2016 Quarter Horse Breed Development Program

Approved by Quarter Horse Breed Development Advisory Committee on December 18, 2015. Approved by the Indiana Horse Racing Commission on _______________.

The Quarter Horse racing industry in Indiana is continuing to grow and improve each year. When looking at the program for the year 2016, the Committee continues the task of improving a program which already has a strong foundation while maintaining a balance with the open racing program. Our biggest struggle is the success of Indiana bred horses winning open races and the budget amount for these awards. In formulating the program for 2016, the Committee, tracks and QHRAI were all in agreement to not make drastic changes to program, however the amount paid for awards in open races is of concern to us. This is the one area of the budget that we will need to watch closely as the 2016 race meet progresses, if this budget expense is exceeding projections, then this element of the program may have to be changed. We request that if expenditures for awards in open races are greater than anticipated, to have the ability to propose a modification to the program. We also request that Commission delegate to the Chairman or the Executive Director the authority to approve such a change if there is not sufficient time to bring it before the Commission at a public meeting. At the recommendation of the IHRC staff, the Committee will be maintaining a reserve of $250,000 in the fund to allow for any items which go over budget. In developing this proposal, the Committee held public meetings and worked closely with Indiana Grand and the QHRAI.

Overview of 2016 Program Breed Development Fund to pay 25% of the purse for stakes races and trials (prior to any

added monies). Breed Development Fund to pay 20% of the purse for overnight races. Scheduling of 73 Overnight races. There will not be trials for the Hoosier Classic and Born Runner stakes for older horses (4

YR Olds & UP). The Bob Woodard will continue to have trials if there are 14 or moreentries. Entry will be determined by 2015/2016 earnings.

2016 Standardbred Breed Development Proposed Program

Approved by the Standardbred Breed Development Committee on 12/11/15. Approved by the Indiana Horse Racing Commission _____________.

The year 2015 was a stellar year for Indiana Sired horses in racing within and out of our great state. Horses from our Breed Development program made national headlines. Most notably Wiggle It Jiggle It and Freaky Feet Pete, both earning notariaty. Indiana sired Wiggle It Jiggle It was named the nations Horse of the Year, Pacer of the Year, and three year old colt pacer. The horse earned over $2.1 million during the year and made history by being the first Indiana sired to receive such national honors and to win the prestigious Little Brown Jug. Indiana sired and bred Freaky Feet Pete took home honors winning the three year colt division of the Breeder’s Crown. Color’s A Virgin and Always B Miki also made Indiana proud by winning their respective Breeder’s Crown divisions. In reviewing statistics from the USTA (through December 1, 2015) it is impressive to note:

2,824 Indiana Sired horses that started in North America during 2015. Cumulatively thesehorses earned $49,361,162 in purses, and of this $23,372,403 was earned in Indiana.

29 Indiana Sired horses earned over $100,000 each racing in Indiana.

90 Indiana Sired horses earned over $50,000 each racing in Indiana.

237 Indiana Sired horses earned over $25,000 each racing in Indiana.

In planning the Standardbred Breed Development Program for 2016, the Standardbred Breed Development Advisory Committee and Standardbred Advisory Board worked closely with Hoosier Park and the Indiana Standardbred Association. Our goal is continue to look at ways in which we can improve this already successful program, consider input from all stakeholders and try to formulate long term plans. At the recommendation of IHRC staff, and approved by the Commission in 2013, there is a goal of keeping a reserve in the amount of $2.3 million in the fund. Due the current reserve being larger than that, the fund is utilizing a decreasing amount annually from the reserves, until the $2.3 million is reached. After reviewing our estimated ending balance, we are proposing that $500,000 be utilized from reserves.

Significant changes were made to the structure of the Indiana Sires Stakes program for 2014, and 2015 marked the second year operating under this structure. We have found that it is successful and working well. The Committee recommends keeping the structure of this program the same for 2016.

at $500. Entry fee for each leg will be $500. There will not be an entry fee required for each Leg Final/Consolation. Breed Development will contribute up to $50,000 for each leg. If total purses for an elimination

exceeds the $50,000 allocated from Breed Development, track purse account will fund the difference.

Breed Development will fund the purses for the Leg Finals ($75,000) and Consolation ($25,000). Breed Development will fund the purse, $200,000 for the Super Final (for top ten horses from

Leg Finals) plus the $4,000 each 6th through 10th place finisher will receive. For a total payout of $220,000.

A consolation will only take place is there are seven (7) or more entries. If the consolation does not take place, the horses eligible to the consolation will be refunded their $500 entry fee from the elimination and will be eligible and given 1st preference for an overnight races for ISS eligible horses. The purse of this race will be $25,000 minus the amount refunded from the consolation not filling.

Hoosier Park agrees to write overnight races for Sires Stakes eligible horses to provide additional racing opportunities. These races will run concurrent with the Sires Stakes program. Breed Development will earmark a minimum of $500,000 from the funds allocated for IS Overnight/Mini Series Budget.

Approximately 23 racing programs to be held (including ISA Elite Program & Championships). Series 1: Purses - $3,000 Division Championship - $20,000 Consolation - $8,000 Series 2: for NW $12,000 in 2015 up to and including 8/31/16. Purses - $3,000 Division Championship - $10,000

Breeder’s Awards Continue the current format from 2013. • Total Payout for Breeder’s Awards - $700,000 • A horse must win an eligible race to be eligible to the Breeder’s Award Pool. The criteria is as

o Two & Three - Year Olds – ISB Horses only that win any race at the Pari-Mutual Tracks in Indiana or ISFC Championship Races excluding any race in which the horse is entered for a claiming price.

o Four, Five & Six Year Olds – ISB Horses that win: Final of any Breed Development Indiana Sired Late Closer Event Elimination or Final of the Indiana Sires Stakes Track’s Open or Invitational Race Excluding any race in which the horse is entered for a claiming price.

o Aged Horses (7 years old & older) – IS Horses that win: Final of any Breed Development Indiana Sired Late Closer Event Elimination or Final of the Indiana Sires Stakes Track’s Open or Invitational Race Excluding any race in which the horse is entered for a claiming price.
