BACKGROUND
Ministry of Public Work (MPW) is responsible forthe provision of sewage treatment services in theState of Kuwait.
Sulaibiya Waste Water Treatment & ReclamationPlant is a pioneer project in the MENA where it isthe first infrastructure facility of its size to beexecuted as BOT
Worldwide, Sulaibiya Waste Water Treatment &Reclamation Plant (SWWT&RP) is the largest ofits kind being a membrane-based waterreclamation facility.

BACKGROUND
By mid 2004, preparations started for testing, commissioning and operations for treatment and reclamation processes.
The first reclaimed water drop was produced from theplant on November4th, 2004. Under the exclusive concession that is granted toUDC, around 60% of Kuwait’s total domestic wastewateris directed to SWWT&RP.

OVERVIEW
The Sulaibiya Project comprises:The continued operation and maintenance of: 1. the preliminary treatment and pumping station at
Ardiya, and 2. the existing 425,000 m3/day plant capacity, until
June 2032.
Plant Expansion The development, design, engineering, permitting, procurement, construction, testing and commissioning of a 175,000 m3/day. The operation and maintenance of the expanded plant until June 2032.

Kuwait Oil Company’s (KOC) 2020 strategy is toincrease oil production capacity from the current3.2m barrels per day (bpd) to 4m bpd.
For the production of oil, KOC requires water forboth conventional oil and heavy oil.
In recent years, KOC has intensified its effort toextract heavy oil for which KOC needs to generatesteam which requires water of a certain quality.

KOC water source options in the past have beeneither ground water or sea water, both of whichhave higher impurities then what has becomeavailable with the commissioning of the UDCcompany’s waste water treatment plant whichproduces brine as a reject.
KOC has agreed with UDC and Ministry of PublicWorks to make use of the brine in the production ofboth the conventional and heavy oil.
