IN THE SOVIET NATIONAL COMMITTEE ON LARGE DAMS THE TENTH INTERNATIONAL CONGRESS I. L. Sapir and V. M. Semenkov The Tenth Congress of the International Commission on Large Dams (ICOLD) was held in Montreal, Canada, June 1-5, 1970. The technical and executive committees held their meetings between May 28 and 30, 1970. About 1000 delegates from 43 member nations of the International Commission on Large Dams were present. From the Soviet Union a delegation consisting of the following members participated in the proceedings of the congress and the technical committees: I. L. Sapir (Leader of the Delegation), V. V. Stol'nikov, A. A. Sorokin, V. M. Semenkov, I. A. Ter-Arakelyan, and G. L. Ignatyuk. The fol!owing questions were discussed: Question 36, "Recent Developments in the Design and Construction of Earth and Rockfill dams" (50 papers). Question 37, "State-of-the-Art in the Design and Construction of Dams and Reservoirs on Deep AlIuvinm, Karstie, and Other Unfavorable Formations" (60 papers). Question 38, "Observations on Dams and Reservoirs in Operation" (61 papers). Question 39, "Latest Developments in the Design and Construction of Concrete Dams" (33 papers). Special attention was devoted to field observations and to controlling and measuring instruments. In most countries, where hydrotechnical construction has reached a developed stage, special agencies have been created for making control observations on the condition of high dams. The measuring equipment and the observation procedures are developed with great care. At the plenery sessions of the Congress, the Chief Engineer of Giprovndkhoz, G. L. Ignatyuk, and Prof. V. V. Stol'nikov presented reports from the Soviet Union. A collection of papers presented by the Soviet National Com- mittee on large dams was distributed and evoked considerable interest among the delegates. On June 6 and 7, 1970, the Soviet delegation paid a visit to the site of the Churchill Fails dam. The experi- ence in construction of a hydroelectric station of 11 units generating a total of 5500 MW and built under the severe north Canadian climate is of great general interest in connection with the construction of hydroelectric sta- tions in the northern regions of the Soviet Union. The executive committee of the ICOLD also reviewed organizational problems and adopted the following resolutions: 1) Mr. Jose Toran (Spain) was elected President for the period 1970-73. 2) Mr. Schwitten (Switzerland) and Mr. lohnson (USA) were elected vice presidents for the same period. 3) Iran and Iraq were admitted as members. 4) The 39th executive committee meeting will be held at Dubrovnik (Yugoslavia) in October, 1971. 5) The 40th executive committee meeting will be held at Canberra (Australia) in 1972. 6) The 41st executive committee meeting will be held in Madrid in 1973. 7)The Eleventh Congress of the International Commission on Large Dams will also be'held in Madrid in 1973. In the next few issues of "Gidrotekhnicheskoe Stroitel'stvo," we propose to publish abstracts of papers on each question of the Congress and articles on the construction of the Churchill Fails hydroelectric station.
