INTRODUCTION

THE NATIONAL PRODUCTIVITY CENTRE OF MALAYSIA

The National Productivity Centre was established in 1962 as a joint projectby the United Nations Special Fund and the Federal Government with the Interna-tional Labour Organisation as the executive agency.

In 1966 the National Productivity Council (Incorporation) Act. No, 19 waspassed by Parliament and the Council became an autonomous body efffective asfrom 1st March, 1966. The members of the Council are appointed by the Ministerof Trade and Industry.

The centre is subsidized by the Government until such time as it becomesself-supporting.

OBJECTIVES

Among others, the objectives of the National Productivity Centre are:—

— raising standards of management including supervision at all levels;— improving efficiency of industrial operations with particular reference

to methods of increasing productivity, of improving quality and output,of reducing costs and developing constructive labour/management re-lations;

— initiating training and other programmes that would best serve specificand local requirements of the country.

METHOD OF INSTRUCTION

Question/answers and discussions are emphasised. Informal instruction in theform of lectures, syndicate discussions and case studies creates an atmosphere con-ductive to adult training. The Centre's staff also carry out follow-up visits to givefurther guidance .and assistance, particularly in the case of in-plant practical projectsbeing carried out by the course participants. Case studies and exercises play a cen-tral part in discussions throughout the courses. The courses are supplemented withrelevant management films and study visits. Course hours are from 9 — 4 p.m.

ADMISSION FOR COURSES

Application for admission should be made on the Pre-course Questionnairefrom attached at the end of this brochure. Applicants should have some experiencein the particular subject relevant to the course. Selection is based on the informa-tion contained in the Pre-course Questionnaire forms, which are to be returned twoweeks before the course commences together with the relevant fees. Applicants areadvised to apply early to avoid disappointment.

Cheques should be made payable to the Director, National ProductivityCentre and crossed *A/C Payee Only.

CERTIFICATES

The Centre issues a certificate of attendance to every participants who at-tends all the sessions of each training course.

MANAGEMENT ACCOUNTING SECTIONSYNOPSIS OF COURSES

MA 1 INTRODUCTION TO ACCOUNTING PRACTICES

This courses introduces the basics of accounting principles and their practicaluses.

It is useful for all junior personnel who are directly or indirectly involved inaccounting functions.

MA 2 BASIC ACCOUNTING FOR EXECUTIVES

Most executives in companies have little or no background in accounting tobe able to understand and interpret accounting reports correctly. This course aimsat giving executives sufficient knowledge of accounting.

MA 3 FINANCIAL MANAGEMENT 1

This course is particularly suitable for senior non-financial managers. The em-phasis of the course is on Management of short and medium term resources. Work-ing Capital Management, Cash Planning, Credit Management and Financial analysisare the major topics.

MA 4 COSTING 1

This course is suitable for non-executive personnel in Marketing, Productionand other functions, who have no knowledge of Costing. It concentrates on Pro-duct Costing with emphasis on the three items of product cost, i.e. Materials La-bour and Overheads.

MA 5 COSTING 11

This is an advanced course suitable to all Executives who wants to know moreabout Costing Techniques and Methods. It is also suitable to participants who havecompleted the Costing 1 course. The subjects covered are Marginal Costing andBreak Even Analysis, Standard Costing and Costing Methods such as Job Costing,Process Costing etc.

INDUSTRIAL RELATIONS SECTIONSYNOPSIS OF COURSES

IR 1 INDUSTRIAL RELATIONS FOR SUPERVISORS

The objective of this course is to present methods for dealing with problemsof present-day supervision; help foster the development of supervisory ability;enable participants to review their concepts and practices of industrial relations;exchange ideas and experiences with each other and develop alternative approachesto promote and maintain industrial peace, reduce areas of conflict and encourageharmonious labour relations, and cultivate productivity consciousness. The coursealso focusses on the following objectives: developing supervisory skills in respect ofmanagement and human resources; developing an understanding of issues and forcesaffecting an industrial organisation and work-place; developing the ability to ana-lyse and resolve conflicts arising out of the work relationship; and developing anappropriate style of leadership for changing supervisory requirements.

Supervisors at all levels would benefit from this course.

]R 2 MANAGEMENT OF LABOUR RELATIONS

This course would enable participants to review their concepts and practisesof labour relations, exchange ideas and help develop alternative approaches topromote and maintain industrial peace, reduce areas of conflicts and encourage har-monious labour relations and cultivate productivity consciousness. The coursefocusses on the following objectives: developing managerial and supervisory skills inrespect of management and human resources; developing an understanding of issuesand forces affecting an industrial organisation and work place; developing theability to analyse and resolve conflicts arising out of the work relationship; anddeveloping an appropriate style of leadership for changing managerial and super-visory requirements in making organisational decisions.

The course is designed for senior executives in all fields.

IR 3 DISCIPLINE IN INDUSTRY

This course enables management personnel and trade union officials to appre-ciate the need for effective discipline in industry for the proper and effectivefunctioning of organisations. The course analyses various types of indiscipline pre-

vailing in industry and their adverse effect on production, productivity and indus-trial peace. Participants will be exposed to existing methods and practices used tohandle disciplinary matters and their further improvement; and to the principlesand practices to be followed before taking disciplinary action. It also providesparticipants with an opportunity to exchange ideas and experiences on the theoryof Natural Justice.

The course is for senior management personnel and trade union executives.

IR 4 INDUSTRIAL RELATIONS FOR TRADE UNION EXECUTIVES

The objective of this course is to present methods for dealing with present-day problems faced by trade union executives, help develop an understanding ofissues and forces affecting the working of trade unions and an ability to analyseand resolve conflicts objectively. Participants will be introduced to various aspectsof collective bargaining, negotiation techniques, wage determination, and the impli-cations involved in workers' participation in management.

The course will enable participants to review their concepts and practices oflabour relations, learn from each other and enable each one to discover alternativeapproaches to Industrial Relations with a view to reducing areas of conflict and en-couraging a harmonious atmosphere.

This course is for all trade union executives.

IR 5 INDUSTRIAL RELATIONS AND LABOUR LAWS

The objective of this course is to acquaint participants with the legal aspectsof the industrial relations system in this country and to enable participants to un-derstand and to appreciate the various provisions of the labour legislations whichregulate the relationship between the employers and employees.

The three main labour legislation name the, the Trade Union Ordinance,1959, Industrial Relations Act, 1967 and Employment Ordinance, 1955 will bediscussed with particular reference to the following topics:—

— contract of employment;— mandatory minimum terms and conditions of service;— common law rights of employers and employees;— right of association;

— right to collective bargaining— collective agreements and enforcement;— dispute settlement— law on dismissal;— industrial Court— right to strike/lock-out

This course is suitable for all senior management executives particularlythose in personnel management and also trade union executives.

IR 6 GRIEVANCE HANDLING

This course is designed to introduce participants to the Grievance Handlingprocess, and guide them in preparing agreements that would cover all potentialareas of disagreements and, primarily, help them to anticipate and prevent causesof management/labour conflicts.

The course would benefit management personnel in industry, governmentand semi-government officials.

IR 7 COLLECTIVE BARGAINING & NEGOTIATION PROCEDURES

The objective of this course is to provide a forum for management personneland trade union executives to critically examine and discuss the principles and prac-tices of Collective Bargaining and the effective application of Collective Bargainingfor continued and fruitful co-operation between employers and employees with aview to ensuring increased efficiency and Productivity in Industry leading to pro-gressive improvement in the living standards of people. The course focuses on suchtopics as the principles of Collective Bargaining; form and contents of CollectiveAgreements; negotiation techniques and procedures; machinery for the preventionand settlement of disputes, the rights, responsibilities and obligations of manage-ment and laboui, and the role of Collective Bargaining in the promotion and main-tenance of industrial peace and hamony.

IR 8 DOMESTIC EQU1RY PROCEDURES

In maintaining discipline, employers may have to implement disciplinaryactions for habitual infraction of work rules. The Employment Ordinance re-quires that in such disciplinary actions as Dismissal, Demotion & Suspension, theemployer has to hold a "due enquiry".

But what constitutes a "due enquiry?" Nothing has been laid down under thelaw. However certain guidelines have been laid down by the Industrial Court forsuch enquiries.

To that extent this course is designed to provide some of these guidelines.Participants will be able to observe & participate in a mock Domestic Enquiry whichwill include among others the examination & cross-examination of witnesses as wellas the recording of statements & the recommendation of appropriate disciplinaryaction.

IR 9 PERHUBUNGAN PERUSAHAAN UNTUK PENYELIA

Kursus ini membentangkan kaedah-kaedah mengendalikan masalah yang di-hadapi oleh penyelia-penyelia pada masa ini; untuk menolong dan menggalakkanserta membenakebolehan menyelia.

Membolehkan peserta-peserta untuk menyemak konsep-konsep dan meng-amalkan perhubungan perusahaan; bertukar-tukar fikiran dan pengalaman sertamembina beberapa cara pendekatan yang lain bagi memaju dan menjaga keamananperusahaan dengan mengurangkan pertikaian dan menggalakkan hubungan buruhyang harmoni.

Membina kemahiran menyelia dan berkaitan dengan pengurusan dan punca-punca kemanusiaan; membina satu kefahaman mengenai issue dan tenaga-tenagayang mempengaruhi organisasi perusahaan dan tempat kerja.

Membina kebolehan menganalisa dan menyelesaikan pertikaian-pertikaianyang terjadi dari hubungan kerja di antara pekerja-pekerja serta membina satu gaya-cara pimpinan bagi keperluan-keperluan penyeliaan yang sentiasa berubah.

Penyelia-penyelia dari segala peringkat adalah sesuai untuk kursus ini.

IR 10 PERHUBUNGAN PERUSAHAAN UNTUK PEGAWAI-PEGAWAI KE-SATUAN SEKERJA

Untuk membentangkan kaedah mengendalikan masalah yang dihadapi olehpegawai-pegawai Kesatuan Sekerja pada masa ini.

Untuk membina dan memahami issue dan tenaga yang mempengaruhi kesa-tuansekerja.

Untuk membina kebolehan menganalisa dan menyelesaikan konflik dengantepatnya.

Kursus ini adalah sesuai untuk pegawai-pegawai Kesatuan Sekerja.

IR11 DISIPLIN DALAMINDUSTRI

Tujuan kursus ini ialah untuk membolehkan pegawai-pegawai pengurusan dankesatuan sekeija menghargai akan perlunya mempunyai disiplin yang efektif di da-lam industri memajukan hubungan majikan — pekerja yang lebih baik dan tenagakerja yang berpuashati dan progresif.

Pegawai-pegawai pengurusan dan kesatuan sekerja adalah sesuai untuk kursusini.

IR 12 MENGENDAUKAN RUNGUTAN

Kursus ini bertujuan untuk memperkenalkan peserta-peserta kepada prosesmengendalikan rungutan. la member! garis pandu mengenai rungutan-rungutanpekerja, dan bagaimana membincangkan dan menyelesaikan rungutan-rungutanyang berkenaan. Kepentingan mengendalikan rungutan pekerja telah diakui danadalah menjadi peranan penyelia-penyelia untuk mempastikan rungutan-rungutantidak membantukan pengeluaran. Akhirnya, kursus ini akan membantu penyelia-penyelia mengetahui dan menghalang rungutan menjadi pertikaian yang serius.

IR 13 TATACARA PENYIASATAN

Untuk mengekalkan disipUn yang berkesan, pihak majikan mungkin dikehen-daki mengambil tindakan disiplin terhadap pekerja-pekerja yang selalu melanggarperaturan kerja. Menurut Ordinan Kerja sebelum majikan mengambil tindakandisiplin, seperti memberhentikan, menurunkan pangkat atau menggantungkankerja pekerja yang berkenaan, dia mestilah mengadakan tata-cara penyiasatan yangadil dahulu.

Bagaimana tata-cara penyiasatan yang adil ini dapat dijalankan? OrdinanKerja itu tidak memberi garis pandu yang mencukupi mengenai bagaimana untukmengendalikan tata-cara penyiasatan ini. Walaubagaimanapun Mahkamah Perusaha-an telah memberi garis pandu berkaitan dengan tata-cara penyiasatan ini semasamenyelesaikan kes-kes pembangunan kerjanya.

Tujuan kursus ini ialah untuk memberi dan membincangkan garis pandu ini.Peserta-peserta akan dapat memerhati di samping dapat menyertai satu tata-carapenyiasatan yang olok-olok. Semasa kursus, peserta-peserta akan juga dapat me-lihat bagalmana saksl-saksi disoal atau disoal semula dan cara merekodkan keterang-an-keterangan mereka. Ini termasuk juga cara mendapatkan keputusan dan caramengesyorkan tindakan disiplin yang sesuai dan adil.

QUALITY CONTROL CIRCLESYNOPSIS OF COURSES

INTRODUCTION

The campaign on Productivity which has been undertaken by the Pusat DayaPengeluaran Negara (PDPN), intends to bring about the increase in productivity ofthe Malaysian people. It is the desire of our leaders that members of the publicand the private sectors be more conscious of increasing productivity.

In this context, Quality Control Circle (QCC) has been found to be instru-mental in improving Productivity and Product Quality in various organisation inmost developed countries. This unique management style, which rest upon thecooperation and consultation between employer — employee in their effort tocreate a happy working place, has achieved these objectives amongst others:

— Motivating workers through their job tasks.— Developing leadership capabilities among the members.— Encouraging self-development and decision making by the employees.— Promoting more effective team work.— Enhancing the quality of product and services.

For purposes of disseminating the QCC concept and techniques, the QCCSecretariat of PDPN takes great pride in launching this integrated programme to-wards eventual initiation and development of the QCC movement in MalaysianIndustries.

INDUSTRIAL ENGINEERING SECTIONSYNOPSIS OF COURSES

IE 1 PRODUCTION PLANNING AND CONTROL (PP&C)

The objective of the course is to acquaint one with the various factors thatcan effect production. The course also delves into areas which production personnelshould understand and know, even though it may have no direct bearing on theirduties as Production engineers or managers. Emphasis will be placed on Program-mes, Loading and Scheduling, Stock Control, Ordering, Progressing & Dispatching.

The course is suitable for top and middle management personnel whoare involved in Production Planning and Control.

IE 2 QUALITY CONTROL (QC)

The Course introduces the general concept of Quality and Quality Controland some of its statistical techniques. It enables participants to use these techniquesfor the control and maintenance of the quality of the product manufactured.

All personnel related to the Quality function, wfll be considered. A basicknowledge of statistics is recommended.

IE 3 CRITICAL PATH METHOD (CPM)

Critical Path Method is a management technique that proves very useful inthe Planning, Scheduling and Control of projects.

Participants will be introduced to the advantages and applications of CriticalPath Method through Process Planning, Scheduling and Planning of Costs. This isillustrated with films and examples and the working out of typical CPM exercises.

Senior management and engineering executives, involved in planning, schedul-ing and controlling of projects will find a knowledge of CPM useful in their work.

IE 4 ORGANISATION AND METHOD (F & M)

The course introduces the various techniques used by 0 & M practitionersin their efforts to improve office efficiency and the flow of information withinthe office. As such it would benefit the manager who is concerned with the rising

costs of paperwork and the need for an effective use of available information.

IE 5 FILING AND RECORDS MANAGEMENT (F & RM)

The course acquaints participants with the principles, modern techniques andefficient procedures in filing & records management. It provides a valuable guideto current practices in modern business filing and emphasises the need to givegreater thought and care to filing as a business undertaking.

The course is suitable for all personnel involved in filing or recording func-tions.

IE 6 JOB SIMPLIFICATION (JS)

The course presents some techniques of Method Study by which jobs can bestudied, simplified and improved. It gives particular training in certain techniquesand principles of Job Simplification which can be used by participants in their workplace.

The course would benefit Work Study Officers, supervisors and managerialstaff of all levels involved in production functions, members of joint consultativecommittees and trade union executives.

IE 7 INDUSTRIAL SAFETY 1 (ISI)

The occurence of personal-injury accidents and also those accidents thatcause damage only to property, clearly indicates a fault somewhere along the lineof planning, design, construction, installation or operations. The effect of suchaccidents is to increase cost, decrease production and interrupt continuity ofoperation.

The course emphasises the axiom: "Accidents do not happen — they arecaused."

The course will introduce the 3 basic principles of accident preventionnamely:

(1) the creation and maintenance of interest;(2) fact finding; and(3) action based on the facts

It would benefit all personnel involved with industrial safety work and thewelfare of employees.

IE 8 INDUSTRIAL SAFETY 2 (IS2)

This is a supplementary course to the first course. Important aspects of safetysuch as fire prevention, occupational health, electrical hazards, legal aspects ofsafety, human factor, safety organisations etc. are discussed in depth. Participantsare made aware of the varied aspects of industrial safety and not merely on house-keeping and rules and regulations.

Emphasis is given to the prevention of hazards. Case studies and special safetyfilms are used in the programme.

Like its forerunner,-this course would benefit Safety Officers and all otherwho are directly involved in the plants.

IE 9 MAINTENANCE MANAGEMENT (MM)

A lot of thought and effort is put into the process of acquiring new machines,equipment and facilities. But hardly much thought is given to the ongoing main-tenance of these valuable assets. Very often a maintenance crew is fully occupiedwith breakdown repairs with hardly any time left for preventive maintenance.Considerations as to size of maintenance crew, maintenance cost control, lubri-cation procedures etc. are neglected.

The main objective of this course is to introduce some of the modern ideasand techniques used in improving decision making and in the maintenance of in-dustrial facilities.

The course is suitable for senior management staff who have the responsibili-ty for determining maintenance procedures & programme within the organisation.

IE 10 STOCK AND STORES MANAGEMENT (S&SM)

The object of this .programme is .to enable participants to obtain a greaterinsight into the intricacies and procedures of receiving and distributing raw ma-terials, work-in-process goods and finished products. LOW - COST AUTOMATION SECTIONSYNOPSIS OF COURSES

A. LCA 1 INTRODUCTION TO LOW COST AUTOMATION

The first part of this module will concentrate on the understanding of com-pressed air and its uses. The major part will be on the techniques of constructingbasic pneumatic control circuits. This module will also familiarise participants withthe use of standard symbols, development and layout of simple circuits and the useof the LCA laboratory and training panels.

B. LCA 11 APPLIED LOW COST AUTOMATION (PURE PNEUMATIC)

The module will be about the fundamentals and terms in control engineeringmotion and control diagrams, type of control, methods of designing circuit diagramsfor pneumatic controls. Participants will also be trained to trace and identifyfaults in circuit construction and to rectify them. Laboratory exercises will bethe major portion of the module.

C. LCA 111 APPLIED LOW COST AUTOMATION (ELEC-PNEUMATIC)

Part of the module will concentrate on basic electricity and the constructionof solenoid valves, relays and switches. Participants will then learn the methodsto design control circuits with electricity operated switches and valves. Laboratoryexercises will concentrate on the building of electricity switching circuit.

For your Foreman and other supervisors who may have difficulty in follow-ing the English programmes, similar programmes in Bahasa Malaysia has been de-veloped.

IT 3 BEVERAGE MANAGEMENT

TI 4 SUPERVISORY HOTEL HOUSEKEEPING

Ah1 aspects of hotel housekeeping are covered in this course, including clean-ing methods, linen supervision, control of laundry and supervision of housekeepingstaff. TEMPAT PENGINAPAN UNTUK PESERTA KURSUS

PDPN mempunyai beberapa buah bilik asrama yang boleh disewa oleh pe-serta-peserta yang mengikuti kursus di PDPN sekiianya mereka menghadapi masalahmendapatkan tempat penginapan.

Asrama tersebut mempunyai dua jenis bilik, iaitu:

(1) Jenis A, bilik-bilik yang mempunyai tandas dan bilik mandi.(2) Jenis B, bilik-bilik yang tiada bertandas dan bilik mandi.

(Penghuni bilik jenis ini boleh menggunakan tandas dan bilik mandiumum yang terdapat di tiap-tiap tingkat asrama).

Sewa bilik-bilik tersebut adalah seperti berikut:

(1) BilikJenisA-$15.00seorang(2) Bilik Jenis B - $10.00 seorang

Tiap-tiap bilik boleh menempatkan 2 orang.
