This initiative provides grant opportunities to create onestop centers that assist the families of individuals with developmental disabilities. These onestop centers enhance the capabilities of families in assisting children with developmental disabilities to achieve their maximum potential; support the increasing ability of children with developmental disabilities to exercise greater choice and determination and to engage in leadership activities in their communities. Each onestop center establishes its own process and determines the best way to provide services. Families participate in a family assessment and work with a “systems navigator” to develop and individualized family service plan (FSP). Each project assists 20 families in the first year and 40 families in the second year through the fifth year. Rebecca Posante and Isabel Hodge attended the ribbon cutting ceremony for the new handicapped‐accessible playground at Lunga Recreational Park.  Next to the playground, Quantico has a new accessible fishing pier and a pontoon boat available for military families with special needs to use.   The Quantico installation commander, director of Marine Corps Community Services, and the EFMP manager as well as 35 to 40 invited guests attended the ribbon cutting ceremony and enjoyed a picnic following.  ‐‐‐  Personnel Accounting in Conjunction With Natural or Manmade Disasters  The revision to DoD Instruction 3001.02, "Personnel Accounting in Conjunction With Natural or Manmade Disasters" was approved by the USD(P&R) on 28 April 2010.  This Instruction will be posted to the DoD Directives Web site at http://www.dtic.mil/whs/directives/  The revised Instruction incorporated lessons learned from subsequent accounting requirements after Hurricanes Rita and Katrina in 2005, the California Wild Fires in 2007, and Hurricanes Gustav, Hanna and Ike in 2008.    A short summary of changes include:  delegated authority to the Chairman of the Joint Chiefs of Staff to commence accounting upon the declaration of a disaster; established the Personnel Accountability Reporting System (PARS), and establishes the requirement for each DoD Component to appoint a Personnel Accountability Program Manager.  ‐‐‐  eSAT:  Electronic Sponsors Application & Training  The eSAT (Electronic Sponsors Application & Training) continues to enjoy success following the soft launch on March 10, 2010.  To date, 2,613 sponsors have been trained and 516 transferees have been sponsored.  The Air Force is currently the primary user with 7 installations having trained over 100 sponsors.  All of the feedback to date reflects positive responses. Look for the formal announcement and marketing campaign in the near future!  ‐‐‐  Family Advocacy at Joint Bases  Staff from the Office of Family Policy and the Family Advocacy Program met with representatives from the Services to discuss the integration of FAP programs at joint bases.  The meeting focused primarily on the procedures and requirements for the transfer of personnel between Services at impacted locations.  This is issue will continue to be a topic of discussion at future meetings.  ‐‐‐  GAO Report on DoD Domestic Violence Program

The General Accountability Office (GAO) released a report entitled "Status of Implementation of GAO's 2006 Recommendations on DOD's Domestic Violence Program progress in implementing recommendations made in the GAO's 2006 report on Domestic Violence in the military."   The report was critical of DoD's progress in implementing prior recommendations, and the Acting Deputy Under Secretary of Defense for MC&FP, Ms. Virginia Penrod, expressed her commitment to making to continued progress and taking the necessary steps to address issues raised in the report.  ‐‐‐  Armed Forces Boxing Championships:  The Army continued its dominance over the other Services in the 2010 Armed Forces Boxing Championship held at Naval Base Ventura County 18 ‐ 24 April. The Army won 6 bouts for the team championship, the Marine Corps won two bouts for a second place finish and the Navy was third overall with one win. The Air Force had 2 boxers in the gold medal round but they were beaten by their Army opponents and had to settle for fourth place finish.  The gold medal winners are eligible for a spot on the U.S. Team for the upcoming CISM championships.  CISM is the international military sports organization whose motto, "friendship through sports" brings athletes from all over the world together in the spirit of competition and camaraderie. The CISM Boxing Championship will be held 8 ‐ 17 October at Camp Lejeune, NC and at least 16 countries are expected to participate.  The last CISM Boxing Championship was held in Baku, Azerbaijan in 2008 and although the U.S. had a formidable team, they did not medal.  The U.S. is hoping for better results this year.  ‐‐‐  DoDEA's Educational Partnership has launched an interactive educational resource for military families, military leaders and school leaders.  The resource, "Students at the Center," provides information on important policies, procedures, and best practices that are critical to supporting the needs of military families' education.  "Our military families have high expectations and unique needs regarding the education of their children and we saw a need to develop a tool to assist everyone who has a stake in the educational process," said Kathy Facon, Chief of the Educational Partnership. Available online now at http://www.militaryk12partners.dodea.edu, the guide offers information focused on the specific needs of the different stakeholders.  ‐‐‐  DoDEA reminds parents to review their child’s immunization record to ensure their vaccines are current prior to the start of School Year 2010‐2011.  Before enrolling in a DoDEA school, students are required to have immunizations that are outlined in the DoDEA Immunization Requirements Form, which is available at: http://www.dodea.edu/foia/iod/pdf/2942_0_M_F1.pdf.  While the immunization requirement is not a new policy, it is a standing procedure and one that will

continue to be enforced.  Military Treatment Facilities (MTFs) provide immunizations to students and parents can coordinate with their child’s physician to obtain the required immunizations prior to the start of the school year.  In instances where required vaccines are not available, which can happen temporarily, the school superintendent will receive a notification from the MTF, and the student will be allowed to attend school until the vaccine is available.    ‐‐‐   DoDEA Teacher of the Year, Susan Morris from Boeblingen Elementary/Middle School, meets Vice President Joe Biden and Dr Jill Biden at a reception for the National State Teachers of the Year at the Vice president's residence on Monday, April 26th.  Teachers of the Year from across the nation are being honored this week in Washington, DC.  ‐‐‐  At DoDEA’s request, General Casey (CoS of the Army) has filmed a Public Service Announcement (PSA) on Teacher Appreciation Week to air worldwide on AFN.  The spot pays tribute to teachers for their contributions to military families.  The spot will also be available on the DoDEA website.  http://www.dodea.edu/pressroom/video.cfm?cId=psa  ‐‐‐  Pentagon officials announced the selection of Dr. Bruce Jeter as the Area Director for the Department of Defense Education Activity's Schools in the United States.  Dr. Jeter will oversee the operations of 63 schools located on 16 military installations in the United States, Puerto Rico, and Cuba.  Nearly 26,000 students attend DoDEA schools in the United States.  Dr. Jeter joined DoDEA in 1992 as an assistant principal at Irwin Middle School, Fort Bragg, N.C.  Dr. Jeter grew up in a military environment.  Born at Fort Riley, Kan., he is the youngest of five children.  His father was a career soldier in the U.S. Army, serving in World War II, the Korean War, and in Vietnam.  ‐‐‐  Scott LaBelle of Brussels American School is a National Merit Computer Science Corporation winner.  LaBelle is one of six DoDEA students named as National Merit Scholarship Semifinalists by the National Merit Scholarship Corporation (NMSC).  LaBelle was among approximately 1,000 high school seniors who won corporate‐sponsored National Merit Scholarship awards.  This is the 55th year that the NMSC has sponsored the competition.  Winners were selected from students who advanced to the Finalist level in the National Merit Scholarship competition and who meet the criteria outlined by their scholarship sponsors.    ‐‐‐   Three Department of Defense Education Activity (DoDEA) students were among the more than 500 students selected as 2010 Presidential Scholars Program. DoDEA's
