1 GENERAL INFORMATION

1.1 COUNTRY CONTEXT

With the continued deterioration of the situation in Syria, massive movements of refugees swept through many neighboring countries mainly Jordan, Turkey, Iraq, Egypt and Lebanon exerting additional burden on the hosting communities who already suffer from limited social services, employment and other economic opportunities. In Lebanon, number of Syrian refuges exceeded the one million, out of which only 881,755 refugees have been registered by the United Nations High Commissioner for Refugees based on recent statistics issued on February 14, 2014. The refugees are distributed randomly across Lebanon. The majority are split between the North (28%) and the Bekaa (34%), while the rest are spread among Beirut & Mount Lebanon (26%), and the South (12%). In view of the current situation, UNDP jointly with the Ministry of Social Affairs launched the “Lebanese Host Communities Support Project” early 2013 as a comprehensive, coordinated and durable response towards the Syrian Refugee Crisis and its implications on the country. The project aims at creating livelihoods and economic opportunities for host communities, strengthening the capacity of local and national actors to deliver basic services in an inclusive and participatory manner, improving local level dispute resolution and community security and tackling local development issues in crisis conditions. ART GOLD Programme supported technically the “Lebanese Host Communities Support Project” given its long experiences at the field level. On parallel, ART GOLD Programme continued adhering local development in crisis conditions on issues of governance, support to social services, local economic development and networks of decentralized cooperation.

2 A District or “Qada” is a form of administrative division that comprises a number of municipalities. There are 25 districts

distributed across five “governorates”/regions in Lebanon. Districts vary in size and density of population.

1.3 SUMMARY OF THE PROGRAMME: BACKGROUND AND MAIN RESULTS UNTIL 2013

- Background of the Programme:

The ART Global Initiative (Articulation of Territorial and Thematic Networks of Cooperation for Human Development) is UNDP's international cooperation initiative promoting the formulation and implementation of a legal, programmatic, operational and administrative framework - the ART Framework-Programme - in the countries that request it.

UNDP launched the ART Global Initiative in 2005, as part of its commitment to support countries in their efforts to accelerate progress on the MDGs and achieve sustainable development. Since then, the initiative has demonstrated that regional, municipal and local authorities have an important role to play in promoting sustainable development.

The initiative is also an important entry point for Decentralized Cooperation partners to UNDP and the development system, as it offers a tested multilateral framework to assist in identifying the territories' needs and priorities and in making the territories' voices heard. With its experience in the field, large networks of decentralized cooperation partners and closeness to local and sub national authorities, the ART Initiative can be the catalyst for achieving sustainable development for all.

In March 2007, the ART Lebanon Programme began implementation of its initiatives in four priority regions in the country, characterized by their high levels of poverty and deep economic problems: the Interprovincial Region of Northern Lebanon (3 Kadas: Akkar, Minieh/Dinniyeh, and Tripoli), the Interprovincial Region of Southern Lebanon (5 Kadas: Marjeyon, Bint Jbeil, Nabatiyeh, Tyre and Hasbaya), the Bekaa Region (5 Kadas: Rashaya and West Bekaa, Hermel, Baalbeck and Zahle) and the Southern Suburbs of Beirut (1 kada: Mount Lebanon). The programme, managed at the national level by the Government of Lebanon represented by the Council for Development and Reconstruction (CDR) and the UNDP.

During 2013, UNDP and CDR launched phase II of the programme for additional three years (2013 – 2015). For the next phase, the programme will continue strengthening the decentralized cooperation partnerships, ensuring the activation of the national committee and supporting the sustainability of the Local Economic Development Agencies in the four regions (North, Bekaa, South and Beirut Southern Suburbs).

Activity 1

The socio economic conditions improved through decentralized cooperation partnerships

1.1 The management of touristic and cultural sites in El Fayhaa enhanced

- The cost sharing agreement between UNDP and Marseille Municipality has been signed. - Mobile application for 25 touristic sites within Tripoli is accessible to the public.

A technical Mission from Marseille arrived in February 2013 to provide technical assistance to the IT department within Union of El Fayhaa Municipality to build a mobile application to locate touristic sites and provide information to the public. In this regard, different meetings were held with the concerned local authorities to agree on the historical sites to be tagged. Around 25 historical sites within Tripoli, Mina and Bedawi cities were selected. The mobile application and the tagging has been almost finalized.

- Finalization of the mobile application and tagging

- Adding UNDP logo to the tagging.

- Launching officially the project.

1.2 Youth capacity building strengthened

- TOT football training for coaches conducted. - Sport tournament for 6 teams was held engaging around 90 youth.

TOT football training for coaches was conducted to enhance the skills football players of 6 teams. The trainees organized with their local teams and clubs, a mini football tournament in Halba for five days, with the participation of more than 90 players from the 6 targeted teams. In this regard, sports uniforms for the teams were distributed prior to the mini-football tournament.

1.3 Sports facilities infrastructure enhanced

- Mini football playground in Halba was rehabilitated with artificial grass

A grant agreement has been signed with the Environment Scouts Association; and the project has been completed

- Ensure the sustainability of the project by the Scout Association.

1.4 The role and functioning of the PHCCs in Wadi Khaled enhanced

Cost sharing agreement between UNDP and the Italian Embassy signed to enhance the role of the PHCC in Wadi Khaled.

A mission from Tuscany region took place in April 2013 to assess the situation of the health care centers within Wadi Khaled region. In this regard, different meetings were held with several municipalities in Wadi Khaled and field visits were conducted to three health centers in Akkar region: Makased in Wadi Khaled, Hariri in Akkar Atika and Municipal Health centre in Mishmesh. Based on the field visits, the members of the mission decided to focus on Wadi Khaled PHCCs to enhance the health system . A cost-sharing agreement has been signed between UNDP and the Italian Embassy to finance the enhancing of the PHCC role in Wadi Khaled. (project ongoing).

- Implementation of the project based on the cost sharing agreement signed with the Italian Embassy.

Activity 2: Local Economic Development Agencies Strengthened

2.1: Local Economic Development Agency (LEDA) in North Lebanon strengthened.

Agreement with LEDA North was signed to ensure its sustainability for the coming three years.

In the second half of 2013, a grant agreement was signed with North LEDA to cover the operation cost of the three coming years based on assessment done by Giancarlo Canzanelli and a action plan identified.

- Continue to support LEDA until it becomes self sustainable after 2015.

Territory: South Lebanon and Nabatieh

Output 1. Capacities of institutions, local authorities and community groups strengthened for effective formulation and

implementation of social, environment and economic development plans in South Lebanon.

Activity 1: The socio economic conditions improved through decentralized cooperation partnerships

1.1 Territorial planning in energy and waste management enhanced within Union of Jabal Amel Municipalities

Observatory for Union of Municipalities of Jabal Amel is in place.

Implementation of the ENPI Project “Local Agenda 21 in territorial planning in energy and waste management”. Main achievements: - Establishment of an observatory within

Union of Municipalities of Jabal Amel building for data collection and analysis. In this regard, procurement of GIS software and satellite images was done.

- Contracting a local Consultant to prepare a study on Territorial Planning in Energy and Waste Management for 16 villages.

Continue the implementation of the project.

1.2 Youth activities supported

Cultural and educational center for youth established in Kawkaba village

A grant agreement with Al Salam organization was signed for the establishment of the youth cultural and educational center in Kawkaba village. The center was equipped with IT supplies and sound system.

Territory: Bekaa

Output 1. Capacities of institutions, local authorities and community groups strengthened for effective

formulation and implementation of social, environment and economic development plans in Bekaa region.

Activity 1: The socio economic conditions improved through decentralized cooperation partnerships

1.1 Sustainable tourism concept is promoted with Bekaa and Chouf districts.

- Vision & Mission statements for Baalback/ Dier El Ahmar region formulated. - Strategic objectives for the short and medium terms are identified

Implementation of the ENPI Project “Live Your Tour”, a cross-border network to increase sound and harmonious tourism in Italy, Spain, Lebanon and Tunisia. In Lebanon, the project aims to promote two tourism destination areas (TDAs) (1) Baalbaack/Deir El Ahmar region and (2) Chouf district are promoted at the national and international levels. Main achievements: - Conducting a three months capacity

building programme for local authorities and NGOs within Baalback / Deir El Ahmar region on topics related to Strategic Planning, Product Development and Tourism Dynamics. The programme targeted around 45 individuals.

- Sending two youth (one from Chouf area and the other from Bekaa region) to participate in a youth off-season camp held in Torre Guaceto in Italy for 11 days.

- Conducting a three days training workshop for the social workers and volunteers involved in the project (total around 15 youth) on strategic planning and networking.

Continue the implementation of the project.

Territory: Beirut Southern Suburbs (BSS)

Output 1. Capacities of institutions, local authorities and community groups strengthened for effective formulation and

implementation of social, environment and economic development plans in Beirut Southern Suburbs.

Activity 1: The socio economic conditions improved through decentralized cooperation partnerships

1.1Household survey in Furn Al Cheback municipality

Household survey for Funch al Chebak Municipality is finalized to better response for local community needs.

- Interviews, codification, data entry of 8,300 questionnaires were finalized

- Data cleaning realized and preliminary results were produced by the statistical expert

- Team for the analysis of household survey composed by the statistician, the social expert, the sociologist and the SMO social worker was endorsed by the municipality.

Finalize the analysis of the household survey during the beginning of 2014 in order to ensure the availability of the involved experts.

1.2 : "School-based Oral Health Education" in collaboration with the MEHE and Laziosanita

The Manual “School-based Oral Health Education” finalized and endorsed by concerned parties

- Revision of the Manual “School-based Oral Health Education” by National Committee was finalized.

- Interactive workshop of 3 days on the exchange of “School-based Oral Health Education” concepts between 6 Health Coordinators (one coordination of each region) of the MEHE and experts from Lazio Region was realized

Endorsement of the manual “School-based Oral Health Education” by the elementary and complementary public schools of the MEHE.

- A total of 34 health supervisors of the MEHE from North Lebanon, Mount Lebanon North, Beirut, South Lebanon, Mount Lebanon South and Nabatiyeh and Bekaa regions with the participation of the 6 health coordinators of MEHE were trained for 3 days on “School-based Oral Health Education” concepts by Lazio Region experts.

1.3 Provision of technical assistance to the PHCCs by Tuscany region

The concept of PHCC is ensured in BSS by the technical support of Tuscany region.

- In April and in June 2013, Ghobeiry’s and Haret Hreik’s PHCCs were monitored and evaluated by experts from Tuscany Region experts. Results of the findings were discussed with personnel of the PHCCs

- Profile of the PHCC of Burj Al Barajneh was realized

- In October and December 2013, meetings between experts of Tuscany region and MoPH took place to define the needs in order to upgrade the HIS of MoPH

- Finalize the construction of the PHCC of Al Chiah municipality by March 2014.

- Finalize the construction of the PHCC of Al Mreyjeh municipality by June 2015.

- Finalize the rehabilitation of the premises of the PHCC of Furn Al Chebback municipality by December 2014.

- Ensure the technical support to the above mentioned PHCCs during 2014.

1.4: Support to vulnerable categories through SMOs and PHCCs development

Activation of the SMOs services for orientation of vulnerable categories and monitoring of the services of the territory (Haret Hreik, Al Mreyjeh , Al Chiyah and Furn al Chebback) achieved

- Provided support classes for the 9th grade students of al Mreyjeh public schools. 17 support classes were realized dealing with the English, Arabic and Mathematics subjects.

- Referral system of Al Mreyjeh Municipality dealing with the educational, health and social entities of the area were mapped.

- Agreement between the municipality of Al Mreyjeh and 2 social associations (Ataa Bila Houdoud, Caritas), 2 vocational training centres (CIS, Al Massar training centre), and 1 health centre (Ataa Bila Houdoud for referral of identified vulnerable cases were signed

- Organizational Chart of the Social Municipal Office of Al Chiah Municipality was finalized and approved by the Municipal Council.

1.5: Realization of outreach activities by the PHCCs (Haret Hreik and Ghobeiry) and the SMOs (Haret Hreik, Al Mreyjeh , Al Chiyah and

PHCCs services are extended to benefit public schools.

- Medical Visit to the students of 5 public schools by the team of the PHCC of Ghobeiry (family doctor, pediatrician and a nurse) was realized. (ongoing activity)

- Agreement between UNDP and Ghobeiry Municipality for the treatment of identified cases (concept note, budget and contract agreement) was signed

- 2 meetings between UNDP ART GOLD

Contract agreement with Ghobeiry was extended for a period of six months. The municipality is renewing the internal agreement with the Islamic Health Committee and has not selected the new director of the PHCC.

- Realization of 2 missions of experts from Italian Research Centre in Sicily

- Meeting with Directorate of Marine resources at Ministry of Agriculture for updating on project progress was realized.

- Fish species caught, relative weight and market price were collected and monitored per 4 days every month of 2013 as part of the overall assessment process to be carried out for one year

- Data of fish catch of year 2012 as baseline study were transferred on excel files.

- Meeting with at least 40 fishermen, in presence of Italian experts to present project progress and answer technical queries pertaining to sustainable fishing techniques were conducted.

The presentation of the preliminary results was postponed to 2014 in order to finalize the baseline study of 2012- 2013.

Activity 2: Local Economic Development Agencies Strengthened

2.1 Defining the LEDA manual

LEDA Manual finalized and endorsed.

- Meetings with the Management board of LEDA for finalization of the Manual

- Approval of the final version of the Manual by the Management board

The different chapters of the Operational handbook of the LEDA management are in progress. The final version is foreseen for April 2014.

2.2 The recruitment process of LEDA staff is finalized

The Technical Director, Human Resources Specialist and Business Development Specialist were recruited

2.3 Building the capacities of the LEDA staff

LEDA staff are provided with the technical skills to ensure high quality of services delivery

- In July 2013, Interactive workshop of 3 days to introduce the concept of the LEDA targeting the personnel of the 4 LEDAs was carried out by Mr. Canzanelli

- In November 2013, meeting of Mr. Canzanelli with the Management board of the Bekaa, North and BSS to discuss on the objectives and the management mechanism was carried out

2.2 PROGRESS IN STRATEGIC ACTION LINES

- Cultural and social activities supported through establishing a cultural and educational center in Kawkaba village, South Lebanon.

- Sports activities strengthened though conducting a TOT training for coaches on football game and rehabilitating a football playground in Halba village, North Lebanon.

Main results achieved regarding Multi-level Governance

- Management of touristic and cultural sites in El Fayhaa Union of Municipalities improved through the installation of a GIS application for numbering buildings and streets and creation of an online application to to locate the touristic sites and provide information to the public.

- Building the capacity of local authorities and NGOs on issues related to Strategic Management, Tourism Dynamics, and Product Development in Baalback/Deir El Ahmar region.

- Setting the Vision and Mission Statements for Baalback/Deir El Ahmar region. - Household survey for Furn El Chebak Municipality finalized to better response for local

2.4 DIALOGUE AND CONSENSUS-BUILDING MECHANISMS: FUNCTIONING AND RESULTS

National level:

ART ensures that all projects are in alignment with the national strategy and policy of line ministries of Environment, Agriculture, Interior and Municipalities, and Social Affairs. The strong liaison, collaboration and coordination between ART Lebanon and relevant ministries have contributed to government ownership of ART projects and to projects’ sustainability.

Local Governments:

Local governments are represented in the working groups that ART had established, and which are composed of the different sectors within a community including NGOs, private sector and civil society organizations. Local authorities head these groups that play a major role in the development process namely through identifying local and regional needs and priorities.

International/Decentralized Cooperation:

Since its on-start, ART Lebanon has established more than 50 decentralized cooperation partnerships promoting dialogue and peace and contributing to the socio economic development of local communities. DC partnerships have facilitated the exchange of experiences and best practices between European and local communities, and improved the latter’s skills and capacities on various issues.

UN Agencies:

ART Lebanon coordinates closely with other projects and programmes within UNDP such as Live Lebanon, MDG project and the UNV programme availing to them its networks and infrastructures in ART regions of operation in the country. ART also collaborates with FAO on agricultural projects. Strong collaboration has been established with BCPR in Beirut Southern Suburbs. Recently, in view of the current situation, UNDP ART GOLD Programme is collaborating closely with UNHCR on initiatives supporting Lebanese host communities affected by the Syrian crisis and refugees high influx to Lebanon.

Local level:

“My city has been an ancient settlement of many religious sects and parties. The capacity building programme conducted by UNDP ART GOLD Bekaa Project on Strategic Planning and Tourism Dynamics united more than 30 representatives of local authorities and local NGOs on one table to think of common issues threatening the tourism sector in our region and come up with ideas for improvement”, said Mr. Hussein Awada, Head of Baalback Union of Municipalities. Mr. Awada added that “This project is very important to give hope for people who are suffering from unstable security situation and struggling to secure their survival on daily basis”

“Live Your Tour” Project is an initiative funded by the European Union aims at increasing sound and harmonious tourism in Lebanon, Italy, Spain and Tunisia. After 5 working sessions, the beneficiaries through a participatory approach were able to define the strategic objectives of their area in the short, medium and long term and to set accordingly the Vision and Mission Statements. Vision Statement: Communities and local authorities envision Baalback/Dier El Ahmar area as a Leading Rural Tourism Destination in the Middle East by 2030, defined by Authenticity, Enjoyment, Safety and Social Responsibility; contributing to the well-being of its people. 4 CONCLUSION. CHALLENGUES CONFRONTED AND LESSONS LEARNED Challenges confronted:

- Deterioration of the security and political situation caused delays in implementing several local development initiatives especially in the North, Beirut Southern Suburbs and Bekaa regions.

- Critical financial situation in the ART GOLD Programme related either to lack of funds or delays in receiving committed funds by donors caused in putting several planned initiatives on hold till 2014.

- Given the impact of the Syrian crisis on Lebanon, the majority of funds mobilized from donors fall under the component of supporting the Syrian refugees or the host communities in Lebanon and thus made the opportunities for ART GOLD to mobilize resources very hard given the nature of the programme.

Lessons Learned:

i) Ensuring visibility to the programme has been very essential to mobilize resources from new donors / DCs.

ii) Identifying and presenting specific objectives, goals and activities have proved more effective in establishing strong partnerships and more effective relationships with the Decentralized Cooperation

iii) Mapping the initiatives implemented by ART GOLD in four areas and setting a strategic direction for each area are important tools to guarantee ART GOLD uniqueness among other projects impleneted by UNDP in Lebanon.

3 Financial Reporting Financial reporting and control mechanisms that are used to monitor finances are:

The Combined Delivery Report (CDR) reflects all disbursements made by the project in a certain period. The final CDR at the end of the year must be signed by the designated Project Manager within the UNDP Office and certified by the Resident Representative in the CO (or by the designated Project Manager in case of regional projects).

The CDR constitutes the official report of expenditures/obligations of the project for the period. Therefore, the CDR issued at the end of the year will contain all valid transactions of the project for the closed year. The expenditures/obligations there reflected are considered as final for that year, and consequently the re-phasing of the remaining budget to the following year(s) of the project will be done based on this information.

The Expenditures detail must also be used to monitor the correctness of the recorded expenditures, and to provide detailed financial information to the projects.

Country offices should maintain records locally to reflect accumulated expenditures per budget line, budget balances and outstanding

obligations. These records serve to monitor the project’s financial situation and to share financial information with other stakeholders.
