Title 24 Agenda
Title 24 is the California Energy Commission’s (CEC) Energy Standards for Residential and Non-residential
buildings. For windows, requirements include;
• U-Factor performance minimums• SHGC performance minimums• Air Infiltration maximums• Is 100% independent from Energy Star
What is Title 24?

To be approved for building permits in the state of California, projects must meet or exceed Title 24
building code requirements.
• Title 24 is established as a minimum performance threshold
• Jurisdictions can supersede the code/make it more strict

How to meet Title 24 requirements
– Prescriptive Method• Most common• Easiest to determine: .32 U-factor, ≤.30 cfm/sf air
infiltration, and .25 SHGC (Coastal SHGC requirements for Zones 1, 3 and 5 will differ)
– Performance Method• Less common• Several factors involved
All CA homeowners replacing windows will be required to meet Title 24 requirements
following one of two methods:
How to meet Title 24 requirements
• Required to follow code exactly, no exceptions
• Same U-factor and air infiltration requirements for all 16 California Energy Zones (Zones 1, 3 and 5 SHGC requirements differ)
• Simple to follow
• Saves time when pulling a permit
• Can be used for both residential new construction and replacement windows
Prescriptive Method
Performance Method Calculation
• The performance of the home as a whole is taken into consideration
• Requires approximately 2 weeks to receive the needed report, can delay permits
• ‘Title 24 Consultants’ utilize software such as “Alternative Calculation Method” to find whether or not the home meets requirements and provide wiggle room for products not meeting the prescriptive method
• Average costs of testing is $200-300

Title 24 Coastal variations
• U-Factor requirements are the same for all of CA
• There are NO SHGC requirements for Coastal regions 1, 3 and 5

Summary• Simonton currently has glass packages which will comply
with Title 24 requirements for seamless transition• Homeowners replacing windows will have to meet Title 24
requirements via Prescriptive or Performance methods• Prescriptive requirements are ≤.32 U-factor, .30 cfm/sf air
infiltration and ≤.25 SHGC for all areas other than Coastal regions 1, 3 and 5
• Coastal requirements for zones 1, 3 and 5 have no SHCG Title 24 min/max
• Utilize a “Title 24 Consultant” if using the Performance Method to ensure compliance
