District Councils support best practices in land use through education programs, mentoring, networking events, project tours, policy work, and advisory services. By offering nonpartisan, unbiased expertise to community leaders, District Councils positively influence such issues as compact development, transportation, urban design and workforce housing. In 2013, ULI Colorado won ULI’s first “Impact Award” as the District Council (among 57 in North America) with the most positive influence on its community and membership.

With almost 1,300 members, ULI Colorado is one of ULI’s largest District Councils. ULI Colorado engages its members to help them build their careers and participate in their community. In the past year alone, 15 ULI committees have attracted 250 volunteers and developed programs attended by thousands. Our Young Leaders Group (YLG) is over 250 strong with monthly educational and social programs. ULI Colorado’s executive committee is chaired by Tracy Huggins, Executive Director of the Denver Urban Renewal Authority. Our Vice Chair is Mike Zoellner, Managing Partner at ZF Capital, our Treasurer is Mark Tompkins of Strae Advisory Services, and our Governance Chair is Bruce O’Donnell, President at Starboard Realty Group.

Speaker Bios

Patrick Heck, Chief Commercial Officer, Executive Vice President for Global Development, Denver International Airport (DEN)Patrick Heck is the Chief Commercial Officer and Executive Vice President for Global Development at Denver International Airport (DEN), the 6th busiest airport in the U.S. In this role, he is responsible for all air-port commercial revenue programs including the retail, food and beverage, commercial property, car rental, parking and ground transportation businesses. He is also in charge of airline affairs and air service devel-opment. Heck returned to DEN in 2016 after serving five years as the airport’s Chief Financial Officer from 2009 to 2014. Prior to his return to DEN, Heck served as the Vice President of Commercial for

Manchester Airports Group USA, leading the parking and public-private partnership aspects of the business. He was also the Chief Financial Officer for Continuum Partners, a Denver-based real estate development firm previous to that. Heck began his nearly 20-year aviation career at United Airlines, holding several positions in finance, operations and sales and marketing. A Colorado native, Heck earned a Masters of Public Policy from the University of Chicago, and a Bachelor of Arts in public policy and music from the University of Denver.

Scott Cardenas, Chief Information Officer, Technology Services, City of DenverScott has been Chief Information Officer for the City and County of Denver since 2015. Technology Services, offers a unique opportunity to work with a diverse business and technology environment that supports over 56 agencies. Scott is an innovative leader with experience in developing strong teams. Before his appointment, he served as the Chief Technology Officer for Kiewit. He has an extensive history of managing complex large-scale projects and diverse teams and creates bottom-line financial impacts through standardizing systems and operations for reliability and efficiency. With experience in construction, engineering, healthcare, financial, telecommunications, aviation and government arenas, Scott possesses a strong ability to communicate effectively with all business partners.

Brad Buchanan, Executive Director, Denver Community Planning and DevelopmentBrad Buchanan was appointed executive director of Denver Community Planning and Development by Mayor Michael B. Hancock in 2014. In this role, he is responsible for implementing visionary city planning and ensuring safe, responsible, sustainable building throughout Denver. Before joining the City and County of Denver, Brad was a principal and board member at RNL, a full-service design firm specializing in sustainable, integrated design.Brad is a past chair of the Denver Planning Board and past chairman of the Downtown Denver Partnership. He was a member of the Downtown Denver Area Plan steering committee and the 2027 Committee, charged with the implementation of the Downtown Area Plan. He has also served on Denver’s Landmark Preservation Commission. Brad has presented to more than 10,000 architects,

engineers and contractors across the U.S. and abroad on the role of the architect as a leader in the design and construction process.

Robert Detrick, Partner, Husch Blackwell LLP (moderator)Bob focuses on real estate development and transactions, with an emphasis on master-planned communities, resorts, mixed-use projects, senior housing and healthcare facilities. A member of the firm’s Real Estate, Development & Construction industry team, he has extensive experience in the following for residential, non-residential and mixed-use transactions and projects: acquisitions and dispositions, joint venture structuring, annexations, zoning and other development approvals, vested rights, development agreements, TIFs, PIFs, tax sharebacks and other public finance vehicles, construction, financing, leasing, Marketing, and Management and operation.

Diane Barrett, Chief Projects Officer, City and County of DenverA lawyer for nearly 25 years, Diane practiced primarily in the areas of project finance, public finance and land use/development. She was a partner with a major regional firm for many years and her practice emphasized infrastructure finance for both local governments and private development. In 2005, Diane was recruited by then-Mayor Hickenlooper to provide City oversight for RTD’s $500 million redevelopment of the Denver Union Station site into a multi-modal hub for its FasTracks transit program. The importance of Denver’s involvement in that success and the success of other FasTracks projects led to a recognition of the need for similar oversight for all development projects in the city. As a consequence, Denver’s current mayor, Michael B. Hancock, created the position of Chief Projects Officer when he took office in 2011 and appointed Diane to fill

it. She continues to hold the position and is currently working on a number of $500 million to $1 billion+ projects in Denver.

Michael Lewis, Executive Director, Colorado Department of TransportationMichael P. Lewis has recently been appointed as the Executive Director for the Colorado Department of Transportation (CDOT), where he is charged with leading the department in planning for and addressing Colorado’s transportation needs. Mr. Lewis oversees 3,300 employees statewide and an annual budget of approximately $1.4 billion, guiding an organization committed to becoming the best DOT in the country for its customers. Prior to this role, he served as CDOT’s Deputy Executive Director/Chief Operating Officer since May 2015. Before coming to Colorado, he was the Director of Rhode Island’s DOT and board member of Rhode Island Public Transit Authority, Rhode Island Turnpike and Bridge Authority and Rhode Island Public Rail Corporation from March 2008-February 2015. Prior to his appointments in Rhode Island, he served as

the Director of Boston’s Central Artery Tunnel Project (The Big Dig) from April 2000 until project completion in 2007. Mike is a past President of the American Association of State Highways and Transportation Officials (AASHTO) and is a member of the National Academy of Construction (NAC).

Richard Scharf, CEO and President, Visit Denver For more than a quarter century, Richard W. Scharf Jr. has been instrumental in growing all aspects of convention and tourism business in Denver. He has served in his current position since March 2004, man-aging a staff of 62 associates, which includes regional offices in Chicago and Washington D.C. With 1,300 private business members and an annual budget of $27 million, Denver has set new tourism records for the last 11 years, culminating in 2016 with a record 31.5 million total visitors who spent more than $5 billion dollars. Scharf has also played a key role in the development of Denver’s tourism and convention infrastructure. In 2015, Scharf worked closely with the National Western Association, to lead a successful public vote campaign

to again expand the Colorado Convention Center and completely redevelop the National Western complex. Scharf is an active member in all travel industry associations and several community organizations.

Erik Soliván, Executive Director, Mayor’s Office for HOPEThe Mayor’s Office of Housing and Opportunities for People Everywhere (H.O.P.E.). covers the spectrum from homelessness to homeownership and the opportunities, services and workforce training that support healthy housing environments. Prior to joining the Hancock Administration, Erik was the Senior Vice President at The Philadelphia Housing Authority overseeing the Office of Policy and Planning. Erik joined the Housing Authority after tenures in both the public and private sectors. In the private sector, he worked as a Senior Analyst at Public Financial Management, Inc., (PFM). While at PFM, Erik provided financial, technical, operational and policy analysis through the development of multi-year plans for various local government entities with specific

focus on housing and community revitalization. Erik is a graduate of the Rutgers University School of Law.

Roxane White, Innovator in Residence, The Aspen InstituteRoxane White serves as the Morgridge Family Economic Security Innovator in Residence. Prior, she was the chief executive officer of Nurse-Family Partnership, where she led innovation and growth of the evidence- based home visitation program, which serves parents and children in over 40 states and six Tribal Nations. From 2009 to 2014, she served as chief of staff to John Hickenlooper, both during his time as mayor of Denver and governor of Colorado, when she led innovations in homelessness, prison reform, Medicaid, and child welfare. From 2003 to 2008, she led the Denver Department of Human Services. She also spent 20 years working with homeless youth. Roxane serves as a Trustee for the Rose Community Foundation and chaired

Denver’s 2017 successful General Obligation community process. She is the parent and foster parent of wonderful adult children.

James Mulligan, Partner, Husch Blackwell LLP (moderatorJim, a longtime fixture on the Colorado real estate scene, has played a firsthand role in many of the real estate transactions that have fueled the state’s growth over the last 40 years. Jim has advised clients across the real estate industry with an emphasis on commercial and mixed-use real estate, including urban, resort and suburban developments, corporate campuses, plus a more recent and additional focus on Public-Private Infrastructure Partnerships. Jim has extensive experience with federal, state and local developments, project finance, tax and other incentive programs for corporate users, and public-private infrastructure and redevelopment projects. Jim is on the national board of NAIOP -- the Commercial Real Estate Development

Association, as well as a board and executive committee member of the Metro Denver Economic Development Corp. Most recent-ly, Jim was appointed by Colorado Governor Hickenlooper to the governing Board of Trustees for Metropolitan State University of Denver.

Mark Tompkins, Principal, Strae Advisory Services Mark is the Principal of Strae Advisory Services – a real estate consulting firm whose clients consist of municipalities and private firms across Colorado. During his 25+ year career, Mark’s experience has spanned public, private, and non-profit organizations. At Strae, Mark serves as the senior development advisor to the Denver Arts & Venues management team on the Next Stage Project. Prior to consulting, he served as the Deputy Director of the Denver Urban Renewal Authority (DURA) where his responsibilities included underwriting and negotiating DURA’s role in prospective redevelopment projects within the City of Denver. Between 2006-2014, Mark was the Chief Operating Officer of Continuum Partners. Mark is a graduate of the

University of Colorado at Boulder, with a B.S. in Business Administration, emphases in Accounting and Finance. Mark has served as a trustee of the Museum of Contemporary Art / Denver since 2009. He currently serves as Treasurer for the Urban Land Institute’s Colorado District Council

ULI Colorado’s 2017 Year In Review...

In April, we welcomed our newest staff member, Marianne Eppig (far right). Marianne has already jumped into our Technical Advisory Panel program, the Real Estate Diversity Initiative, Building Healthy Places, regional committees, as well as growing our business development and policy arms.

Our 2017 Impact Awards recognized INDUSTRY, Crossroads Commerce Park, Redtail Ponds Permanent Supportive Housing, and the 40 West Arts District as projects that exemplified exellence in development. Also recognized were Harry Frampton, Tom Clark, and Sarah Komppa. Pictured (L to R): Tom, Harry and John Shaw, past winner of the lifetime achievment award.

In July, our volunteer chair position transitioned from Amy Cara, Managing Partner, East West Partners, to Tracy Huggins (left), Executive Director of the Denver Urban Renewal Authority. Tracy will serve as our chair until July 2019.

Our March forum, “The Search for Equity in Neighborhood Revitalization,” explored issues of reinvestment and involuntary displacement and made recommendations in the resulting report, “Six Principles for Equitable Revitaliza-tion.” Read the full report on our website.

We welcomed over 1,500 attendees to programs focused on Mountain Community Economic Development, Food and Real Estate, Center City Transit, Water Use, Gentrification, Inner-Ring Suburbs, and Emerging Trends.

Our work on Building Healthy Places around Colorado continued with a workshop on the South Broadway corridor in Englewood, and project implementation grants to Montbello and Colorado Springs that enabled the realization of recommendations made in past reports. Thank you to our partner, the Colorado Health Foundation.

Our five mentorship programs provided professional development for over 100 students, young leaders, women, and minorities.
