure that this bill is enacted into law.”

Similar measures are being considered in many otherstates and lawmakers in the US House and Senate are workingon legislation that would ban the practice nationally, thereport said.—Internet

WASHINGTON, 15 May—Present day computertouchscreens, which are nearlyubiquitous on laptops, tabletsand smartphones, are oftenmade of glass or plastic that isheavy, inflexible and evenbreakable. But now, resear-chers have devised a way tomake computer touch-screensout of paper, which islightweight, flexible andcheap. Use of papertouchscreens could range fromelectronic devices tonutritional labels and pricetags.

“We are interested indesigning systems that use lowcost materials to provide high-tech functionality,” saidMazzeo.

Aluminum conductselectrical charges. Putting twosheets of the metallic papernext to each makes a capacitor,a device that stores an electricalcharge. With the help of anexternal circuit, the metallized

material becomes a surface thatcan detect charges. When aperson touches the paper layer, the amount of charge in thepaper goes up - just like it doeson a glass or plastictouchscreen.

To build a keyboard, theresearchers used a laser to etchcuts into the metal-coatedpaper. The paper is fairlycheap, approximately 25 centsper square metre, which impliesthat a nine-digit keypad thesize of those on a calculatorcould be made for a few cents.

The work has beenpublished in the journalAdvanced Materials.

Bacteria seen as biofuel production keyLIVERMORE, 15 May—Understanding the makeup of a bacterium found in the soil of a tropical

rainforest may lead to more efficient production of biofuels, US researchers say.The production of liquid fuels derived from plant biomass offers a promising technology

for reducing greenhouse gas emissions and dependence on fossil fuels, but toxic chemicals, especially salty solvents, used in the first steps in the process are often harmful to bacteria thenused to break down the biomass, they said. Now scientists led by researchers at the LawrenceLivermore National Laboratory in California have discovered how certain bacteria can toleratethose man-made toxic chemicals used in making biofuels. “Discovering microbes naturallytolerant to salty liquids and understanding their mechanisms of tolerance should significantlyenhance biofuel production,” Lawrence Livermore’s Michael Thelen said.

Microbes in natural environments such as decomposing forest soils produce highly efficientenzymes to degrade biomass and are often able to adapt to stressful changes in their environment, the researchers found. The researchers focused on enterobacter lignolyticus strain SCF1, abacterium that can degrade biomass, and found SCF1 grows well in the presence of relatively highconcentrations of the salty liquids used in a pretreatment step in biofuel production. “Vigorousefforts to discover and analyze micro-organizms with properties similar to those of SCF1 have thepotential to greatly benefit industrial processes,” Thelen said.—Internet

Fat turns into flab three hours after big mealLONDON, 15 May—An

average person can virtuallyadd two to three teaspoons offat to his or her waistline in amatter of hours after eating.Fat from meals eaten later inthe day is more likely to bestored around the middle.

The finding that it ispossible to ‘become fat’ withinthree hours contradicts thewidely-held belief that weightgain is gradual. It had beenthought that fat from food wastransported from the gut intothe blood, where it could beused by the muscles as needed.

Any excess was thoughtto be slowly removed andstored in the fatty, or adipose, tissue around the waist, hipsand legs. However, theOxford University researchsuggests a more complex -and rapid - process, the Daily

Mail reports.In the experiments,

volunteers ate fat which couldbe traced around the body. This was found to take aroundan hour to be broken down inthe gut and then enter thebloodstream as tiny droplets.

The droplets are thenwhisked around the body —but not for long — beforethey are ‘caught’ and stored.“The process is very fast,”said Fredrik Karpe, professorof metabolic medicine atOxford. “The cells in theadipose tissue around thewaist catch the fat droplets asthe blood carries them andincorporates them into thecells for storage.”

Only a small amount ofthe fat found in breakfasttakes this route. But, bydinner, the amount rises to

half.This is due to hormonal

changes that occur later inthe day which make it easierfor the stores in the waistlineto trap passing fat droplets. Ina dinner with 0 grams of fat,two to three teaspoons willquickly gather around thewaist.

The good news is thestorage system is temporary, with the fat deposited quicklydrawn on, or mobilised, tofeed our muscles. But whenwe overeat, it is a differentstory, Karpe warns.

“If you eat too much, you don’t get into this phaseof starting to mobilise it,” hesaid. ‘There will just beconstant accumulation andyou will start to put onweight,” concluded Karpe.

BRUSSELS, 15 May—Vitamin K2 has shownpromise in the treatment ofParkinson’s, a conditioncharacterised by lack ofmovement, tremors andmuscle stiffness. Usingvitamin K2, Patrik Verstreken, from the Flanders Institute forBiotechnology (VIB) andcolleagues from NorthernIllinois University, succeededin undoing the effect of one ofthe genetic defects that leadsto Parkinson’s.

“It appears from ourresearch that—ministeringvitamin K2 could possiblyhelp patients with Parkinson’s.However, more work needs tobe done to understand thisbetter,” adds Verstreken, thejournal Science reports.

Mitochondria at the heartof each cell is the source ofenergy for cellular activitiesand their movements. Theygenerate this fuel bytransporting electrons, according to a VIB statement.

In Parkinson’s patients, the activity of mitochondriaand the transport of electronssuffer a disruption, whichslows down the process ofproducing sufficient energyfor the cell. Consequently, certain neurons or brain cellsstart dying off, disrupting

communication betweenthem, which produce typicalParkinson’s symptoms - lackof movement, tremors andmuscle stiffness.

One of the geneticmutations found inParkinson’s patients, includesthe so-called PINK1.Researchers also found it infruitflies. Mitochondria inthese insects were just asdefective as in Parkinson’s

patients, rendering them toopowerless to fly.

But once they wereadministered vitamin K2, theenergy production in theirmitochondria normalised andthey were able to fly. Theenergy production was restoredbecause the vitamin K2 hadimproved electron transportin the mitochondria. This inturn led to improved energyproduction.—Internet

Mexico massacre highlightsunknown drug war victims

MONTERREY, 15 May—Even if someone had not choppedthe heads, hands and feet off the victims first, the chances ofinvestigators identifying the 49 bodies dumped on a road innorthern Mexico this weekend would have been far fromcertain. Catching the killers may prove an even harder task.

More than 8,000 corpses left across Mexico since 2006have not been identified, according to the National HumanRights Commission, a government-run body.

At the same time, more than 5,000 people who havedisappeared during the drug violence sweeping the countryhave never been tracked down, according to the commission.

The failure to find and identify victims of massacres andmurders has spurred criticism of the war on drug gangs wagedby President Felipe Calderon since he took office in late 2006.

The thousands of grieving families searching for lostloved-ones are also likely to haunt Calderon’s successor, whowill be chosen in presidential elections on 1 July.

“When you can’t find your family member it completelydestroys you,” said Irma Hidalgo, whose 18-year old son wasdragged from her home in Monterrey in 2011. “We just wantto know if he is alive - or if not, then lay him to rest.”

Hidalgo immediately called the Monterrey morguefollowing the discovery of the pile of dead outside the city onSunday, but police told her not to come in because they saidthe bodies were so badly mutilated they were only identifiablewith DNA. She has already given her DNA samples to stateand federal police and is assured they will be compared withthe victims.—Reuters

In this world nothing is eternal butchange. Everything changes at one pointor another, except for one thing, and thatis change itself. So changes never change.Change actually is to alter or to makedifferent or to cause to pass from one stateto another. Here, the truth is we cannotmake change without inconvenience. So,it is natural we sometimes hate changealthough it is the only thing that has beenthe source of development for mankind.Impermanence

As we are intelligent beings we canknow that things are impermanent, but theproblem here is we don’t see things thatway. Generally, the impermanence(anicca) in the minds of many of us is anunpleasant fact we would like to ignore. We wrongly assume most of the thingsaround us durable and fixed. So, we havea tendency of staying in places we feelcomfortable and safe, and we don’t wantany change to them. But we must knowevery change paves the way for thecommencement of more changes.

In reality, our world itself is a place ofconstant changes since its formationaround 4.54 billion years ago. Thanks toour ever changing planet, organismscontinuously evolve, followed by theemergence and extinction of life forms ofvarious species from time to time and ageto age. It is the evolution that has beencreating living things from prokaryotes, complex creatures and plants to mammals, birds and modern-day humans.Continental drift goes on every second

Changes never change

Changesneverchange Tin Maung Than

till now driven by the force of plate tectonicsshaping the natural features of landmassesand oceans as well as the life they areharbouring. In addition, the biosphere hashad a major impact on the atmosphere andother biotic conditions on the planet, helping form the ozone layer and soil, andproliferate oxygen in every part of the world.Likewise, countries of the world are alsochanging in one way or another as changeis the only means of survival in this highlycompetitive global trend.

One of the universal truths Lord Buddhataught mankind is that there are continuouschanges due to the law of cause and effect. This is the same law of cause and effectscience has already discovered. So we cansay, science and Buddhism have similarities. From the Buddhism point of view, all are ina state of flux, ever changing, ever moving, and permanence being simply a sheerillusion.

This illusion, according the Buddha, causes all sorts of problems for us humans.Buddhism has evolved in response tochanging circumstances.Life’s like river

According to the teachings of theBuddha, life is like a river, which is a momentpreceding step by step, a series of differentmoments in a row, joining together as onecontinuous flow.

The river of yesterday is not the same asthe river of today. Moment by moment, it ischanging. So does life. It changescontinuously, becomes something or theother from moment to moment.

In our world, everything flows andnothing remains unchanged; everythingmoves over to make room for others andnothing is permanent.

The red hot molten lava comes out frombeneath the earth and becomes cold andsolid on the surface. Ice melts because of thewarmth of sunlight, and water evaporatesinto vapor. Vapor also becomes water againand freezing temperatures can turn waterinto ice. Truthfully, everything ischangeable and everything appears and thendisappears.

Naturally, we humans have to passthrough different stages in life fromchildhood to adulthood, middle age andold age which in fact are not the same at any

specified time. The child is not the samewhen he grows up and becomes a youngman, nor when the latter turns into an oldman. Although a tree grows from a seed, thetwo are totally different from one another.Likewise, the fruit is not the tree albeit it isa product of the tree itself.

Essentially, change is nature’s way orthe inescapable universal constant. It willbe easier for us to make changes in our ownlives only if we understand and accept thatchange in fact is a law of nature whileembracing it in a correct way. In fact, thereis no perfect peace, but only theimpermanence (anicca) and the changesthat never change until we pass beyond theagony of life and death.

Employment to rise for first time in a year — poll

LONDON, 15 May—Employers plan to increasestaffing for the first time in ayear, a survey showed onMonday, raising hopes thathigher employment mayboost morale and consumerspending.

However, the CharteredInstitute of Personnel andDevelopment (CIPD), whichcommissions the quarterlypoll, warned that a

“zigzagging economicbackdrop” could make ithard to sustain any short-termrecovery in the labour market.

“News of a double-diprecession may cause someemployers to reassess currentstaffing levels, especiallywhile labour costs are risingand productivity is falling,”said Gerwyn Davies, publicpolicy adviser at the CIPD.

“The current economic

situation facing recruiterslooks unusually difficult toread, which may lead toswings in confidence for therest of the year ... compared tothe slow, gradual rise inunemployment recordedduring the past year.”

The survey of more than1,000 employers in private, public and voluntaryorganisations was carried outby YouGov between 28February and 26 March, before official data in Aprilshowed that Britain’seconomy had unexpectedlyslipped into its secondrecession since the financialcrisis began.

Trilateral deal could balance agro tradeBEIJING, 15 May—China

will work to strike a balancein its agricultural trade withJapan and South Korea byproviding reasonably pricedagricultural products as along-discussed free tradeagreement among the threecountries is poised to comeinto existence, according tothe Ministry of Commerce.

“China won’t compre-hensively charge high pricesfor its agricultural productswhen they enter Japanese andSouth Korean marketsfollowing the establishment

of a trilateral free tradeagreement,” said SunYuanjiang, deputy director-general of the internationaldepartment of the ministry.

China, Japan and SouthKorea, East Asia’s threeleading economies, agreedon Sunday at a Beijingsummit to start talking aboutforming a free tradeagreement this year.

Sun, who is also the chiefChinese negotiator for theagreement, said Japan andSouth Korea overprotecttheir own agricultural

industries and that tradedisputes over agriculturegoods have put up a barrier tothe establishment of anagreement.

According to a surveyby the Organization forEconomic Cooperation &Development — an organiza-tion that promotes worldtrade and helps to coordinateits members’ economicpolicies — 63 percent ofSouth Korean farmers’revenues come fromgovernment subsidies. ForJapanese farmers, the numberis 53 percent.

These are the two highestpercentages for any countriesin the world.

“Overprotection hasresulted in the price ofagricultural goods in Japanand South Korea beingunreasonably high,” saidBian Zhenhu, director at theministry’s China Chamber ofCommerce of Foodstuffs &Native Produce. “In contrast,Chinese agricultural goodsare less expensive.”

EU to lodge suit against Argentina with WTOMADRID, 15 May—The European Union

has agreed to file a trade suit againstArgentina’s import restrictions with theWorld Trade Organization (WTO), a seniorSpanish government source said on Monday.

The suit is not directly linked toArgentine President Cristina Fernandez’sdecision to seize control of its biggest oilcompany, YPF, a subsidiary of Spain’sRepsol.

But the move last month played a role inthe EU’s decision, the source told Reuters.

“The European Union has decided tofile a complaint (with the WTO) which willmean, if the EU wins, very serious tradesanctions for Argentina,” the source said.

“The EU’s decisions follow from all thenon-fulfillments which Argentina has built

up before the WTO. The Repsol problem hasreally just been the straw that broke thecamel’s back.”

The complaint will be lodged with theWTO within the next few days, the sourcesaid. A spokesman for EU trade commissionerKarel de Gucht could not immediately bereached for comment.

The issue prompted a war of wordsbetween the South American country and atleast 14 of its trading partners in recent weeks.

US Ambassador to the WTO MichaelPunke led the criticism at a 30 March meetingof the WTO’s Goods Council, where he saidArgentina had put a blanket restriction ontrade by requiring import licenses on allimported goods from 1 Feb this year.

Watson book calls Murdoch empire a “shadow state”NEW YORK, 15 May—

“Dial M For Murdoch: NewsCorporation and theCorruption of Britain” isamong the moreprovocatively titled booksabout Rupert Murdoch, thecontroversial head of globalnews conglomerate NewsCorp, owner of FOX News, the Wall Street Journal andother media brands.

True to its nod to theAlfred Hitchcock thriller, thebook is a suspenseful tale ofthe ongoing phone hackingscandal in Britain from oneof its key players: TomWatson, a Labour Partymember of Parliament andone the fiercest critics ofMurdoch’s media empire, who co-authored the bookwith The Independent’sMartin Hickman.

As its subtitle suggests,it also offers passionate andaggrieved claims about thepower that Murdoch andNews International, thepublisher of News Corp’sBritish titles, gained in recentyears and about how they

sought to protect that powerwith an all-embracingapparatus of intimidation.

“Incompetence alonecannot explain all of thesefailures,” the authors write, citing the failure of ScotlandYard, most UK media andmany top politicians for failingto prevent or even adequatelyprobe the phone hackingscandal that surfaced in 2009.

“Fear allowed the phonehacking scandal to happen -

fear of public humiliation foran indiscretion, fear of notwinning that glowingendorsement,” the bookstates.

The book comes as thescandal continues to rivet theUK, where on 1 May aparliamentary committee —including Watson - conclud-ed the 81-year old Murdochwas “not a fit person” to leada global media firm.

Emergency transmitterfound at Indonesia crash site

JAKARTA, 15 May—Search teams on Monday found anemergency transmitter from the Russian jet that slammedinto a dormant volcano in Indonesia but said they are yet tolocate the flight recorders that could explain the deadlycrash. Russian experts and Indonesian searchers combingthe remote area where the Sukhoi Superjet 100 crashed onWednesday, killing all 45 on board, found the emergencylocator transmitter (ELT) and other instruments in a deepravine on Mount Salak.

The old-model transmitter, which sends out a distresssignal in the event of a crash, would not have been able tocommunicate via satellite but was designed to be picked upby rescuers on the ground, or by airport control towers, rescuechief Daryatmo said.

Officials have said they did not receive a signal after theaccident. Dozens of Russian experts have flown to Indonesiain recent days to join the investigation.
