Market-Related Contract Term Addition

For the second quarter the Market-Related Contract Term Addition(MRCTA) qualified for contracts usingthe Softwood Lumber Index. This makesthe sixteenth consecutive qualifyingquarter for the Softwood Lumber Index.A function of when the contract wasawarded, the maximum amount ofMRCTA that a contract may be eligibleto receive is specified by the length ofthe normal operating season, the 2008Farm Bill and the September 10, 2008finding of Substantial Overriding PublicInterest (SOPI).The maximum amount of MRCTA timethat a contract awarded prior to January1, 2007, may be eligible to receive is lim-

ited to a total of four years but may notresult in the total contract length exceed-ing 10 years. On the other hand, pur-suant to SOPI, the maximum amount ofMRCTA time that a contract may be eli-gible to receive is limited to a total of fouryears and the total contract length mayexceed 10 years provided the adjustedtermination date is not set pastDecember 31, 2010. Payment dates that have not beenreached when authorizing MRCTA maybe adjusted periodically. MRCTA is sub-ject to limitations stated in the applicableMRCTA provision in each contractunless superseded by the 2008 FarmBill or the SOPI September 10, 2008,finding. Those who have contracts eligi-ble to receive a MRCTA can contactcontracting officers who can advisethem of the procedures for requestingthe adjustment.

Commissioner Peter Goldmark’s Tour

The American Forest Resource Council(AFRC) and the North Olympic TimberAction Committee recently gaveCommissioner of Public Lands PeterGoldmark a look at a few different mills.Included in the tour were InterforPacific’s stud mill, Port AngelesHardwood’s alder mill and GreenCreek’s specialty mill that saws primari-ly for the export market. The three very different mills utilize asubstantial amount of timber fromWashington State trust lands managedby the Department of Natural Resources

(DNR).Concluding the tour at the Port of PortAngeles log handling facility, theCommissioner viewed innovations inwater storage and containerized ship-ping of logs. According to AFRC, CommissionerGoldmark reiterated DNR’s commitmentto providing a sustainable and depend-able supply of timber to support the log-ging and milling infrastructure which pro-vides a revenue stream to the state’strust beneficiaries, including the com-mon school fund and counties.

Reforestation Efforts Challenged By Environmentalists

Environmentalists have challenged theresponsible removal of dead trees fol-lowing catastrophic wildfires for manyyears. Recently taking one step further,the Klamath-Siskiyou Wildlands Center,the Environmental ProtectionInformation Center and the KlamathForest Alliance have filed an appeal onthe Klamath National Forest on a wildfirerestoration project.According to reports, the project pro-poses to site prep and reforest 220acres of the Caribou fire that burned13,000 acres in 2008 and remove someof the dead material with a cable systemas part of the operation. The appealaddresses the following issues:1.) the need for shrub habitat ecosys-tems2.) artificial plantations increase fire

Update On DNR Sales Program

Washington’s Department of NaturalResources (DNR) recently ended theirfiscal year with sales totaling 584 millionboard feet (mmbf) which produced justover $90 million in revenues toWashington’s trust beneficiaries overthe length of their contracts. The positivedownstream economic impacts ofDNR’s trust land product sales that con-tain transportation, manufacturing andretail economic benefits were not includ-ed in this total.Average sales value for the year aver-aged $187 per thousand board feet,which is a low not seen in recent years.According to officials the agency is sub-ject to more possible cuts as state gen-eral fund revenues continue to decline.However a recent uptick in stumpagevalues may ease the DNR but the

This is a rustic product thatwe will have manufactured and will beoffered in 3/4x5-inch.”Most of Mars Hill’s forest product deliv-eries are made by contract truck butsome products are shipped in contain-ers by rail.Clark attributes the success of his woodoperation to having good working rela-tionships with both his lumber suppliersand clients. He explained, “With goodforest product suppliers that have mod-ern and efficient manufacturing equip-ment and know what they’re doing wealways have a good product to offer ourcustomers and those in need ofSoftwood and hardwood lumber. Wehave long-term relationships with peoplewe know very well, they know us andlike doing business with us. Supply is not the issue,but eventually it will be due to almost nologging going on due to dry summerweather and fire restrictions. Any up-tick in orders would bring lots of supplyproblems with it. Most customers arenow pinning their hopes on next year,”he said.Berny Power of Mill & Timber, Surrey,B.C., said, “In our Cedar sales we arefinding that most customers are trying topare down inventory. Our company isno different. We are limiting ourWestern Red Cedar production, produc-ing to order. We feel there will be a lastminute gasp for decking, timbers anddimension and some pattern stockbefore winter months arrive. Buyersare cautious, ordering only what theyhave to have. They want to enter 2010lean. We have had a fairly good year.Our sales have been a bit weak, but notdisastrous. We see some recoveryshowing up in the second quarter of2010,” he said.Carlos Furtado, head of sales forSawarne Lumber, Richmond, B.C., said“Our Cedar sales picked up about amonth or so back for a couple of weeks,then three weeks ago it died. Nowthere are few orders and they are highlyspecified and fill in only. No one wantsto carry any inventory. We are doing acut on some logs we have had a whilewhich will amount to about a half millionfeet, but we are watching our inventory,keeping only enough on hand to servethe needs of customers. On the posi-tive side, we do hear about someexports picking up to Germany andFrance. We believe that we are sixmonths away from an upswing. It tookus a while to get to this bottom and it willtake a while to climb out of it.”Gene Secco, sales manager for ForestGrove Lumber, McMinnville, Ore.,said,“It has been a rough year for everyone.We are focusing almost entirely on tim-bers, selling very little in commodityitems. Some items like MSRare hot and so are premium grades.Low grade sales are steady. July andAugust were our two best months in thepast 18 months. It’s been a nicechange and something to really enjoyfrom a sales point of view. In BritishColumbia fire danger is high and thereare lots of problems in logging up thereright now. Down here, logs are verytight. Thankfully, we have just experi-enced a week of rain and very coolweather which has helped lower firerisks. Logs will be tight at some millsfor the rest of this year and maybe intothe new year. We are still planningrolling curtailments in all of our mills.Prices are still too low for real profitabili-ty on most items, but long lengths havepopped up 25 to 30 percent in prices.Canadian mills have stopped makingthe long lengths which has helped us.Dry Doug-Fir is at $250 and not long agoit was at $165. Green Doug-Fir is upand prices are good and steadily movingup. Up is the right direction.Production right now is more in line with

Although attendance was reportedlyless at this year’s show than two yearsago, vendors spoke contentedly aboutthe quality of leads their displays gener-ated. Notable was the decision of manyamong the approximate 200 vendors torent smaller booths in order to reducetheir show costs.The ‘Greening’ of the industry proved tobe a hot topic among vendors and atten-dees. Putting the topic into perspectivewere various speakers, such as RogerRutan, vice president of TimberProducts, who noted that it can provechallenging to understand the variousprograms that provide ‘green’ certifica-tion.Rutan advised companies who aredeliberating about whether to ‘go green’to first consider what their customers’needs truly are and whether their suppli-ers can provide products that addressthose customers’ needs.Seminars were scheduled dailythroughout the five day AWFS event.The topics included sessions on busi-ness management, cabinetry/millwork,software/technology, techniques/appli-cations, handcrafted furniture, safetyand environment and going green.On the closing evening of the AWFSFair, Anton Cabinetry of Arlington,Texas, was presented the ‘2009 Best ofthe WOOD 100’ award.Anton Cabinetry, a 25-year-old compa-ny, has experienced solid sales jumps inrecent years, particularly from 2007 to2008 when sales leaped 31 percent.The firm is expected to reap sales inexcess of $15 million this year.Winners of the Fresh Wood StudentDesign Competition highlighted theAWFS awards banquet. A total of 165projects were entered by both highschool and post-secondary school stu-dents with 50 chosen as finalists. Sevencategories comprised the competition, inwhich students could earn first, second,and honorable mention placement.Additionally, WoodLINKS-USA present-ed its three annual educators’ recogni-tion awards during the AWFS reception.Since its inception, AWFS has donatedmillions of dollars toward educationalprogram and scholarships. The organi-zation is also a supporter ofWoodLINKS-USA, which was created torevive and update vocational woodwork-ing school programs across the nation,as well as to promote the woodworkingindustry.Also, seven companies were given aSequoia Award by AWFS for productinnovation and leadership in the green
