1. Scope 1.1 Document Identification This document serves as the Training Plan (TP) for the SunGuideSM software.

1.2 Project Overview The Florida Department of Transportation (FDOT) is conducting a program that is developing SunGuideSM software. The SunGuideSM software is a set of Intelligent Transportation System (ITS) software that allows the control of roadway devices as well as information exchange across a variety of transportation agencies. The goal of the SunGuideSM software is to have a common software base that can be deployed throughout the state of Florida. The SunGuideSM software development effort is based on ITS software available from both the states of Texas and Maryland; significant customization of the software is being performed as well as the development of new software modules. The following figure provides a graphical view of the software to be developed:

The SunGuideSM development effort spans approximately two years. After the development, the software will be deployed to a number of Districts and Expressway Authorities throughout Florida and support activities will be performed.

2. Course Plans The following sections provide the following information about each of the SunGuideSM Release 1 software courses:

• Course description • Target audience (those who will take the course) • Instructional strategy and media • Student Prerequisites • Training Room setup • Lesson Plan • Time to complete training • Resources required

The training will prepare individuals in the different roles to operate and maintain the SunGuideSM software. The following training courses are provided for the SunGuideSM software:

• Operator/User Interface • System Administration/Deployment • Software Design and Maintenance

There will be no tests of the students’ understanding of content or ability to perform procedures in any of the courses. At the end of each course, students will complete an evaluation form to assess the training they received. The FDOT will be responsible for determining the individuals who require training and the course(s) they require, schedule them in the appropriate course(s), ensure they have completed the course(s), and reschedule if necessary.

2.1 SwRI’s Management Role and Responsibility

Southwest Research Institute® (SwRI®) has the following roles and responsibilities for the training classes discussed in this document:

• Training material: o Development of Training Plan o Preparation of the training material (will be Microsoft PowerPoint based)

• Training classes: o Providing copies of the training material for each student in the class o Teaching the training courses o Collecting feedback on the class (by using a class evaluation form)

SwRI assumes that the FDOT will provide a suitable training facility along with a projector for SwRI to use during the class.

2.2 Operator/User Interface Training Course

The following sections provide detail about the Operator/User Interface training course.

2.2.1 Course Description The intent of the Operator/User Interface course is to prepare personnel to use the SunGuideSM system on a daily basis in a typical operational mode. The course will include the following topics:

• SunGuideSM System Administration fundamentals • Executive Handler fundamentals • Status Logger fundamentals • Graphical User Interface (GUI)/Map fundamentals • Closed Circuit Television (CCTV) operations • Video Switching operations • Video Wall operations • Dynamic Message Sign (DMS) operations • Traffic Sensor Subsystem (TSS) fundamentals • Incident Management operations

Prerequisites: General computer skills including the concepts Microsoft Windows operations, mouse operations, point and click, drop down menus, etc. General knowledge of traffic management, “what if” scenarios, etc. 2.2.2 Target Audience The course is designed for individuals who will be using the SunGuideSM on a daily basis to perform traffic management operations. Additionally, since the course will provide a functional overview of the SunGuideSM software, personnel in ITS management positions as well as the FDOT ITS Central Office should attend the course so that they can refine their perspective of the functional capabilities of the SunGuideSM software.

2.2.3 Instructional Strategy and Media The course will be comprised of a multimedia presentation delivered via CD-ROM. The presentation will be comprised of tutorial presentation material, interactive demonstrations and a question and answer session led by the instructor and subject matter expert team who can answer users’ questions. The team should be able to sense resistance or lack of understanding and immediately address it, thus promoting “buy-in” as well as understanding. A “canned” presentation is proposed to ensure that attendees of each session receive uniform information.

The contract vendor expects that the presenters shall include one of the project managers (who have a big picture view of the software) and a lead developer that is familiar with the operational aspects of the SunGuideSM software. For individuals who cannot attend this course, the contract vendor will provide FDOT with a CD-ROM containing the presentation.

2.2.4 Student Prerequisites In order to maximize the effectiveness of the class, it is imperative that the students have reviewed the following SunGuideSM documentation (which are available from the project web site):

• SunGuideSM Concept of Operations (ConOps) • SunGuideSM Software Requirements Specification (SRS) • SunGuideSM Software Users Manual (SUM)

The review of this material is critical so that students are both aware of general principals of the software as well as understanding the scope of the SunGuideSM software so that extensive amount of classroom time is not spent discussing features that the students “would like to have” or “thought the system had”.

2.2.5 Training Room Setup The presentation of the course will require that two LCD projectors capable of projecting XGA quality images be made available (by the FDOT). A table (provided by the FDOT) should be within five feet of the projectors so that laptop computers (provided by the contract vendor) can be positioned by the instructors. Students should be positioned so that they may see both screens (provided by FDOT) simultaneously and be located no more than 30 feet from the presenter.

2.2.6 Lesson Plan For each student enrolled, SwRI assumes that the FDOT will make sure that students have reviewed the documents listed in the perquisites for this course. It is important that each student review the documents so that they enter the class with knowledge about what the SunGuideSM software is to provide (this will help keep the class from digressing into “why does the software not do this?”).

The following is the contents, the estimated duration and a short explanation of the various components of the course:

Provide an overview on how incidents are created, managed, and deleted

2.2.7 When Training is Provided Training sessions of this course will be scheduled in accordance with the SunGuideSM software development schedule that is maintained by the software development contractor. The class will be taught two (2) times.

2.2.8 Time to Complete Each offering of the course will require approximately four hours (includes one break).

2.2.9 Training Resources Required This is not a hands-on course as the intent is to teach basic functionality in a lecture type environment. Two presenters from the contract vendor are needed to facilitate this course. The following table summarizes the number of expected course sessions and total amount of participant time:

2.3 System Administration/Deployment Training Course

The following sections provide detail about the System Administration/Deployment training course.

2.3.1 Course Description The intent of the System Administration/Deployment course is to prepare personnel to install/configure the SunGuideSM software and administer the SunGuideSM system on a daily basis. The course will include the following topics:

• Installation procedures • Backup procedures • Recovery procedures • Modifying hardware configurations • Tailoring of the system environment • Starting/stopping/restarting the system • Troubleshooting:

o Executive Handler o Status Logger

• Workstation installation

Prerequisites: Knowledge of Windows (e.g., 2003 Server, XP) and Oracle system administration. Knowledge of general system backup procedures, general systems administration, networking, computer operations, and software installation. 2.3.2 Target Audience The course is designed for individuals who will be installing and/or maintaining the SunGuideSM software. The course will also be of value to software personnel who will be maintaining the SunGuideSM software as how as system is “installed” is important to developers. The FDOT ITS Central Office should attend the course so that they can observe how the software is installed and maintained on a daily basis.

2.3.3 Instructional Strategy and Media The course will be comprised of a multimedia presentation delivered via CD-ROM along with hands on software installation and operation. The presentation will be comprised of tutorial presentation material, interactive demonstrations and a question and answer session led by the instructor and subject matter expert team who can answer users’ questions. The students will

work with the SunGuideSM installation CD-ROM and will receive hands-on training on using the SunGuideSM administrative software.

The discussion will focus on the many configuration options available to the installer and what the impact of changing these options has on the production system.

Modifying hardware configurations

Basics of the SunGuideSM administrator editor will be explained in the context of what must be done when equipment is added or modified.

Starting/stopping/restarting the system

Use of the Windows services manager and the SunGuideSM Executive Handler will be discussed.

Second Hour

Break 15 minutes – this time is included in the four hour class

Workstation installation Discussion on the workstation configuration required to support the SunGuideSM software.

Third Hour Troubleshooting: • Executive Handler • Status Logger

The daily operation of the SunGuideSM software will require review of the health and status of the system, this discussion will focus on how basic diagnostics can be performed using SunGuideSM tools.

Backup procedures Discussion of what information needs to be regularly backed-up in the event that the SunGuideSM software or data needs to be recovered from backup media.

Recovery procedures Discussion on how to recover the software in the event of catastrophic server failure.

Summary Summarize the concepts taught in the class

Class Evaluation Provide the students with an opportunity to provide feedback on the class content and instructor

2.4.1 Course Description The goal of the Software Design and Maintenance course will be to prepare participants with the knowledge base and reference materials to transition maintenance from SwRI to FDOT personnel. The course will include the following topics:

The course is projected to require 8 hours of training and will be an intense overview and description of the design philosophy, implementation and operational view of the SunGuideSM software.

• Executive Handler implementation • Status Logger implementation • Administrative Editor implementation • Graphical User Interface (GUI)/Map implementation • Generic subsystem implementation • Generic driver implementation • CCTV implementation (subsystem and drivers) • Video Switching implementation (subsystem and drivers) • Video Wall implementation (subsystem and drivers) • DMS implementation (subsystem and drivers) • TSS implementation (subsystem and drivers) • Incident Management implementation

Prerequisites: knowledge and experience in the following:

• Knowledge of software development and maintenance • ClearCase automated configuration management tool • Microsoft Visual Source Safe • Visual Studio Programming Environment • Programming knowledge utilizing, C#, Java • Web programming basics with HTML and PHP • Database access with Oracle tools including Oracle Designer, ODBC, Pro*C and OCCI. • Programming in the Windows environment (e.g., 2003 Server, XP)

2.4.2 Target Audience The course is designed for individuals who will be performing software maintenance on the SunGuideSM software. Personnel in the FDOT ITS Central Office should attend the course so that they can refine their perspective of how the SunGuideSM software is implemented.

2.4.3 Instructional Strategy and Media The course will be comprised of a multimedia presentation delivered via CD-ROM along with hands on software installation, operation and source code. The presentation will be comprised of tutorial presentation material, interactive demonstrations and a question and answer session led by the instructor and subject matter expert team who can answer users’ questions. The students will work with the SunGuideSM source code and receive hands-on training on using the development environment.

The contract vendor expects that the presenters shall include one of the project managers (who have a big picture view of the software) and a lead developer that is familiar with the operational aspects of the SunGuideSM software. For individuals who cannot attend this course, the contract vendor will provide FDOT with a CD-ROM containing the presentation.

2.4.7 When Training is Provided Training sessions of this course will be scheduled in accordance with the SunGuideSM software development schedule that is maintained by the software development contractor. The class will be taught one (1) time.

2.4.8 Time to Complete Each offering of the course will require approximately eight hours (includes two breaks and a lunch break).

2.4.9 Training Resources Required This is a hands-on course as the intent is to teach basic SunGuideSM software fundamentals and to explain the SunGuideSM development environment. Five presenters from the contract vendor are needed to facilitate this course. The following table summarizes the number of expected course sessions and total amount of participant time:
