Newsletter 2014 brings mix of re-opened routes and new closures Construction is well underway on the local roads and interchanges surrounding the core of the Zoo Interchange. Even with record-setting cold and daily forecasts for snow, major progress can be seen throughout the Zoo Interchange corridor. Te work at Watertown Plank Road and US 45 is on schedule and planned to be complete by the end of 2014. A special thanks for the patience exhibited by the many drivers whose travels take them to the Milwaukee Regional Medical Center and Milwaukee County Research Park as their routes have been changing since early 2013. Te work at WIS 100 and I-94 is doubly complicated with the reconstruction of the interchange and the reconstruction of the adjacent railroad bridge. Progress is being made on both projects. Rebuilding the railroad bridge will require a temporary full closure of I-94, so watch for media coverage of the closure. Te ongoing work on 76th Street and 84th Street at I-94 is impacting local businesses and residents as area roads experience changes to trafc patterns and closures due to reconstruction. One component of the construction is the demolition of old noise barriers and the construction of new noise barriers. As the project progresses, the 76th Street bridge will be rebuilt wider than the existing bridge to better accommodate vehicle, bike and pedestrian trafc. Te 73rd Street pedestrian bridge will be removed as noise barriers are built along O’Connor and Kearney Streets. Lights cameras action At many intersections throughout the project corridorcameras are being installed that will play an importantrole in moving traffic more efficiently in the area

The Wisconsin Department of Transportation( WisDOT) is installing this system of cameras andtraffic monitors to actively monitor the freeway andlocal arterial road system for congestion and trafficincidents

Motorists are informed of traffic changes on messageboards on major local roads and traffic light timing isadjusted based on real-time traffic conditions

The message boards themselves receive informationfrom the cameras and from sensors on the highwaythat collect information on traffic volume and speedWisDOT staff monitors the incoming informationand can instantly change the message on the dynamicboards The ldquohybrid travel time signrdquo shown hereprovides motorists with real-time travel informationfor various routes to the same destination

In addition the cameras are fed into WisDOT rsquos 511 System which motorists can access by phone or byweb for current highway conditions (dial 511 or visitour mobile site wwwzooicorg)

The cameras arenrsquot watching people or driversrsquo obedienceto traffic laws rather the cameras are tools used to help WisDOT manage traffic Corridor improvements funded by theZoo Interchange project include Bluemound Road Greenfield Avenue WIS 100 Moorland Road and 84th Street

WisDOT has completed intersection improvements throughout the Zoo Interchange corridor to help improve traffic flow as the local roadways experience an increase in traffic during freeway reconstruction Investments have been made to intersections in Milwaukee Wauwatosa West Allis Brookfield New Berlin and West Milwaukee The intersection improvements are part of an integrated corridor system developed in partnership with the local communities and are part of a creative and holistic approach to traffic operation improvements in the corridor

Intersection improvements include bull Traffic signals improved with latest technology

and equipment bull Temporary signals and signal timing improvements

bull Reflective borders around signals to improve visibility

bull Emergency vehicle preemption

bull Turn lanes and turn signals

bull Pavement marking improvements

bull Pedestrian amenities such as countdown timers wider sidewalks and improved crosswalks

bull On-ramp capacity improvements

Intersections improved throughout the area

Design and engineering work continue Final design plans for the core of the Zoo Interchange are continuing with dozens of bridges walls and miles of freeway being designed Construction of the core of the Zoo Interchange is scheduled for late 2014 through 2017 (see schedule map on back page) In the interim WisDOT will continue to monitor the safety of the structures and the stability of the mainline freeway

The winter of 2013-14 has been particularly hard on local roads and the freeways Due to the harsh weather some pavement will need to be repaired prior to the full reconstruction A temporary resurfacing will ensure a safer ride in the years leading up to and through the full reconstruction of the core of the interchange

Design also continues for the northernmost section of the corridor on US 45 from Swan Boulevard to Burleigh Street Plans for modifications to the Meinecke Avenue Bridge the Center Street Bridge the pedestrian bridge north of Center Street and the North Avenue interchange are moving forward Neighborhood and local meetings will be held for areas impacted by the design plans to gather input as the engineering work continues Watch your mailbox for notices of meetings in your neighborhood

A green freeway job WisDOT leads the way in recycling

The Wisconsin DOT is proud to be a leader in the recycling industry recycling tons of concrete and asphalt on the job site as well as sign bridges steel rebar steel beams wiring and light fixtures off-site

How is the recycling doneThe concrete is crushed on-site with a portable crusher and the resulting gravel is used as a base in the new construction The asphalt is milled on-site and reused in the new pavement In addition to saving money and reducing hauling and waste costs reusing the concrete and asphalt on-site reduces the pollution caused by hauling the debris away

What about qualityRecycled materials meet the highest quality standards With performance-based specifications and warranties recycled materials can be used if the final product complies with standard engineering practice Standard engineering practice includes consideration of pavement performance effects on human health effects on the environment impact on safety recyclability of the final product and life cycle cost analysis

What about all the dirt A program as complex as the Zoo Interchange also has an extensive reuse plan for dirt Some of the individual interchange and road projects are ldquofill jobsrdquo that need dirt and others are ldquowaste jobsrdquothat have excess dirt The timing and staging of these projects adds to complexity of storing and transporting the dirt but the Department stresses the importance of keeping materials on-site or in the corridor whenever possible

WisDOT anticipates recycling the equivalent of 4000 dump trucks full of concrete from the project job sites in 2015

Motorists are informed of traffic changes on messageboards on major local roads and traffic light timing isadjusted based on real-time traffic conditions

Design and engineering work continue Final design plans for the core of the Zoo Interchange are continuing with dozens of bridges walls and miles of freeway being designed Construction of the core of the Zoo Interchange is scheduled for late 2014 through 2017 (see schedule map on back page) In the interim WisDOT will continue to monitor the safety of the structures and the stability of the mainline freeway

The winter of 2013-14 has been particularly hard on local roads and the freeways Due to the harsh weather some pavement will need to be repaired prior to the full reconstruction A temporary resurfacing will ensure a safer ride in the years leading up to and through the full reconstruction of the core of the interchange

Design also continues for the northernmost section of the corridor on US 45 from Swan Boulevard to Burleigh Street Plans for modifications to the Meinecke Avenue Bridge the Center Street Bridge the pedestrian bridge north of Center Street and the North Avenue interchange are moving forward Neighborhood and local meetings will be held for areas impacted by the design plans to gather input as the engineering work continues Watch your mailbox for notices of meetings in your neighborhood

The Wisconsin DOT is proud to be a leader in the recycling industry recycling tons of concrete and asphalt on the job site as well as sign bridges steel rebar steel beams wiring and light fixtures off-site

How is the recycling doneThe concrete is crushed on-site with a portable crusher and the resulting gravel is used as a base in the new construction The asphalt is milled on-site and reused in the new pavement In addition to saving money and reducing hauling and waste costs reusing the concrete and asphalt on-site reduces the pollution caused by hauling the debris away

SPRING 2014

Construction is well underway on the local roads and interchanges surrounding the core of the Zoo Interchange

Even with record-setting cold and daily forecasts for snow major progress can be seen throughout the Zoo Interchange corridor

The work at Watertown Plank Road and US 45 is on schedule and planned to be complete by the end of 2014 A special thanks for the patience exhibited by the many drivers whose travels take them to the Milwaukee Regional Medical Center and Milwaukee County Research Park as their routes have been changing since early 2013

The work at WIS 100 and I-94 is doubly complicated with the reconstruction of the interchange and the reconstruction of the adjacent railroad bridge Progress is being made on both projects Rebuilding the railroad bridge will require a temporary full closure of I-94 so watch for media coverage of the closure

The ongoing work on 76th Street and 84th Street at I-94 is impacting local businesses and residents as area roads experience changes to traffic patterns and closures due to reconstruction One component of the construction is the demolition of old noise barriers and the construction of new noise barriers As the project progresses the 76th Street bridge will be rebuilt wider than the existing bridge to better accommodate vehicle bike and pedestrian traffic The 73rd Street pedestrian bridge will be removed as noise barriers are built along OrsquoConnor and Kearney Streets

WisDOT has completed intersection improvements throughout the Zoo Interchange corridor to help improve traffic flow as the local roadways experience an increase in traffic during freeway reconstruction Investments have been made to intersections in MilwaukeeWauwatosaWest Allis Brookfield New Berlin and West Milwaukee The intersection improvements are part of an integrated corridor system developed in partnership with the local communities and are part of a creative and holistic approach to traffic operation improvements in the corridor

The Wisconsin DOT is proud to be a leader in the recycling industry recycling tons of concrete and asphalt on the job site as well as sign bridges steel rebar steel beams wiring and light fixtures off-site

How is the recycling doneThe concrete is crushed on-site with a portable crusher and the resulting gravel is used as a base in the new constructionThe asphalt is milled on-site and reused in the new pavement In addition to saving money and reducing hauling and waste costs reusing the concrete and asphalt on-site reduces the pollution caused by hauling the debris away

What about qualityRecycled materials meet the highest quality standards With performance-based specifications and warranties recycled materials can be used if the final product complies with standard engineering practice Standard engineering practice includes consideration of pavement performance effects on human health effects on the environment impact on safety recyclability of the final product and life cycle cost analysis

What about all the dirtA program as complex as the Zoo Interchange also has an extensive reuse plan for dirt Some of the individual interchange and road projects are ldquofill jobsrdquo that need dirt and others are ldquowaste jobsrdquothat have excess dirtThe timing and staging of these projects adds to complexity of storing and transporting the dirt but the Department stresses the importance of keeping materials on-site or in the corridor whenever possible

WisDOT anticipatesrecycling the equivalent of4000 dump trucks full ofconcrete from the project jobsites in 2015

WisDOT has completed intersection improvements throughout the Zoo Interchange corridor to help improve traffic flow as the local roadways experience an increase in traffic during freeway reconstruction Investments have been made to intersections in MilwaukeeWauwatosaWest Allis Brookfield New Berlin and West Milwaukee The intersection improvements are part of an integrated corridor system developed in partnership with the local communities and are part of a creative and holistic approach to traffic operation improvements in the corridor

bull Reflective borders around signals to improve visibility

bull Emergency vehicle preemption

bull Turn lanes and turn signals

bull Pavement marking improvements

bull Pedestrian amenities such as countdown timers wider sidewalks and improved crosswalks

The Wisconsin DOT is proud to be a leader in the recycling industry recycling tons of concrete and asphalt on the job site as well as sign bridges steel rebar steel beams wiring and light fixtures off-site

How is the recycling doneThe concrete is crushed on-site with a portable crusher and the resulting gravel is used as a base in the new constructionThe asphalt is milled on-site and reused in the new pavement In addition to saving money and reducing hauling and waste costs reusing the concrete and asphalt on-site reduces the pollution caused by hauling the debris away

What about qualityRecycled materials meet the highest quality standards With performance-based specifications and warranties recycled materials can be used if the final product complies with standard engineering practice Standard engineering practice includes consideration of pavement performance effects on human health effects on the environment impact on safety recyclability of the final product and life cycle cost analysis

What about all the dirtA program as complex as the Zoo Interchange also has an extensive reuse plan for dirt Some of the individual interchange and road projects are ldquofill jobsrdquo that need dirt and others are ldquowaste jobsrdquothat have excess dirtThe timing and staging of these projects adds to complexity of storing and transporting the dirt but the Department stresses the importance of keeping materials on-site or in the corridor whenever possible

WisDOT anticipatesrecycling the equivalent of4000 dump trucks full ofconcrete from the project jobsites in 2015
