The petition comes after the death of Wynand Cillié (22) following a trag- ic accident on the N2 at the foot of the Sir Lowry’s Pass on Saturday 29 No- vember – a stretch of road with which all Overberg residents who travel to Somerset West or Cape Town are fa- miliar. At 08:45, a truck crashed into six ve- hicles stationed at the traffic light in- tersection after its brakes had appar- ently failed. It was the second accident of its kind to occur at this intersection in as many years. Kemp says she and her husband had lived in Somerset West and, because she worked in Hermanus at the time, she used the road daily. One day a work colleague received a call. His parents had been in a car accident on Sir Lowry’s Pass. His mom had passed away and that his dad was in intensive care. “I don’t think I have ever been that shocked and rattled as I knew I was going to have to make the same journey home at the end of that day.” Kemp started writing to local au- thorities and tried to get the media in- volved, but had no response. The cam- paign lost momentum until last week when her sister and brother-in-law, who live and work in Somerset West, posted the picture of Wynand Cillié with an accompanying poem on Face- book. “I was furious because I did not continue with my campaign so many years ago and furious that nothing has ‘till this day been done about this stretch of road; furious because my friends and family that still live in Somerset West, Strand and Herma- nus, use this road on a daily basis, and absolutely terrified that I could be the one receiving one of those horrific phone calls in future. So, I started thinking of what I could do.” Kemp started a Facebook page called Petition To Make Sir Lowry’s Pass Safer and had an incredible re- sponse. At the time of going to print yesterday (Monday) the petition had 996 signatures. Her plan is to compile a document stating the current state of affairs and proposals as to what can be done to make the road safer. She also wants to get as many people together for a town meeting where authorities can have the opportunity to explain their actions to the public. A member of the Facebook group has volunteered to set up this meeting. “We are also plan- ning an awareness march as a tribute to Wynand and all the others that have lost their lives.” Sascha Polkey of Grabouw says she added her name to the petition be- cause she is very worried about the safety of drivers on Sir Lowry’s Pass. “A road so many of my family and friends use daily. I have personally driven past a number of horrific fatal accidents, including the one in which a family of three were instantly killed last year. I was very disturbed by it. “I cannot believe that with the num- ber of bad accidents and the large vol- ume of traffic on the pass, that more is not being done to slow people down.” Some measures residents propose are warning signage, speed-over-dis- tance cameras, raised tar patterns, and flashing warning lights ahead of particularly dangerous segments, an emergency stopping lane and gravel pit. The Western Cape Department of Transport and Public Works, who is responsible for the stretch of road, said they are investigating safety im- provement interventions at the inter- section. Brett Herron, the City of Cape Town’s Mayco Member for Transport, said the Western Cape government has indicated that it planned to in- struct consulting engineers at a meet- ing this week to proceed with an inves- tigation into an arrestor bed. Improvements were also recently implemented to the timing of the traf- fic lights to reduce the likelihood of accidents at this intersection. “A mechanism has also been added to the traffic signal to detect any vehi- cle that is descending the pass and ap- proaching the intersection at too high a speed to stop at the red signal. When such a vehicle is detected, the signal will remain red for all approaches for a sufficient period to allow the vehicle to pass through the intersection be- fore other traffic is given a green sig- nal to enter,” says Herron. “While this mechanism is useful if a runaway truck is detected at the end of the green phase on the N2, it pro- vides no protection if the truck ap- proaches the intersection during one of the other signal phases – as hap- pened on Saturday.” On Wednesday morning, Cape Town Mayor Patricia de Lille said the City has “done what it is able to do, while engaging seriously with provin- cial government and Sanral (the- South African National Roads Agency Limited) to get them to play their part, and progress had been made, but sadly not enough at the time to prevent the tragedy”.
