*Service system based on Not human rights but welfare

*Only the government has decisive power

*Public shelter use is only two weeks!

*Private shelters have no budget

*This period was Preparation. We searched about DV damage. It was awful (as today).

And, the serious murder, sexual harassment cases created

laws.

Along with meeting holding, Shelter Net also became large.

*The Cabinet Office began extending Shelter-Net its support for the “Purple Ribbon Project”

*Purple dial (DV and sexual violence 24hour helpline) was established by Cabinet Office. (11)

*In this period, our network gained support of the government. And We faced fearful earthquake and tsunami .

*Shelter Net supported many disaster women.

1999 A young woman was killed by the first reported incident of “stalking” in Japan, which took place in Okegawa City, Saitama, Japan.The Basic Law for a Gender-equal Society enacted

2000 Stalking Regulation Acts enactedThe Research towards the DVact establishment (by Shelter Net)

2001 Act on the Prevention of Spousal Violence and the Protection of Victims enacted

2003 Shelter Net started lobbying towards revision the DV act.(DV survivor speak-outs in public meetings with Diet members and government officials)

2004 The first revision of the DV act
