If the RTA or NSW Police Force disagree with any Traffic Committee recommendation, or Council’s resolution on any Traffic Committee recommendation, that member may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of Council’s resolution. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties. GENERAL BUSINESS STANWELL PARK 1 Stonehaven Road – Additional Line Marking on Approaches to Give Way Sign

Background: A request has been received from a resident for Council to consider replacing the existing Give

Way signs with Stop signs at the intersection of Stonehaven Road and Bendena Gardens. The volume and speed of traffic and the available sight distances do not justify Stop signs. However, the intersection may be improved by the installation of double barrier lines and raised pavement markers on each approach. Council staff will also arrange for the vegetation around the Give Way sign on Longview Crescent to be trimmed.

Proposal: Council consider the installation of double barrier lines and raised pavement markers on each

approach to the Give Way signs. AUSTINMER 2 Hill Street – linemarking on crest of hill Background: A request has been received for the existing broken separation line on the crest of the hill in Hill

Street to be changed to double unbroken lines. Proposal: Council consider the installation of double barrier lines on the curve from the eastern boundary of

No. 13 Hill Street to the eastern boundary to No. 5 Hill Street. TOWRADGI 3 Princes Highway and Hope Street, John Street and Towradgi Road – No Right Turn

Restriction and Review of Line Marking. Background: The NSW Police have highlighted increased accident rates at the John Street and Towradgi Road

intersection. This generally occurs during the afternoon peak hour and seems to be caused by drivers using Hope Street and John Street to avoid using the Towradgi Road/Princes Highway intersection. It is suggested that a Right Turn Ban at Hope Street for northbound traffic on the Princes Highway would reduce the rate of accidents.

During the site inspection it was noted that the line marking on Towradgi Road could be improved

by painting an unbroken centreline, or using double barrier lines between the Princes Highway and Memorial Drive. It may also be an improvement for safety at the John Street and Towradgi Road intersection for the lane directional pavement markings to be adjusted by the RTA on the west bound approach to the Princes Highway. The lanes are currently marked for Right Turn Only form the centre lane and a combined left turn and through traffic on the left lane.

Proposal: Council consider the installation of -

a) a No Right Turn sign on the Princes Highway for northbound traffic at Hope Street, to be timed from 3 pm to 6 pm on week days; and

b) an unbroken centreline on Towradgi Road between the Princes Highway and Memorial Drive.

FAIRY MEADOW 4 Princes Highway – review signage Background: The Princes Highway on the southbound carriageway has a variety of No Parking restrictions,

between Towradgi road and Bourke Street. These range from Monday to Saturday, Monday to Friday and times from 6:30 am to 8:30 am and 6:00 to 9:00am. The section between Elliotts Road and Bourke Street requires No Stopping and No Parking to replace some old No Standing and obscured signs.

Proposal: Council consider -

a) The replacement of all No Parking restrictions on the southbound carriageway of the Princes Highway from Towradgi Road to Bourke Street with No Parking restrictions to be timed 6:30 am to 9:30 am Monday to Saturday.

b) The installation of No Stopping restrictions and unbroken yellow lines at the Bourke Street and Princes Highway intersection, for a distance of 10 m on each leg of the intersection.

WOLLONGONG 5 First Street – Request to remove No Parking 3 pm – 6 pm Background: Ranger Services has requested the No Parking signs 3 pm – 6 pm in First Street be removed. The

restriction was originally installed to cater for a Preschool which is no longer there. Proposal: Council consider: removing the current No Parking restrictions and reverting to unrestricted

parking. 6 Crown Street – Request to Review Parking Outside the Wollongong Hospital. Background: The Wollongong Hospital has requested Council consider replacing the existing Works Zone on

Crown Street, between Darling Street and New Dapto Road with an increased length of Bus Zone and a No Parking zone. The area was previously 2 hour parking for the times between the morning and evening peak hours.

The existing Gong Shuttle at a 10 minute frequency, combined with the scheduled bus services justifies an increase in the length of the Bus Zone. There is also a demand for increased drop off and pick in this area, as the Hospital has reported difficulties in managing the current driveway and drop off point at the Crown Street entrance.

Proposal: Council consider removing the temporary Works Zone on Crown Street between New Dapto

Road and Darling Street and replacing it with an additional 12m of Bus Zone and a No Parking zone of approximately 18 m.

7 Cliff Road – Parking Concerns Background:

Access to Battery Park for maintenance equipment is obtained via a vehicular entry at the kerb in Cliff Road. Following recent works on Cliff Road a No Stopping zone has been installed across

the vehicular entry; however, the maintenance staff has advised that a full time restriction is unnecessary. In order to allow parking for part of the day and at weekends, it will be necessary to mark a parking bay and provide the signs which clearly permit parking. Proposal: Council consider installing a parking bay marked on the pavement, and a No Parking zone for the hours 6 am to 9am Monday to Friday at the vehicular entry to Battery Park on Cliff Road.

WARRAWONG 8 Fairfax Road – traffic accidents Background: Accidents have been reported at 17 Fairfax Road with property damage as a result of a vehicles

losing control. It is already a 50 km/h limit and the street is generally parked out on the southern side. The only additional facility that could be installed is a Curve Warning sign for vehicles approaching towards Cowper Street.

Proposal: Council consider the installation of Curve Warning signs and 30 km/h Speed Advisory signs for

vehicles approaching Cowper Street on Fairfax Road. FIGTREE 9 George Fuller Drive and O’Briens Road Intersection – Parking Concerns Background:

NSW Police has received complaints that cars are parking at the narrow entrance to George Fuller Drive and, as the estate expands, the greater volume of traffic will lead to increased risks. Proposal:

Council consider: installing double barrier lines from the edge of the paved threshold in George Fuller Drive to the edge of the driveway at No 7 George Fuller Drive.

CORDEAUX HEIGHTS 10 Derribong Drive – Relocation of Bus Zone Background:

The design of a pedestrian refuge crossing in Derribong Drive outside the Illawarra Christian School necessitates the relocation of a Bus Zone. There is vacant Council land between the School and Odenpa Road which is acceptable to Premier Illawarra. Proposal:

Council consider relocating the existing Bus Zone on Derribong Drive to a location adjacent to 118 -120 Derribong Drive.

11 Hargreaves Street – Review of Timed No Stopping Restrictions Background:

Hargreaves Street is narrow and has an existing Bus Zone. The No Stopping restrictions are limited to School Zone times and there have been regular instances of traffic congestion due to parked vehicles at other times. Proposal:

Council consider replacing the existing timed No Stopping restrictions in Hargreaves Street with Full Time restrictions.

KANAHOOKA 12 Hayes Park Public School - Burral Street – request No Stopping at intersection with

Kanahooka Road No Parking in School Zone times have been installed in Burral Street to the south of Kanahooka

Road, but the 10 m section between the signs and Kanahooka Road has no indication of parking restrictions. Ranger Services has requested No Stopping signs be installed at the intersection of Burral Street and Kanahooka Road to clarify that parking is not permitted within 10 metres of the intersection.

Proposal:

Council consider installing No Stopping restrictions in Burral Street for a distance of 10m from Kanahooka Road.

13 Fairwater Drive – Recent Accident Adjacent to 3 Pinnibar Court During March 2011 there was a report of an accident off Fairwater Drive which resulted in a car

coming to rest against the house at 3 Pinnibar Court. The residents have requested improvements in the road reserve to prevent an accident in the future causing damage to the property.

Proposal:

Council consider the installation of - a) raised pavement markers against the kerb on the bend in Fairwater Drive, for traffic

approaching the roundabout at Lucas Drive; and b) curve alignment markers on the bend in Fairwater Drive, for traffic approaching the

roundabout at Lucas Drive 14 DAPTO Compton Street – raised pavement markers on centreline and edgelines Background: Council staff has had on site meetings with residents and a number of improvements can be made

including the installation of raised pavement markers on both the centreline and edgelines for the length of Compton Street.

Proposal:

Council consider the installation of raised pavement markers on both the centreline and edgelines for the length of Compton Street.

REGULATION OF TRAFFIC THIRROUL 15 Lawrence Hargrave Drive, Bath Street and Raymond Road – Proposed Regulation of

Traffic during demolition of the Thirroul Bi Lo Store between June and August 2011. A plan has been prepared to regulate traffic on Lawrence Hargrave Drive, Bath Street and

Raymond Road, Thirroul for the demolition of the Thirroul Bi Lo Store. The work will take place between 7 am and 3:30 pm on week days. There is no full road closure planned.

Proposal:

Council consider approval of the plan to regulate traffic on Bath Street and Raymond Road providing an approval is first obtained from the RTA for work on Lawrence Hargrave Drive.

16 Station Street – Proposed Road Closure for the St Michaels School Fete on Saturday 30 July 2011 St Michaels School is proposing to hold their annual fete on Saturday 30 July 2011 and that Station

Street adjacent the School be closed from 7:00 am until 3:30 pm on the day. A traffic management plan for the closure has been submitted and will be tabled at the meeting.

Proposal:

Council consider: approval for the road closure subject to the submitted traffic management plan and Council’s Standard Conditions for Road Closures.

WOLLONGONG 17 Endeavour Drive, Marine Parade, part of Crown Street adjacent to WEC – ANSW Road

Relays – 9 July 2011 Background: An application has been received from Kembla Joggers for ANSW Road Relays on Saturday 9 July

2011. Temporary road closures are requested for Endeavour Drive, Marine Parade and part of Crown Street adjacent to the Entertainment Centre from 8.30 am – 4.30 pm. Provisions have been made in the traffic management plan for controlled access to Belmore Basin, the Fish Markets, Bombora and businesses located on Marine Drive at all times. Access for local residents to Parkside Avenue will also be provided throughout the duration of the event. Arrangements for a temporary Bus Zone in Harbour and Burelli Streets form part of the traffic management plan.

Proposal:

Council consider: approval for the road closure subject to the submitted traffic management plan and Council’s Standard Conditions for Road Closures.

PORT KEMBLA 18 Five Island Road – Regulation of Traffic and Diversions to Council Roads During

Demolition of Bluescope Steel Bridge over Five Islands Road Background: An application has been received from Bluescope to regulate traffic and to put diversions in place

to allow the closure of Five Islands Road in September 2011 for the demolition of a Bluescope bridge over Five Islands Road between Lake Parade and Flinders Street. A traffic management plan will be tabled at the meeting

Proposal:

Council consider approval for the proposed diversions of traffic to Council roads and for the regulation of traffic in accordance with the submitted traffic management plan, providing approval for the proposed closure of Five Islands Road is first obtained from the RTA.

DESIGN MATTERS WOLLONGONG 19 Auburn Street, Burelli Street, and Station Street – Removal of the Roundabout and

Construction of a Signalised Intersection Background: Council has worked with the RTA to develop a design for the construction of a signalised

intersection to replace the existing roundabout at Auburn, Burelli and Station Streets, Wollongong.

Proposal: Plan No. 4709 C01 2 be approved. (Attachment 1)

KEMBLA GRANGE 20 Princes Highway – Construction of a Shared Pathway Background: Council has worked with the RTA to develop a design for the construction of a shared pathway on

the Princes Highway at Kembla Grange.

Proposal: Plan No. 4708 be approved. (Attachment 2)

INFORMAL ITEMS (TRAFFIC ENGINEERING ADVICE ONLY)

BELLAMBI 21 Pioneer Road – Review of Parking Background: NSW Police has received complaints form the resident at 57 Pioneer Road where there are regular

instances of vehicles parking across the driveway. During the site inspection by members of the Committee it was noted that the shopping complex has a medical centre and a hairdresser. Visitors to these may need to park for some time, and although off street parking is provided there may be a need to review parking generally.

Council will canvass the need for timed parking in this area, with a view to recommending a

strategy at a future Traffic Committee meeting. FAIRY MEADOW 22 Woodhill Street – parked cars restricting access to Dion’s Buses Background: Council’s Rangers have advised Dion’s are having problems with parents and school children

parking so as to restrict their buses getting in and out of their depot. There are adequate No Stopping signs along the north side of Woodhill Street from the Highway to about half way along that section of street, which are enforceable. The sign in the middle of the road has arrows both ways but no closing sign to the east.

During the inspection, the Committee met with Dions staff. The main issue is parking during the afternoon school times, on the private property boundary opposite the bus parking bays. The buses need 1 to 2 m of additional space to turn safely and the parking needs to be restricted to a point 2 m inside the property boundary on the northern side of Woodhill Street. Accordingly the best solution is for Dion’s to secure the private land with a fence or log barrier to prevent parking too close to the road boundary. The existing No Stopping restrictions could then be enforced.

23 MT OUSLEY Dumfries Avenue – parking Background: Council staff has observed that cars parking to visit the reserve at Dumfries Avenue and Bass

Street may cause some increased risks for traffic in Dumfries Avenue. The street is narrow and vehicles need to cross to the incorrect side of the street to pass any parked vehicles. As the parking tends to be intermittent, Council will consult with the adjacent residents before bringing a proposal to Traffic Committee.
