Foreword

The harsh reality of the host communities of Syrian refugees in Jordan is one marred by bearing the brunt of limited accessibility to basic services…..Conditions are deteriorating to a point where the little that families have must be shared with those having even less.

The whole of Jordan is affected by the Syrian crisis, but the Northern Governorates of Irbid and Mafraq, are receiving increasing numbers of Syrians fleeing war and seeking refuge. A mere look at numbers and resources and the future seems bleak. Municipalities already struggling with providing necessities are helpless against a pressing demand on basic, social and economic services let alone hiking numbers of unemployment.

Standing still and watching the underprivileged and marginalized pay the highest price for a crisis that has been brought upon them by the war across the borders is not an option. The heavy burden imposed on hosting communities is for all to shoulder.

The United Nations Development Programme (UNDP)- strongly believing that both Jordanian corporations and individuals- can play a greater role in enhancing the livelihood of vulnerable communities, hence, this crowdfunding initiative. The goal is to garner support and establish strong partnerships with actors who are ready to make a tangible difference in their societies. With crowdfunding, UNDP aims at mobilizing resources to support, adopt or finance projects in various areas of community services, by matching projects with sponsors.

Sponsors are encouraged to actively take part in shaping the outcome, to the best interest of beneficiaries and their own public image. Perhaps your company will fund a more cost-effective Light Emitting Diode (LED) lighting in Mafraq Governorate, ensuring energy efficiency? Or contemplate sponsoring solar panel systems to decrease the deficit in budget due to growing energy demands. A new public park in Al Taybeh Municipality benefitting more than 3000 families can be of interest too. The needs and possibilities are many, and the hope in corporations and individuals is alive and kicking. While Jordanian companies will provide great support to poor communities under their Corporate Social Responsibility initiative, UNDP will guarantee accountability, transparency, leveraging of resources, and high visibility to all its partners and crowdfunders.

The booklet between your hands provides a brief about proposed projects starting from $5000 to $ 50,000 for each municipality. The beneficiaries include all 36 Northern municipalities. Mayors conducted consultations to identify and submit priority projects for each of their municipalities. The outcome is what you see today. A menu of project proposals that can make a difference to the people living in these communities. The projects will continue to be updated on a monthly basis… so this is just a start! This is a call to join efforts for the public good because together we can make it possible!

UNdP SUPPort to mitigAte the imPAct oF the SyriAN reFUgeeS criSiS UNDP Jordan, in partnership with the Government of Jordan, launched the programme “Mitigating the impact of the Syrian refugee crisis through support to host communities” in 2013 to respond to the needs of communities hosting refugees fleeing from Syria.

The UNDP Programme contributes to sustaining social and economic stability, with particular focus on the Northern governorates, and to safeguard the hard won human development gains of Jordanians.

The Programme responds to the urgent needs of crisis-affected Jordanian host communities in Irbid and Mafraq to increase their absorption capacity and mitigating any possible tensions between Syrian refugees and hosting communities.

brieF deScriPtioN Driven by the promise of significant energy and maintenance savings provided by Light Emitting Diode (LED) technology, many municipalities are considering LED lighting as a more cost-effective option. While the potential exists for additional energy savings from this option, resources at the municipality to finance such a project are nonexistent.

Fortunately, there is considerable evidence now that at the very least LED street lights will provide the following benefits compared to the current lighting option:

Improved nighttime visibility and safety through better color rendering, more uniform lighting distributions and the elimination of many dark areas between poles. Reduced direct and reflected uplight which are the primary causes of urban sky glow. 40-80% energy savings (depending on incumbent lighting source and lighting design criteria). 50-75% street lighting maintenance savings.

New Rehab Municipality estimated a total of 5000 lighting units that need conversion to LED in order to cover all 32 neighborhoods that fall under its mandate. The project will be implemented through 6 phases by targeting 5 neighborhoods in each phase.

brieF deScriPtioN The social importance of parks is a tangible reflection of quality of life in any community; as access to parks and recreation opportunities has been strongly linked to reductions in crime and to reduced juvenile delinquency. Public spaces are needed to mitigate possible tension drivers in schools and neighborhoods especially with the advent of Syrian refugees.

This is an opportunity to engage the community of Al Taybeh Municipality in the design, planning and implementation of a safe and an inviting open-space for their families and children. Additionally, parks have an economic value as they increase property values and invite private sector investments. They will indeed provide significant indirect revenues to local economies from sports tournaments and special events such as arts, music, and holiday festivals. Economic activity from hospitality expenditures, tourism, fuel, recreational equipment sales, and many other private sector businesses is of true and sustained value to local economies.

Al Taybeh Municipality has identified a municipality-owned land as a potential location for investment. Funding is needed for landscaping, trees, benches and playground facilities.

Brief Description A pleasant community appearance adds to home values, helps attract business investment, and improves the neighborhood reputation. Research shows that beauty is one of the top three factors in creating community attachment, or loyalty, to one’s particular town or city.

Unattractive entrances and main gathering points of any municipality give a negative impression. It says that the municipality council doesn’t believe in the community enough to even try to renovate, rent or sell. In order to foster trust between the municipality and the community, Manshiet Bani Hasan Municipality is proposing a community engagement campaign to renovate and rehabilitate the main entrances and central roundabout of the municipality.

brieF deScriPtioN In Irbid, Syrians represent 10% of total patients, with a percentage as high as 18% in some locations. As a consequence, the ratio of health specialists per population has decreased in all categories, as has the ratio of hospital beds. Jordan has an advanced health care delivery system thanks to progress made over the past decade. However, such gains are now under threat. Possible response options for health sector challenges include physically expanding the number of beds; surgical, outpatient, emergency, maternity, laboratory and other infrastructure capacity; and the strengthening of emergency services. Improved capacity to manage and maintain the quality of infrastructure and equipment is also urgently required. The health center rehabilitation initiative shall target the only two health centers in the municipality, Saham and Sammar.

brieF deScriPtioN Energy bill erodes financial resources for several governmental and non-governmental organizations, including the municipalities that suffer from high budget deficit, which constitutes for some municipalities about 90% of their total annual budget. Such spending on energy doesn’t enable the municipalities to meet their obligations towards the local communities in terms of municipal services and community outreach.

Greater Mafraq municipality suffers from the burden of its energy bill for road lightening that constitutes a big portion of the municipality costs. In an effort to improve the effectiveness and efficiency of the municipality’s service delivery system and decrease its budget deficit, the proposed project aims to establish a solar panel system for the municipality’s premises. This system will enable the municipality to save a large portion of its energy bill expenses. Afterwards, the municipality will enjoy energy independence and be able to amortize its debts and subsequently use the savings to cover costs related to the improvement of municipal services delivery system. The establishment of solar panel system for the municipality’s premises will be a role model for the local community members to follow. Consequently, the area will witness an economic development and production of energy without harming the environment. In addition, this project will contribute to create employment and income-generation opportunities.

brieF deScriPtioN Jordan is a middle income country, which suffers from a severe water scarcity along with a growing gap between needs and availability of water resources. With regards to water, Jordan is amongst the four poorest countries worldwide; where the Jordanian per capita share of water dropped over the last years and it is now below the water poverty line defined by the World Health Organization. Jordan is currently developing alternative water resources and improving its water efficiency to avoid water scarcity.

The waves of refugees that Jordan has witnessed, specifically the Syrian refugee crisis, have been creating further pressure on water supplies, specifically in areas which already suffer from dryness and harsh weather conditions, like Mafraq. Water scarcity is not only impacting the population’s water security, but also its food security and the whole economy.

In response to such major challenges, and based on the demand of local communities in the targeted areas, UNDP has been planning to implement small-scale interventions that will contribute to the improvement of water availability in the inhabited areas, specifically the public buildings i.e. schools and mosques by constructing water harvesting systems on rooftops.

The project will provide also services of an incubator and/or accelerator for the businesses in Sabha & Dafianeh.

In addition, the local community members can utilize this platform as a “Community Theatre” to discuss their mutual interests and community development matters.

This will contribute to the improvement of the local economy of Sabha & Dafianeh and strengthen social cohesion, specifically through employment and income-generation.

brieF deScriPtioNThe unemployment rate in Sama Al Sarhan, specifically among youth and women, is high. A culture of shame with regards to accepting work in some economic activities and a conservative culture, prevent women from working outside their area, which aggravates the unemployment situation in Sama Al Sarhan municipality.

In response to these major challenges, the local community of Sama Al Sarhan wish to establish a satellite workshop for textile manufacturing within the municipality area. The workshop is expected to absorb around 300 unemployed youth from the local community.

UNDP’s experience reveals a remarkable impact of such initiative, specifically in improving the local economy of the targeted area, and building capacity and self-reliance among the unemployed youth and women. The satellite workshop will create employment and income-generation opportunities for youth and women, and prevent them from becoming radicalized .

The project will be implemented over two phases as follows: - Phase I will cost around 30,000USD. It will cover the construction of the hanger. - Phase II will cost around 30,000USD. It will cover the cost of providing furniture and equipment for the hanger.

brieF deScriPtioNThe widespread perception that Syrian refugees have resulted in further socio-economic burdens and declining standards of living of the Jordanians living in host communities, especially in Mafraq is worrying, as it may spur local tensions. Citizens in host communities have felt left-out and neglected, and expect a more prominent response to their own needs from state institutions and local authorities. In addition, the unemployment and long leisure time that youth have spent, lead them towards frustration and open doors of violence and radicalization. Accordingly, social cohesion improvement initiatives are highly needed.

Even prior to the Syrian refugees crisis, some remote areas in Jordan, like Al Salihia & Nayfeh municipality, lacked recreation and entertainment sites that local community members, specifically the youth, could use to enjoy their time and develop life and personal skills.

UNDP-Jordan has implemented a pioneering project named “Emergency Employment (3x6 Approach)” in many municipalities in Mafraq, including Al Salihia & Nayfeh. It involved the participation of unemployed youth from the municipality in cash for work activities, such as establishing the basic infrastructure for the municipality soccer field. The proposed project aims to complete the establishment of the municipality soccer field. Soccer is unique in the sense that it crosses all geographic, ethnic and religious boundaries and affects positive social change. Perhaps more importantly, sports like soccer help to keep youth, specifically the unemployed, away from drugs, violence, radicalization, and terrorism.

brieF deScriPtioNPeople in remote areas, like Sabha & Dafyianeh municipality, lack access to recreation and entertainment services, specifically for families. Several requests from the local community of this municipality asked for establishing a decent public park where the family members can gather and spend their leisure time.

The social importance of parks is a tangible reflection of quality of life in any community; as access to parks and recreation opportunities has been strongly linked to reductions in crime and to reduced juvenile delinquency.

Sabha & Dafyianeh municipality has several archeological sites; one of which is a Roman pool that has a surrounding open-space, which can be utilized to establish a public park. UNDP plans to revive this archeological site by establishing a park for the local community members. Trees, benches, tables, and playground facilities will be provided.

This park is expected to add a socio-economic value as it will attract private sector investments and consequently create employment opportunities for the unemployed youth. Booths for selling snacks and toys, and mobile restaurants are an example of microbusinesses that will be established inside the public park i.e. the archeological site. Additionally, it will be an open platform for entrenching social cohesion among the local community members, especially between Jordanians and Syrians.

The project will be implemented over two phases as follows: - Phase I will cost around 35,000USD. This will cover the infrastructure construction, and rehabilitation of the pool. - Phase II will cost around 20,000USD. This will cover the cost of providing the required equipment and beautification supplies.

brieF deScriPtioNEnergy bill erodes financial resources for several governmental and non-governmental organizations, including the municipalities that suffer from high budget deficit, which constitutes for some municipalities about 90% of their total annual budget. Such spending on energy doesn’t enable the municipalities to meet their obligations towards the local communities in terms of municipal services and community outreach.

Deir Abi Saied municipality suffers from the burden of energy bill for road lightening which constitutes a large proportion of the municipality’s operational expenses. In an effort to improve the effectiveness and efficiency of the municipality’s service delivery system and decrease its budget deficit, the proposed project aims to establish a solar panel system for the municipality’s premises. This system will enable the municipality to save a large portion of its energy bill expenses. Afterwards, the municipality will enjoy energy independence and be able to amortize its debts and subsequently use the savings to cover costs related to the improvement of municipal services delivery system. This was attributed to insufficient number of compactors and waste collection equipment, because the municipality falls under the budget deficit driven by the high energy bill. The area will witness an economic development and production of energy without harming the environment and making global warning pollution. Needless to say that this project will contribute to create employment and income-generation opportunities.

Such spending impedes the improvement of medical service delivery system, specifically in remote areas. The community health centers are required to continue the delivery of medical services while at the same time coping with the immediate needs of refugees, and strengthening systems to maintain and restore quality and extend coping capacity for future inflows. Lack of medications for chronic diseases and laboratory tests are an example of challenges facing community health centers.

Al Shonah Al Shamalieh Health Care & Maternity Centre within Mu’aath Bin Jabal municipality in Irbid governorate suffers from high energy bill. In response to this challenge, the proposed project aims to establish a solar panel system for the center; this system will save a large portion of its energy bill. Afterwards, the center will be able to use the savings to cover costs related to the improvement of medical service delivery systems of the center. Therefore, the savings on energy bills can be spent for purchasing state-of-the-art laboratory equipment and other medical tools.

The project will also contribute to creating employment opportunities in solar energy production for unemployed youth in the local community.

brieF deScriPtioNJordan is a middle income country, which suffers from a severe water scarcity, in addition to food vulnerability and insecurity in different areas. With regards to water, Jordan is amongst the four poorest countries worldwide; where the Jordanian per capita share of water dropped over the last years to below the water poverty line defined by the World Health Organization.

Jordanian farmers are gravely affected by irrigation water scarcity in Jordan. In addition, they suffer from loss of water by evaporation and sometimes high operational cost because they have to buy water tanks to meet their immediate irrigation needs. This, in turn, created a national-level challenge threatening the food security and socio-economic situation at large. Therefore, Jordan is currently developing alternative irrigation water resources and improving its water efficiency to avoid water scarcity.

The increase in population due to the large numer of Syrian refugees received, has been creating further pressure on water and food supplies, specifically in areas which already suffer from dryness and harsh weather conditions, like Mafraq. Water scarcity is not only impacting the population’s water security, but also its food security and the economy as a whole.

In response to such challenges, and based on the demand of local communities in the targeted areas, UNDP has been planning to implement small-scale interventions that will contribute to the improvement of water availability for farmers and protecting poor people from malnutrition and hunger. UNDP’s intervention aims at supporting poor farmers in installing new irrigation technology that minimizes water loss by evaporation. This technology is simply an automated machine that sensate surrounding atmospheric parameters, select the best time for irrigation, and irrigate the crops automatically with optimal amounts and minimal evaporation. This has been tested in Azraq, and it was very successful.

Solar energy solutions for public facilities (schools, mosques, municipalities, etc.) will reduce the financial and environmental burdens incurred; this intervention seeks to install photovoltaic solar systems for electricity generation.

brieF deScriPtioNThis intervention supports grey-water treatment and reuse at the major community centers (municipal buildings, schools, mosques, etc.) by installing simple (and replicable) technologies. This is designed to serve the centers close to farms/ public parks for potential reuse of treated water.

Grey water may contain traces of dirt, food, grease, hair, and certain cleaning products. While grey water may look “dirty,” it is a safe and even beneficial source of irrigation water in farms. Additionally, these residues are regarded as valuable fertilizers. Aside from the obvious benefits of saving water (financially and environmentally), reusing grey water keeps it out of the sewer or septic system, thereby reducing the chance that it will pollute local water bodies. Reusing grey water for irrigation reconnects urban residents and backyard gardens to the natural water cycle.
