1. The Israel Airports Authority ("IAA") issues this Addendum in accordance with the Request for Proposals issued on March 14, 2016 (the "RFP"). This Addendum forms an integral part of the Tender Documents and which shall bind each of the bidders in relation to the Tender in reference for every matter and purpose. 2. P6 1.3.a. 4th paragraph safety pressurization

What is the required flow volume for the fan? The supplier should fulfill the requirements of paragraph 2.13, page 45

3. P7 1.4.d: Option 4 Handrails on both sides of tunnels

Please clarify whether tunnel design that allows for full-length handrails down both sides of the A tunnel, fixed walks, and at all tunnel transition areas is acceptable.

The supplier should fulfill the requirements of paragraph 2.2.b, page 26. Note: the measurements in Figure 5 are centimeters.

4. P14 1.7.g. 2nd paragraph, SST Bolts and screws

Stainless steel fasteners for structural applications do not possess the required strength. Structural rated fasteners have far greater strength than stainless steel and are the better choice. For example, a Class 8.8 fastener has a yield strength of at least 640 MPa and a Class 10.9 fastener has a yield strength of 940 MPa. An 18-8 stainless steel fastener or 300 series stainless steel fastener has a minimum yield strength of only 276 MPa, less than half the strength of the Class 8.8 and less than one third the strength of the Class 10.9 fasteners. In addition, galvanic action between the stainless steel fasteners and the steel structure will accelerate the corrosion of the steel and can prematurely weaken the joint, therefore structural fasteners are supplied with zinc coating for corrosion resistance. The zinc coating

Whenever possible – SST Bolts must be used.

If usage of SST bolts contradicts with the design requirements – the supplier will use bolts, which have been galvanized by Sherardizing (Thermodiffusion zinc coating). The minimum required coating thickness – 50 µm.

protects the fastener from corrosion and does not accelerate corrosion of the surrounding steel. It is requested to allow Bidder to supply all non-structural fasteners in stainless steel. Please accept this change in this requirement to allow zinc coated fasteners at structural connections and stainless steel fasteners at all non-structural connections.

5. P19 Corrosion Protection

This clause requires all structural panels to be hot-

dip galvanized after fabrication and before painting. After welding of the structure the physical size of the structural panels will not permit hot-dip galvanizing. The Bidder is unaware of a hot-dip galvanizing tank available anywhere that has the physical size required to accommodate the fabricated structural panels. In addition, if such a large tank were found, the hot-dip galvanizing process will cause severe and unpredictable warping and distortion of the panels potentially making them unusable. As noted below for item 2.2.a, the AWS D1.1 standard does not permit welding on galvanized steel due to weakening of the welds and dangerous fumes produced. The specification requires compliance with AWS D1.1 and this would not be possible using hot-dip galvanized structural panels. It is requested to allow application of a high quality industrial zinc-rich paint system in lieu of hot-dip galvanized panels.

The supplier should fulfill the requirements of paragraph 1.10.f, page 19. Galvanizing defects at welding points will be repaired according to the standards.

6. P25 2.2.a. 5th paragraph, Galvanized Steel

The use of galvanized steel structural members is not recommended. Welding steel structures using galvanized members adds porosity and inclusions within the welds that can promote cracking and can greatly weaken the welds. Surface coating after welding and fabrication with a high-quality zinc-rich paint process protects the steel without sacrificing weld strength. Section 1.7.f. Section 5.15 of AWS D1.1 requires that surface coatings including galvanizing must be removed from the weld area before welding, negating any benefit from using

galvanized members. Please accept a change in requirements to allow use of non-galvanized structural members in the welded structures.

7. P24 2.1.c 2nd paragraph

Bidder can offer a sleeved, bronze bearing design or a turret- type bearing. Both rotunda bearing systems do require some lubrication over extended intervals.

Early in the paragraph the requirement is for a system requiring no lubrication. Later in that same paragraph, it appears that periodic lubrication of the bearings is permitted. Please clarify.

Periodic lubrication of rotunda bearing is permitted, indicate needed intervals.

8. P26 2.2.b Tunnel Handrails

It is requested to clarify whether a tunnel design that allows for full-length handrails down both sides of the A tunnel, fixed walks, and at all tunnel transition areas is acceptable.

The supplier should fulfill the requirements of paragraph 2.2.b, page 26. Note: the measurements in Figure 5 are centimeters.

9. P29 2.2.g 3rd paragraph

The following requirements apply to the frame of the outside door to the staircase:

o Standard profile section.

o Made of stainless steel, 3-4 mm thick.

o Stainless steel frames shall be made of bright-rolled steel. The frames and fronts shall be dimensioned per access point and made to measure separately. The profiles shall not warp either, nor be dented, become loose etc.

We believe that this section pertains only to the door frame that is welded into the tunnel structure for the outside service door to the staircase. Please confirm.

This paragraph (2.2.g) describes the door in fixed bridge of Gates E5 and E9, which will lead to the staircase of the ground stairs. This staircase creates a possibility to use Gates E5 and E9 as "Bus Gates".

The requirements of the paragraph must be fulfilled.

10. P33.2.7.a 2nd paragraph:

11. P37 2.8.c 9h paragraph

Please clarify. In some locations within the specification the requirements state IP rated closures and switches. In other areas of the specification NEMA rated closures and specifications are required. Please confirm that both NEMA and IP ratings are permitted as long as the protection provided meets the intent of the specification.

IAA confirms.

12. P43 2.9.i Per this clause, the light fixtures shall be monitored and controlled by the BMS and shall have a self-check feature. Please clarify what elements of the light fixtures are to be monitored and what signals or indications are to be sent to the BMS.

The supplier should fulfill the requirements of the standard IEC-62034.

13. P46 2.15 6th paragraph, Interior lighting

As stated, tunnel interior lighting shall be provided by LED fixtures located approximately 250cm on center, or as necessary to achieve a light level of 150 lux, measured on the floor, throughout the PBB system from terminal building to aircraft door. It is requested to allow fixture spacing of 365cm centers with 150 lux levels.

As long as required lighting levels are provided, spacing of fixtures maybe wider than 250cm.

14. Dimensional concerns: There are a number of dimensional issues, such as door widths and corridor widths specified. These dimensions vary by a few centimeters from manufacturer to manufacturer. While generally minor with respect to the performance of the boarding bridge, making these types of dimensional changes require significant design and re-tooling efforts that may preclude participation. It is requested to allow several dimensional changes as noted below.

Annex A,P25 2.1.d, Connection of the Rotunda to Terminal or Fixed Bridge and the Fixed Bridge to the Terminal: This section states "the minimum internal sizes shall be 244cm clear height and 140cm clear width." It is requested to allow clear width of 133.3cm.

The width of 133.3cm can be allowed only at the passage area.

Annex A,P31 2.5 3rd paragraph, Cab Front Door: Per this clause "the clear dimensions of the doors when open are minimum 140cm wide by 220cm high." It is requested to allow door opening is 109cm wide X 222cm high.

The requirements of the paragraph must be fulfilled.

Annex A,P33 2.7.a: Service door: As required in this clause "the door shall be 760mm in width and be equipped with heavy-duty commercial-type hardware and automatic door closure." It is requested to allow service door opening of 685mm clear width.

The requirements of the paragraph must be fulfilled.

Cab rotation is specified as 35 degrees to the right. It is requested to allow boarding bridge that rotates 32.5 degrees to the right.

32.5 degrees to the right is acceptable, except for LB-4 which requires 90 degrees right rotation.

15. Per the Customer drawing F-A75.01, the bridge identified as L3 is listed as the TB 45.0/26.5-2 model. Per the Customer's "Aircraft Passenger Boarding Bridges Tender Documents" for Gate E3, PBB LB 3, page 82, the Bae-146-300 is positioned on stop-bar (B) with an operational length of 3624.35cm which represents the longest operational length required. The Thyssen Krupp bridge model identified as TB 45.0/26.5-2 has a recommended operational extend dimension of 4080cm. The bridge for this gate could be reduced to the TB 41.0/24.5-2 bridge model which has recommended operational extend dimension of 3680cm. It appears that at least (5) of the bridge models could be reduced.

The Bidder should submit its proposal based on the model listed and the requirements specified in the Technical Specifications.

16. Per the Customer drawing F-A75.01, the bridge identified as LB 5 is listed as the TB 31.0/19.02 model. Per the Customer's "Aircraft Passenger Boarding Bridges Tender Documents" for Gate E5, PBB LB 5, page 84, the B737-900W is positioned on stop-bar (B) with an operational length of 1653.01cm. The Thyssen Krupp bridge model identified as TB 31.0/19.0-2 only has a recommended operational retract dimension of 1680cm and would be required to retract to less than the recommended operational retract dimension. The B737-900W would need to be repositioned or the bridge model could be reduced by one size; the bridge model is listed is oversized by one model size.

We understand the minimum operational length to be 1553.5 CM for TB 31.0/24.5-2, which is less than that required for the B737-900. Bidder should submit its proposal based on the model listed and the requirements specified in the Technical Specifications.

17. Per the Customer drawing F-A75.01, the bridge identified as LB 7 is listed as the TB 43.0/25.52 model. Per the Customer's "Aircraft Passenger Boarding Bridges Tender Documents" for Gate E7 PBB LB 7, page 84, the A300-600R is positioned on stop-bar (B) with an operational length of 2297.13cm. The Thyssen Krupp bridge model identified as TB 43.0/25.5-2 only has a recommended operational retract dimension of 2330cm and would be required to retract to less

We understand the minimum operational length to be 2203.50 CM for TB 43.0/25.5-2, which is less than that required for the A300-600R using the forward door. The mid door could also be used. Bidder should submit its proposal based on the model listed and the requirements specified in the Technical Specifications.

than the recommended operational retract dimension. The A300-600R would need to be repositioned.

18. Per the Customer drawing F-A75.02, Detail 2, depicts the fixed bridge configuration for Gate E7. The configuration shown would require an additional foundation/support column to support the terminal-end of the fixed bridge or would require a terminal-mount bracket to support the terminal-end of the fixed bridge. If the IAA is interested, it may be possible to skew the fixed bridge at the terminal-end and go straight to the rotunda foundation position; this could eliminate the need for the terminal-mount or extra foundation/support column and also allow the PCA equipment to be located under the fixed bridge section.

An additional foundation/support column is required. See attached addendum drawings F-A75.02 and F-A75.04. The terminal-mount bracket or skewed bridge alternatives are not acceptable.

19. Per the Customer drawing F-A75.04, Detail 1, depicts the fixed bridge configuration for Gate E6. It appears that coordinate listed as 190770.45, for terminal-end foundation/support column, for the FB 6A fixed bridge is incorrect.

The coordinate 190770.45 at E6 is incorrect. See attached addendum drawing F-A75.02 with correction.

It is requested to clarify the following with respect to the document “Log_mifrat_2016_070_0013_00”:

20. a) Section 6.e Manual Battery back-off:Is it necessary with battery back-up system or could it be replaced by a diesel generator?

Battery back-up is mandatory.

21. b) Section 7.f Welding Qualifications:

Is it mandatory to have qualifications of welding procedures and personnel according to AWS or is it accepted with the same corresponding Europeans welding qualifications?

Same European welding qualifications will be acceptable

23. d) Section 10.c Power characteristics:Is it necessary to mount all equipment minimum 500 mm above apron surface?

The motors for the PBB drive unit are mounted on the gearbox in the extension of the wheel centerline. Wheel diameter is for many PBB manufacturers 1000 mm.

For the motors of the PBB drive units will be permitted an exception.

24. e) Section 2.a General:

Is it mandatory to design the tunnel telescoping motion with “horizontally and vertically by roller units on the tunnel corner profiles (guidance rails)”?

There are other guidance systems which have equally or better performance for the telescoping motion.

The request is not mandatory.

25. f) Section 5 Boarding Bridge Cab:

Must the cab rotation needs to be by chain drive?

The request is not mandatory, as long as the supplier installed the proposed technology in 11 PBBs at least.

26. g) Section 15. Interior Finishes and Lighting:Do the tunnel lintels and roller trans (runner profiles) need to be covered with stainless steel if the telescoping system is

accepted to not necessarily be with rollers in the four corners? Are other surface treatment system allowed for high tension steel qualities used for the telescopic motion?

27. Refer to the document "Log mifrat 2016 070 0013 00" P18: "Clearances: 7,5m to aircraft with PBB in parked position and 3,0m to aircraft engine at any point of PBB operational travel"

The clearances from aircraft to PBB in parked position is based on the apron layout provided by IAA and 3.0m to aircraft engine at any point of PBB operational travel will be not realistic especially when the PBB serves the second door of some aircrafts. Could you kindly clarify this requirement?

The passenger boarding bridge has a safety zone:

o Relative to engine of the aircraft;

o Relative to other aircraft components.

The aircraft clearances of 7.5 M for PBB in the parked position and 3.0 M for PBB during operational travel is the design intent. It is understood that there may be a few cases where the criteria will require discussion during the submittal process, but every attempt must be made to comply with the design intent

28. Refer to the document "Log mifrat 2016 070 0013 00" P48: "Exterior walls to be aluminum /Alucobond cladding panels."

Could you kindly clarify which part shall be aluminum or Alucobond cladding panels?

The IAA retreats from this requirement. The requirement will be deleted.

29. Refer to the document "Log mifrat 2016 070 0013 00" P75: "The

Manufacturer / Contractor shall provide (international) air transportation, local transportation, accommodation and per diem in accordance with international standards. Allow for five participants on behalf of the IAA per system. " and document "Log RFP 2016 070 0013 00" P31: ״Annex 1 - Bill of Quantities 7 FAT - Factory Acceptance Tests (excl. Flight tickets, accommodation and any allowance)".

The IAA will bear all transportation and accommodation expenses of its personnel participating in the FAT.

P18: The PBB System Cooling shall maintain temperature in the fixed and telescoping PBB's at 22°C +/- 2°C, 50% rh.

P45:13. PBB System Cooling, Ventilation and Pressurization - Ambient conditions for the design of the cooling system are defined as follows: 35 Degrees Celsius, 62% RH.

Request:

Can we understand that the temperature in PBB and fixed tunnel shall be maintained at 22°C +/- 2°C under the condition outside at 35 Degrees Celsius, 62% RH?

Yes

Could you kindly specify which type of A/C with chilled water is preferable?

Any Fan & Coil type concealed or rooftop mounted

The temperature of chilled water is specified. Please also specify the pressure of chilled water.

Equipment design pressure code to be 10 atm. Current working pressure 5-6 atm.

Request: Could you kindly specify which stand/PBB will be the first batch as well as the sample installation?

The requirements from the "Sample Installation Bridge" will be the same as the requirements from the "Prototype" (The Contract, page 20, paragraph 11.3).

32. Annex A-Technical Specs; Part3; Section 7.e (Page 70): Maintenance training:

1. The operators training will take place on site at Ben Gurion Airport in Israel, 4 days, 5 trainees. The

Must we include additional training (assembly and disassembly) at PBB Contractor’s facilities? if so, please clarify duration, number of trainees and if travel expenses, accommodation and allowances for the trainees must be included.

training shall take place in the English language. The Training shall also include a "train the trainer" qualification and certification for five (5) IAA employees. After the trainees have successfully passed the test, they will be authorized to train and certify other IAA employees.

2. The technicians training will take place on the supplier's site, in two sessions, up to five (5) technicians per session.

3. The IAA will bear all transportation and accommodation expenses of its personnel during the technicians training.

4. The supplier should fulfill the requirements of paragraph 3.7.e, page 70-71.

33. Annex A-Technical Specs; Part3; Section 7.e (Page 70): Additional training (Option):

Please clarify if travel expenses, accommodation and allowances must be included for the 5 trainees.

The IAA will bear all transportation and accommodation expenses of its personnel during training.

34. Annex A-Technical Specs; Part3; Section 9.e (Page 74): Presence on site of the PBB Contactor Quality Assurance Representative during the construction period.

Please confirm if necessary.

RFP

35. Bid Bond It is requested to clarify whether the bid bond could be issued from a first standing European bank (the bond will be advised by an Israeli bank, but not issued directly by the Israeli bank)

The request is denied. The Bid Bond may be provided by a major Israeli commercial bank or an international bank licensed to operate in Israel that has a branch in Israel, or by an Israeli insurance company, all as specified in section 8.1 of the RFP.

Contract

36. 11.3 According to this clause the Supplier is responsible for acquiring the necessary import licenses. This contradicts the DAP Incoterm. Besides, it is our understanding that as overseas suppliers we could not obtain the import licenses. Please kindly modify this clause to remove the import license from Supplier's obligations.

The Supplier shall not be responsible for import licenses. The words "and import" will be deleted.

37. 26.3 It is requested to delete this section and replace it with the following:

"Seller shall exclusively own all intellectual property rights in the products and services provided by Seller under this contract. Buyer shall receive a royalty-free, non-exclusive license to utilize Seller’s intellectual property to the extent necessary for Buyer to operate or utilize those products and services in the ordinary course of Buyer’s business".

The request is denied however, section 26.3 will be deleted and replaced with the following:

"It is hereby agreed that the IAA remains the owner of all proprietary rights in and to the Technical Specifications and any documents, drawings, opinion papers, analyses, ideas data, assessments, pre-final copies and any other written or unwritten product issued by the IAA. that the IAA shall be entitled to make any use of such Project IP, and any part thereof, only in connection with the System, at its sole discretion and without the consent of the Supplier and the Supplier shall be entitled to make any use of such Project IP, and any part thereof, at its sole discretion and without the consent of the other party, and neither party will have any claim or right (including any intellectual property right) with respect thereto. In addition it is hereby agreed that the Supplier remains the owner of all proprietary rights in and to the intellectual property related to its systems (other than the System), designs and services, and any documents, drawings, opinion papers, analyses, ideas data, assessments, pre-final copies and any other written or unwritten product issued by the Supplier"

38. Annex E paragraph 2

It is requested to clarify that the Supplier’s indemnity obligations are limited to the extent any damage or loss was caused by the Supplier or anyone under its control.

This paragraph will remain unchanged.

Bidders should note that Supplier's liability according to section 1 refers to an act or omission of the Supplier in connection with the provisions of this Contract or a breach of this Contract by the Supplier, and that the indemnity obligation under section 2 refers to damage, loss, expense and/or cost for which the Supplier is liable pursuant to the provisions of Section 1.

39. Annex D Annex D shall include information about the requirements for local content of the supply but Exhibit D is empty. Please clarify.

The Supplier is required to execute an Industrial Cooperation Agreement in accordance with the provisions of the Mandatory Tenders Regulations (Mandatory Industrial Cooperation), 2007. The terms of such agreement are to be set directly between the Supplier and the Israeli Industrial Cooperation Authority (the “ICA”).
