What is the PMF Program?• The Presidential Management Fellows (PMF)

Program was established by Executive Order in 1977 to attract to the Federal service outstanding men and women from a variety of academic disciplines and career paths who have a clear interest in, and commitment to, excellence in the leadership and management of public policies and programs.

• President Obama's Executive Order 13562 makes additional changes to the PMF Program.

PMF Program Applicant Pool• The PMF Program recruits thousands of

outstanding candidates from accredited graduate schools.

•The number of participating schools, students, and disciplines has grown over the years

•Many selected PMF fellows have extensive prior experience in:• Public Administration• Public Policy• Technology• Science• Health• Human Resources• Business• Financial Management

OPM PMF Assessment Process• All applicants nominated by their school are

invited to participate in a structured and proctored assessment process

• Applicants are evaluated on:• Critical Thinking• Written Communication• Life Experiences

• Based on assessment scores and any adjudicated veterans preference, nominees are selected as finalists

• PMF finalists are hired under the Schedule A hiring authority (excepted service) as capable new staff members

How does the PMF Program work for Federal Agencies?

•Recruit the Best: We recruit thousands of outstanding students through a network of graduate schools that nominate their best students. Graduate schools must conduct a competitive nomination process before formal nomination.

OPM PMF Selection ProcessThe OPM assessment is objectively scored

• The assessment focuses on competencies linked to OPM’s Executive Core Qualifications.

• The OPM assessment includes three components Life Experiences Critical Thinking Skills Writing Fundamentals

PMF Program Working for Federal Agencies

Pre-Qualify Finalists: OPM assesses each candidate on the following competencies: adaptability, integrity, interpersonal skills, motivation to serve, oral/written communications, and problem solving. Finalists are pre-qualified at the GS-9 level, although agencies may initially appoint at the GS-9 through 12, or equivalent.

• Departmental PMF promotion policies (Bulletin) Agency flexibility for accelerated promotions with potential to the GS-13

Typical career path with limited prior experience• Appointment - GS-9, step 1 (or equivalent)• 1-year Anniversary - eligible for GS-11, step 1• Program Completion - eligible for GS-12, step 1

• Two-year, paid full-time position in the excepted service

• Appointed at the GS-9, 11, or 12 (or equivalent) based on qualifications and agency need

• Agency flexibility for accelerated promotions with potential to the GS-13 during Fellowship (position career ladders may go to the GS-15)

• Training and development are key aspects of the PMF Program.

• Federal agencies provide internal and external rotational assignments.

• Seminars, conferences, briefings and other training opportunities may be available.

• The Office of Personnel Management (OPM) provides structured orientation and training programs.

• Bureaus begin entering new PPS position postings for PMF class finalists in February

• Finalists are notified a few days before OPM’s finalist selection announcement so that resumes can be updated

• OPM announces PMF Finalists in late February/March

• Resumes are posted to the OPM PMF website: https://www.pmf.opm.gov/AAgfinal.aspx

• Finalists have access to an online PMF Projected Positions System (PPS) to identify agency positions

• Appointment fee for 2012 - $7,000

• Reimbursement is due within 30 days of hiring or two weeks before a PMF’s participation at one of OPM’s Orientation sessions, whichever occurs first
