    1. INTRODUCTION

    JQ Builders & Contractors has completed Site Assessment of(50m60m)Approximately1.5 Jirub Urgun District UP DHQ facility, Paktika Province Afghanistan. The site is locatedon normal grade area; the land is totally private property. Governments dont have land forUrgun District UP DHQ facility. The North Side of the proposed site there is one Fuel Pumpand one Existing District Headquarter & fuel station is close to the proposed site. ProposedSite is Located on the main road which comes from Sarobi to Urgun. Total population ofUrgun District is about 90,000 peoples. The site visit was conducted on 11 August 2011 forthe Uniform Police District Headquarter (UP DHQ).

    Note: Total Private Land belongs to local people. The proposed private land near to main roadof Sarobi to Urgun.

    This effort was preliminary to a Master Planning effort including assessment of the following;

    1. Land Ownership Certificate2. Transfer of Land Ownership to Government (Mol)3. Land Ownership for Access Road4. Land Ownership for Well Drilling5. Adjacent Land Use6. General Availability of Utilities on Site7. Site Condition8. Access Roads9. Availability of Construction Materials and Labor10. Availability Clinics, Fuel and Public Transportation

    According to the government officials the site assessment of foresaid land was not inclusive inthe master plan of Mol.

    2. FUTURE DEVELOPMENT

    The project site is not anticipated to accommodate a Uniform Police District Headquarter (UPDHQ), because the proposed Site is under Construction. Its already transferred fromGovernment to local on sale basis. The proposed Site and the surrounding area are on PrivateConstruction right now.

    3. SITE ASSESSMENT

    3.1. Site Location

    The Site is located in Urgun District on the normal grade area; Current Private Proposed Site ofUP DHQ facilities at a Distance of 10 m from Main Road to Sarobi district and about 45 kmaway from Sharana city the capital of Paktika province. All four Sides area of proposed side isbelong to private property; the local people use this land for their private use, not to transfer this

    land for Construction of District Head Quarter. The sites average elevations, (GPS SiteRecorder) are between 2,224 meter to 2,225 meters.

    3.2 Site Ownership

    The proposed site land was belongs to locals of Urgun district.

    3.3 Site Current Condition

    The proposed site is located on normal area, no need of considerable grading & filling will

    require getting a constructible site, and the site will need about 10 m Road construction for join

    the main road which goes from urgun to sarobi. The Water well will be drilled at center of site.

    Water table in proposed site is 25m to 30 meter.

    3.4 Surrounding Site

    The surrounding area is even & smooth, government not allowed us to construct District

    Headquarter facilities. The Site is located on normal grade area. The all four sides of the

    proposed site are surrounded by fuel pump, one Rent Car Showroom & other local private

    homes. Surrounding area is belonging to private property. Government has no land for any

    facility construction.

    3.5 Site Topography

    The Proposed Site is Located on normal grade area, the site has soil, Gravel and no rocky

    surface. The highest elevation is at the North corner (P4) and the remaining sides are in same

    grade. Proposed site is on one meter slope.

    SITE ASSESSMENT

    3.6 Site Drainage

    The site generally drains from East to West.

    3.6 Proposed Site Water Well Data

    Water table in proposed site is 25 m to 30 m.According to Local Community & Government

    record water is available in 25 m to 30 m.the water table in Urgun is different indifferent

    locations.becuase there are different water channels in land. Some where you find water in 25

    meters, and in few locations you find it in 30 meters. According to GPS Records we find it in 25

    meter.

    3.7 Mines and unexploded Ordnances

    Based on information from locals and District Police Commander and Provincial Commander,

    there is no signs of UXO hazards on the site. However, no documentation for mine clearing of

    the site was available.

    3.8 Site Access

    The proposed site is located on the main road on 10 meter.100 meter away from main bazaar.

    And 45 Km away from Sharana. The Site actual construction can be started without any cutting

    and grading. Proposed Site is situated on the main road from urgun to sarobi.

    3.9 Resources

    1. Construction Machinery, locally available, and 45 Km from Sharana

    2. Skilled and Unskilled Labor, available in Urgun district

    3. Cement, Steel Bar and Gypsum, 45 Km from Sharana city,

    4. Crushed Aggregate, 3 km from Urgun city

    5. Bricks, 1 Km from Urgun city

    6. Sand and Gravel, 2 km from locally available.

    7. Stone, 3 km locally available.

    8. Medical Clinic, District center on Main road market

    9. Fuel Point, Near by Proposed site on 30 meter.

    10. Water Well Should be drilled for construction

    11. Water Table at Off Site 25m to 30 m

    As of document No. 35, Dated: 17.5.1390 the 505 Spin Ghar Zone Police

    department on letter No. 244/197 in this regard just sent one document. The

    sketch of HQ building was with the engineer, on the time of coordination the

    ANP was on the spot, though the building land is allocated on the street to the

    south and close of Sarobi district administration office compound which one was

    sketched for the building. The inquiry attached with the document is sent to the

    Urgun district municipality admin office. Regarding the issue we need your

    necessary action.

    of this HQ on predication No 244/197 the survey team introduced to the

    Urgun district for the verification of government property. Must mention that

    security HQ of Urgun district based on missive 1025/1438 dated: 22.5.1390

    attached of inquiry from municipality of that district asked for information

    but the municipality has mentioned that the land for the security HQ of

    Urgun district is not inclusive in master plan and there is no land for the

    Urgun HQ building construction.

    Though a copy of the attached missive is sent to the security HQ of Urgun district

    and a copy of inquiry of Urgun municipality is sent to your honor. It will be

    accomplished as of your requirement.
